You will note that we are in sound financial condition and that our actual expenditures for operations were $161,791 less than the 1982 Operating Budget. Specific information concerning the 1982 Operating Budget is found on page four of the report. You will also note that although our total actual ex- penditures for operations are less than our total Operating Budgets, certain specific parks have exceeded their own individual budgets. One of the changes, to help implement this change is the using of tokens at the Wave Pool entrance and for the individual rides at the water slide. Purchasing received the following bids for reusable tokens with Parks and Recreation's special design. Superior Stamp & Seal $4,591.80 Osborne Coinage Company 1,069.32 Van Brook of Lexington 1,560.00 Staff concurs with Purchasing and recommends awarding the bid to the low bidder, Osborne Coinage Company, for $1,069.32. Funds for this purchase were allocated in the Capital Budget. 15-1 ITEM #16 WAVE POOL CARPET REPLACEMENT The present carpet at the Wave Pool is in its eighth season. Due to the tremendous use and exposure to weather, it is badly deteriorated. The present asphalt surface has settled around the perimeter of the pool and must be resurfaced to produce a smooth transition. The carpet, made by .Monsanto (or a similar substitute), is no longer available. Research into this type of carpeting which must hold up to sur- face wear and ultraviolet exposure, indicated a product by Playfield, Inc., of Georgia. Two types of carpet are available -- one a more dense version of the other. Both are guaranteed for five years, with longer wearability the advantage of the more dense version. An important factor is the type of backing, which is vinyl vs the more typical rubber backing. The length of pile, width and length of available rolls to eliminate seams, and tactile quality were also major considerations. An additional consideration was the pool opening on Memorial Day Weekend. Plans and specifications were completed and included asphalt repairs, surface preparation, some 2,800+ yards of carpet, (style Doral-Base bid) adhesive, and the time frame to complete the installation. Also included was an alternate for a heavier and more dense carpet (Style Ruffian). Bids were let out and received on April 18, 1983. M\ller OAKLAND COUNTY INTER -DEPARTMENTAL MEMO Date April 20, 1983 From: Ray Deiasko, Clyde Herb, Frank Ostrowski To: Jon Kipke Subject: Justification of Purchasing EXCEL HUSTLERS We agree that the Oakland County Parks and Recreation Commission should purchase the Excel Hustler 305 D rather than the Toro GM 72 Diesel for the following reasons: 1. Inter -Changeability of Attachments -- Ali three parks are currently using Excel Hustlers. These Hustlers are equipped with snowblowers, rotary brooms, mower decks and BOPS cabs. The old cabs can be saved and installed on the newer Hustlers. This option alone would save the county $1,615.00 dollars for each cab not purchased. 2. Maneuverability and Performance -- The Excel Hustlers are driven by independent hydrostatic pjTp!. (Dne o.—j each wheel). This allows the Hustler to turn 360 with the operater as the pivot point. The Toro Ground Master has one pump and doesn't have zero degrees turning radius. The Hustler has proven itself to do excellent turn work around trees, tables and shrubs in our picnic areas. 3. Comfort and Safety -- One -hand control with turn -lever steering gives the operator `t:nstant response in forward, reverse and turns. No fatiguing footwork as with the Ground Masters foot pedal and steering wheel. In addition the attached bulletin from the Excel Hustler Corporation does compare the Engine/service specifications with the Toro GM 72 Diesel machine. The Excel Hustler is the best machine on the market at G.S.A. pricing. W.F. Miller's has proven to be an excellent dealer in providing the service and availability of parts for the equipment they sell. W. F. Miller's has also stated that they will include the new 7211.Heavy-Duty, Dual Trim Deck at no extra cost to us. This deck doesn't windrow the grass clipings. It has a:rear'discharge, can mow 28 areas -per 8 hour day at 5 m.p.h.,, and can be adapted to accept two 4810 side wing decks. Rec declar COmm`sSiOners Supported by Cate: 20-2 ITEM #21 MANAGER'S REPORT ---Received a request from the American Cancer Society for the donation of 300 pairs of skates for their "Roll for Research", to be held on Sunday, August 14, 1983. It is recommended that the skates be donated and that the out of pocket expenses for staff be absorbed by the Commission for a total cost of $160. ---Received a letter from the Society of Afro-American Policemen requesting that the Commission donate the services of the Skatemobile, Puppetmobile, Sportsmobile, and Nature Discovery units for Saturday, August 13, at Beaudette Park in Pontiac from 9 a.m. to 6 p.m. The Commission donated these units in 1982 and it is recommended that they be donated again in 1983. ---Have been requested by the General Government Committee to appear before them on May 9 to discuss the resolutions that the Commission has been receiving from local units concerning recreational facilities in the southern part of the County, particularly the area at Greenfield and Catalpa in Southfield. All the communities have received a response written by Chairman Wint pertaining to this concern. Mr. Wint and I will attend that meeting to reconfirm the Commission's stand and concern for recreational facilities in south Oakland County. ---Mrs. Fox appeared before the Board of County Commissioners and was successful in having a resolution passed opposing the mining operation adjacent to Independence Oaks County Park. This resolution was forwarded to the proper authorities on the State level. ---Received a billing for membership renewal for the Oakland County Chamber of Commerce for $200. Request action from the Commission as to whether or not this should be renewed. ---Jean Fox, Lew Wint, Jon Kipke, Janet Pung, Monica Walch, and myself attended the Michigan Recreation and Park Association's Legislative Reception in Lansing on April 13. A substantial majority of our legislators were there and a good exchange took place. ---We have received a letter and subsequently met with representatives from Springfield Township pertaining to the Davisburg Mill Pond site and dam. Staff is looking into the possibility of transferring the ownership of the Mill Pond site to the Township of Springfield. As soon as we get more details, we will come back to the Commission for review and direction. We are also looking into the renovation of the dam because it has been declared unsafe by the DNR. We need to take action to make it safe. (continued) 21-1 (Manager's Report) ---The Second Annual Michigan Public Platform Tennis Championship was held at Waterford Oaks on Saturday, April 16. A total of 15 participants took part. Dan Stencil did an excellent job and the comments from the participants were outstanding. Copies of two letters will be circulated during the meeting. ---A copy of a letter from Mr. Dan Fortin pertaining to Independence Oaks County Park and his reaction to the original concept and what it is today is attached. I find that letters such as this give credence to what the Commission.has been doing over the past 17 years. ---Letter to the Commission is also attached from David Wolf,: General Manager of Stablex, expressing his appreciation to the Commission for being able to present their point of view. The Board of Commissioners have also taken a stand in opposition to the Stablex plan and disposal site and Prosecutor Patterson has filed a suit against Stablex in an effort.to stop the eventual implementation of this project. ---Reminder: Foundation Dinner, Wednesday, May 4, 7:00 p.m., Addison Oaks. This is expected to be a beautiful affair and hope that all of you plan to be there. ---Reminder: Annual Recognition Dinner of the Parks and Recreation Com- mission is scheduled for May 16 at Addison Oaks.
