1984 LAND AND WATER PRE -APPLICATIONS
The Department of Natural Resources recently notified Parks and
Recreation that pre -applications can be forwarded by March 31,
1984, to request matching Land and Water funds for projects.
This is the first required review for these funds. If the pre -
application is approved, a full application is completed later in
the year.
The projects selected must be identified in the Recreation Master
Plan and accompanied with a resolution indicating the source of
matching funds.
The projectsselected for this year are:
1. The boat rental facility at Groveland Oaks.
2. Phase III Camping Development at Groveland Oaks.
3. Phase II Camping Development at Addison Oaks.
A public hearing is also a requirement. One has been scheduled at
9:30 a.m. on March 7 to receive public input.
Ads have been placed in the appropriate newspapers and the respective
township supervisors have been notified.
Additional information and presentations will be made at the meeting.

ADDISON OAKS PRIMITIVE CAMPING
VAULT RESTROOMS
We are in the process of ordering material for the construction of two
vault restrooms. These restrooms are part of the Addison Oaks Primitive
Campgrounds which began construction last fall.
Technical Support will perform the construction which will be similar
to the restrooms built at Independence Oaks in 1983.
These restrooms are basically a fluted block structure with an asphalt
shingle roof, and requiring four metal doors and four frames.
Bids were received for these items as follows:

small pick-ups will be used for all types of maintenance on the golf courses
and are replacing some of the small Cushman -type vehicles.
We presently have two small pick-ups in operation on our golf course and they
are proving to be very economical to operate. There is $14,000.00 appropriated

Greens King IV
Greens King IV is the only riding greens mower with
"power backlapping" to save you time and insure a
quality cut. The new design of the Greens King IV also
makes it more serviceable while maintaining the fea-
tures that have made the Jacobsen Greens King the
ultimate greens mower. The Greens King IV and one
man can still give a smooth, beautiful cut to 18 average
greens in less than 4 hours. But now, the Greens King IV
even offers a maintenance free battery, 50% greater
fuel capacity for fewer refueling stops, single rocker

Staff recommends that we purchase the E-Z-Go cars for Springfield from Pifer,
who is the second low bidder because we have a fleet of 55 E-Z-Go gas cars
there now and we feel that it would be more feasible to have the same brand of
cars for better maintenance and supply control. The actual unit price difference
for the low bidder and the second low bidder is only $28 per car.
Staff further recommends that we purchase the 3 electric cars for Addison from
the low bidder, Golf Car Distributors. These electric cars will be used for
light maintenance and placing travel trailers at Addison. Addison has exper-
imented with using leased electric cars the last two years and were very sat-
isfied with the results.
In view of the above, staff recommends we split the bid and purchase the four
gas cars from Pifer, the second low bidder, for a total price of $9,500 and the
3 electric cars from Golf Car Distributors for a total price of $6,285 less 2%
for 20 days. There is $10,000 for Springfield and $7,500 for Addison in the
Operating Equipment Budget.

SPREADER
SPRINGFIELD YOUTH ACTIVITIES CENTER
Bids have been received for the purchase of a truck mounted
sand spreader. This unit will be used on the back of an
existing truck at the Springfield Youth Activities Center
for improved maintenance of the roads and parking areas.
During the winter it is often necessary to sand the roadway
and parking area due to the buildup of snow and ice. This
surface is gravel and cannot be salted as is the case with
asphalt.
This unit would also be available to spread salt or sand on
other park facility roadways and parking areas.
Currently, this work.is being done by hand. This spreader
will perform the work faster and more uniformly than by hand.

1984 PARKS SURVEY
Dorothy Langan and Sue Richardson will return to continue
with their analysis of the survey of a sampling of Oakland
County residents pertaining to their attitudes about the
Oakland County Park System.
We have had the opportunity to receive all the information
and hope that you will be prepared to discuss this at the
meeting.
You may want to consider as the first stage, the renewal
of the 1/4 mill this August. This timing seems to be right.

MANAGER'S REPORT
---Enclosed you will find a copy of a letter to Chairman
Wint from the White Lake Oaks regular members requesting
that the annual membership fees be comparable to fees
offered at other public golf courses.
As you will recall, you approved the 10o increase over
last year's fees which raises them from $425 to $470 for
the principal; $215 to $240 for the spouse and $110 to
$120 for a student.
---Staff worked the Camper Show from February 10 to 19 and
had a lot of contact and inquiries pertaining to the Oakland
County Park System. Such a long show really gets boring
after a while but the staff did a good job in representing
the Commission.

Dear Mr. Wint:
The "regular greens fee members" of White Lake Oaks would like
to take the opportunity to thank you and the "Commission" members
for your decision to continue memberships at White Lake Oaks.
It is our understanding that even though the decision has been
made to continue memberships, the cost of such memberships is yet
to be established. Some of the members are apprehensive that the
"Commission" while retaining memberships might raise the annual fees
to a level which would discourage membership.
With this in mind, we hope that membership fees will be compar-
able to fees offered at other public gulf courses. For example,
annual membership for husband and wife at Pontiac Country Club is
$560.00 and $605.00 at Spring Lake Country Club.
