These five were selected from a larger group which submitted proposals. A 7-person panel consisting of appropriate staff and recreation specialists interviewed the five firms. A wide range of criteria was required such as type of personnel, general master planning, workshop experience, fees and schedules. The most important emphasis was placed on expertise in the type of facilities design we have designated as our goal for Orion Oaks, a park for the special population. With this in mind, as well as other concerns, the team has selected and recommends a firm for retention for the development of Orion Oaks. Staff is presently finalizing the scope of work to be performed and fees. A presentation and recommendation will be made at the Com- mission meeting. 7 - 1 ITEM #8 CAMPING FOR MOTORCYCLISTS Al Craddock, Gold Wing Road Riders Association, will make a short presentation in regards to motorcyclists camping in the parks. 8 - 1 ITEM #9 IRRIGATION PUMP WHITE LAKE OAKS We have received from Purchasing the following bids for a 10 hp vertical turbine irrigation pump for White Lake Oaks: Hydro Dynamics, Pontiac $2,422.00 National MGLC Coon DeVisser, Royal Oaks 2,623.00 Peerless 6LB Corsault, Berkley 3,758.00 Worthington 6L6 Kerr Machinery, Oak Park 3,336.00 Aurora 1110 Argus Pressure Grouting, Warren 4,494.00 Century Rain Aid, Madison Hgts. 3,529.00 Berkley 602AH This pump will be a jockey pump to help eliminate water hammer in the lines, which has caused numerous breaks. This project consists of custom signage including a large map of the park, an overall map of the park system, separate identification letters, logo, and an events board. When completed, this kiosk will provide directional information to the park user. There is $5,000 in the Capital Improvement Budget for this project. 10 - 1 ITEM #11 FLOATING BOAT DOCK SYSTEM GROVELAND OAKS Park staff is recommending the purchase of additional "Superdeck" polyethylene boat dock sections and hardware. This is the third phase of the three-phase purchase plan to install a comprehensive floating boat dock system for the boat rental operation at Groveland Oaks. The first phase was purchased in May, 1986, and the second phase was pur- chased in May, 1987, from the 1987 Operating Equipment Budget. The purchase of the Superdeck system is considered a single -source bid item by Purchasing. Purchasing therefore recommends the purchase of the attached list of items for the Superdeck system from K & 0 Mar- keting of Minneapolis, Minnesota, in the amount of $11,450.00, plus $700.00 estimated for shipping, for a total purchase price of $12,150.00. The specifications of this dock system are the same as the previous purchases. This dock system is intended to have a 20 - 30 year life expectancy. The $25,000 additional funding looks favorable for the future. ---On Thursday and Friday, June 25 and 26, the Commission hosted the second largest Junior Golf Tournament in the history of the program, with 190 golfers participating. The major increase was due to new players in the 11 and under age group. With great weather, all par- ticipants had a great time at White Lake Oaks and Springfield Oaks. The Parks Commission currently has a resident/ non-resident fee schedule. Enclosed are a few pages from our budget, which reflect 10 the current fees and show the difference between the two rates. This year, for a special resident promotion, the Parks Commission issued over 240,000 "$1 off" coupons throughout Oakland County to be utilized at many of the facilities, including the wave pools. Also, through the naturalist program, close to 10,000 coupons were given to elementary children throughout south Oakland County to be utilized for admission to the Red Oaks and Waterford Oaks Wave Pools. Over the 11-year history of Waterford Oaks we have had only one fee for entry, not discriminating between residents and non-residents. We have found this to be very compatible; the same policy is now in effect for Red Oaks. If numbers dictate a case of more residents or a line of people trying to gain admittance, we would then consider a change. Since this has not been a problem, we anticipate continuing the same course of action as in the past.
