PRESENTATIONS
There are several employees who have completed 10 or more years of
service with the County of Oakland. Plaques have been delivered to
this office in recognition of such. The employees have been invited
to the Parks and Recreation Commission meeting to receive these
plaques from the Commission.
Being recognized for 20 years of service is Thomas Jackson and the
10-year service employees are Marilyn Baker, Gloria Buchanan, Betty
Guest, John Guisbert, Dick Kallis, Cindi Norris, Chuck Ross and Karen
Smith.
A small ceremony to make these presentations should afford some kind
of significance for this service.

Kathleen Dougherty was interviewed on WEXL Radio, Royal Oak, and WMJC,
Birmingham on her "Eggs -petting Spring" nature program
Jan Pung was interviewed by WWJ Radio about spring activities in the parks
Kathleen. Dougherty walked about camping on WEXL Radio, Royal Oak
Chris Pedano (court games complex) was interviewed about horseshoes by

Elected Officials -
As elected officials, department heads and division managers,
we are accountable to the citizens.
One of our responsibilities is to provide complete and full
disclosure of our stewardships. One way of doing so is through the
budget process.
This responsibility should not be limited to presenting individual
financial pictures in the form of separate budgets for the Parks, the
General Fund, the Airport, etc. A consolidated or all funds budget
encompassing all of the County's operations needs to be presented. The
County's independent auditors, Coopers & Lybrand, recognized the need
for an all funds budget and commented "A State statute and the National
Council on Governmental Accounting recommend that formal budgets be

I have directed the Budget Division to comply with the Coopers &
Lybrand comment and develop an all funds budget. It will not diminish
in any way the individual budget reviews and controls such as the Airport
Commission, the Parks and Recreation Commission, the Drain Board, etc.
An all funds budget should be viewed as consolidation of individual
budgets and not a substitute for the individual commissioner's and board's
review and approval.
With your cooperation, I am sure we can improve a good process with
an all funds budget providing additional information to the taxpayers.

RED OAKS WAVE POOL
A report submitted by Reid, Cool & Michalski, Inc., traffic and transportation
engineers, was received by the Commission at its last meeting and referred to
staff for recommendation.
The result of this study was that because of the location of the Thirteen Mile
Road/Hales Street traffic signal and its value as a gap producer for both
entering and exiting traffic, Thirteen Mile Road was far superior to Dequindre
as an access street for the wave pool.
STAFF RECOMMENDS THAT THE PARKS AND RECREATION COMMISSION ACCEPT THIS RECOM-
MENDATION WITH PROPER DESIGN TAKEN INTO CONSIDERATION THAT WOULD NOT PERMIT
TRAFFIC TO ENTER THE WAVE POOL FROM HALES STREET.
This design was reviewed with the Madison Heights administration, Mayor and
Council. Based upon all concerns aired, this is a viable recommendation.
The next step in proceeding with this project is the acquisition of the property
from the Oakland County Drainage Board. We have not received the appraisals
that will set the value on this property so staff is in no position to make
a recommendation for acquisition or to proceed with the design.
It is very important that we be in a position to make these recommendations
at the first meeting in August. If we determine that we can acquire the
property at that time, in all likelihood, design could proceed and we would
be able to break ground by the middle of October. If this project is delayed
any longer, it is very unlikely that the facility would be ready for July of
1985.

---Bids were received from five firms by Property Management on the Northwestern
Highway property. They will be opened on July 17 with the possibility of a
recommendation to the Commission at this meeting for possible approval of the
best bidder.
---National Recreation and Park Association: A copy of a memo pertaining to
the annual conference scheduled for Orlando, Florida, October 20 through 25
is attached. Those interested in attending should notify Betty at the meeting.
---A copy of the letter inviting the Commission to the BMX national level race
is attached. The "War of the Stars" race will be held July 28 and 29. If you
can attend the opening ceremonies, please contact Nancy Phillips as per the
letter.
---The event with Al Stark of The Detroit News,"Come Slide With Me", was quite
successful -and received a measure of publicity.
---Chairman Wint has received a letter from the Township of Springfield,
requesting that the Parks and Recreation Commission send a letter to the
Postmaster General pertaining to their request for a 1st Day Issue Stamp when
Davisburg celebrates its Sesquicentennial on March 2, 1986.
---Chairman Wint and I were interviewed on WPON Monday, July 9, at Pike Street
