The plantings for White Lake Oaks and Glen Oaks are to define fairways and buffers between greens and tees. The BMX planting is to begin the first phase of a buffer between the BMX track and the adjacent residential area. Bids were received from Greenland Market, Weigands, Lawrence Gilling, Marine City Nursery, Howell Tree Farm and Christensens. The low bidder for the Austrian Pines, Scotch Pine and Spruce was Lawrence Gilling in the amount of $3,344. Breakdown is as follows: White Lake Oaks $ 700 Glen Oaks 1420 W/O BMX 1224 TOTAL $3344 The low bid for the arborvitae was Weigands Nursery in the amount of $330• Park staff and Purchasing recommend the award of the bid to Lawrence Gillings in the amount of $3344 and Weigands in the amount of $330 for a total cost of $3674. Final award is subject to approval by park staff for the quality of plant material. APR 1- f 82 RECEIVED EUGENE KACZMAR - RED OAKS COMMUNITY GARDEN Mr. Eugene Kaczmar, Madison Heights City Councilman, has requested that the Parks and Recreation Commission consider authorizing a community gardens program on the north end of the Red Run Drain between 13 Mile and Dequindre. Mr. Kuhn and I met with Mr. Kaczmar to discuss this a while back. A letter, copy attached, that Mr. Kaczmar sent to me explains what he desires and the fact he had fulfilled some commitments requested by Mr. Kuhn. I have asked Joe Figa to project what it would cost us to abide by the request of the roadway and water to the garden plots as requested by Mr. Kaczmar. The concept of the gardens is excellent on behalf of Mr. Kaczmar but hesitate to recommend to the Parks and Recreation Commission that we get involved in the capital outlay because of lack of capital funds and the fact that we have not done the final engineering for the proposed development of that portion of the park. As a result, AMF, Inc was contacted by Charley Manos at the Detroit News who included the information in his column. Ginny Stolicker of the Oakland Press interviewed Kathleen for her column. AMF, Inc. contact several local talk shows to arrange interviews for Monica Walch to promote the Cerebral Palsy Games in Ypsilanti May 20-23• Contacted Monte Trammer, assistant city editor at the Free Press, to suggest an interview with Eric Reickel on the expected cuts in recreation funds by the federal and state governments. OPTION OF THE REVISED PARKS AND RECREATION COMMISSION Af BY-LAWS The final draft of the revised By-laws are attached for your approval. OAKLAND COUNTY PARKS AND RECREATION COMMISSION REVISED BY-LAWS April 21, 1982 OFFICERS of the Commission shall be: CHAIRMAN: Chairman shall chair all meetings of Commission when present except for the election of the office of Chairman itself, and shall prepare the agenda for all regular meetings. VICE-CHAIRMAN: Vice -Chairman shall chair meetings in absence of Chairman. SECRETARY: Secretary shall keep in good detail all minutes of regular meetings or shall delegate authority to do so to a qualified shorthand stenographer. ELECTION of officers shall be the first (1st) meeting of each year. THE COMMISSION SHALL set the meeting dates annually at its reorganization meeting in January. Special meetings may be called as needed by the Chairman or by three (3) members of the Commission. A meeting may be cancelled by the Chairman by notifying the members, 48 hours prior to the meeting. COMMITTEES shall be appointed by the Chairman and shall meet under the same conditions and rules as does the Commission. Any three (3) or more members of the Commission appointed by the Chairman may constitute a committee. Each committee will be reappointed one month after election of officers. All committees shall be dissolved once .their purpose is served. A QUORUM: In accordance with Public Act 261 of the year 1965, as amended, six (6) members of the Commission present and voting shall constitute a quorum. (Revised By-laws, April 21, 1982) ROLL CALL VOTE: Yeas and Nays by roll call shall be ordered when demanded by any member of the Commission prior to the announcement of the vote. ANY PERSON may address the Commission by a request to the Commission at least seven (7) days prior to the next scheduled meeting, unless a majority of the members present and voting shall object. The Commission should now formally receive this report. Don van Loo of Janz & Knight, or his representative, will be present at the meeting to clarify any questions you may have. SPRINGFIELD OAKS Y.A.C. REPAIRS/IMPROVEMENTS During the budget hearing for the Springfield Oaks Y.A.C., a request was made to the committee for additional funds for repairs and improvements to this building. It was their recommendation that this issue be discussed with the Parks and Recreation Commission for alternative solutions with a recommendation back to the Planning and Building Committee. A list of capital improvements that the Parks and Recreation Commission has authorized for the last 10 years will be available at the meeting. Due to the increasing demands on our 1/4 mill for operations and new capital projects, it is our recommendation that any additional capital improvements for the Y.A.C. come from the County's capital budget. The following report covers the types of repairs and improvements with estimated costs. OAKLAND COUNTY Inter -Departmental Memo Lyon To Date Subject:_ Springfield Oaks Youth Activities Center Improvement Cost Estimates On a recent field trip to the Youth Activities Center to review poten- tial problems and improvements, the following observations were made: 1. Decaying Siding: There are a number of individual sections of diagonal wooden slates that need replacing or repairs as a result of decay- ing and warping. items 1 & 2 are $5 per square foot. Estimated cost is $6,000-$10,000. 2. There are two to three large sections, some 12' x 30', which also require repairs or replacing depending on how extensive the decay. 3. All of the areas that were initially caulked need attention. This will require removal of old sealer and the application of a new pliable caulking. At a cost of $4 per linear foot, estimated total cost is $4,000. 4. Several areas of the interior wood paneling will require repairs or replacing. This will also require replacing the existing insulation which has been damaged by moisture. Estimated cost is $2,000. The repairs for items 1-4 could cost an estimated $12,000-$16,000. In addition to the above maintenance problems, there are several other areas which should be addressed. 1. Lighting: The lights in the main exhibition area produce a loud buzzing sound which has become a real detriment for certain functions resulting in a potential loss of revenue. Due to lighting advancements in the last 10 years, this system is quite inefficient to operate and has a low performance rating. Estimates to correct this problem range from $5,00-$10,000. 2. Heating: The design (especially height) and size of the large exhibit space results in inefficient and expensive space in terms of use and heating costs. One possible solution would be the construct1on of a dropped ceiling or the addition of a second floor loft. This could cost from $10,000-up. 3. Sanitary: Although the existing holding tanks function during average conditions, at peak periods such as concerts, fairs, or other large gatherings, the system is overtaxed. This results in the frequent pumping of tanks. Over a long period of time, this becomes a costly item. Watt called for an 'immediate effort to increase user fee revenues' in the national parks. Watt told Dickenson, 'I have convinced OMB that the National Park Service can increase its revenues from fees and deserves to keep the added revenues it generates. I think it is now time that we turn attention to immediate efforts to increase the revenues from the fees that are within our province to collect existing laws." ---Genesee County has inquired whetherthe Oakland County Parks and Recreation Commission would be interested in co -hosting the Annual Park Districts meeting to be held in Flint on Thursday, June 24 through Saturday, June 26. The program will consist of tours of the Genesee and Oakland Counties Parks facilities. have discussed this with Chairman Wint and he feels this would be a good effort to introduce our facilities to various departments throughout the country.
