mitted by five firms: Artco Contracting Inc.; Barton-Malow
Company; Ferguson-Hogle-Brassell Construction Company; MCI
Construction Managers and Quest Development Company for the
position of Construction Manager for this project.
It is our recommendation that Barton-Malow Company be retained
as the Construction Manager.
We feel that Barton-Malow would best serve the county's needs.
They have the experience and personnel for the project. They
were the Construction Managers for the Waterford Oaks Wave

GLEN OAKS ROOF AND FACADE REPAIRS
Bids are due on Monday, July 8, at 2:00 p.m., for the roof replace-
ment, facade, and other related work for the Glen Oaks Clubhouse facility.
Bids will be reviewed by staff and consultant, and a recommendation
will be presented at the Commission meeting by Joe Figa.

These irrigation supplies will be installed by park personnel in con-
junction with the capital program of updating the total irrigation system at
White Lake Oaks.
Staff concurs with Purchasing to award the bid to the low bidder, Sisco
Turf, for $1,569.58. Approximately $2,000 for this expenditure has been
budgeted in the Capital Improvement Program.

WAVE POOL SPECIAL RATES
We have found from past experience that attendance at the Wave Pool declines
during the latter part of August. This seems to be due to the end of summer group
travel programs by most community groups, and the general attitude that most people
are tired of swimming and summer activities, particularly if the weather is not
perfect.
In view of this, the following rate changes are being proposed to help stimu-
late greater attendance. These rates would become effective August 12 and continue
until the pool is closed September 3.
Wave Pool entry fee: $2.00 -- regularly $2.50
Waterslide: $2.00 all day -- regularly $3.50
Also eliminate the 50c per ride.
By not having the 50G ride ticket, one cashier could be eliminated,
which would help save staff costs.
Affiliated group rate stays the same at $1.75/person
Twilight Wave Pool entry stays the same at $1.75
Twilight Slide remains the same at $1.50
It is staff's recommendation that we implement this reduced pricing to en-
courage increased attendance during this seasonal slump in swimming.
Also, staff is working on special activities days or evenings, such as "Jaws"
Night, Adult Night, Teen Night, Couples Night, etc. These programs will require
special pricing, which has not yet been determined. Staff is requesting authori-
zation to use its judgement in establishing an appropriate entry fee based upon
each individual program.
Mr. Kipke will be present to make this presentation and answer any questions the
Commission might have.

PROPOSAL FOR OAKLAND COUNTY PARKS AND RECREATION COMMISSION
CO-SPONSORSHIP OF 1985 MICHIGAN SENIOR OLYMPICS
The first Senior Olympics program was held in 1980. Both the 1980 and 1981
events were held at the Pontiac Silverdome, hosted by Pontiac Parks and Recreation
and sponsored by Xerox Corporation. Due to logistical problems and the expense
of the Silverdome, the event was moved from the Silverdome to its present site,
the Oakland Community College - Orchard Ridge Campus in 1982.
At that time, the Michigan Recreation and Park Association, primarily repre-
sented by the Senior Coordinators Committee of the Northwest Parks and Recreation
Association, became the coordinating agency, providing manpower (volunteer profes-
sional members), expertise, and financial support (approximately $2,000/year).
Blue Cross/Blue Shield of Michigan has supported this event financially for the
past four years, ranging from $3,500 to $4,500.
The Michigan Senior Olympics is budgeted as a break-even program for all
revenues and expenses, which annually are generally $10,000. In addition to the
sponsorship revenues, participants are charged a $2.00 entry fee, which includes
a T-shirt, lunch, and refreshments.
From its early beginnings to present, the event has attracted between 700
and 1,000 participants each year, with nearly 60 percent being Oakland County
residents. The program format in recent years has been a one -day event, in com-
parison to the original two-day event format.
As an organizational member of both MRPA and NWPRA, the Oakland County Parks
and Recreation Commission has made significant contributions to this annual en-
deavor by providing manpower, a large supply of equipment, storage/handling for
all event equipment, and technical staff assistance from our public communications
and design departments.

MANAGER'S REPORT
---The dedication of Independence Oaks Nature Center June 26 was well
received, with over 140 people attending. A great thanks to Jean Fox,
who "pinch hit" for Lew. After dedication we sent thank you note from
the Commission to mayors, state representatives, state senators and
DNR officials for taking time out to attend.
---Attached are the results from the Junior Golf Tournament held June
27 - 28 at Springfield Oaks and White Lake Oaks. 214 golfers took part
in the event, our largest turnout in seven years. A note was sent to
staff from the Commission for the fine job they did in running the tour-
nament.
---The department has hired three new full-time employees this past
month: Bill Gugan, General Maintenance Mechanic at Independence Oaks;
Jaki Bramble, our new clerical in the Recreation Section; and Steve
Van De Bossche, who will be starting work shortly with Joe Figa in the
Design and Development section.
Another change in our operations is that, with the security problems
at Orion Oaks, we have given Arnold Johnston more responsibility in
this area; and to help Arnold out, Dan Smith from Technical Support
will be reporting directly to Jon Kipke.
---Over 900 letters were sent to residents near Orion Oaks regarding
riding of vehicles and bikes on park property. Also, new signs are
being planned on the park site. Ditching on the north end has been
completed by the Road Commission -- an excellent security measure.

Dear Sirs;
I am writing to express our gratitude for the kind assistance
we received at the Waterford Wave Pool last night.
My daughter went down the slide for the first time and appeared
to be enjoying the trip down. But, when she got to the bottom
of the slide she was unable to get out of the water on her own.
I helped her out. She was not able to stand. The young man
that was watching the end of the slide inquired about her. We
could tell him nothing about why she was like she was. He call-
ed for help on his radio. Greg, the manager came to our aide.
He in turn went for a stretcher and two youn men to transport
Janet back to the first aid room. These young men did every-
thing possible to make my daughter comfortable. They were very
kind and did not make any of my family feel ill at ease. There
was no injury, but I believe Janet was so scared she went into
shock. Janet is 15 years old, but retarded.
This could have been quite a crisis for all of us had it not been
for the, care and concern of these young men. I think the young men
should be recognized for the good they do not always just the
bad.
The young mens names were Bill Braziet,_Stewart Cohen, and
Greg, the manager at that time.
Thank you for employing such reliable people to serve us. It
makes me feel secure enough to leave me children there and they
will be cared for.

OAKLAND COUNTY PARKS AND RECREATION COMMISSION

RANGER/PARK MAINTENANCE AIDE
To exercise all powers of a peace officer within
and adjacent to park lands for the safety of the
land, facilities and park visitors. To perform
work in the areas of maintenance, repair and
improvement of park lands, facilities and equipment
for the appearance and use by park visitors.
Hourly - Regular Full Time
COMPENSATION: Pay, $15,682 - $22,198.
Paid Vacation, Sick time, Holidays.
Paid Health Insurance Plan, Dental, Life Insurance,
Prescription Card.
Retirement Program.
TIME OF
WORK: 40 hour work week schedule includes weekends,
evenings and holidays.
LOCATION: Regularly assigned to one of the Oakland County
Parks.
REQUIREMENTS FOR
EMPLOYMENT: Be at least 21 years of age.
Felony free police record.
Be physically capable of performing the required work.
Have a valid Michigan motor vehicle operators license.
Have a means of transportation for reliable attendance
at work.
Ability to become a Certified Peace Officer in the State
of Michigan within one (1) year of appointment.
Be able to operate and maintain power equipment.
Ability to communicate and get along well with people.
Awareness and appreciation of Nature.
Alternates to the above qualifications may be made as
the park system finds appropriate and acceptable.

REPORTS TO: Park Supervisor or designee.
SUPERVISES: Personnel as assigned by Park Supervisor.
PERFORMANCE
RESPONSIBILITIES: Volunteers assistance and information to park visitors.
Is prepared to administer first aid and take charge
in cases of accident or emergency.
Explains park rules and regulations to park visitors,
advises those in violation, and issues courtesy
warnings and citations as deemed necessary.
Patrols park lands as assigned to protect and serve park
visitors and enforce the rules and regulations estab-
lished by the Parks and Recreation Commission and
applicable State and Federal laws.
Investigates suspicious activities, apprehends and
arrests violators.
Accompanies persons taken into custody to designated
police agencies.
Appears in court as witness to accidents and crimes
as required.
Operates patrol vehicle and other police equipment.
Performs a variety of manual tasks in a park as assigned.
Performs preventative maintenance services and repairs
equipment.
Participates in improvement and renovation tasks as
assigned.
Maintains personal time record for submission to park
supervisor/ranger.
Knowledge of nature and nature interpretation desirable.
EQUIPMENT USED: Operates equipment such as, chain saws, mowers, Jeeps,
tractors, hand tools; shovels, rakes, hoe, power
tools, drills, saws, etc.

COUNTY -OWNED HOMES
In reviewing last year's budget, I inquired about the seven County -owned
homes which Oakland County Parks and Recreation Commission staff live in. During
this time, I asked Accounting for a cost analysis on the utilities for these resi-
dences. As you can see on attached Sheet #1, we spent $16,811 last year on gas,
telephone, oil and electricity in these Parks Commission -owned homes, not counting
repairs and equipment.
I also checked to see whether or not we have a policy on these homes; there
is one, but it has not been enforced. See attached Sheet #2.
I would like the Commission to review the present policy and consider some
changes. Possible options:
1) Drop policy
2) Adjust policy
3) Develop new policy
Staff has also completed a maintenance policy (see attached Sheet #3), which
we would implement in September. Administration of the maintenance policy shall
be the responsibility of the housing committee, consisting of the Chief of Design
and Development, Chief of Park Operations, and the Chief of Administrative Services,
who will act as chairman.
It will be the responsibility of the housing committee to tour each house
at least once every two years. The tour shall consist of a general inspection
of the structures, followed by a written report to the Manager of any repairs
or consideration to be given to each.
My recommendations are:
1) Park Supervisors, Addison, Groveland and Independence Oaks -- no charge
for house and pay for all utilities in excess of $1,800.

EXCERPT FROM COMMISSION MINUTES, MAY 15, 1970:
POLICY FOR PARK MANAGERS
Residence
The Parks and Recreation Commission shall furnish
carpeting in living rooms, halls and other areas that the
public may enter and use in the transaction of business,
at an installed price not to exceed $8.00 per yard.
Kitchen, bathroom and bedrooms to have appropriate
floor covering, type and cost to be at discretion of
the Director.
Park Manager to furnish all other needs such as
appliances, drapes and other decor that are not perma-
nently affixed to building.
Labor for decorating, maintenance and repair will
be Park Manager's responsibility. The Parks Commission
will furnish paint and other materials for maintenance.
No major alterations will be done without recom-
mendation by the Director, and approval of the Commission.
Utilities for park manager residences were discussed.
Moved by Mr. O'Brien, supported by Mr. Dillon,
that a sum of not over $500 per year be allowed
for utility costs for each resident park manager.
Motion carried.

HOUSING MAINTENANCE POLICY
Permits and Codes
County: Is responsible for performing or approving all repairs or
modifications which require permits, code approvals, or
health and safety consideration
Tenant: May assist or perform repairs while receiving supervision
and/or direction from the Technical Support Section.
Mechanical Equipment
County: Is responsible for repairs to mechanical equipment and
appliances which belong to the county, such as furnaces,
hot water heaters, water softeners, etc.
Tenant: Is responsible for routine maintenance and servicing
such as changing filters and adding salt. Expendable
items such as salt and filters are to be supplied by
the tenant.
Interior Maintenance
County: Is responsible for major repairs (such as but not limited
to, replacement of drywall, tile, linoleum, plumbing
fixtures, door walls, paneling) to ceilings, walls and
floors. It will also supply the materials for painting
and general re -decorating.
Tenant: Is responsible for minor repairs and painting.
Exterior Maintenance
County: Is responsible for major repairs (such as but not limited
to, re -roof, sidewalk or drive replacement, door replace-
ment, concrete or brick work) repairs to roof, siding,

chimneys, walks, drives, etc. The county will also pro-
vide materials for painting.
Tenant: Is responsible for minor repairs and painting.
Remodeling
County: Upon approval of the project, the Technical Support Section
will perform or supervise the construction.
Tenant: Must receive approval for a project from the Manager based
upon a recommendation from the housing committee. Depending
on the nature and need for the project, the tenant may be
required to pay a portion or all of the expenses. Responsi-
bility for project cost will be determined by the Manager or
the committee.
Landscaping
County: Is responsible for providing a modest landscaped lot (such
as but not limited to, foundation, plantings and trees
for aesthetic and/or climate control).
Tenant: May make moderate additions to the landscaping. Any major
changes (such as but not limited to, trees, shrubs, patios,
decks, terraces, out buildings, walks and permanent play
equipment) must be approved by the Chief of Design. Re-
sponsibility for project cost will be determined by the
Manager or the housing committee.
Lawn Care
County: Will be responsible for supplying necessary materials to
maintain an attractive turf area.

It will also provide needed technical assistance for
proper application and use of materials. When required,
the County will provide a trained and licensed person to
apply the chemicals.
Tenant: Is responsible for keeping turf areas mowed and groomed to
maintain a respectable appearance as it relates to the
surrounding area. Is allowed to apply materials to the
turf which do not require licensing. Flowers, gardens,
plants, bed edging and cover and decorative items, shall
be left to the tenant's discretion.
Insurance
County: Will provide insurance on the premises and some liability
insurance.
Tenant: Is required to secure contents insurance for their be-
longings. Additionally, a liability insurance naming the
county as an additional named insured is also required.
