CAMP COURAGE VIDEO TAPE
Staff will show a short video tape on Camp Courage, a special population
camp in Minnesota.

ORION OAKS MASTER PLAN
Presentations were given on June 25 from the top five firms selected
for interviews for the Orion Oaks Master Plan. These five were selected
from a larger group which submitted proposals.
A 7-person panel consisting of appropriate staff and recreation
specialists interviewed the five firms.
A wide range of criteria was required such as type of personnel,
general master planning, workshop experience, fees and schedules. The
most important emphasis was placed on expertise in the type of facilities
design we have designated as our goal for Orion Oaks, a park for the
special population.
With this in mind, as well as other concerns, the team has selected
and recommends a firm for retention for the development of Orion Oaks.
Staff is presently finalizing the scope of work to be performed
and fees. A presentation and recommendation will be made at the Com-
mission meeting.

presentation in regards to motorcyclists camping in the parks.

Funds for this expenditure will come from the capital project for
the pump house renovation at White Lake Oaks.

INFORMATION KIOSK
INDEPENDENCE OAKS
Bids were received for the information kiosk at Independence Oaks.
This project consists of custom signage including a large map of the
park, an overall map of the park system, separate identification letters,
logo, and an events board. When completed, this kiosk will provide
directional information to the park user.

FLOATING BOAT DOCK SYSTEM
GROVELAND OAKS
Park staff is recommending the purchase of additional "Superdeck"
polyethylene boat dock sections and hardware. This is the third phase
of the three-phase purchase plan to install a comprehensive floating
boat dock system for the boat rental operation at Groveland Oaks. The
first phase was purchased in May, 1986, and the second phase was pur-
chased in May, 1987, from the 1987 Operating Equipment Budget.
The purchase of the Superdeck system is considered a single -source
bid item by Purchasing. Purchasing therefore recommends the purchase
of the attached list of items for the Superdeck system from K & 0 Mar-
keting of Minneapolis, Minnesota, in the amount of $11,450.00, plus
$700.00 estimated for shipping, for a total purchase price of $12,150.00.
The specifications of this dock system are the same as the previous
purchases.
This dock system is intended to have a 20 - 30 year life expectancy.
Also attached is the proposed layout of the final and current dock
layout. The final dock layout will accommodate current and envisioned
future boat docking needs.
The monies for this purchase of $12,150.00 are available from the
Capital Improvement Budget contingency fund.

in the opening of the Red Oaks Waterpark.

WHEREAS the development of the Red Oaks Waterpark in
Madison Heights was a five-year project, and
WHEREAS the planning and preparation for the June 12,
1987 Grand.Opening was a six-month effort, and
WHEREAS a remarkable amount of cooperative team spirit,

•hard work, and pride went into this project, and
WHEREAS parks and recreation staff from
all areas includ-
ing those from Red Oaks Golf Course, technical support, clerical
staff, administration, mobile recreation, design and development,
public communications, seasonal staff, lifeguards, the Oakland
Parks Foundation and many others contributed to the success
of the dedication of the waterpark, and
WHEREAS the Grand Opening was enjoyed by some 4,000
AA
persons
NOW THEREFORE BE IT RESOLVED that the Oakland County
Parks and Recreation Commission commends its staff's outstand-
ing commitment and dedication to the parks system to make
the Grand Opening of the Red Oaks Waterpark a tremendous
success.

MANAGER'S REPORT
---Attached are copies of letters received regarding the success of
the opening of the Red Oaks Waterpark.
---REMINDER: Let Karen know if you are planning to attend the NRPA
Congress in New Orleans in September. A packet of information will
be available at the meeting.
---Specifications have been sent to Purchasing for the painting of the
exterior of the David House at Springfield Oaks.
---Attached is a copy of a letter from County Commissioner James Lanni
in regards to our fee schedule, and my response back to him.
---Met with the Planning and Building Committee on June 16 at the
Springfield Oaks YAC to review the facility's increased funding from
the Board of Commissioners. Planning and Building will be recommending
the increase to the full board, who will then refer it to the Finance
Committee. The $25,000 additional funding looks favorable for the
future.
---On Thursday and Friday, June 25 and 26, the Commission hosted the
second largest Junior Golf Tournament in the history of the program,
with 190 golfers participating. The major increase was due to new
players in the 11 and under age group. With great weather, all par-
ticipants had a great time at White Lake Oaks and Springfield Oaks.
The Commission received many compliments on the condition of the golf
courses.

Congratulations on your successful opening of the Red Oaks Wave Pool.
I hope that you can convey to your Commission and to the Parks Foundation
that we are most supportive of your efforts, and it was only the conflict
of scheduled events which prevented the Republican Commissioners from taking
part in the Foundation's celebration last Thursday evening.
Hopefully, in the future we will be better able to communicate so
that we can avoid such unfortunate conflicts. I understand that the party
was a great success and that your official opening dedication was also a
rip-roaring event. Your Commission and the Parks & Rec staff are to be
commended for another job excellently done.

Since the Parks and Recreation activities are funded by Oakland
County residents through the collection of a voted one -quarter mill,
and many non-residents are using our parks system, I recommend you
request that the Parks and Recreation Commission place on its agenda
the establishment of a non-resident fee for those individuals who wish
to utilize our facilities.

Dear Jim:
I received your letter dated June 5 regarding the resident/non-resident fee
issue for Oakland County parks. The Parks Commission currently has a resident/
non-resident fee schedule. Enclosed are a few pages from our budget, which reflect
10 the current fees and show the difference between the two rates.
This year, for a special resident promotion, the Parks Commission issued
over 240,000 "$1 off" coupons throughout Oakland County to be utilized at many
of the facilities, including the wave pools. Also, through the naturalist program,
close to 10,000 coupons were given to elementary children throughout south Oakland
County to be utilized for admission to the Red Oaks and Waterford Oaks Wave Pools.
Over the 11-year history of Waterford Oaks we have had only one fee for entry,
not discriminating between residents and non-residents. We have found this to
be very compatible; the same policy is now in effect for Red Oaks. If numbers
dictate a case of more residents or a line of people trying to gain admittance,
we would then consider a change. Since this has not been a problem, we anticipate
continuing the same course of action as in the past.
