INDEPENDENCE OAKS
VAULT RESTROOM
Construction for a mens and womens vault restroom at Independence
Oaks was included in the 1982 Capital Projects Budget. This item
is required to provide additional restroom facilities for the
persons using the Twin Chimneys Shelter and during the cross-
country skiing season.
Plans and specifications were sent out for bid for the required
vaults. They consist of 2 concrete vaults approximately 13 x 5'
with 13 x 9' concrete lids.
Only one bid was received, from Advanced Concrete for $3000. This
price includes delivery and installation. Upon investigation it
appears that Advance Concrete is the only company within the area
that constructs septic vaults.
Purchasing received a price from a contractor for a vault built
with block for comparison. The estimate was $4,020.
Due to the above, staff recommends the purchase of the vault from
Advanced Concrete Company for $3,000.
An amount of $5,000 was allocated for this project. The remaining
amount will be used to construct the upper structure.

MANAGER'S REPORT
---We have been notified by the U. S. Department of Education that the
application submitted for therapeutic recreation was not selected for
funding under the 1982 fiscal year program of projects for initiating
special recreation programs for handicapped individuals.
A total of 213 applications requesting approximately $18.5 million
was submitted in competition for the $1.9 million available for new
projects this year. It was possible to fund only 23 of the new projects
which were proposed.
---Independence Township Fire Department was authorized to install our
two-way radio frequency in their fire command car. This will benefit
us for emergency fire and medical assistance at our park facilities.
---The resolution that was forwarded to you under separate cover per-
taining to the State Department of Recreation, Culture and Leisure
Services from Ann Hobart to the County Board of Commissioners was tabled
by the General Government Committee.
---Jan McGlone, Mobile Recreation Coordinator, has submitted a final
report from Mobile Recreation for 1982. A copy is attached for your
information.
---Staff has submitted to the Department of Interior, at their request,
a Title VI audit to make sure that the Commission adheres to the com-
pliance requirements of Title VI of the Civil Rights Act of 1964.
We have been informed that we had some minor deficiencies that are
inconsistent with departmental regulations and must be corrected.
I met with Henry Bowers, Equal Employment Officer for the Oakland
County.Personnel Division, about this matter. None of the deficiencies
are difficult to correct and can be accomplished quite easily with the
exception of one which none of us have any control over and that is the
appointment of members to the Commission.
It is recommended that "the inclusion of minorities on boards of
this nature not only gives a high degree of visibility to the minority
community, but assures them a voice in the consultation, planning and
decision -making process."
The Oakland County Board of Commissioners will be contacted, urging
them to appoint qualified minority citizens for vacancies on the
Commission.

Subject: Final Report Mobile Recreation 1982
Mobile Recreation has, during this past season, come a long way.
All season long we kept our staff members moving all the time.
From cleaning and maintaining the units to maintenance on the BMX track,
they were never without something to do. Many of our staff members reached
their maximum number of hours and had to terminate, even though the
demands were there.
The units were kept clean and neat through the entire season.
Even though the outside of the units needed to be taken care of,the insides
reflected the quality of work produced by our staff members. Once all
the units are re -sided and painted, and reconstruction work is done on the
insides, all units should be able to operate at the maximum quality and
quanity possible.
I can't tell you how much we appreciated the grant money!!!!! Many
communities needed ways to provide recreation to their community and Mobile
Recreation was the answer. During the period that the grant was being used,
many calls and many bookings took place. We were on the road and on the go all
the time. The staff loved it, and so did all the people and communities we
serviced. Please consider the grant again!!
We need more staff members. Our program will run better if we have more people
to work not only the units, but the maintenance required and additional
work at BMX, and other special events. The care and maintenence of the Mobile
units has been far better than in any of the past years in Mobile Recreation.
That is only because we used what staff we had to clean, inventory, program,
and maintain what we have.
Mobile Recreation has had an approx. increase of 16% this year over
last year. The Nature and Adaptive Recreation unit is not reflected in this increase.
Including these two new units our approx. increase would be 13%.
The Nature Unit and Adaptive Recreation unit was not used to its full
potential, but with the ongoing publicity these units have the potential
to be very popular. Our bus with the handicap lift was also not used to
its full potential, but once again with the ongoing publicity this will
also become very popular to our special population in Oakland County.
I am very pleased with the operation and results that Mobile Recreation
has produced this year. There is always room for improvement, however now
that the program is on its feet, and solidly we can begin to build upon
what has already been.
