As a result of the review and denial from the Planning and Building Committee, they have presented an alternative to staff. This alternative consists of the transfer of 1.54 acres of a 30' strip to be added to the west property boundary of White Lake Oaks Golf Course. This is approximately twice the amount of land we would transfer to them. All other legal conditions would remain the same as the first proposal. Staff has reviewed this alternative and found no objections. This will be further discussed at the commission meeting. BOX 38 DAILY: 8:30 T04:30 DAVISBURG, MICHIGAN 48019 March 26, 1985 OAKLAND COUNTY PARKS & RECREATION COMM, i` p 281985 Oakland County Pik Parks and Recreation Commission REGEIVEL) 2800 Watkins Lake Road Pontiac, Michigan 48054 Dear Manager Ralph Richard: In reponse to our telephone conversation on March 6th, we talked about Supervisor Collin Walls and myself, Sesquicentennial Coordinator for Springfield Township, to attend your April 3rd Commission meeting at 9:30 A.M., Wednesday. It will be our intent to present to your com- missioners our 1986 Sesquicentennial program through -out the entire year and the events we would like held at Springfield Activities Center. In light of the possible construction and refurbishing of the outside and interior of the Activities Center, we want to work very closely with your commission. It would be helpful to know your time table for construction. As Lew Wint will attest, Springfield residents, like Clarkston, have very giving hearts and when we set out to do a project, the major goal is always to help and strengthen the total community. Our Neighbor for Neighbor, Incorporated in 1982, is a non-profit organ- ization that is divided into three major parts; one branch services the Assistance Center, the second branch writes a township newspaper called the P.O.S.T. (People of Springfield Township), and the third branch, which is temporary, is planning the Sesquicentennial events for 1986. Our '86 Sesquicentennial Calendar Events Jan. or Feb. -- Ice Carnival (We would like to work with Blue -Cross Blue Shield with cross-country skiing at Golf Course) Ice Sculpturing and fun games are in the planning stages. March 2nd -- Springfield's Birthday -- Incorporated March 2, 1836 At Activities Center -- All Day Celebration -- U.S. Postage Special Cancellation Day and Fine Art Show -- No Admission April 19 & 20 (18th set up time) -- Business and Garden Show -- No Admission -- At Activities Center May -- Beautification Month and National Walk/Run for Fun (Olympic Walkers would come from all over the U.S.) June 29th -- Historical Home Tour 9-1 - 2 - July (date not set) -- Road Rally August 17th -- 100th Reunion for the Cousins of the Davis Family September 19 & 20th and 26 & 27th --'Two weekends Upper Arena in evening At Activities Center Historical Pageant (possible cast of 200) October 4th -- Springfield Township '86 Grand Sesquicentennial Parade Events all afternoon following parade October 18-19 (17th set up time) Quilting Show -- No Admission At Activities Center December 6 & 7th (5th set up time) -- Davisburg Christmas Craft Show -- No Admission December 13th -- Grand Finale -- Recognition Dinner In April of 1984, Plans for the Sesquicentennial Celebration began. We now have a steering committee of over thirty people, who are working very hard on the many events. Our Schools (Clarkston and Holly) are going to be taking a very active role in this historical event; with spelling bees, family trees, Springfield history, and essay contests. They are also going to be a part of history by having an art contest where the winners will be placed on our 1986 Sesqui-Calendar. Quilting groups and costume making have already started. Some of the reasons why these activities would be helpful to Oakland County Parks and Recreation Commission are: -- Our events will bring into the "Activities Center" thousands of people from areas outside Springfield Township -- Possibility of Bi-annual or Annual Oakland County Parks and Recreation Events 1. Business and Garden Show (Oakland) 20 Quilting Show (Draws people from out of State) 3. Fine Art Show (We in Oakland County have many fine and recognized Artists -- Maybe a committee could be set up to plan and execute programming on a yearly basis with cutural, educational and recreational events at the "Center." The projects that we would like your special consideration and possible reduction of fees for rental are these 13 dates: March 2nd, Sunday -- Special Cancellation Day and Fine Art Show April 19 & 20 (18th set up) Saturday and Sunday -- Business and Garden Show - 3 - Sept. 19 & 20 and 26 & 27 -- Outside Arena -- Historical Pagaent Oct. 18 & 19 (17th set up) -- Saturday and Sunday -- Quilting Show Dec. 13th -- Finale Dinner June 15th -- Renewal Wedding Vows -- Sunday -- (not under N/N but Community project) Dec. 6 & 7th (5 set up) -- Davisburg Christmas Craft Show (not under N/N but community project) Thank you for your kind response in letting us meet with you. We have been using this style for several years, and they are used by all part-time employees except lifeguards. These shirts were purchased last year at a price of $5.97 each. 10-1 ITEM #11 UNIFORMS LIFEGUARD SHIRTS Staff is requesting the purchase of 26 dozen shirts for the life- guards. These shirts are special in that they are red, white and blue to allow for instant and proper identification as a lifeguard. These colors also correspond to the colors of the suits and jackets. After much searching, the only vendor found was Artwear, located in Birmingham. Based upon other purchases, it is felt the price of $6.75 each is an acceptable price. ITEM #12 UNIFORMS LIFEGUARD JACKETS Bids have been received for 20 dozen replacement jackets to be used by our lifeguard staff. These are used for specific identification of the lifeguard when temperatures require the wearing of a light jacket. They are scarlet red in color, have "Oakland County Parks and Recreation" on the front, and "Lifeguard" in big type across the back. These shorts are available for staff who are not involved in maintenance functions as a substitute for long pants. Staff at the Wave Pool/Water Slide, Golf Courses, Mobile Recreation, Court Games Complex, and cashiers normally wear shorts. There are few vendors that can provide shorts in the gaantity and style requested. There is $2,170 in the Operating Equipment budget for this purchase. 14-1 ITEM #15 ADMINISTRATION MEMORY TYPEWRITERS Last year we requested the Computer Services Division to review our office system and equipment and to study several typist positions in our Administrative offices to help us evaluate the system and make recommendations for greater efficiency at a reasonable cost. Their study showed that our typing requirements were scattered over several different office locations within the Waterford Complex and that no one position was exclusively typing. As a result, a stand-alone word processing system or mini -computer would not be cost beneficial at this time. However, the Director of Central Services did recommend the use of the new "memory typewriters" on the market today. These machines have memory storage capacity and are in effect "mini -word processors". In the 1985 operating equipment budget we requested two of these memory typewriters. They were to be assigned to the Recreation Section and the typist for our Public Communications and Design Sections. Since then, we feel that the Manager's secretary should be included. That position was not studied by Central Services. We then had the three employees involved review and use several brands of memory typewriters, and they agreed the best typewriter for our needs was a Canon AP-550. I talked to the Road Commission to see if they would give us a price but they are prohibited from performing any work on private roads. Private roads are defined as roads which are not maintained with highway tax funds. We recommend award to ABC Oil Service. Their price is one cent per gallon higher than last year. ABC Oil Service - $0.27/gal. Tri-County Dust Control - 0.29 Mich. Dust Control - No Bid Central Waste Oil Service - No Bid Bill's Dust Control - No Bid Michigan Chloride Sales - $0.345/gal. The chloride will be used at Addison, Groveland, Independence, Springfield YAC, and Waterford. Last year we used 77,600 gallons for a total cost of $20,176.00. GZ:lm 18 - 1 ITEM #19 1984 AUDIT REPORT Enclosed is a copy of the 1984 Audit Report of the financial records of the Parks and Recreation Commission. The report shows we are in sound financial condition. Mr. Don Van Loo of Janz & Knight cannot be present at this meeting; however, he will be available for the next meeting. As indicated in the transmitted letter from Janz & Knight and on page 4 of the audit report, five of our budget centers had an excess of actual expenditures over the approved budget. These amounts are not significant and the total actual expenditures for operations are less than the total budget. Therefore, staff recommends the Commission amend the 1984 operating budget to a total of $4,868,862, with the budget amounts for each budget center as listed on page 4 of the audit report. This amendment to the budget is in accordance with the Michigan Uniform Budgeting Act and the 1984 General Appropriations Act of the Parks and Recreation Commission. 19 - 1 ITEM #20 MANAGER'S REPORT ---The winning slogan for the summer was: For All Seasons For All Reasons Oakland County Parks This was submitted by Jeanine Gillikin, our public communications intern. I thank all of the employees who submitted an idea; they showed a lot of creative spirit. ---Special dates for you to be aware of: 1) We are having a luncheon for Betty Guest on Friday, March 19, at Mitch's II. If you would like to attend, please let Karen know. 2) On May 1, the Oakland Parks Foundation is hosting their Annual Dinner at Addison Oaks. 3) The Parks and Recreation Commission will be holding their annual Staff Recognition Dinner on May 13 at Glen Oaks. As more plans are confirmed, staff will be getting back with you to update details. ---The attached is a letter I sent to Glen Dick in regards to the safety for this summer. I am recommending that we go with Safety, until I have a chance to personally review their effectiveness in our parks system. ---I have met with the Paglino brothers in regards to the running of the Red Oaks Driving Range for the entire year. Right now we are checking on two things to see if it's possible: 1) the taxation situation of running a business on our property, and 2) the use of the equipment, and each's responsibility to the site. I will bring you up to date at the meeting. ---We would like your recommendation on dates for our park tour and also the parks you would like to visit. Tentatively we are planning this for the first week of June, which would be June 6. ---On March 28 I met with WRIF staff to review the need of parks and recrea- tion for our county and what other issues we have that would be a concern to our parks system, such as funding, public rel-ations, and user feedback. 20 - 1
