ITEM #6 TURF SWEEPER SPRINGFIELD OAKS GOLF COURSE Staff has received the following bids from Purchasing for a 5-cubic yard turf sweeper: W. F. Miller $5,154.24 (Does not meet specs.) (Jacobsen) Wilkie Turf 5,491.00 (Olathe) Weingartz No Bid Lawn Equipment 6,345.00 (Olathe) Johnston's Sales No Bid Staff concurs with Purchasing's recommendation to award the bid to the lowest qualified bidder, Wilkie Turf, for an Olathe 16hp Sweeper in the amount of $5,491.00. There is $8,000 in the Operating Equipment Budget for this purchase. 6-1 ITEM #7 ALUMINUM CANOES AND ROWBOAT INDEPENDENCE OAKS Bids were received for four aluminum canoes and one 14-foot aluminum rowboat for Independence Oaks. Alumicraft rowboat $593.00 K & M Boats No longer distributes canoes and rowboats Perry Drug & Marine Supply 15 ft. Meyers Aluminum canoe $359.00 each; $1,436.00/four 14 ft. Meyers Aluminum rowboat $479.00 The rowboat is a replacement for one stolen last year, and three of the four canoes are'replacements for canoes also stolen the same time as the row- boat (insurance covered this loss). The other canoe is for added revenue because of public demand. Staff recommends the purchase of four canoes at $359.00 each and one row- boat at $479.00 from the low bidder, Perry Drug and Marine Supply, for a total purchase of $1,915.00. There is $2,500 budgeted for this in the operating budget. 7-1 ITEM #8 PEDAL BOATS INDEPENDENCE OAKS Bids were requested for the purchase of three Mini Byke II Pedal Boats for Independence Oaks. LOON LAKE MARINA (alternate - pedal boat) 379• 1,137. CRUISE OUT MARINA No response BEST MARINE SPORTLINE, INC. No response No response Cole L. Culver was the only company bidding the specified boat. The boats are replacements for three pedal boats that were purchased in 1976 (7 years old), that are in poor condition due to age and are rendered unsafe. Staff recommends that we purchase the Mini Byke II's from Cole L. Culver, the distributor for this district because after investigating the three boats bid, it was determined the Mini-Byke II was best suited for commercial operation. It is of stronger construction, the fiberglass material is easier to repair, the bearings and other hardware parts are of a superior quality, and the guarantee is valid for rental operations. This boat has been used in our rental operation for a number of years with great success. There is $2,100 budgeted in the Operating Equipment Budget for this purchase. These boats yield a profit of approximately $4,200 per boat when they are retired from service. RM ITEM #9 SMALL PICK-UP TRUCK ADDISON OAKS Addison Oaks has requested a pick-up truck for use by the Maintenance Mechanics in the general repair and maintenance of the additional building and new campground sites at this facility. We have a regular -size truck at Grove - land which we rent from Central Garage that is used for this same function there. However, we feel that a small pick-up truck will be sufficient for Addison. Since the Central Garage does not want to lease the smaller trucks, and since we have had excellent results with small pick-ups at the golf courses, staff feels that we should buy a small pick-up for Addison. Purchasing has received the following bids for a GMC S15 or Chevy S10 pick-up truck. This is the same bid presented to the Commission at the last meeting. Purchasing had originally requested bids for three pick-up trucks and the Commission had approved the purchase of two trucks at the last meeting. GMC Truck Center GMC S15 $6,190.00 Lines Oldsmobile GMC S15 6,457.00 Art Moran GMC S15 6,139.47 Jack Cauley Chevy S10 6,109.47 Dick Morris Chevy S10 6,014.47 In view of the above, staff recommends awarding the bid for one Chevy S10 to Dick Morris in the amount of $6,014.47. Since staff felt that this would have been a lease vehicle from Central Garage, $3,400.00 was appropriated in the transportation line item of Addison's operating budget. Therefore, staff further recommends the transfer of $3,400.00 from Addison's operating budget to the operating equipment budget and the remaining balance of $2,614.47 be taken from the surplus in the operating equipment budget. 9-1 ITEM #10 CARPETING - PRO SHOPS SPRINGFIELD, RED OAKS, AND WHITE LAKE Staff is in the process of evaluating the carpet bids received by Purchasing for the above golf courses. This carpeting is the green grass type, and will be installed in the pro shop areas. Staff will have its recommendation at the Commission meeting. 10-1 ITEM #11 FERTILIZERS PARKS AND GOLF COURSES Purchasing is in the process of evaluating bids for the various fertilizers needed for the 1984 season. Staff will review these bids and have a recommendation for the Commission at the meeting. ITEM #12 MATERIAL FOR CONSTRUCTION of VAULT RESTROOMS for ADDISON OAKS PRIMITIVE CAMPGROUNDS Bids were received for four (4) septic tanks including tops and the required lumber and shingles for the construction of the vault restrooms at Addison Oaks County Park. Bids for the septic tanks are as follows: Advance Concrete $6,000 Marlette Products No Bid Watkins and Himmelhoch No Bid Michigan Precast No Bid As there are limited supplies for the precast septic tanks in the area, staff recommends the award to Advance Concrete in the amount of $6,000, including delivery. Bids for lumber and asphalt shingles are as follows: Burke Lumber $2,332.00 Church Lumber $2,450.00 Waterford Lumber $1,639.75 (incomplete bid) Staff recommends the award to the low bidder, Burke Lumber, who will supply all of the required materials for $2.332.00. This is a 1983-84 Capital Project with a balance of $18,o43. After an expenditure of $1,356.80 for metal door and frame (awarded on March 7, 1984), there is a remaining balance of $16,687.00. 12-1 ITEM #13 PICNIC TABLE BOARDS ADDISON, GROVELAND, AND INDEPENDENCE OAKS Purchasing has received for 11,050 picnic table boards to be used at Addison, Groveland, and Independence Oaks. The bids include all hardware necessary for assembly. United 22,436.80 Dan Sorenson 10,108.50 Staff concurs with Purchasing and recommends awarding the bid to the low bidder, Waterford Lumber, in the amount of $9,263.06. There is $11,000 in the Operating Equipment Budget for this purchase. 13-1 ITEM # 14 OAKS MANAGEMENT CONTRACT Oaks management met with the Parks and Recreation Commission on Wednesday, February 15, over lunch, to review the past year's progress as well as to propose the percentages for the next five years in order to conform with the contract agreement. All of you should have received a statement from The Oaks management pertaining to the history of their experience with us, as well as projections through 1989. Actual income to the Commission for the first ten years was $716,000 and projected income for the next five years, based upon the existing 1983 rent, is projected to be $915,700 for a total throughout the 15-year contract of $1,631,700. The Oaks Corporation is proposing to the Parks and Recreation Commission percentages for the next five years as per the attached chart. It is recommended that a motion be presented for approval based upon this proposal which was negotiated in cooperation with Chairman Wint and staff. We found it to be in order. The Oaks Corporation is also requesting that an extension be granted them for an additional 15 years, commencing January, 1989, with percentages to be negotiated at three 5-year intervals beginning in 1989. Staff concurs with this request based upon: 1. The excellent performance we have received from Oaks management. 2. To give The Oaks the opportunity to give present and future em- ployees more security and thereby attract more qualified persons. (continued) 14-1 (Oaks Management Contract) 3. So they can be provided with long range planning for any capital improvements that may be beneficial to both parties. 4. By allowing negotiations at 5-year intervals, it allows the Commission the opportunity to evaluate their past 5-year performance and to negotiate percentages based upon cost of doing business at that time. Wint, Chairman Oakland County Parks & Recreation Commission 2800 Watkins Lake Road Pontiac, MI 48054 Dear Mr. Wint and Commissioners: Now that negotiations are complete on the final term of our original contract and the annual report given covering Oak Management Corporation's service to the County for the past ten years, we respectfully request that you consider extending our contract for a term of fifteen years. In order to keep this extension sensitive to market conditions re- negotiation of percentages would be at five year anniversaries. Since that time, preliminary construction drawings, a garden summary booklet and a final rendering have been prepared. A scale model of the garden is also being prepared by staff. As this project is a priority with the Oakland Parks Foundation, a brief update will be presented. 15-1
