Subject: Reg. OE-85-46 Addison Pedal boats
Summarized below are the two price quotes of the six bid requests
mailed out. The lack of response can likely be attributed to two
main points:
1. Some dealers do not carry the specified hull composition: ABS
plastic.
2. The standardization with the Pelican line has, perhaps, lead
some dealers to feel there is little chance to supply their
alternate brands.
In order to more effectively evaluate the competitiveness of these
two price quotes, I would draw your attention to a recent bid for
fiberglass pedal boats. These three price quotes are also included
in the summary. The major difference is of course, the hull com-
position: ABS plastic vs. fiberglass. In most other respects both
boats are similar in size & capability.
Addison Oaks park has been using the Pelican brand boat for several
years now; and maintains an appreciable inventory of repair parts
for these boats.
As one of the endeavors of Purchasing is the economical expenditure
of funds, I recommend the purchase of 20 pedal boats from Pelican
International for $ 7,S33.00.

if we use the six foot wooden picnic tables, the park patrons remove them, and take

We have received from Purchasing the following bids for six (6) electric
golf carts. Four carts will go to White Lake Oaks and two will go to Red Oaks.

We presently own 26 EZ Go carts at White Lake and 5 EZ Go carts at Red Oaks.
The low bid cart, Melex, is built in Poland; however, as much as we can
determine, there should be no problem with parts and service.
Staff would recommend awarding the bid to the low bidder, Michigan Golf Car,
for six (6) Melex carts in the amount of $1,995 each, for a total of $11,970.00.
There is $15,000 in the Operating Equipment Budget for these six carts.

1985 LAND AND WATER PRE -APPLICATIONS
The Department of Natural Resources recently notified Parks and
Recreation that pre -applications can be forwarded by March 31, 1985,
to request matching Land and Water funds for projects.
This is the first required review for these funds. If the pre -
application is approved, a full application is completed later in
the year.
The projects selected must be identified in the Recreation Master
Plan and accompanied with a resolution indicating the source of
matching funds.
The projects selected for this year are:
1. Phase III Camping Development at Groveland Oaks.
2. Addison Oaks, Groveland Oaks & Waterford Oaks
Picnic Shelter Construction.
3. Addison Botanical Garden - Phase I.
4. Red Oaks Rapid Water Ride.
A public hearing is also a requirement. One has been scheduled at
9:30 a.m. on February 20, 1985, to receive public input.
Ads have been placed in the appropriate newspapers and the respective
township supervisors have been notified.
Additional information and presentations will be made at the meeting.

MANAGER'S REPORT
---Attached is a financial update on the Independence Oaks Wetlands
Acquisition, showing how much money is available from this project.
---Our Volunteer Nordic Ski Patrol was recognized by the Michigan
Recreation and Park Association with a 1984 Community Service Award
during the MRPA Winter conference February 3 - 6.
---Staff has received a request from the Michigan and Border Cities
Golf Course Superintendents Association for a waiver of golf greens
fees for their monthly meeting to be held at White Lake Oaks on
July 22, 1985- This will be a golf outing/dinner/monthly meeting
for approximately 50 - 60 people.
This will be the first time the Oakland County Parks and Recreation
Commission will host this meeting. Staff feels the Association is
beneficial to us, and recommends approval of the waiver of the greens
fees; golf carts and dinner will be the responsibility of the
Association.
---Staff is requesting Commission approval to contract with Facilities
and Operations to do the design, engineering, and inspection of the
Groveland Oaks Boat Rental Facility, which will consist of a boat
rental shelter building, docks, and a pedestrian bridge.
Staff feels this will be a cost savings, and will give us flexibility
in the design and completion of this project.
---The Request for Proposal for revising the 1978 Overall Recreation
Master Plan was sent to approximately 30 consultants. Proposals are
due back in early March, and staff will get back to you at a later
date with the results.
---With the Engineering Aide leaving, staff is requesting Commission
approval to retain a landscape architectural consultant to help us
get our projects off the ground for the spring and summer, since the
Design and Development Section is shorthanded. This will be done
strictly on an hourly basis with the approval of the Manager.

Subject: Golf Course Superintendents' Meeting
There has been a request made through our Groundskeeper Crew
Chiefs and myself from the Michigan and Border Cities Golf Course
Superintendents Association for Oakland County Parks and Recreation
to host a monthly meeting at one of our golf courses. The date
requested for this meeting is Monday, July 22, with 50 - 60 members
of the Association playing 18 holes of golf and ending with dinner
and a monthly meeting.
My choice for the location of this meeting would be White Lake
Oaks, because of no morning golf leagues on Monday and the adequate
banquet facility.
The request to Oakland County Parks and Recreation Commission
would be to waive the green fees for the 50 - 60 Golf Course Super-
intendents who would be playing golf. The charge for the golf carts
and dinner would be the responsibility of the Association.
The Crew Chiefs and I have belonged to the Association and have
attended these types of meetings for several years, and find the
Golf Course Superintendents Association beneficial to us as super-
visors and to the golf course.
