The Purchasing Department pre- viously purchased this type of ring from Superior Products for $35 each for 80 delivered to Groveland Oaks. They feel the quotedprice of $38 each for 40 rings is a good price and they recommend the purchase from Superior. Staff concurs with their recommendation and request approval to purchase 40 rings from Superior Products for $1,520. These fire rings were not budgeted for and will have to be purchased from the operating equipment surplus. There is $8500 available in the surplus account. ITEM #7 WATERFORD OAKS COURT COMPLEX LIGHTING The Waterford Oaks Court Complex was designed and constructed to accommodate future lighting. This included the installation of underground conduit, concrete bases and panels, switches, etc. Staff recently discussed the present lighting situation at the court complex and determined a need for lighting installation this year. The platform tennis program has been expanding during ,the past two years and as platform a result, walkway lighting is required between thextennis and parking areas. This lighting will also provide security for the control building for both staff and players. The horseshoe program has not expanded appreciably since its installation. Local horseshoe groups would like to establish league play but have indicated a need for lighting, especially in spring and fall play. They are affiliated with the National Horseshoe Pitchers Association and leads to horseshoe tournaments occurring here. The lighting project will consist of polls, fixtures, wiring, connections, and other miscellaneous items for the installation of lighting for the horseshoe area, walkway, and security lighting. Bids were received on May 7 as follows: Cates Electric County Electric Fred Moote Electric Hoover Electric Jacobs Electric Seavey Corporation Base Alternate No Bid $18,660. $1,648. No Bid No Bid 18,917. 3,330. No Bid 7_1 (continued) (Court Complex Lighting) Although six sets of plans and specs were picked up only two companies bid on the project. Staff reviewed the bids and found them in order and within estimate. Staff recommends the award of contract to the low bidder, County Electric Company, in the amount of $18,660, plus alternate of $1,648 for a contract amount of $20,308, plus a 5% contingency of $1,015 for a total budget of $21,323. An alternate is also included for additional walkway lighting to the shuffle- board courts. This project was not anticipated this year, however, staff feels that funds for this project can be taken from the Capital Budget without creating any problems in 1984. 7-2 ITEM #8 INDEPENDENCE OAKS ROAD IMPROVEMENTS When the Nature Center at Independence Oaks was planned the project boundary did not include at least a 1500 ft.+ segment of the existing vacated Perry Lake Road. This segment of road is used as part of the present trail system. We had originally anticipated only minor improvements which could be handled by park personnel. Because this road now will be accommodating two-way traffic, the trail must be moved. Since the present road base has broken down over the years and the soil is unstable, park personnel are not able to do the improvements. We presently have a contract with Jerry Newman for construction of the 3000 ft.+ road into the Nature Center. He has given us a price for this additional work which will include 500 sq. yards of soil stabilization matts, 4 culverts and flared ends, clearing of approximately 800-1000' for the new trail, 1500 cu. yards of fill, 6'' of 22A road gravel (560 cu. yards) and topsoiling and re- installation of some existing culverts. Total cost, including labor and material, is $7,500. This cost is based primarily on unit prices in the present contract. The price has been reviewed and staff recommends the additional work be authorized. The money can be expended from the present contingency for this project. Staff will be presenting further background information at the meeting. RN ITEM #9 PARK PASS POLICY As requested by the Parks and Recreation Commission at its last meeting, the following policy is recommended: Pass is defined as any complimentary gesture provided by the Oakland County Parks and Recreation Commission to individuals for the purpose of enjoying the use of and to become familiar with the County Parks. Passes include commi-s-s-ioners' Lifetime passes, staff courtesy passes, com- plimentary passbooks, wave pool and water slide passes. The use of these passes are for general admission to the prescribed areas designated on the pass. The pass is not to be used for golf carts, boat rentals, class registration, league greens fees, tournament fees, BMX entry fees, or any other special event sponsored by the Oakland County Parks and Recreation Commission. ITEM #10 MANAGER'S REPORT ---Red Oaks: Due to the time necessary to complete a traffic survey, we could not meet the deadline of this Commission meeting to discuss the Red Oaks entrance. We have answered the questions expressed at the hearing. A copy of the questions and answers is attached. Joe Figa and I are scheduled to go before the Troy City Council on Monday evening, May 21, to present the additional property needed in order to have an adequate amount of acreage for this facility. It is expected that all material necessary for a final determination of the Commission should be ready for the. June 6 Commission meeting. The Manager of the City of Madison Heights has been notified of the timetable. ---House Joint Resolution M was approved by the General Government Com- mittee on a 6-1 vote. A copy of the resolution is attached. ---The Board of Commissioners approved the sale of 12.9 acres adjacent to Glen Oaks at its meeting on May 10. Sealed offers to purchase will be accepted until July 9, 1984. The Property Management Division is handling this transaction. ---The Parks and Recreation Commission has been notified that the National Association of County Park and Recreation Officials has selected the Oakland County Parks and Recreation Commission, by unanimous action of the board, as the 1984 recipient of NACPRO's Organizational Award. This award will be given at the NACPRO banquet on July 8, 1984, at the NACO convention in Seattle. ---The Volunteer Recognition Reception at the Pontiac Silverdome hosted by the County Executive and the Board of Commissioners seemed to be very successful and brought together a number of volunteers throughout the county. ---Groveland Oaks - Windmill Project: This is to inform you that Ricky Denman, a young fellow who was raised in one of our park houses, has volunteered his services to update and renovate the windmill and windmill island at Groveland Oaks. We will provide the paint and materials and he is donating his time. A copy of his letter to Arnold Johnston is attached which explains the reason he is doing this. ---The Oakland Parks Foundation annual dinner meeting was held May 2 and was a fine affair. Four new trustees were sworn in. Their names are William Slocum, Jr., Patrick Freydl, Donna Bullard, and Dan Travis. The officers for 1984 are: George Googasian, President; John Jickling, Vice President; Barbara Goldman, Secretary, and Don Van Loo, Treasurer. 10-1 1. Has a traffic study been done to see what the impact of the entrance off of Thirteen Mile Road would do to the community? There was no study done originally because, based upon our experience at the Waterford Oaks Wave Pool, there was no apparent increase in traffic problems from the use of the pool over the past six years. Due to the concerns of Madison Heights, we have hired the firm of Reid, Cool & Michalski, Inc., traffic and transportation engineers, to analyze the potential impact of the wave pool complex entrance on traffic on Thirteen Mile Road and Dequindre Road. A copy of the analysis is attached and findings indicate that 2. Why didn't the Commission take into consideration the concern that was expressed by the Madison Heights City Council about ingress and egress on Thirteen Mile Road from the last public hearing? The staff and commission did take concerns into consideration but felt that the concerns could be addressed by the proper design of the entrance off Thirteen Mile Road that would not have had a negative effect on the community. 3. Will this park be open only to county residents: All county facilities are available to anyone who wishes to use the facility. At some facilities, we have differential fees for residents and non-residents. We do not have a differential fee for the wave pool because many people arrive in just their bathing clothes.. The present fee for the Waterford Wave Pool is $2.50 per person. It is expected that the fee for the Red Oaks Wave Pool will be the same as the Waterford Wave Pool. 4. Did the architectural firm do any study with reference to an entrance on Dequindre rather than Thirteen Mile Road? Yes, Hoyem-Basso looked at alternative entrance designs off of Dequindre. They were less desirable because it was more expensive, posed security problems to the pumping station and was oriented to Macomb County rather than Oakland County. Also, the entrance off Dequindre would be lost in the event of future drain construction and force the closing of the wave pool complex. A Thirteen Mile Road entrance affords alternate access. 10-2 (Red Oaks Wave Pool Questions) 5. The entrance off Dequindre would minimize the traffic in the residential neighborhood across from the proposed entrance on Thirteen Mile Road. It is felt, in our judgement, that with the proper design of the entrance on Thirteen Mile Road, there will not be any traffic going through residential areas (other than what is already occurring). 6. Who will do the annexation for the eight acres? The Parks and Recreation Commission will negotiate with the County Drain Board and determine a fair price. 7. Does the Drain Commission own the eight acres? It is owned by the Henry Graham Drain Board, with Troy being the major contributor. 8. Will there be a buffer to protect the home owners closest to the pool development? Yes, we take into consideration the private property owners adjoining our facilities. This is very evident in the present parks operated by the -management. 9. What about noise from the bicycle motocross track? As the plan stands now, it is very unlikely -that the track will be con- structed but if it is, it will be located where the noise will be minimal to the adjacent property owners. 10. How much is the maintenance for the pool going to be? The present cost for the maintenance of the Waverford Oaks Wave Pool is $225,650. 11. It is my understanding that the Waterford Oaks Wave Pool does not pay for itself? The revenue created by the Waterford facility is $346,000 which provides $120,350 over budget which is used to offset the costs of other facilities in the park system. The revenues generated by the Red Oaks Wave Pool will be enough to make the complete Red Oaks Complex, the driving range and golf course, self- supporting. 12. Will this facility have a negative effect on the attendance at Waterford Oaks? No, our records show that there is enough interest to support two wave pools and that the clientele using Waterford will not be the same that will be using Red Oaks. 10-3 V (Red Oaks Wave Pool Questions) 13. What is the life of the pool? Twenty years before any additional capital outlay will be necessary to maintain its operational level. 14. Where does the funding come from? Funds have been encumbered for the last two years from the one -quarter mill voted by the residents of Oakland County. It is expected that the one - quarter mill and the possible sale of a surplus piece of property will _ provide the funds necessary to build this facility. 15. Will the zoning of the present property allow such a facility? Re -zoning will be required. All requirements of the City of Madison Heights zoning regulations will be abided by. 16. What effect will this have on the Police Department? The Oakland County Parks and Recreation Commission will provide their own on -site security and most enforcement will be carried on accordingly. There may be times when assistance from Madison Heights police will be necessary -but not enough to alter their day-to-day responsibilities to the community. 17. How much not e will be created by the pool? Based upon decibal measurement, the noise that will `created by the happy patrons at the pool will be negligible. 18. If it is necessary to add additional traffic lanes and signal lights, who will pay for it? An additional right-hand turning lane will be added. No additional traffic signals will be necessary. The present roadway system is more than adequate to handle any projected traffic from the wave pool. In addition, the cost would be absorbed by the project. 19. How would the pool affect the gardens? The present garden location does not have any direct bearing on the wave pool. 20. How late will the park be open? The pool at Waterford is open for activities from 9 a.m. to 8 p.m. Staff usually remains for routine maintenance no later than 10 p.m. Swim class lessons are held from 9 a.m. until 11 a.m. when the pool is opened to the public. 21. 1 have grave concern over a possible increase in crime. It has been proven over and over again that properly supervised recreational activities and facilities negate crime and do not increase it. The only 10-4 (Red Oaks Wave Pool Questions) crime that might occur would be the increase in vandalism as indicated by the present golf facilities but this is not a result of the facility being there but due to the lack of respect for private property. 10-5 Miscellaneous Resolution May 10, 1984 BY: GENERAL GOVERNMENT COMMITTEE -John E. Olsen, Chairperson RE: SUPPORT OF HJR "M" WHICH WOULD AMEND THE STATE CONSTIT UT UION TO PREVENT DIVERTING OF MONEY FROM A RECREATIONAL LAND ACQUISITION TRUST FUND TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS, House Joint Resolution "M" proposes a constitutional amendment that would prevent the state from diverting money from the Kammer Recreational Land Trust Fund which was established to provide necessary funding for acquisition of recreational land; and WHEREAS, this trust fund created in 1976 would have been capped later this month at $150 million had it been allowed to grow as planned but because of numerous raids on the trust fund to balance the state budget or to fund other state programs during difficult economic times, the trust fund now has a balance of only $4. 4 million; and WHEREAS, Oakland County has benefitted from the Kammer Recreational Land Trust Fund recently with the authorization of the acquisition of 250 acres of very sensitive floodplain along the Clinton River in Independence Township; and WHEREAS, the Oakland County Parks and Recreation Commission, recognizing the necessity of having an adequately protected fund for recreational land acquisition voted unanimously at its May 2, 1984 meeting to support passage of HJR "M"; and WHEREAS, this joint resolution has already passed the House by a substantial margin and now awaits action in the Senate. NOW THEREFORE BE IT RESOLVED that the Oakland .County- Board of Commissioners takes a position supporting .RJR_,"M!'c BE IT FURTHER RESOLVED that copies of this resolution be sent V to the State Senators from Oakland County and to the County's Legislative Agent. Mr. Chairperson, on behalf of Jhe General Government Committee, I move the adoption of the foregoing resolution. WINDMILL -PROJECT lot Arnold Johnston 7 April 1984 Oakland County Parks & Recreation Commission Dear Yr. Johnston, I would like to take the time to tell you of this project that I would enjoy doing for the park system. This project concerns the windmill located at Croveland Oaks County Park.- The project will be to repaint the windmill and to also do landscaping on the island that the windmill is located._ The purpose of this project is to preserve and protect this unique landmark against the elements, and to also beautify - its surroundings. When I waa a young boy, I grew up in the county owned houses on Grange Hall Rd, in which my parents still reside- I used to look out across the lake and see that windmill sitting there silent, peaceful and slowly deteriorating. Then I decided to do something. This project seemed like a wonderful way of preserving this structure and to do something in return for all the years the county allowed my parents to live where they live today. This project will be at no cost to the county or the park system. All labor and materials will be provided by me and donations that will be gladly accepted.
