In recent years (since the late 1970's) many volunteers have made significant contributions as organized groups and as individuals. In 1985 we had a banner year for volunteerism with 8,856 hours provided by 400 volunteers to the Commission. A conservative dollar value for this volunteer service (includes technical skills and talents) at a rate of $10.00 per hour is nearly $90,000 in labor cost savings. Following is a list of hours provided by groups: Volunteer Grou Bicycle Moto Cross Cerebral Palsy Golf Mounted Division Nature Center Nordic Ski Patrol Oaklowns Parks Foundation Public Communications Special Events Special Awards Received: Hours Donated 2,720 hours 1,200 hours 436 hours 925 hours 487 hours 891 hours 1,089 hours 625 hours 225 hours 257 hours ***Zetta McNarin - 1985 Volunteer Service Award; Michigan Outdoor Education Association (Nature Center) ***Independence Oaks Nordic Ski Patrol - National Association of Counties Parks and Recreation Officials ***Mounted Division - 1985 Outstanding Volunteer Service; Michigan Recreation and Park Association ***Joyce Condon - 1985 Best Directed Cable TV Series; Comcast Cablevision Volunteers receive recognition for their efforts on an individual and group basis each year. Annually all volunteers are invited to a picnic and "free" day at the Waterford Oaks Wave Pool. Each volunteer is formally recognized for their contributions and they receive a momento (1985: Coffee 9 - 1 eez xeOg aid °°°xd1at°x thjs TepoTt. °m the C°m1ss-y°eaty° zegata1.n. muggy t a to ac,-i.1 Recr t° ans`et any wi11 be pYese,t tioa 9 - 2 ES,,q S .SAG tie Spz"n1eti n SpRIL3G and do,.azs £oz 2htis tinpzatyo ti on nnlers as ew yeazs. op ons tpz tie on t f ty npzma tie p n tre ttaGed Centex oyez ynS deG-sons o ,o.,ICy, Aotylty et tyt`e n mak yaks be use t dud& a11 d a YAC OAKLAND COUNTY PARKS & RECREATION COMMISSION ANALYSIS OF YAC OPERATIONS For the Years Indicated 1986 Budget 1985 1984 1983 Estimate Actual Actual Actual REVENUES: Facility Rental $ 30,000 $ 27,020 $ 35,604 $ 24,058 Fees, Commissions, etc. 3,200 2,691 2,313 2,677 TOTAL REVENUE $ 33,200 $ 29,711 $ 37,917 $ 26,735 OPERATING EXPENSES: Salaries & Frin&es $ 75,800 $ 74,218 $ 71,104 $ 86,062 Utilities 40,000 30,762 31,182 31,637 Insurance 7,000 3,835 2,422 588 Repairs & Maint. 18,200 14,255 26,969 20,276 Supplies & Other Expenses 18,100 20,116 11,109 15,644 TOTAL OPERATING EXPENSES $159,100 $143,186 $142,786 $154,207 EXPENSES OVER REVENUES (125,900) (113,475) (104,869) (127,472) Less COUNTY SUBSIDY 75,000 75,000 75,000 75,000 EXPENSES PAID BY COMMISSION $(50,900) $(38,475) $(29,869) $(52,472) Capital Investments paid for by Oakland County Parks and Recreation Commission: thru 1985 $274,936 10 - 2 pTTEN ppNCE - Approxi FAIR mate Figures 1983 - 18,000 1984 - 181000 1985 - 15,000 1986 - 13,000 le of any event • ht event draws the most peop The Thursdayargweek. but has developed held during started out slowly' The Demolition Derby into the largest money-maker• ]o - 3 All 4-H groups use the activities building free. The Commission was offered this property a few years ago, but turned it down because of the unavailability of funds at that time. There is now a good possibility of acquiring that land for a nominal cost through a grant from the Michigan Land Trust Fund. This would be a 20/80 grant; of the approximate $431,200 purchase price, the Commission would pay $86,240, with the balance coming from the Trust Fund. The Commission's portion would come from uncommitted funds in the Capital 'Improvement Budget. Joe walked the property with Assistant Parks Naturalist Lynn Conover and found a nice variety of woods, swamp, meadows, and wetlands. He distributed a map showing the possible uses of the acreage, including additional campsites, trails, and a possible golf course. Staff requested Commission approval to proceed with the grant application and an accompanying resolution. Moved by Mrs. Fox, supported by Mrs. Moffitt to authorize staff to proceed with a grant application through the Michigan Land Trust Fund for the purchase of approximately '191 acres .adjacent to and north of Groveland Oaks, with the acceptance of the following resolution: WHEREAS, the Oakland County Parks and Recreation Commission recommends submission of an application to the Michigan Land .Trust Fund for acquisition of some 191 acres of land north of and adjacent to Groveland Oaks County Park, and WHEREAS, the Oakland County Parks and Recreation Commission agrees to match 20% of said acquisition with funds designated from the one -quarter mil, and WHEREAS, the Oakland County Parks and Recreation Commission will take title to said property, provide appropriate develop- ment and assume maintenance and operation costs. NOW,'THEREFORE, BE IT RESOLVED that the Oakland County r' Parks and Recreation Commission approves the submission of said grant and refers it to the appropriate county officials for the appropriate processing.
