This tractor will be used to haul plant material, fertilizer, grass seed, and the water tank that is needed to keep the formal garden in mint condition for the weddings that are performed there each summer. Staff recommends and concurs with Purchasing to awarding the bid to the lowest bidder, A.I.S. Construction Equipment, for $4,853.00. Their equipment meets specifications and they would be able to deliver in 30 days or less. There is $7,500.00 in the Operating Equipment Budget for this purchase. This tractor is a new piece of equipment for the park, and it is expected to last approximately 15 years. ITEM # 9 ADMINISTRATION NEW COPIER MACHINE Our present Xerox 4500 Copier, located in the Administration building, is now over 7 years old and is giving us considerable problems due to increasing maintenance requirements and down time. This machine is our main copier and is needed for the heavy workloads in our system. We bought a smaller machine last year and I placed it in one of the other buildings to help alleviate some of our problems. This new machine is working very well, however, it does not have the capacity or the speed for all of our requirements. The Purchasing Division has recently completed a study of several large copier machines. A copy of the results of this study is enclosed. Our staff was also involved in this study and had the chance to actually use the machines. We agree with Purchasing that the Ricoh 6080 is a very good machine and will best meet our volume needs, especially on our peak days when demands are extremely high. We also feel that leasing at this time is the better way to go. Companies seem to give you better service when they still own the machine. The study by Purchasing shows that if we lease the Ricoh 6080 for 3 years, it will cost us $10,032 the first year. This is more than we have in our Administration operating budget for 1985. Hylla, Purchasin Chuck Ross, Parks & Recreation Subject: Requisition 0E-85-10, Copy Machine '`Ott Attached please find a summary of bid proposals received from the following copier companies: IBM, Xerox, & Ricoh. This summation also includes a cost analysis which reaches a "cost per copy" figure for each machine under consideration. These financial summaries represent a total cost of acquiring each copier and do include all maintenance, chemical and paper costs based on your present copy volumn of 20,000 per month. The Purchasing division maintains an on -going informal review of various copy machines in the market place. In conjunction with the Budget division, a standardization program has been developed for the County Executive utilizing three brands of copiers: IBM, 3M & Xerox. Recently, however, serious consideration has been given to including the Ricoh line of copiers in this program. A Ricoh 6080 has been successfully placed in the Board of Commissioners area. At the outset of this evaluation, consideration was also given to the Gestetner and 3M lines of copiers. The 3M line was eliminated as it does not presently have a machine that would be capable of your volumn requirements and still leave room for copy growth. The Gestetner was given consideration as Parks has successfully placed a much smaller Gestetner unit several months ago. However, it should be noted Gestetner does not manufacture its own copiers. The small unit is actually manufactured by Mita; an established company with a track record of building good small copiers. The larger Gestetner, model 2045, is manufactured by Konica. This machine was found to lack reliability, especially with extended useage; copy quality and the degree of toner fall off are inconsistent. In addition this copier has a recognized problem with 2-sided copying. These problems have been noted in such evaluation publications as Data -Pro and Hansen's Guidelines. The remaining copy machines are included on the attached sheets. I should caution you that although included, the Xerox 1048 and the Ricoh 5070 are "borderline" in their capacities to perform the volume requirements of Parks & Recreation. Almost certainly neither machine would allow any increase in copy volumn. A further consideration is that the Parks & Recreation copy volumn is not "smooth". That is, your 20,000 monthly copies are not 700 copies per day. Your volumn tends to peak 2 or 3 days per month with as much as 45% - 55% of your voulmne accuring on those 2 or 3 days. SubmItt ed under Separate eover. ius ITEM #11 MANAGER'S REPORT ---On Tuesday, January 29, the Planning and Building Committee solidified the purchase offer for the 1.4 acres at White Lake Oaks County Park. ---Mr. Wint and I will be attending the Legislative Session on March 3 - 5 in Washington, D.C., in conjunction with the National Association of County Parks and Recreation Officials, which is affiliated with the National Association of Counties. Any Commission member who would like to attend, please notify me and I will make the arrangements. ---Tim Peters, our student engineer, will be leaving us as of February 15. We are planning to replace him with a budgeted position, an Engineering Aide I, to help Joe in the area of design and development. Funds for this position have been approved in the 1985 budget by the Commission. ---I met with George Googasian to help plan future activities and directions for the Foundation. I think a lot of exciting and valuable projects will evolve from the Foundation- --- Betty Guest, our secretary, has informed me that she will not be able to return back to work in the future due to her health, and I am planning to upgrade Karen Smith to fill Betty's position. We all wish Betty the best in the future, and hope she can enjoy all of the trips she has talked about over the years. ---Summer employment applications will be taken starting February 19 through March 12 at the Personnel offices at Oakland County. If you know of anyone who's looking for summer employment, please have them apply at the Personnel Department. ---Mr. Wint and I met with the members of the Lakeland Arena Hockey Associa- tion in conjunction with the County Parks and Recreation Commission purchasing the Lakeland Arena. We conveyed to them the Commission's stand on not pur- chasing any of the arenas in Oakland County. We recommended they find outside support in the way of an entrepreneur "via Compuware Computer Company in Oak Park", and I offered to help represent them in making any presentations in this matter. ---Staff has met with Giffels/Hoyem-Basso for the details of the Wave Pool. At present, it seems the testing will take place sometime in October with our opening still scheduled for Memorial Day of 1986. A lot of the mechanical and operation details have been worked on, and another meeting is planned with staff the week of February 11. Bids are still going out the first of March.
