ITEM #6 4-H FAIR PROPOSED CHANGE The Planning and Building Committee of the Oakland County Board of Commissioners forwarded the attached letter from Jane Crossman, and requested the Commission's opinion on her suggestion to open the Oakland County 4-H Fair to the general public. Staff has made this same suggestion at previous meetings as an alter- native to boost the attendance. Also, we feel there would be no major change in how we manage the facility. Therefore, staff recommends approval to have the Oakland County 4-H Fair changed to an open "County" fair and informing the Planning and Building Committee of its recommendation. 6 - 1 Z ' 9 udf Q stzQd zap 3 uo t° mC°ustu lof uo,q'eaxoala pu agnd ` .:C°lroax?Q ua,QdaQ aQ Saottxa5 Qd o rS aeq nob I tazaouts suotsarib uQ °a uv asatd om atilt` o saz a o-su*uq°xsas'a ,OasslQ2 oQ •oti'g5g a• st? amazedousttaJLzaas das puE oo aqs _ a'* au? p oq zo aat¢ si zts3 xpau°2 ut,'aata ol, x t,o0, Ei°os at asa zEaQ 0o au* a-q p .e `uot, vxOJ* epa zQ aaua a°Qsed atitA 'a-as-etd auk ;uezatL1 auot ue o u-e ue zu :a2T p p nod uptcrt p sari a?i o as,;,SJLado o uE ss VD zozo au uax at, M 'aQ tt'las u° ul mzat9 a x- a uEu oo°a?4 fzenzga 3 H1aoN aoZt Had av o es Ci Sv Nil qso 3Q . 0 , ---77 '", ,- Seot. 16, 1986 Deis Is. This barn will have multiple uses throughout the year, including riding and indoor horse shows, and will eliminate a $7,500 yearly tent rental fee they are presently paying. Funding for this project will be through their association. Joe Figa will present the specifics of this project and will be available for comments and questions. Marquis, Manager` i Purchasing Division RE: Req. #86-11-41, Scorecards #86-12-5, Wooden Tees DATE: January 29, 1987 tiAKLA D COUNTY PARKS & RECREATION COMM. FEB 2 1987 RECEIVED I am responding to a memo from Sue DeMasellis of Parks & Recreation dated 01/20/87 to Marilyn Russell, Buyer II. The subject is the recommendation by the Parks & Recreation Commission on 01/16/87 to award purchase orders to other than the low bidder for scorecards and wooden tees. State Law, Purchasing Policies and Procedures calls for, the awarding of purchase orders to the lowest responsible bidder. The burden is on the buyer or requesting department to prove the bidder is not responsible. There is no documentation on file in Purchasing that indicates the low bidders (the previous suppliers) were irresponsible. Purchasing does not have authority to award purchase orders to other than the low bidder without such documentation. If you have any questions or need further information please don't hesitate in calling. DJM/sh CC: Mr. L. Wint, Parks & Rec. Commission Mr. R. Martin, Management & Budget 8 - 2 Executive Office Building 0 1200 North Telegraph Road 0 Pontiac, Michigan 48053 0 (313) 858-0511 ITEM #9 BANQUET/MEETING FACILITIES BROCHURES ADMINISTRATION Staff has received the following bids for the purchase of 10,000 banquet/meeting facilities brochures: TAC Business Forms $1,011.40 Livonia Sanders Printing 1,344.78 Pontiac Flint Graphics 1,325.00 Flint This literature will be used to advertise and market the various facilities the Commission owns that are suitable for group meetings and banquets. It has been recommended by our marketing consultants, Baker, Abbs, Cunningham & Klepinger, that we make such literature available. Staff concurs with Purchasing's recommendation to award the bid to the low bidder, TAC Business Forms, in the amount of $1,011.40. Funds for this purchase have been budgeted in the Public Information budget. Also, the cost of these brochures will be shared with Oak Manage- ment Corporation. 9 - 1 ITEM # 10 WINDOW REPLACEMENT Groveland Oaks Bids have been received for the replacement of the aluminum framed windows at the park supervisor's residence at Groveland Oaks. The current windows are an aluminum frame that were installed when the house was built; they will be replaced by vinyl -clad Pella windows. Because the windows are not of a high quality, the window panes have deteriorated and tend to develop a high ,condensation and sweating, which causes damage to the wood seals. The windows are also drafty and are not energy efficient. Bids received are as follows: Home & Door Products $6,848.42 Berkley G.E.M. 9,938.00 Milford Newmeyers Builders 11,784.00 Walled Lake Caswell Modernization 83,623.74 Union Lake Staff recommends awarding the bid to the low bidder, Home & Door Products, in the amount of $6,848.42. Funds have been budgeted from the Building Maintenance line item of the Operating Budget. 10 - 1 ITEM #11 SOUND SYSTEM WATERFORD OAKS ACTIVITIES CENTER Staff is requesting Commission approval to purchase a Hilton Audio Sound System for the Waterford Oaks Activities Center. This particular sound system is highly recommended and desired by the various square dance callers who have programs within our facility. The present sound system is not adequate and is in need of replacement. Bids received are as follows: Hilton Audio $2,143.00 Concord, California R. S. Electronics NO BID Livonia Staff concurs with Purchasing's and the square dance callers' recom- mendations to buy the complete system direct from Hilton Audio in the amount of $2,143.00. There is $2,200.00 budgeted in the Operating Equipment Budget for this purchase. ITEM #12 MOBILE LIFTING CRANE TECHNICAL SUPPORT Bids have been received for a mobile lifting crane to be used pri- marily in the Technical Support section. This piece of equipment is used to remove automotive type engines, pick up heavy equipment and help with the assembly and disassembly of tractors. The bids are as follows: Dix Equipment Enerpac #MC2000 $2,137.00 Trenton Eiden Equipment OTC #1820 1,997.00 Clarkston Universal Equipment JET #JHC4400 1,086.25 Troy Stuart Tool OTC #1820 1,886.20 Madison Heights Staff is recommending awarding the bid to Stuart Tool, who is the low bidder meeting specifications. The JET #JHC4400 crane, bid by Universal Equipment, does not have a mobile crane that folds down for storage. Funds will come from the Operating Equipment Budget, where $2,515.00 was budgeted for this purchase. 12 - 1 ITEM #13 BACK HOE/LOADER Technical Support Bids for the purchase of a diesel -powered back hoe/loader for Techncial Support have been received and are as follows: AIS Construction, New Hudson John Deere 210C $33,000.00 Munn Ford, Pontiac Ford 555B 31,716.00 Utica Tractor, Utica Ford 555B 33,706.00 Canton Power & Equipment Canton Theiser Equipment South Lyon Capital Equipment No bid or bid Washington received late Bitton Brothers Brighton Gregware Equipment Grand Rapids Alternate Bid AIS Construction John Deere 210C 35,000.00 with extend -a -hoe Staff has researched both the John Deere and Ford extensively and is recommending that we purchase the John Deere 210C which is the 2nd low bid. The reasons for this are noted on the attached comparison sheet which depicts the specific items in comparison. It is staff's feeling that, because of an extended warranty included in the bid for the John Deere, the Commission would recover the additional $1,200 in cost within the first 5 years. Funds for this purchase will come from the Operating Equipment Budget, with $38,000 budgeted for this purchase. 13 - 1 SPECIFICATIONS FOR NEW TRACTOR BACKHOE LOADER Uccs. that were qiven which JOHN DEERE met. Specs. that were not met by FORD tractor. IOHN DEERE has reversible stabilizer pads. "hey flip from rubber to metal. 10HN DEERE has hydraulically operated wet- iisk brakes that are filtered and run through and oil cooler. )OHN DEERE has a unitized main frame which insulates shock loads from the powertrain ind allows components to be removed quickly ind easily for repair/replacement. (This saves money and down time). JOHN DEERE oil filters, oil dip stick, and battery are on the same side and you can :heck them all with the loader bucket on the ground "for safety" JOHN DEERE has an off -set front wheel drive - shaft for better ground clearance and feat- ures a limited slip differential. DEERE has 19.6" ground clearance under front axle. JOHN DEERE has hydraulic rear differential lock so you can engage it on the go. JOHN DEERE front -wheel drive is engaged by a pedal on the floor so you don't have to use one of your hands. JOHN DEERE was bid with full cab. AIS Equip. $33,000.00. COMPARRISON RATES ON LABOR AND TIME JOHN DEERE - labor charge - $32.00 per hr. Transmission - remove/replace - 6.5 hrs. Engine - remove/replace - 5.0 hrs. One (1) steel and one (1) steel with rubber coating. FORD has mechanically operated wet -disk brakes. No oil filter or cooler. FORD does not have a unitized frame. You have to disassemble the tractor. FORD has some filters on one side and some on the other. The oil dip stick is on one side and the battery is on the other. (You have to raise the bucket to make these checks). FORD has a center drive -shaft without limited slip differential. FORD has 1.0' under front axle for ground clearance. FORD - You have to stop the tractor (if one wheel spins on ice or in mud at a speed over 5 mph.) and bring the engine rpm's down to an idle, then engage differential lock. FORD front -wheel drive is engaged by lever on the right fender so you have to use your right hand. FORDS amended bid with cab are: Munn Ford - $31,716 Utica Ford - $33,706 FORD - labor charge - $38.00 per hr. Transmission - remove/replace - 13.1 hrs. Engine - remove/replace - 13.1 hrs. Remove/replace one hose on backhoe between valve bank and assembly - 1.3 hrs. Remove/replace Backhoe - 2.3 hrs. *" on researching the maintenance aspect of both JOHN DEERE and FORD we feel that the JOHN DEERE only meets our specifications but will also keep our maintenance cost to a minimum over a projected period of 10 to 15 years. 13 - 2 ITEM #14 PANEL SAW & ACCESSORIES Technical Support Bids have been received for a panel saw and accessories for Technical Support. The saw is a specialty tool designed to cut large sheets of paneling, and Marsh Tools of Livonia was the only vendor who submitted a bid. The following companies were included in bids but did not respond: Glen Wing Power Tool NO BID Birmingham Great Lakes Industrial NO BID Dearborn Heights Sears Contract Sales Pontiac Bostwick Braun Livonia Universal Equipment Troy Marsh Power Tools $1,500.00 Livonia Staff concurs with Purchasing's recommendation to award the bid to the lone bidder, Marsh Power Tools, in the amount of $1,500. This price is 13% below their list price for the tool. There is $1,600 budgeted in the Operating Equipment Budget for this pur- chase. 14 - 1 CASE TRENCHER & CHAIN Technical Support The following bids were received from Purchasing for the purchase of a Case Trencher with digging chain for Technical Support: Gregware Equipment Grand Rapids Bitton Brothers Case Power & Equipment AIS Construction Utica Tractor Munn Ford Tractor Sell & Sons, Inc. Capital Equipment W. F. Miller Lawn Equipment Weingartz Supply NO BID $30,404.53 This is a very specialized piece of equipment; few distributors agree to carry it as a part of their sales line. Gregware Equipment has proven, by previous purchases, that they are capable of meeting the County's needs for replacement parts and service. Therefore, staff concurs with Purchasing's recommendation to award the bid to the lone bidder, Gregware Equipment, in the amount of $30,404.53. There is $40,150 budgeted in the Operating Equipment Budget for this purchase. ITEM # 15 NEW ADMINISTRATION OFFICE BUILDING UPDATE An update on the new administration office building will be presented at the meeting. Joe Figa and I have met with the consultant from Grainger Associates on five occasions since the last presentation. The plans shown at the meeting are the result of those meetings and are the final stage before the building goes out to bid. These plans have been reviewed for approval by staff from all sec- tions of Administration; they also reflect the changes the Commission requested in the size of the Commission room and lobby. Dan Parks, Grainger Associates, will be present to answer any questions you may have. Staff recommends approval of the plans and requests Commission au- thorization to go out for bid. 15 - 1 ZTEI p -6 SOLTJOA IDES DVISZON Goyss1on adopt Pic e c ATTOI fecOvAendyng th on of the Depaxt'1, sod°tion Staff sn Sexi.ces pyyslo, utyon th1s dyv ttached i.s axe the gecxeat-a See b the xes In the past. We are requesting your consideration to deny this rescission and reinstate these funds for the states. In the long run local communities in Michigan will lose without these funds, with many projects falling by the wayside and the quality of life for the residents in Michigan being affected. The $32.7 million funding now available through Land and Water is not sufficient funding for the projects submitted by the states; however, your help in reinstating this funding will be a positive start for the residents of the state of Michigan. Oakland County Parks 2800 Watkins Lake Road Pontiac, MI 48054 RE: LWCF PA-033 GROVELAND OAKS PHASE III Dear Mr. Figa: We have been informed (see attached letter) that on January 5, 1987, the President instituted a formal rescission effort, requesting that Congress support taking away all of the $32.7 million appropriated for the Land and Water Conservation Fund (LWCF) in FY 1986-87. If an affirmative vote on a rescission is not taken by Congress within 45 days of its submission by the President, the request automatically fails. Though your community's project has been reviewed here and sent to the Federal government for their review for compliance with funding standards, the lack of an apportionment has prevented its final funding approval. If the rescission succeeds, we will need to review what options remain open to us, if any. For the sixth consecutive year, the Administration is also proposing zero funding for the state and local grants portion of the LWCF program in its 1987-88 budget. The National Recreation and Park Association supports -'a nationwide apportionment level of $200 million for 1987-88. The National Association of State Outdoor Liaison Officers for Land and Water will no doubt take a position soon also. 23 — 3 - 2 - Jan. 21, 1987 Though Congress has approved minimal funding for the LWCF program the past five years, there are real concerns over your project ever being funded. What goes on in Washington in the next few weeks will be critical. Should you choose to express support for the LWCF program and funding for your project and other state and local projects, your U.S. Representative and Senators should be contacted as soon as possible. House interior Subcommittee action should commence soon. The quality of cross-country skiing areas that we are able to find right here in Oakland County are some of the finest in the state. While many of our 50 plus members will argue which park offers the best skiing, we all agree that Oakland County has developed some excellent facilities. We are especially excited about the possibility of night skiing on lighted trails. With the limited daylight of winter, a lighted trail is the only opportunity for a regular schedule of weeknight skiing. Many of our members have taken advantage of the lighted trail at Addison Oaks.
