Per our discussion on August 23, 1985, enclosed find our invoice
#8869 for $55,000.00 to match the contract terms of your contract
dumber 3O66S. I hope you will process it at your earliest con-
venience as you indicated you would.
As we further discussed during the same meeting, Design Craftsmen
became enmeshed in producing the Independence Oaks Nature Center
to a degree of quality and detail that greatly exceeded the limits
of the previously agreed contract amount, leaving us with a severe
economic shortfall.
I would like to request an opportunity to present my case for
some financial relief before an upcoming Parks Commission meeting,
perhaps in November (or later) after the Commission completes its
heavy fall program schedule.
I will plan to check with you in the next month or so to determine

1986 NBL NATIONAL RACE
WATERFORD OAKS BMX
The National Bicycle League again has offered the Oakland County Parks and
Recreation Commission -- Waterford Oaks BMX to host a weekend of national BMX
racing. The Commission has been offered to solely promote a race on Saturday,
July 12, 1986, and to work in cooperation with the Michigan NBL BMX Association
in hosting a second race to be held on Sunday, July 13, 1986. This will be the
fourth year that the National Bicycle League has scheduled national races at
Waterford Oaks.
In consideration for hosting these events, the Commission will agree to pay
$3,000 as a commitment fee and $5.00 per entry as a sanctioning fee for each race
date. For the Sunday, July 13 race, the revenues and expenses will be shared
on a 50/50 basis as a rental agreement with the Michigan NBL BMX Association for
use of the facility. All revenues and expenses will be processed by the Commission.
The attached performance contract has been reviewed by Corporation Counsel
and has been approved according to form.
These events will attract an excess of 1,000 riders for each race from nearly
every state in the country, with the majority of the racers coming from the Great
Lakes region.
Dan Stencil will be present to make this presentation and answer any questions
that may arise from the Commission.

PHASE I FAIRWAY LANDSCAPING
Bids were received by Purchasing on September 17 for the first
phase of landscaping for the Red Oaks fairways.
The bids include all of the labor and material for the installation
of a variety of trees to be planted along the east boundary of fairways
1, 2, and 5, and the west boundary of fairways 6 and 7.
The variety of plant material includes Spruce, Pine, Maples, Ash,
and Russian Olive.
The bids are attached.

Bids were received by Purchasing for the plant material for
Springfield Oaks, Glen Oaks, and White Lake Oaks.

only. Planting is to be performed by park personnel.
The plant material, which consists of a variety of trees and a

GROVELAND OAKS BOAT RENTAL FACILITY
Bids were received for the construction of the boat rental facility
at Groveland Oaks.
This bid includes the complete labor material for the construction
of a 2100 sq. ft. building, including a 32' x 48' pavilion shelter,
wood decks, barrier -free ramps, light, and walkways.
The first phase of the construction, which included the pilings
and installation of the pedestrian bridge, was awarded at the previous
Commission meeting.
The last portion to bid will be the docks, which we will purchase
direct.
Bids are being reviewed by staff, and a recommendation will be
presented at the meeting.

Waterford Oaks Administration and Activity Center area.
This will include the extention of paving from the Activity Center
to the Recreation Annex and Technical Support, the resurfacing of the
Administration area, additional parking along the north boundary of
the drive, and a storm water drain to alleviate the standing water at
the Administration parking lot.

MANAGER'S REPORT
---I have been contacted by W. L. Swarthout, Holly Township Supervisor, in regards
to a landfill proposal involving the Mt. Holly Ski Area and the Department of
Natural Resources. It seems that the DNR is recommending a landfill on the south
end of the Mt. Holly Ski Area. The 122-acre site would be located on US 10 and
Holdridge Road in Holly Township. Mt. Holly and Holly Township feel it would
be detrimental to the quality of life in the Holly area.
I have referred the information to Corporation Counsel to see what position the
County has taken on this, and asked them to keep us informed on the status of
this suit. A meeting with Messrs. Handorf and Schutte has been scheduled for
September 30.
---Collin Walls, Springfield Township Supervisor, has given me some information
regarding the Michigan Department of Commerce Equity Program. This is a program
that allows cities, townships, and villages to request funding in the form of
a grant not to exceed $100,000 for upgrading convention facilities.
I am referring this information to Anne Hobart, and am setting up a meeting with
all parties to discuss the feasibility of a joint grant to remodel the Springfield
Oaks YAC. Mr. Walls feels confident he can get the other township supervisors
to help support this type of grant for the needed repairs at the YAC.
Will be meeting with Collin Walls on September 30 regarding this project.
Staff is requesting Commission approval of the grant application for the renovation
of the Springfield Oaks YAC as a cooperative venture between the County of Oakland
and the Township of Springfield.
---Staff is working with the representatives of senior citizen programs from Holly,
Rose, Springfield, and Groveland Townships in establishing a pilot senior citizens
program at the Springfield Oaks YAC. This program will be on a once -a -week basis
every Thursday from October 10 through March, from 8 - 4 p.m. We anticipate this
project, being held in cooperation with the senior citizens governing board in
this area, will help get better use of the YAC and create some needed activity
for seniors in this area.
---Tentative dates have been set for the budget review: Thursday, October 31,
at 9:00 a.m.; and Commission meeting Wednesday, November 6, at 9:00 a.m., if needed.

---Chairman Wint has been selected as a recipient of the APRS Meritorious Service
Award for Citizens. This award will be presented to him at an awards breakfast
on Sunday, October 27, at the NRPA Congress in Dallas, Texas.
---Will update the Commission briefly on the progress being made on the Red Oaks
Wave Pool project.

* As a result of the bulletin on the nature interpretive
program on overcoming children's fear of insects in the
August issue of "Informed Sources", Kathleen Dougherty was
interviewed on WNIC-AM/FM radio "Sunday Times" show on
September 15 from 8:00 a.m. - 9:00 a.m.
Researched and developed a list of media people to be
invited to the groundbreaking ceremony at the new Red Oaks
Waterpark Complex on October 2.
* Made follow-up calls to Detroit Free Press health and
fitness writer to suggest interview with Ralph Richard. He
said he planned to interview Ralph in the near future for
his Friday column.
Met with Janet Pung, Ralph Richard and AMF, Inc. president
Harry Nicolay to discuss the goals of the Commission,
review the slide presentation and discuss marketing
strategies to increase public awareness and attendance at
the parks.
Researched and developed "Informed Sources" item about fall
activities in the parks for October issue.
* Drafted a query letter to Crain's Detroit Business to
suggest a business story on the growth of the parks and the
increase in visitors from 1973 through 1985.
* Drafted letter to be sent to the media suggesting that they
consider the beautiful Oakland County Parks when they need
outdoor background for their photography.
