The cost for a small truck and a Cushman truckster is about the same. These small pick up trucks have many advantages over the Cushman trucksters. The trucks have a heavy duty suspension system, and also a much larger box that can carry larger loads of material. With the water cooled engine and automatic transmission, these trucks should give us many years of service. They have also proven to be easier to operate and more dependable. The park automotive mechanic has reported to us that there was less maintenance required on the trucks than on the Cushman truckers. This means a savings in material and labor costs. These vehicles will be replacing existing Cushman trucksters that are 5 to 8 years old and in need of constant repair. The old Cushmans will be placed in the next County Equipment Auction. The work to be included in this docu- ment is quite extensive and basically consisting of the following: ''Prepare a document which revises the present master plan and provides guidelines for the general direction for development of the Oakland County Parks and Recreation system. This document will provide the basis for future grant submissions and establish the parameters for revision to existing individual and new mas- ter plans. The following steps are to be used as a general guideline toward the final document. 1.) After a meeting with appropriate parks and recreation staff, prepare a schedule indicating time frames, key benchmarks, approvals, meetings, etc. 2.) Review existing planning documents and other pertinent available data. (ie: Recreation Master Plan and addendum, individual park master plans, long-range capital improve- ment plans.) 3.) *Compile and review countywide park facility inventories (state, county, township, city, metro area, etc.). Data to be extracted from existing inventories such as the Mich- igan Department of Natural Resources, Public Recreation Facility inventory, county, township, and city master plans and other documented sources. 4.) Collect and analyze current demographic data including future trends and/or projections. 5.) Analyze compiled data to determine present and future facil- ity and programatic needs. 6.) Develop goals and objectives as determined by the needs assessment and by information obtained from meetings with appropriate staff and commissioners. Those ideas were outlined to the Springfield Township Park Commission on March 11, 1985, and I was given authority to pursue those ideas as listed below. Obviously, since the February 22, 1985, meeting was more or less a "brain storming session", my Commission did not attempt to address any details, limiting itself to the general concept only. From our meeting and thought given to the possibilities since then, there appear to be two basic areas where cooperation could prove beneficial to both Commissions and their constituents. The first of these relates to possible uses of the facility with the second relating to personnel. On the attached sheet, I have listed the immediate summer programing goals of the Township Park Commission, possible uses of the Activities Center clearly related to Parks and Recreation, and finally, possible uses of the facility without regard to a relationship to Parks and Rec. This last catagory represents the input received from fellow Commissioners and members of the public in attendance at our March 11, 1985, meeting. 21-1 Mr. Ralph Richard, Manager March 14, 1985 Page 2 Since our initial meeting, the Township Board has approved our proposed budget for the 1985-86 budget year commencing April 1, 1985, which included the sum of $12,000 for a Director, Program Coordinator. Realizing that we do not have a facility to accommodate year round indoor activities at this time, the position was contemplated to be full time during the summer scaled back to part time during the balance of the year with primary responsibilities being to initiate recreational programing using available facilities. As I indicated in our meeting, it is highly unlikely that the building at the Mill Pond Park can be improved sufficiently to accommodate year round activities in the immediate future although the securing of such a facility is a goal of the Township Park Commission. As you may recall, I requested the initial meeting in response to the Township Board allocating certain of its Block Grant monies towards the development of a Community Center, which considering your existing facilities, made the exploration of possible Township uses appropriate, prior to proceeding with the development of the Mill Pond building. Due to certain guidelines and restrictions associated with the Block Grant program, about all the Township can accomplish in the upcoming year is a feasibility study and architectural services. It would seem that if the County Activities Center could be made available for Township programing, it would be beneficial to the County in terms of increased usage and public awareness and acceptance, a possible key to the long range success of the facility. With respect to personnel, in the past, Township Park Commission employees have been seasonal in nature and have consisted of life guards and swim instructors for the beach at the Mill Pond and one full time maintenance person with occasional part time help. A recent exception to this is our Youth Activities Coordinator who has just completed her first full year in that position, putting in approximately 20 hours per week in the summer and 10 hours per week during the school year. Although that person acted in the past year as our "Director", in all likelihood her duties will be scaled back to simply Youth Activities. Considering the close proximity of our two primary parks, which are the baseball fields at Dilley Field and the Mill Pond Park, to the golf course and Activities Center, maintenance might be 21-2 Mr. Ralph Richard, Manager March 14, 1985 Page 3 an area where cooperation in use of personnel could prove beneficial to both bodies. With respect to beach personnel, the County could be of tremendous assistance to the Township in the review, screening and hiring process, including making available applications which the County has on file. Any input the County could offer based on its experience in the areas of job descriptions, supervision, lesson structure and other facets of a successful beach or swimming program would be appreciated. Contracting with the County for beach personnel might also be possible depending upon details and concerns yet to be addressed. With respect to a Director/Program Coordinator, although the Township has employed such persons in the past, they have usually been summer employees only, which in many cases has been a college student gaining experience in his field of study. Although these individuals have generally done a good job, this approach is not conducive to the eventual establishment of year round recreational programing in the geographical area of our respective parks. As in the case of beach personnel, any assistance that the County could offer to the Township in identifying, screening and selecting a suitable candidate would be appreciated. Obviously, the amount presently budgeted by the Township for this position on a full time summer and part time off season basis would probably not be the type of position that a person in the permanent job market could afford to consider. However, if facilities were available to the Township for year round programing and/or the County is considering a similar position, a full time year round Director/Coordinator might be possible to further each of our respective Commissions' needs and goals. I plan on attending with the Township Supervisor, Collin Walls, any Commission meeting when this item is on your agenda, which I understand may be March 20, 1985. The concept would be similar to the arrangement between Elias Brothers and community groups at the Silverdome. 8) Improved food service - allow outside catering, which apparently has been prohibited in the past. 9) Springfield Township Sesquicentennial activities - apparently a presentation regarding this will be made to you at a later date. 21-5 ITEM #22 MANAGER'S REPORT ---Staff held a meeting with the Director of Central Services and the Safety Division of the County to review needed services for this summer. Our needs were outlined and the Safety Division is responding within two weeks in reviewing our proposed program for 1985• ---Staff is requesting to have a Summer Camping Shakedown Cruise at our campgrounds the weekends of May 4 and 11. This will give us a good jump on P.R. for the parks this spring. With this program we are requesting that we offer a special rate of $3.00 per night these weekends. This is a reduction of $2.00 per night for these weekend activities only. Our parks are not normally open this early. This is something new that we are trying. ---Wave Pool plans are proceeding on schedule. A presentation by Hoyem- Basso will be at the April 3 meeting. The bid schedule and plans will be received at this meeting. ---Mr. Wint and Mr. Richard attended the NACo, National Association of Counties, meeting in Washington D.C. on Sunday, March 3 through Tuesday, March 5. On Sunday we attended a half day meeting with the National Assoc- iation of Counties Parks and Recreation organizations. We brought back some valuable information for our parks system. Also met on Monday with U.S. Representatives and Senators and gave our concern over Revenue Sharing and B.O.R. funding. We also listened to President Reagan's proposed views on Revenue Sharing and the National Budget. It was well attended and very informative for both Mr. Wint and Mr. Richard. --- The Foundation fundraiser with Mr. Posch on March 19 at White Lake Oaks***** at 7:00 p:m. is still on. We especially think the naturalist Kathy Thomas does an excellent job of preparation and presentation of her programs. She addt a lot of personal experience and energy -to each subject explored. She especially has a lot of patience for the little kids and tries to get them involved as much as possible. She even makes us old codgers feel welcome too. It is always refreshing to get away from civilization and spend some time on Saturdays learning something new about the out of doors. We have especially enjoyed the following programs: ANIMALS OF THE ICE AGE HOG WILD' SOAPSTONE CARVING SAP SHOW All qf Independence Oaks Park is wonderful and we hope to be spending much more time there.
