1986 OPERATING BUDGET
December 4. 1985
The public hearing for the 1986 operating budget was called to order at 9:49 a.m.
by Chairman Lewis Wint in the Parks and Recreation Commission's conference room.

The proposed revenue budget for 1986 is $7,162,550, up 9 percent over last year.
The proposed operating budget for 1986 is $5,801,800, with the balance of revenue
over operating funds for new operating equipment and capital development.
Chairman Wint noted that a large portion of the increases for 1986 is connected
with the Red Oaks Wave Pool, which is scheduled to open mid -summer, 1986.
No citizens were present, and no comments were made on the budget.
Meeting adjourned at 9:51 a.m.

RED OAKS WAVE POOL REVISIONS
There have been several major changes to the scope of this project
which affect the guaranteed maximum price (G.M.P.) we contracted to
Barton Malow in September.
These changes include a major shift of parking, additional utilities
costs (sewer and storm), parking lot lighting, grading changes, and
other minor changes. The majority of these changes are a result of
requirements by the City of Madison Heights and the Oakland County Drain
Commission.
A more detailed cost breakdown will be presented at the Commission
meeting.

REPRINTS OF OAKLAND COUNTY PARKS
FOUR-COLOR BROCHURES
With a major distribution of brochures taking place during
the late fall and early winter, supplies of the Oakland County
Parks four-color brochure were nearly depleted.
Since the parks commission would not be meeting until Jan. 22,
25,000 brochures were re -ordered. The bid was awarded to TAC
Business Forms of Southfield, the low -bidder and printer who last
produced the brochures.
There are sufficient funds in the public communications
publications budget to cover the cost of the brochure reprints.

Purchasing received a bid in the amount of $4,400 from Kerr Machinery
for the purchase of a Strantrol Automatic Controller for the Waterford
Oaks Wave Pool. This is a single -source item; Kerr Machinery is the
local representative for the manufacturer.
This purchase is to replace the original equipment, which controls
the chlorination of the pool.
Staff recommends awarding the purchase to Kerr Machinery in the
amount of $4,400; funds will come from the Building Maintenance line

MANAGER'S REPORT
---Addison Oaks Changeover: During the past month, staff has been evaluating
the cross-country skiing at Independence Oaks and the snowmobiling at Addison
Oaks. With Independence averaging 1,000 skiers per day and snowmobiling averaging
between 80 and 100 per day on the weekends, plus considering the increasing demand
for more cross-country skiing, we are, as of February 15, making a crossover to
cross-country skiing at Addison Oaks.
Staff has set into operation this changeover. We will evaluate it for the remain-
der of the 1986 winter season to see if it has merit for the winter of 1987.
---Marketing: Attached is a list of companies who showed an interest in handling
the marketing responsibilities for the Commission. We met with them on January 14,
showed them our slide presentation, and explained some of our views.
Their proposals are due back to us by February 3. We will review their proposals
and narrow the field down to three companies, which we will interview for a final
decision. We are looking for a Commission member to join the interview team for
that final interview.
---Franco report: The attached Franco report is the last report from the Franco
Corporation. I would like to thank Dorothy for her hard work this past year with
the Commission programs.
---A Buck A Day: The department has started a program called "A Buck A Day",
which is an incentive program for the employees to find ways in which we can save
at least a dollar a day in what we do in all of our everyday jobs. Suggestions
will be submitted to administrative staff for recommendation. We will be offering
a first place prize of a dinner for two, with other prizes for the best suggestions.
---Staff changes: John Guisbert, Addison Oaks, is transferring to the Oakland -
Pontiac Airport; and Bill Gugan, Independence Oaks, is going down to Red Oaks.
One position will be filled by an in-house transfer; the other position from the
outside.
---Long meeting: On Monday, January 13, Jon and I met with John, Betty and Rhonda
Long to discuss their antique contracts. We are reviewing some of their concerns
and will be getting back to them.

Anthony M. Franco, Inc. (AMF, Inc.) has been involved in the
following public relations activities for the Oakland County
Parks and Recreation Commission for the month of December.
Contacted editor of Parks & Recreation magazine to discuss
possible Oakland County Parks stories for February, April
and November issues that focus on park and facilities
maintenance, aquatics, and indoor and outdoor recreation,
respectively. Editor accepted an article on the construction
of the second wave pool at Red Oaks. AMF, Inc. researched
and wrote the article which is scheduled for the April issue.
Editor also expressed interest in a story about the indoor
and outdoor use of the Red Oaks driving range.
AMF, Inc. developed a marketing proposal for the Oakland
County Parks and Recreation Commission and made a presentation
of the program to Ralph Richard and Janet Pung. The proposal
is a broad -base marketing plan that includes unique self -
funding prospects.
Developed an article on cross country skiing activities in the
Oakland County Parks for AMF, Inc.'s monthly "Informed Sources"
that is widely distributed to the print and electronic media.
As a result, Janet Pung was interviewed by Larry O'Connor of
the Birmingham Observer and Eccentric newspaper about upcoming
outdoor activities. The article is planned for all editions
of the paper.
a Contacted the editor of Michigan Business magazine to suggest
a business story on the growth of the parks and increase in
attendance from 1973 through 1985.

We are looking for ways to cut down on our operating costs. Instead of seek-
ing only major cuts, we would like to consider a small step approach. Looking
at all different types of ideas, we're going to start a program that seeks out
small cost savings. We're going to call it "A Buck a Day".
You will be asked to provide ideas from your jobs that will save $l a day
by eliminating some unnecessary expenses. Examples: Not running vehicles when
no one's in them; killing lights in areas where people are not around; cutting
out trash dumpsters where not needed; reducing the number of copies you make and
distribute, and so forth.
This could equal a savings of $250 per person. In our system, with 74 full-
time people and a number of part-time people, this becomes a $20,000-$25,000 a
year savings. It's been proven to succeed, and the return is usually $100 on
each dollar invested.
The kick-off date for this program is January 10; the last day to turn in
your ideas will be February 21. The winner will receive dinner for two at Truf-
fle s, and two runners-up will receive prizes. A committee of Ralph Richard,
Jon Kipke, Chuck Ross, Joe Figa, Jan Pung, Arnold Johnston, and Mike Thibodeau
will determine the winners.
In addition to the cost savings, we hope to gain two other main advantages:
(1) it should help us boost our working environment and objectives of our opera-
tion, and (2) it also should help in the overall communications in the department
and help create a "team" atmosphere.
Send in your ideas to Chuck Ross by February 21. Have them on scratch paper,
card, drawn out, anything.
So put on those thinking caps. We are hoping you will make it a success
and fun. Thanks for your involvement in your system.
