ITEM #6 GOLF CARTS SPRINGFIELD OAKS AND WHITE LAKE OAKS We have received from Purchasing the following bids for 30 gasoline golf carts for Springfield Oaks and 6 electric golf carts for White Lake Oaks: Vendor Model Each Total Michigan Golf Cars (G) Club Car $2,795.00 $83,500.00 Pontiac, MI (E) Melex #152 2,045.00 12,270.00 Pifer (G) E-Z Go #GX-444 2,250.00 67,500.00 Holly, MI (E) E-Z Go #X-440 2,250.00 13,500.00 Kubik (G) Columbia 2,445.00 73,350.00 Pontiac, MI (E) Columbia 2,150.00 12,900.00 Burrington (G) Yamaha, Gl-AM7 2,850.00 85,500.00 Pontiac, MI (E) Yamaha G2-E7 2,550.00 15,300.00 Free Energy Vehicles NO BID Fairfax, VA Club Car NO BID Augusta, GA The 30 gasoline carts for Springfield will be a replacement of existing 4 year old EZ Go carts. With such intense use of our carts at Springfield, we are starting to experience some breakdowns on these 4 year old carts, but they can still be used for another year or two. Staff would recommend that we transfer 30 carts from Springfield to serve as the supplemental fleet at Glen Oaks. For the past 4 years the supplemental fleet at Glen Oaks (25 carts) has been on a lease costing $600 per cart per year. The lease expired at the end of 1986; staff would recommend not to renew the lease. At White Lake the demand for carts has increased to the point where there is a waiting list each weekend, and we are receiving numerous complaints. Staff feels an increase of 6 carts will help eliminate this problem and create more revenue. Staff would recommend the Commission purchase the 30 gasoline carts for Springfield Oaks from the low bidder, Pifer (EZ Go), in the amount of $67,500.00, plus purchase the 6 electric carts for White Lake Oaks from Michigan Golf Car (Melex) for $12,270.00. The total purchase price is $79,770.00. There is $78,600 in the Operating Equipment Budget for these golf carts. The balance of $1,170 will come from the Operating Equipment surplus. An analysis of our golf cart operations for the last four years is attached for your review. 6-1 Total Per Car Number of Cars Purchased - 1983 125 1984 4 1985 6 1986 12 Total Cars Owned 147 No, of cars leased 25 1983-1986 Total Cars in Fleet 172 Purchase Price $303,755 $ 2,066 Revenues - 4 Years 1983 $234,571 1984 255,544 1985 306,401 1986 324,155 Total Revenue-4 Years $1,120 671 $ 7,721 ON N Maintenance and Opeer- ations - 4 Years Repair Parts $ 21,721 $ 166 New Batteries 16,359 222 Labor Costs to Repair 31,565 241 Depreciation (5 yr basis) 204,583 1,560 Lease Costs _60,000 2,400 MAINTENANCE COSTS $334,228 $ 2,109 Add: Operating Costs: Gasoline or Electricity $ 46,691 $ 324 Labor Costs to rent 73,176 508 Total Maint./Open. Both Wave Pools combined have the potential of bringing in some 200,000 guests and an estimated $800,000 in paid attendance. A proposed marketing budget of $10,000 is only 1.25 percent of the total anticipated gross income. Because the season is so short, with good or poor weather a major factor, and a tremendous amount of competition from other summer attractions, staff is recommending a commitment of $10,000 from the commission for marketing the wave pools during 1987. Since one of the major goals of our marketing consultants, Baker, Abbs, Cunningham, & Klepinger, is to link Oakland County Parks with corporate sponsors, some of the promotional efforts proposed will be matched by sponsors. Among the types of marketing methods to be proposed are: (1) entertainment and activities during the June 12 Grand Opening to attract media attention; (2) co-sponsorship of the Grand Open- ing by a major radio station; (3) radio advertising on two major stations; (4) cooperative purchase of incentive items such as beach towels depicting the radio station and Oakland County Parks logos; and (5) seeking a corporate sponsor to help offset the cost of a billboard promoting the Red Oaks Waterpark. Staff and Greg Holub from the commission's marketing consultants (BAC&K) will present a more detailed proposal at the meeting. 25-1 -more- WAVE POOLS MARKETING -- 1987 Oakland County Sponsor Total Parks Cost Contribution Value I. John Paglino will make a presentation at the meeting. For the new commissioners, and as a review for all, the Commission signed a lease with Oakland Golf Dome Associates in 1980 to erect an air supported structure over the driving range to utilize the facilities from November 1 to April 30 each year. For each of these periods, they pay the Commission a minimum of $3,000 or 3% of gross sales, whichever is greater. In 1986, Golf Dome Associates asked the Commission for permission to leave the air structure up during the spring and summer months of 1986. As a result, a Letter of Understanding between the two parties was signed. This letter called for rent of $12,000 to be paid to the Commission for those six months. The Letter of Understanding expired October 31, 1986, and the original lease agreement expires April 30, 1987.
