WATERFORD OAKS BMX
CONCESSION EQUIPMENT

Bids have been received for additional concession equipment for the concession
trailer used at the BMX track. This unit is operated by volunteers with all
net profits going into the BMX program.
The volunteer organization will reimburse the Commission for the cost of the
equipment from its concession profits.

It is staff's recommendation that we purchase all items from the low bidder,
Canton China for $3,970.00.
All equipment remains the property of the Commission.

MOBILE RECREATION REQUEST
The Commission is continually getting requests for waivers of fees for
the use of the mobile recreation units. Most of these requests are handled
on the basis that we no longer receive a grant that allows for free visits
and that the units must be booked at the going rate.
The most recent request for waiver of fee is from the Oakland Livingston
Human Services Agency (OLHSA), Marian Coker, Senior Citizen Department Head.
She is requesting our puppet mobile, show mobile and bus for Thursday,
June 24, for a senior breakfast and activities day at the Richardson Community
Center in Walled Lake. These three units would rent for a total cost of
$210 if the fee was not waived.
My staff has informed Ms. Coker that even though we know this is a good cause,
we are in no position to grant this waiver unless we have the approval of the
Parks and Recreation Commission. I have been asked to put this item on the
agenda for the Commission to make a determination.
I caution the Commission in waiving any fee without directing staff as to how
all of these requests should be handled such as: Should all requests be
reviewed by the Commission or are all non-profit organizations subject to one-
half fee or no fee at all?
There is no question that it is desirable to utilize these units to their
maximum potential but in order to do that, a policy on the waiver of fee
would be necessary because paid requests do not demand full utilization of
the units.

MANAGER'S REPORT
---Commissioners Wint, Fox, Montante, Kuhn, and I attended the dedication
of the Indian Springs Metropark in Springfield Township on June 10.
---The Oakland County Recycling Center donated $315.63 to our Naturalist's
program. The same amount was donated to the Girl Scouts. This donation
closed the account of the Recycling Center.
---We have been informed by the Department of Natural Resources of a high
water situation in Lake Sixteen at Orion Oaks County Park. We hope that
the situation will be resolved by the time you meet. It was identified by
the DNR that the problem was due to a temporary drain established by the
contractor developing lots on the south side of the park. A permanent
drain is to be established which would alleviate this problem.
