INDEPENDENCE OAKS
SWEEPER ATTACHMENT
Bids have been received for the purchase of a hydraulic sweeper
attachment for the 72" Hustler at Independence Oaks. This unit
will be used for sweeping snow off sidewalks and the ice rink.
This work was previously done by a similar unit which became
unserviceable due to age and use.
Bid tabulations are as follows:

GLEN OAKS
MAINTENANCE BUILDING
Bids will be received on October 24th for construction of the Glen
Oaks maintenance building. This project consists of construction of
a 100' x 40' block building with mechanics/equipment repair and
storage bays, equipment wash area, office, lunch, locker and restroom
facilities.
Although the basic layout is similar to the other maintenance building,
the architectural style is in keeping with the general character of
the clubhouse. Utility costs will be considerably higher than an-
ticipated due to the location of the existing utilities and the sizes
of the lines that the City of Farmington Hills required.
Although $60,000 was budgeted for this project, it is now expected
to be considerably more due to utilities.
Further bid information and recommendations will be presented at the
meeting.

INDEPENDENCE OAKS
NATURE CENTER
The notification and agreements for the construction of the Independence
Oaks Nature Center, enabled through the $200,000 matching Land and Water
Grant, was received from the DNR on October 4, 1984. Although designs
are presently being completed for this facility as previously authorized
by the Commission, this notification and agreement is the final
authorization to fully proceed.
Staff recommends the acceptance of this grant and proceeding with the
required county approvals for a total cost of $400,000 for this project.
An update and architectural layout of this facility will be presented
at the Commission meeting.

Project Title Independence Oaks Nature Center
Project Period August 24, 1983 to September 1, 1984
Project Scope (Description of Project)
Oakland County will develop Independence Oaks County Park for the purpose of public
outdoor recreation, as further described in the project proposal. Development
will include the following:
1. Interpretive Center -approximately 4000 square feet
2. Site improvements, including storm drain
3. Access road and parking
4. Walkways, access bridge & lighting
5. -Landscaping and seeding
6. Permanent Land and Water Conservation Fund plaque
Pre -agreement engineering and archaeological survey costs incurred since June 1, 1983
in an amount not to exceed $6,000 shall be allowable under tfe terms of this
Agreement.

The State of Michigan, represented by the Local Grants Coordinator, Department of
Natural Resources, and the local governmental jurisdiction named above (hereinafter referred
as the Local Governmental Jurisdiction), mutually agree to perform this agreement in
_ccordance with the Land and water Conservation Fund Act of 1965, 78 Stat. 897 (1964), and
with the terms, promises, conditions, plans, specifications, estimates, procedures, project
proposals, maps and assurances attached hereto and hereby made a part hereof.
The State of Michigan hereby promises, in consideration of the promises made by the Local
Governmental Jurisdiction herein, to take the necessary action to enter into an agreement
with the U.S. Department of the Interior, National Park Service, to obtain Federal
funds for that portion of the project referred to previously in this agreement as "federal
funds", and to accept such funds. from the United States for disbursal to the Local
Governmental Jurisdiction to reimburse that portion of the obligation for this project or
stage of project that is the United States' share. --
It is understood by the parties hereto that this agreement shall not obligate the State of
Michigan funds for project costs described herein in event that federal funds are not
available within one year from the date of this agreement and that this agreement is then
null and void. The Local Governmental Jurisdiction hereby promises, in consideration of
the promises made by the State herein, to execute the project or project stage described in
this agreement in accordance with the terms of this agreement. It is implicitly understood
that costs incurred will not be reimbursed without written approval that such federal funds
have been obligated.
The following special project terms and conditions were added to this agreement before it
was signed by the parties hereto:
Oakland County hereby agrees to bury all new telephone and electrical wiring to be
located within the project area. , .
Oakland County expressly agrees that; construction work on this project must be
started by January 1, 1984 and completed no later than September 1, 1984, with
all billing documentation submitted to the Department of Natural Resources by
September 1, 1984. Failure to comply with these terms will result in the City
having to repay grant funds.
Federal assistance made ayai;lable under this Agreement is subject to the special
provisions contained in Public Law 98=8, as stated in the attached.
In witness whereof, the parties hereto have executed this agreement as of the date

WHEREAS the Oakland County Parks and Recreation Commission
recommended the filing of an application to the Department of Natural
Resources for a matching grant enabled under the Land and Water
Conservation program for the development of the Independence Oaks
Phase III Nature Interpretive Center on July 13, 1983, and
WHEREAS the Oakland County Parks and Recreation Commission has
been notified by the Department of Natural Resources that the project
has been approved for the cost -sharing Land and Water Grant,
NOW THEREFORE BE IT RESOLVED that.the Oakland County Parks and
Recreation Commission recommends acceptance of said grant in the
amount of $200,000, with the appropriate match to be designated from
the one -quarter mill, and
BE IT FURTHER RESOLVED that the Oakland County Parks and
Recreation Commission request that the Oakland County Planning and
Building Committee also approve acceptance of said grant.

Golf Digest contacted AMF, Inc. for additional information about the new security
system at Springfield Oaks golf course. Material scheduled for future issue.

MANAGER'S REPORT
---The Finance Committee recommended that the full .2500 mill be spread
for Parks and Recreation in 1984.
---Received letters from Easter Seal Society and OLHSA, thanking the
Commission for instituting the discount card for the permanently disabled.
---Sent letter to Dr. Blaine rejecting his offer of Cabin Island as
directed by the Parks and Recreation Commission.
---Requested that Civil Counsel proceed with initiating the transfer of
the Springfield Oaks Mill Pond property to the Township of Springfield.
---Encourage members of the Commission to attend a reception for new
DNR Director, Ronald Skoog, in Lansing on November 1, 5-7 p.m., Walkommen
Room of the Dental Association Building.
---A copy of an article that appeared in the Daily Tribune is attached to
your packet pertaining to Huntington Woods Mayor Ronald Gillham requesting
the County purchase the Detroit Zoo. This is for information only.
---A Halloween Hike is scheduled for Independence Oaks on October 29.
This is a highly recognized program and if you are into the Halloween
spirit, I suggest you make arrangements to be present.
---I have been called to Circuit Court jury duty November 7 through 10.
---Foundation Brunch: Sunday, November 13, Addison Oaks. All of you
