PLAY EQUIPMENT
GROVELAND OAKS
Bids were received by Purchasing on September 12 for play equipment
to be installed in Groveland Oaks Park. This equipment, when installed,
will provide an area of recreation for the modern campsite area. The
following plan depicts the layout and type of equipment to be used.
The bids are as follows:

The equipment specified is an Iron Mountain Forge Model #72-14-M,

approved equal (Mexico Forge Play Booster) in the amount of $6,394.25.
An amount of $7,000 was approved in the 1986 Capital Development
Program.

ORION OAKS
Bids were received on September 30, 1986, by Purchasing for
the perimeter fencing at Orion Oaks. This includes materials and
installation of a 6' chain link fence of approximately 27,000 t lin. ft.

SURVEY AND STAKING
ORION OAKS FENCING
Prices were received from Kieft Engineering and approved at the
previous Commission Meeting of a not -to -exceed $1700. cost for survey
and staking for the southern boundary of Orion Oaks. This is required
prior to fencing of this area.
This project was initially to be phased, commencing with the
southern boundary first.
It has since been determined to completely fence the total
perimeter of the park; therefore, the quote for additional services
required for the remaining 20,100± lin. ft. boundaries was received
from Kieft.
The cost to do the other three sides is not to exceed $6,700,
based on an hourly rate.
Staff recommends adding the additional cost to their previous
contract.

PARKING DEVELOPMENT
INDEPENDENCE OAKS AND GROVELAND OAKS
Proposals are being received on September 29 for the preparation,
grading and graveling of two parking areas. One area is in Independence
Oaks adjacent to the new shelter, and the second at Groveland Oaks near
the new boat rental facility.
The parking area at Independence Oaks is part of the shelter project
and is required to allow park patrons accessibility to this area. Grove -
land Oaks parking area will allow accessibility to the new shelter/Boat
Rental Facility. Both will be gravel parking areas.
Proposals and plans will be presented at the Commission meeting.

Dear Sir:
Subsequent to our meeting of September 23, 1987 where you
outlined to me the exact scope of the survey requirements neces-
sary for the proposed fencing at the Orion Oaks County Park, we
present the following proposal for your consideration.
Kieft Engineering will provide the County with construc-
tion stakes for fencing purposes at adequate intervals in the
following areas.
(a) Baldwin Road will be staked @ 33 feet off existing traveled
centerline (approximately 4750 lin ft).
(b) The exception at the SE corner of Baldwin and Clarkston -
Orion Roads will be staked along the existing property
lines (approximately 3900 lin ft).
(c) Clarkston - Orion Road will be staked @ 33 feet off exist-
ing traveled centerline (approximately 5480 lin ft).
(d) Joslyn Road will be staked at the 60 foot r.o.w. line if
sufficient r.o.w. markers are found to determine existing
r.o.w. line. Otherwise, staking will be @ 62 feet± off
traveled centerline (approximately 6000 lin ft).
The above services will be provided at a cost not to exceed
$6700.00. However, we propose to perform the services at the
following hourly rates.

Dear Ralph,
Thank you for taking the time to meet with us on Friday,
September 12.
As was discussed in our meeting, the Lake Orion Lions Club is
actively involved in providing services for the visually
impaired population. One program we sponsor is a Summer Camp
for Visually Impaired Youth. The summer of 1986 was the
fifth anniversary of the program.
Due to the success of this program, and the need that exists
in the visually impaired and other disabled populations, the
Lake Orion Lions Club is interested in expanding their
involvement in camping. The Club is exploring the
possibilties of building a camp that would service the blind,
hearing impaired and other handicapped persons.
In our meeting we had talked about the potential of a joint
venture between Oakland County Parks and Recreation and the
Lake Orion Lions Club. We were made aware of the 47 acre
parcel of property adjoing Independence Oaks County Park that
will be acquired. We recognize that this Park has been
targeted as the "accessible" park, especially catering to the
needs of the disabled. In addition, we are aware that the
County is attempting to determine what their role in
providing services for the disabled should be.
A cooperative effort of the Lions Club developing a camp on
the newly acquired property could be a very beneficial
relationship for both the Lions and the County. The Lions
would be able to fulfill their dream of providing year round
camping opportunities for the visually impaired and other
disabled persons, and the County could be actively supporting
programs for the disalbed in their area.
We would like the opportunity to present a proposal to your
Commission at the November 5, 1986 Commission meeting. Our
presentation would consist of a short slide presentation that
would be an overview of the program to date and a prospective
of what this venture could be.

raised at the September 10 Commission meeting regarding the advertising
display sign at Glen Oaks.
---Attached is information from Rob Coffey regarding a very successful
Fishing in the Parks contest held this year. Winners' names are attached.
This will be an annual event.
---Ground has been broken on the amphitheater and the picnic shelter
at Independence Oaks. Staff is moving around; hoping to have completion
some time later this fall.
---Attached is an article from The Daily Tribune on the Great Escape
Day Camp sponsored by the Oakland Parks Foundation, which was held at
Independence Oaks this past summer.

Per the questions that were asked at the Commission Meeting 9/10/86 about
the advertising display at Glen. Oaks, I have attached a letter of agreement
and the correspondence Mr. Reickel had with the company.
Impact Display Advertising Inc. had intended to place signs at all of our
golf courses, but they were only able to fulfill the agreement at Glen Oaks.
I would recommend that we complete the final year of this agreement to get
the full benefit of the sign.
