This item was not included in the original renovation as it was felt it would be adequate for a few years and could be replaced at a later date. The rail was removed during construction and reinstalled when the stairs were refinished. During the past two years, due to age and use, the rail has weakened considerably. The replacement rail system must meet OSHA codes which require a 42'' rail at the landings rather than the existing 36" rail. Proposals are being received on replacement of some 40' of rails and balusters. Staff will review the proposals and present a recommendation to the commission. Estimated cost: $3,500 ITEM #10 ELECTION OF OFFICERS As per Act 261 of the Public Acts of 1965, Section 3, the Commission shall elect officers at its first meeting of the year. In order that the Commission may be familiar with the proper ' procedure, the following should take place: 1. Commission should elect a temporary Chairman or have the Manager act as Clerk of the Commission and conduct the election of the Chairman. 2. Secret Ballot: There must be a motion, seconded and adopted, to provide for an election by secret ballot. If a member demands an aye and nay vote as provided in the by-laws, then no secret ballot may be had under any circumstances. 3. Once the Chairman is elected, he will then assume the Chair and conduct the remainder of the election based upon the above guidelines. ITEM #11 MANAGER'S REPORT ---On Thursday, December 3, a prelimary examination was held before Judge Gerald McNally pertaining to the damage of two golf carts at Springfield Oaks Golf Course. The charges involved were malicious destruction of property over $100. Upon completion of the testimony, Judge McNally determined that malicious destruction of property did occur but due to insufficient evidence, there was no proof that the defendants were responsible for the crime because there were four people involved with the carts and it could not be determined which two of the four were driving the carts. It is recommended that the Commission authorize me to proceed with a civil suit and attempt to get restitution for the damages incurred from the people responsible for signing out the carts. ---I have been notified by John Olesnavage, Manager of the Springfield Oaks Life Enrichment Center (SOLEC) that they were desirous of terminating their contractual agreement at Springfield Oaks YAC no later than March 1, 1982. It is their desire to have a location that allows for a permanent set-up room for their program components. or ---The Commission has been contacted by the American Society of Engineers to host the 1982 Midwest Concrete Canoe Race at Independence Oaks sometime in April. We have reviewed this proposal with the parties concerned and find that our facilities can accommodate such an activity. ---The MRPA Conference is to be held January 23 through 27 in Grand Rapids. You should have received a letter from the Chairperson of the Public Recreation Board of Grand Rapids inviting you to participate. ---Carol E. Stanley, Commission member was elected a Director of the National Association of Realtors at the Association's 74th annual conference in Miami Beach, Forida, on November 28. --- Three proposals were received on December 21 from parties interested in conducting a monthly antique show at Springfield Oaks. The proposals were reviewed and interviews held on December 30. The people involved in the interviews were myself, Jon Kipke, Anne Clinton-Cirocco and Marge Walker. Further investigation will be necessary and a recommendation should be ready for the Commission at its next regular meeting. ---For those Commissioners who don't know -- Bob Allen, Civil Counsel for the County, will retire in February.
