It is our recommendation that Barton-Malow Company be retained as the Construction Manager. We feel that Barton-Malow would best serve the county's needs. They have the experience and personnel for the project. They were the Construction Managers for the Waterford Oaks Wave Pool and for three others in the Pittsburgh area. In addition they have indicated that the Project Administrator for this project would be the same person who was the field engineer on the Waterford Oaks project. We look forward to working with you and Barton-Malow to bring this project to a successful completion. Very truly yours, Z-1A SO ASSOCIATES, INC, Michael C. Staff concurs with Purchasing to award the bid to the low bidder, Sisco Turf, for $1,569.58. Approximately $2,000 for this expenditure has been budgeted in the Capital Improvement Program. 13 - 1 ITEM #14 WAVE POOL SPECIAL RATES We have found from past experience that attendance at the Wave Pool declines during the latter part of August. This seems to be due to the end of summer group travel programs by most community groups, and the general attitude that most people are tired of swimming and summer activities, particularly if the weather is not perfect. In view of this, the following rate changes are being proposed to help stimu- late greater attendance. These rates would become effective August 12 and continue until the pool is closed September 3. Wave Pool entry fee: $2.00 -- regularly $2.50 Waterslide: $2.00 all day -- regularly $3.50 Also eliminate the 50c per ride. By not having the 50G ride ticket, one cashier could be eliminated, which would help save staff costs. Affiliated group rate stays the same at $1.75/person Twilight Wave Pool entry stays the same at $1.75 Twilight Slide remains the same at $1.50 It is staff's recommendation that we implement this reduced pricing to en- courage increased attendance during this seasonal slump in swimming. Also, staff is working on special activities days or evenings, such as "Jaws" Night, Adult Night, Teen Night, Couples Night, etc. These programs will require special pricing, which has not yet been determined. Staff is requesting authori- zation to use its judgement in establishing an appropriate entry fee based upon each individual program. Mr. Kipke will be present to make this presentation and answer any questions the Commission might have. 14 - 1 ITEM #15 PROPOSAL FOR OAKLAND COUNTY PARKS AND RECREATION COMMISSION CO-SPONSORSHIP OF 1985 MICHIGAN SENIOR OLYMPICS The first Senior Olympics program was held in 1980. Both the 1980 and 1981 events were held at the Pontiac Silverdome, hosted by Pontiac Parks and Recreation and sponsored by Xerox Corporation. Due to logistical problems and the expense of the Silverdome, the event was moved from the Silverdome to its present site, the Oakland Community College - Orchard Ridge Campus in 1982. At that time, the Michigan Recreation and Park Association, primarily repre- sented by the Senior Coordinators Committee of the Northwest Parks and Recreation Association, became the coordinating agency, providing manpower (volunteer profes- sional members), expertise, and financial support (approximately $2,000/year). Blue Cross/Blue Shield of Michigan has supported this event financially for the past four years, ranging from $3,500 to $4,500. The Michigan Senior Olympics is budgeted as a break-even program for all revenues and expenses, which annually are generally $10,000. In addition to the sponsorship revenues, participants are charged a $2.00 entry fee, which includes a T-shirt, lunch, and refreshments. From its early beginnings to present, the event has attracted between 700 and 1,000 participants each year, with nearly 60 percent being Oakland County residents. The program format in recent years has been a one -day event, in com- parison to the original two-day event format. As an organizational member of both MRPA and NWPRA, the Oakland County Parks and Recreation Commission has made significant contributions to this annual en- deavor by providing manpower, a large supply of equipment, storage/handling for all event equipment, and technical staff assistance from our public communications and design departments. 15 - 1 aXymum 01 $11000 , cs Fxop°sal} on contribute a ybutyon axe ava11 igan genyor OlYy flat oar organizat1es fox this c°ntx n Cych °posed by staff. pz OlYpycs. onexating Budget. xks and B.ecreaty°s, It is pr an gent' 19$5 Op ntY F a elease all, t° the ychlg ncY Fund ° the t11e Oa.land C°ual f.lYers' news rxage. annual x the G°z'tynge this sponsoxsra.p future pr°%°tyo is1°n.Icable c°Ve ng cexe/ able f n xecognyta.on °t °wedged yn all' h1xts' and tele ti°n at tlye °pens promo, 1 siox, will be acnements, event see formal xecogny g5i- Placement °t of the Commas nouns xecey 19 emen sexVjce an si°n will August 1 d t'ne plat publyc iion the cpznys e e.ent Csatuxdanted matexyalsall ognyty°n program. q'3"es, Zn add daY Of th °f on pry this xec answer anY m°nyes °n the the dys-T'- i s° ynclule in Sentatyon and Tonal banner s , display ax e al o maZ,e this pr e tCommyssion publyc will be present t Stencil Banx° the C° f mmyssyon. ti°ns 15 , 2 ITEM 16 IE1S f°T anY°'e loin pU DAT be ° de g z'ed ne 1t tYzee lea°e been na pa as or to to people zs s b poet the Ye gatks onndation as rec°mmendtin as d yns the Oaklan re udel1nes we ticatyons aVa1 d a1ah1e attachell of the class1 nd a mho p1n a 16 - 1 $ 10 Individual $ 30 Family *Senior discount $ 50 - Non-profit Group P 100 Patron $ 500+ Corporate . $1,500 Benefactor MEMBERSHIP DUES a J Acorn: Quarterly publication of activities in parks, advance notice of special programs and classes. 2 free passes to Wave Pool Invitation to special events All of above Summer Fun Passbook 10% discount on birthday parties at Waterford Oaks All of above Use of certain facilities at-10% discount All of above Vehicle pass 10% discount on all park facilities All of above 10 passes to Wave Pool **Use of picnic shelter; of Camp Jamboree; of one Mobile unit; of outdoor stage unit; of Conference Center; of two -County buses for one day All of above Plaque Public recognition Lifetime Member *10% discount for those over 62 *Dues are adjustable, dependent on interests of corporation Value $ 5 $ 90 $ 100 $ 140 $ 175 16 - 2 $ 30 Contributing/Family *Senior discount $ 50 Non -Profit Group $ 100 Patron $ 500+ Corporate $1,500 Benefactor MEMBERSHIP DUES Acorn: Quarterly publication of activities in parks, advance notice of special programs and classes. A great thanks to Jean Fox, who "pinch hit" for Lew. After dedication we sent thank you note from the Commission to mayors, state representatives, state senators and DNR officials for taking time out to attend. ---Attached are the results from the Junior Golf Tournament held June 27 - 28 at Springfield Oaks and White Lake Oaks. 214 golfers took part in the event, our largest turnout in seven years. A note was sent to staff from the Commission for the fine job they did in running the tour- nament. ---The department has hired three new full-time employees this past month: Bill Gugan, General Maintenance Mechanic at Independence Oaks; Jaki Bramble, our new clerical in the Recreation Section; and Steve Van De Bossche, who will be starting work shortly with Joe Figa in the Design and Development section. Another change in our operations is that, with the security problems at Orion Oaks, we have given Arnold Johnston more responsibility in this area; and to help Arnold out, Dan Smith from Technical Support will be reporting directly to Jon Kipke. ---Over 900 letters were sent to residents near Orion Oaks regarding riding of vehicles and bikes on park property. Also, new signs are being planned on the park site. Ditching on the north end has been completed by the Road Commission -- an excellent security measure. 17 - 1 MICHIGAN RECREATION & PARK ASSOCIATION 2724 E. MICHIGAN AVE. My daughter went down the slide for the first time and appeared to be enjoying the trip down. But, when she got to the bottom of the slide she was unable to get out of the water on her own. I helped her out. She was not able to stand. The young man that was watching the end of the slide inquired about her. We could tell him nothing about why she was like she was. He call- ed for help on his radio. Greg, the manager came to our aide. He in turn went for a stretcher and two youn men to transport Janet back to the first aid room. These young men did every- thing possible to make my daughter comfortable. They were very kind and did not make any of my family feel ill at ease. There was no injury, but I believe Janet was so scared she went into shock. Janet is 15 years old, but retarded. This could have been quite a crisis for all of us had it not been for the, care and concern of these young men. I think the young men should be recognized for the good they do not always just the bad. The young mens names were Bill Braziet,_Stewart Cohen, and Greg, the manager at that time. Thank you for employing such reliable people to serve us. It makes me feel secure enough to leave me children there and they will be cared for. Sincerely, e&,da ., e. 'Plo Mrs. Douglas R. During this time, I asked Accounting for a cost analysis on the utilities for these resi- dences. As you can see on attached Sheet #1, we spent $16,811 last year on gas, telephone, oil and electricity in these Parks Commission -owned homes, not counting repairs and equipment. I also checked to see whether or not we have a policy on these homes; there is one, but it has not been enforced. See attached Sheet #2. I would like the Commission to review the present policy and consider some changes. Possible options: 1) Drop policy 2) Adjust policy 3) Develop new policy Staff has also completed a maintenance policy (see attached Sheet #3), which we would implement in September.
