We had 46 golfers who enjoyed a continental breakfast and 18 holes of golf, even tho the weather was not perfect. We want to commend ice. Nancy Prose and her two assistants for the excellent breakfast, service and arrangements that we all appreciated. Our Flag Day Trip to Tiger Stadium, using the bus from your Mobile Recreation, was a huge success. The bus was very clean, dependable, and the driver was exceptional. Flag Day Chairman Pontiac Elks #810 WGH/vs 7-E WATERFORD OAKS MOBILE RECREATION FENCING Bids were received on June 24 for fencing of the mobile recreation units storage area. This project consists of the installation of some 672 feet of 8' C.L.F. (chain link fence) including one 16' gate. The area is located in the rear of the Technical Support building and when completed will provide a secure area for the storage of all of the mobile recreation units and other park equipment. A considerable amount of time and money has been expended on the restoration of these units. This project should minimize the vandalism problems which have been experienced over the last few years. Bids are as follows: New Hudson $5,300 Cyclone 5,605 Zappie 5,961 Anchor 6,080 Durable 6,126 This project was approved in the 1983 Capital Improvement Budget in the amount of $5,000. The higher price is reflected in the increased size of the area to be fenced over the original scope of the project. Staff recommends that this project be awarded to New Hudson in the amount of $5,300 with a $300 contingency for a total approved amount of $5,600 with $600 from the Capital Improvement Contingency. 9-1 CONSULTING SERVICES GLEN OAKS MAINTENANCE BUILDING AND WATERFORD OAKS RESTROOM ADDITION Staff has been fortunate to have a fifth year architectural student employed for the summer. As a result we have, for the past three weeks, begun the preparation of the basic design and construction documents for the Glen Oaks maintenance building and the bathroom addition to the Waterford Oaks Activities Center. We have, however, reached a point where structural engineering consultation is required by a registered architect in order to complete these drawings so that fall construction can occur. Mike Micuda of Micuda and Associates was contacted and he has offered to assist our staff in the completion of both of these projects in an amount not to exceed $3,000. His firm will review all drawings and recommend and assist staff in completing this project. Staff will do the basic drafting. This arrangement will greatly reduce the cost to Parks and Recreation and provide necessary completed drawings in order to obtain bids and permits. There was $80,000 budgeted and approved in the 1983 Capital Improvement Budget for these two projects. 10-1 INDEPENDENCE OAKS NATURE CENTER LAND AND WATER APPLICATION SUBMISSION Oakland County Parks and Recreation has recently been informed of a possible matching grant from the Land and Water Conservation Fund for the construction of a nature center at Independence Oaks Park as submitted in the pre -application in March of this year. This particular grant is a special project grant and completion of this project must be assured in a one-year period. It is a matching grant; $198,500 from Land and Water and $198,500 from the Parks and Recreation Commission for a total of $397,000. Although a pre -application has already been submitted, a full applica- tion must now be prepared and submitted in early August. Attached is the pre -application submitted in March for you to again review. The final application will be the same in scope only with considerable more detail and assurances. The project was approved in the Capital Budget with $50,000 allocated to initiate working drawings and construction. As this project was contem- plated to take a year to construct, additional funds were to be allocated from the 1984 Capital Improvement Budget. As construction will not occur until later this year and continue for 12 months, cash flow from the Capital Improvement Budget should not present a problem as most of the work will occur during the 1984 Capital Budget. In order to expedite this project, an architect should be retained as soon as possible so that when the grant is approved in September, bids will be ready to send out for construction to commence within 30 days from award of contract. (continued) (Independence Oaks Nature Center) Staff has contacted Micuda and Associates and requested a proposal for this project. Micuda's firm recently completed the restroom/shower facilities at Addison Oaks and staff was very satisfied with this project. This proposal will be discussed at the Commission meeting. If not, if you have any questions, please direct them to me at the time of the report. ---Oakland County 1983 Directory: Lynn Allen, County Clerk, has again allocated the Commission the back page of the County Directory, depicting eight scenes from various county parks. Lynn provides this every year and we are very fortunate for his outstanding cooperation. ---As mentioned in the Communications Quarterly Report, the National BMX competition held at our course in June will be televised on ESPN on July 9 at 6:30 a.m.; July 18 at 1:30 p.m.; and July 31 at 7:00 a.m. I understand, that in addition to the race, there will be some extensive coverage on the facilities offered at Waterford Oaks County Park. ---The fourth annual Oakland County Parks photo contest is underway. It is called The Oakland County Parks Summer Photo Contest. Entries are due by mid -June through August 15, 1983. --The Waterford Oaks Court Complex will host the 1983 Southeastern Michigan Tennis Association District Championships for the USTA/ Michelob Light League on July 30. ---The Addison dedication went well on Saturday, June 25. Commissioners Montante and Lewis were the only members present with Commissioner Montante handling the welcome. Approximately 50 people attended. 12-1
