4-H FAIR PROPOSED CHANGE
The Planning and Building Committee of the Oakland County Board
of Commissioners forwarded the attached letter from Jane Crossman, and
requested the Commission's opinion on her suggestion to open the Oakland
County 4-H Fair to the general public.
Staff has made this same suggestion at previous meetings as an alter-
native to boost the attendance. Also, we feel there would be no major
change in how we manage the facility.
Therefore, staff recommends approval to have the Oakland County
4-H Fair changed to an open "County" fair and informing the Planning
and Building Committee of its recommendation.

POLE BARN
SPRINGFIELD OAKS YAC
The 4-H Fair Board is proposing a new 104' x 100' pole barn be
placed at the Springfield Oaks YAC. This barn will have multiple uses
throughout the year, including riding and indoor horse shows, and will
eliminate a $7,500 yearly tent rental fee they are presently paying.
Funding for this project will be through their association.
Joe Figa will present the specifics of this project and will be
available for comments and questions.
Staff requests Commission approval of this facility and authori-
zation for staff to forward the request to the Planning and Building
Committee.

I am responding to a memo from Sue DeMasellis of Parks & Recreation dated 01/20/87
to Marilyn Russell, Buyer II.
The subject is the recommendation by the Parks & Recreation Commission on 01/16/87
to award purchase orders to other than the low bidder for scorecards and wooden
tees.
State Law, Purchasing Policies and Procedures calls for, the awarding of purchase
orders to the lowest responsible bidder. The burden is on the buyer or requesting
department to prove the bidder is not responsible.
There is no documentation on file in Purchasing that indicates the low bidders
(the previous suppliers) were irresponsible.
Purchasing does not have authority to award purchase orders to other than the low
bidder without such documentation.
If you have any questions or need further information please don't hesitate in

This literature will be used to advertise and market the various
facilities the Commission owns that are suitable for group meetings and

to the low bidder, TAC Business Forms, in the amount of $1,011.40.
Funds for this purchase have been budgeted in the Public Information
budget. Also, the cost of these brochures will be shared with Oak Manage-
ment Corporation.

WINDOW REPLACEMENT
Groveland Oaks
Bids have been received for the replacement of the aluminum framed
windows at the park supervisor's residence at Groveland Oaks. The current
windows are an aluminum frame that were installed when the house was built;
they will be replaced by vinyl -clad Pella windows.
Because the windows are not of a high quality, the window panes have
deteriorated and tend to develop a high ,condensation and sweating, which
causes damage to the wood seals. The windows are also drafty and are not
energy efficient.

Staff is requesting Commission approval to purchase a Hilton Audio
Sound System for the Waterford Oaks Activities Center. This particular
sound system is highly recommended and desired by the various square
dance callers who have programs within our facility. The present sound
system is not adequate and is in need of replacement.

extended warranty included in the bid for the John Deere, the Commission
would recover the additional $1,200 in cost within the first 5 years.

NEW ADMINISTRATION OFFICE BUILDING UPDATE
An update on the new administration office building will be presented
at the meeting.
Joe Figa and I have met with the consultant from Grainger Associates
on five occasions since the last presentation. The plans shown at the
meeting are the result of those meetings and are the final stage before
the building goes out to bid.
These plans have been reviewed for approval by staff from all sec-
tions of Administration; they also reflect the changes the Commission
requested in the size of the Commission room and lobby. Dan Parks,
Grainger Associates, will be present to answer any questions you may
have.
Staff recommends approval of the plans and requests Commission au-
thorization to go out for bid.

WHEREAS the City of Southfield has maintained and cared
for Oakland County property, known as Catalpa Park, located in
Section 13 of the City of Southfield, since on or about 1970
WHEREAS the City leases the property from Oakland
County and said lease is due to expire in 1988
WHEREAS the City of Southfield feels that this
investment in Catalpa Park has established a practical interest
in the property
WHEREAS the City wishes to make improvements to the
park property worth $500,000, but hesitates absent a long-term
understanding with Oakland County before said improvements are
made
WHEREAS the total size of the property is 25 acres
WHEREAS the City recognizes a possible future need to
expand the County facility at Catalpa and Greenfield Roads
WHEREAS THE City feels that an Oakland County expansion
facility and the park can both exist on the property
WHEREAS if Oakland County decides to build an expansion
facility at a future time, only a portion of the site would be
needed for said facility and the remaining portion could still be
utilized as a park
WHEREAS the City of Southfield supports this, dual use
concept and feels that an expansion facility and park could
easily co -exist on the site
NOW, THEREFORE, BE IT RESOLVED that the Southfield City
Council does hereby request that the Oakland County Board of
Commissioners approve an extended long-term lease or convey title
on the property, or portion thereof, known as Catalpa Park in
Section 13 to the City of Southfield for use as a park for the
citizens of Southfield and Oakland County, Michigan
BE IT FURTHER RESOLVED that if only a portion of said
property is conveyed to the City, the remaining portion will
continue to be leased to the City until such time that said
expansion facility is built.

GOLF DOME LEASE
RED OAKS DRIVING RANGE
The lease for the Golf Dome at the Red Oaks Driving Range expires
April 30, 1987. The Lessee (Oakland Golf Dome Associates) has an option
to extend the lease for three additional one-year periods. However,
they have contacted staff and have expressed interest in some changes
in the lease, mainly their leasing the facility for the entire year rather
than a six-month period.
Staff, along with the Commission Chairman, will meet with the Lessee
and discuss these changes in-depth. Staff will then report back to the
Commission at the March meeting; the Lessee will also be present to make
their recommendations at that time.

Here is what I believe the three parties felt was the best method presented
on Tuesday, January 20, 1987, for payment of utilities on Commission -owned houses.
The three parties were: Employees who live in Commission -owned houses; you,
representing the Personnel Department; and me and Chuck Ross representing the
Parks and Recreation Commission.
1. 1986
Employees will pay a maximum of $500 in utilities that are in excess
of $1,800.
2. 1987
A. If you can obtain approval from the Personnel Committee and/or the
Board of Commissioners, the 2.35 percent wage increase for the employees
for 1987 will be rescinded and insteac' they will receive the total in-
crease, which included the general increase by the County and any equity,
due them for 1987.
B< Employees will pay the firs+a $7

3. i988
A. Employees will receive the general increase for the County.
B. Employees will pay the first $1,800 in utilities.
4. 1989
A. Employees will receive the general increase for the County.

wishes to have employees pay some rent in 1990, a meeting or meetings
identical to the one on Tuesday, January 20 will be held prior to any
implementation.

from the President was submitted to Congress for the total amount of
funding for Land and Water Conservation Funds across the United States.
We are requesting your consideration to deny this rescission and
reinstate these funds for the states. In the long run local communities
in Michigan will lose without these funds, with many projects falling
by the wayside and the quality of life for the residents in Michigan
being affected. The $32.7 million funding now available through Land
and Water is not sufficient funding for the projects submitted by the
states; however, your help in reinstating this funding will be a positive
start for the residents of the state of Michigan.

Dear Mr. Figa:
We have been informed (see attached letter) that on January 5, 1987, the
President instituted a formal rescission effort, requesting that Congress
support taking away all of the $32.7 million appropriated for the Land and
Water Conservation Fund (LWCF) in FY 1986-87. If an affirmative vote on a
rescission is not taken by Congress within 45 days of its submission by the
President, the request automatically fails.
Though your community's project has been reviewed here and sent to the Federal
government for their review for compliance with funding standards, the lack of
an apportionment has prevented its final funding approval. If the rescission
succeeds, we will need to review what options remain open to us, if any.
For the sixth consecutive year, the Administration is also proposing zero
funding for the state and local grants portion of the LWCF program in its
1987-88 budget. The National Recreation and Park Association supports -'a
nationwide apportionment level of $200 million for 1987-88. The National
Association of State Outdoor Liaison Officers for Land and Water will no doubt
take a position soon also.

Though Congress has approved minimal funding for the LWCF program the past
five years, there are real concerns over your project ever being funded. What
goes on in Washington in the next few weeks will be critical. Should you
choose to express support for the LWCF program and funding for your project
and other state and local projects, your U.S. Representative and Senators
should be contacted as soon as possible. House interior Subcommittee action
should commence soon.

Dear Mr. Richard:
As one of the largest nordic ski clubs in the State
of Michigan, we would like to express our appreciation to
the Oakland County Parks and Recreation Commission. The
quality of cross-country skiing areas that we are able
to find right here in Oakland County are some of the finest
in the state. While many of our 50 plus members will argue
which park offers the best skiing, we all agree that
Oakland County has developed some excellent facilities.
We are especially excited about the possibility of night
skiing on lighted trails. With the limited daylight of
winter, a lighted trail is the only opportunity for a
regular schedule of weeknight skiing. Many of our members
have taken advantage of the lighted trail at Addison Oaks.
We would also like to encourage the lighting of the Lake
Shore Trail at Independence Oaks.
If there is anything that our club can do to aid
you in further development of nordic skiing, please feel
free to contact us.
