ADDISON OAKS FENCING
Bids were received on August 11, 1982 for Phase II Fencing at Addison
Oaks. The work primarily consists of some 5,615+ linear feet of 6'
chain link fence. This will complete the fencing of the northern
boundary of Addison Oaks.

Staff recommends awarding the contract to the low bidder, Cyclone, for
$29,000, plus a 5% contingency of $1,450, for a total amount of $30,450.
We also recommend the alternate remain open as an option in the event
park perso nel does not have the available time to complete the clearing.
$30,000 was approved for this project in the 1982 Capital Improvement
Budget.

CAPITAL IMPROVEMENT PROJECT UPDATE
Attached is a report on the present status of the 1982 capital
projects. This report will be discussed at the meeting.

CAPITAL DEVELOPMENT
STATUS UPDATE
The intent of this report is to update the Oakland County Parks
and Recreation Commission on the status of the capital develop-
ment projects during the last year. It is broken down into the
following five categories:
I. PROJECTS COMPLETED: Projects approved in the 1981
capital budget and completed during 1981. Although
the construction may be completed, there may be
outstanding invoices.
II. PROJECTS IN PROCESS: Projects approved in the capital
budget which are in the construction phase or out for
bid.
III. PROJECTS -DESIGN COMPLETED: Projects which now have the
design or engineering completed, with construction
yet to be performed.
IV. PROJECTS DESIGN IN PROCESS: Projects presently in a
design stage,(conceptual, preliminary or construction
drawings).
V. MISCELLANEOUS PROJECTS: Projects or reports that were
completed as a result of daily or routine office pro-
cedure (i.e.; property reviews, grants, general
graphics, etc.).

CAPITAL DEVELOPMENT - REPORT
1. PROJECTS COMPLETED
Glen Oaks
1. Pump house structure completed - equipment in process of being
installed.
2. Evergreen tree planting, Phase I - consisting of 40 Austrian,
Scotch pines and spruce.
3. Clubhouse heating and cooling system, Phase I, installed
Groveland Oaks
1. Rampager - installation of walks, water control barriers and
replacement slide
Waterford Oaks
1. Water Slide - consisting of two flumes, maintenance and control
building, decking, bridge, pool and landscaping completed and
dedicated on June 30th.
2. Court Complex - shuffleboard fencing installed - 4' vinyl chain
link fence
3. Court Complex Control Building - shelves and minor modifications
4. BMX Track - access road separating pool and BMX traffic completed
5. BMX Track landscaping - 35 Scotch pine buffer planted along north
side of property.

Purpose
The purpose of this agreement is to state the terms and conditions
for use of the Springfield Oaks Activities Center to conduct antique shows.
This contract is between the Oakland County Parks and Recreation
Commission, hereinafter referred to as the "Lessor" and John and Betty
Lon;, hereinafter referred to as the "Lessee."
Duration of Contract
This contract is renewable on a yearly basis from January through
December provided all conditions of the contract have been successfully
met.
This contract may be terminated upon ninety (90) days notice by either
party for lust cause.
Rental Rates
The rental rate shall be $600 per show with a minimum of one show
per month.
Exclusive Rights
The Lessee will be granted exclusive rights to conduct antique shows
and collectibles and/or sale of antiques and collectibles which are similar
to the ones featured in their regular show. No "flea market" shows will
be contracted during the time of this agreement without writtern permission
from the Lessee.

Parking and Traffic Control
Vehicles must keep fire lanes clear and park in designated areas
only. The Lessee will be given a facility layout which designates the
authorized parking areas. It is the Lessee's responsibility to control
and enforce parking and traffic policies as stipulated by the Oakland
County Parks and Recreation Commission and the Oakland County Safety
Division. If in the reasonably based decision of the Parks and Recreation
Commission staff that the guidelines are not being followed, the Commission
shall have the right to assign an Oakland County Safety Division officer
to control traffic and parking at the Lessee's expense.
Hoi r�, of Operation
The building will be available for set-up at 7:00 a.m. The Lessee
will be clear of the building by 8:00 p.m. When facility or a portion
thereof is available for Saturday evening prior, hourly rates shall be
$20.00 per hour, not to exceed three (3) hours at any given time.

The Lessee must provide proof of comprehensive General Liability
Insurance of $1,000,000 per occurrence which names the Oakland County
Parks and Recreation Commission and Oakland County as an additional named
insured. The Lessee shall hold harmless and indemnify the County of
Oakland and the Oakland County Parks and Recreation Commission from any
and all damages or injuries which may result from acts or omissions of
Lessee.
Building Arrangements
The Lessee must provide a layout prior to each show which indicates
the general positioning of all exhibits. Set-up of tables and chairs in

accordance with the layout is the responsibility of the Lessor. The
Lessee will be responsible for the orderly set-up of individual booths.
Reasonable cleanup will be the responsibility of the Lessee. Additional
tables, other than those at the facility, are the responsibility of the
Lessee. Delivery of tables or other equipment for the show, not during
regular set-up time, must be prearranged with the Lessor.
Safety Rules
The Lessee is responsible for adhering to all building safety rules
and the Michigan Fire Prevention Act.
Concession
Concession service is available through the Oaks Management Corpora-
tion. No food sales are permitted by vendors participating in the show
without expressed written permission from the Oaks Management Corporation.
The Lessee must provide space in accordance with the building site plan
for a concession dining area.
Advertising and Promotion
It is the responsibility of the Lessee to promote and advertise these
shows. The general plan of advertising for the year is to be provided
to the Lessor prior to the effective date of the agreement.
Outdoor Exhibits
Outdoor exhibits may be placed only in areas designated for such use
on the site plan.

MANAGER'S REPORT
---There may be a need for an executive session to review two parcels of
property as per the attached letters. It is expected that Joe and I
will have viewed these properties by the time the Commission meeting takes
place.
---A progress report on the Mobile Recreation grant program is attached
for your information. Due to the late implemention of this program, we
will not be expending all the money that was granted but the program still
cab be considered a success.
---I will have additional comments on the meeting we will have with
Planning and Building on the YAC, as well as the Public Hearing on the 20th
State Department, Recreation, Tourism, Culture, and Leisure Services as
proposed by the MRPA. The Hearing will be held at the County Board of
Commissioner's auditorium prior to the Commission meeting.
---The Commission hosted a delegation of 15 visitors from Japan who were
guests of the City of Pontiac at the Wave Pool and the Springfield Oaks
Golf Course.

The program has been progressing rather well. For the amount of time
we have had to implement it,zae feel we have reached many areas, that would have
been without any type of recreation at all.
Many of the recreation areas have ended there programs for the summer. We
are at this time appealing to public agencies and selective private groups.
We would again appreciate you consideration is extending this program
to us again in the 1983 season of Mobile Recreation. We feel the program
has been very beneficial to those who have participated and feel confident
that it can reach out to those who have not have the chance to participate
in our program this year.

PLEASE NOTE: 125 visits @ approx. $60.00 per visit = $7,500.00 in a 9 week period
Projected use for 18 weeks from the beginning of May to the beginning
of September would put us at $15,000 in grant money, for next year.

Dear Mr. Reickel:
As you may be aware, the Oakland County Drain Commissioners'
Office controls the levels of a number of the local lakes. Most
of the control structures for these lakes have vandalism problems
which are difficult for us to overcome. One such structure is
the dam which controls Fox Lake.
This structure has easy access from the Wise Road and is used as
a local swimming hole. At times the vandalism has been severe
even though fences and chains and locks have been installed. It
is doubtfull that anything we will ever be able to do, short of
using a full-time gaurd will ever stop the vandalism that goes
on. The lakefront property owners could never afford the expense
of such a gaurd.
The property surrounding the structure is for sale, and since the
site is already being used for numerous recreational purposes
even though it is essentially undeveloped, it seems possible that
it might be a good site for a County Park. Therefore, I would
like for your department to consider the possibilities of using
this site for a park. The Sidwell number for the adjacent 99
acre tract is (E) 17-03-451-004, and located on the northeast
corner of Wise Road and Commerce Roads in Commerce Township.

Dear Mr. Reickel:
I am enclosing my literature on the property we
discussed today. Nothing would have pleased my mother
more than to preserve the property in its present state.
Nothing would please her children more than to honor her
wishes.
Because the 211 acres and the house and barns are
the only asset of my mother, because of its prime location
and panorama of views and wildlife, and because the annual
real estate taxes depleted her financial assets over the
past 60 years, I would have to receive the price of
$20,000 per acre, which several individuals have indicated
they would be willing to pay. The house was unique when
it was built in the''20s, and is priceless today when so
much that was fine has been destroyed.
I appreciated your telephone call. Please interest
the County in purchasing the property, bearing in mind that
there was a tremendous personal and financial sacrifice
over the years in order to preserve the property in its
natural, virgin state for the present and future.
