1987 AUDIT REPORT
Enclosed is a copy of the audit report of the financial records
for 1987 of the Oakland County Parks and Recreation Commission. The
report shows we are in sound financial condition and that 1987 was a
good year. We exceeded our revenue budget by $407,639 and did not spend
the total of the 1987 operating budget. This means we will have more
funds for capital. We should have an update on the Capital Budget at
the next meeting.
As indicated on page 4 of the audit report, several of our cost
centers show an excess of expenditures over budget; however, the total
expenditures for operations are $24,551 under the total budget. There-
fore, in compliance with the Michigan Uniform Local Budgeting Act and
the Commission By -Laws, staff recommends the Commission amend the 1987
operating budget to $6,124,568 with the individual amounts for each
budget center to be the same as those shown in the "actual" column of
page 4 of the report.

ADDISON OAKS
Since Addison Oaks is being developed as a cross-country ski fa-
cility with general purpose trails for hiking and skiing, it is necessary
that the park acquire equipment to assist in the maintenance of these
trails. Addison Oaks has a large amount of clay deposits in areas that
make it inaccessible for large equipment to travel the trail for main-
tenance purposes. The John Deere AMT 600 has been field-tested by our
staff and has proved to be invaluable for providing this necessary access
to the trails.

ADDISON OAKS
In 1987, the first phase of a floating dock system was purchased
and installed at Addison Oaks boat rental. The second phase of this dock
installation includes a 30 ft. fishing pier, so that fishing activity
can be restricted to a defined area, and additional boat slips for the
remainder of the park boat rental fleet.
The dock sections are a single -source item from the previous vendor,
K & 0 Marketing of Minneapolis, Minnesota.

not quote certified seed. Staff feels it is worth the extra amount

Staff has received a proposal from the firm of Hoyem Basso for
preliminary design for improvements to the Red Oaks Wave Pool area.
This work will consist of the design of a raft rental area, additional
staff area, shade/sun screen between the concession/shower buildings
and screen wall for the dumpster area (per Madison Heights).
Hoyem Basso's proposal is as follows:
Phase I - design work is on an hourly rate not to exceed
$2,500.
Phase II - plans, specifications and bidding is 10% of the
construction cost.
Staff has reviewed this proposal and recommends Hoyem Basso's con-
tinued architectural services for Red Oaks.

Bids were received for six garage doors, five (5) 8'4" and one
(1) 12" for Addison Oaks. These doors will replace the original doors
on the maintenance building, which have deteriorated and are unsafe.
The new doors are a molded wood door and will not deteriorate like
the old wood ones. They will have a wood texture look and two rectan-
gular windows.
There were also alternates submitted for steel doors and a molded
wood grain door. The problem with selecting the doors is the openings

ORION OAKS SEWER EXTENSION
Orion Township has approached the Oakland County Parks and Recre-
ation Commission with a proposal to construct the first lateral tie-in
to Orion Oaks from the main line, which is located along Cedar Key Drive,
to the south of the park. This would be necessary for future expansion.
This laterial tie-in will be located on an easement between two
lots, of which one is vacant. Due to the soils, it will be considerably
easier to construct this lateral prior to another house being constructed
on the vacant lot (see map).
The township supervisor and engineer met with staff on March 30
and presented the cost that the Commission would incur at this time.
See attached memo. The cost indicated is $16,800 to be paid to the
township. Staff recommends approval of this cost, which will enable
future sewers for our proposed development of Orion Oaks.
Funds for this expenditure will come from the Park Development
Project in the 1988 Capital Improvement Budget.

P A R K R U L E S
Pursuant to -Act 261 of the Public Acts of the State of Michigan of 1965,- as amended,
the Oakland County Parks and Recreation Commission herewith promulgates and publishes
the following rules for use, protection, regulation and control of all of its
services, facilities and park, recreation, conservation, education, historic,
and scenic areas and preserves and parkways.
SECTION I - GENERAL PUBLIC
Any group or gather may use certain designated areas within Commission property
to the exclusion of others by making application, depositing a fee, and being
granted a permit by the Supervisor, or his designated representative of the Oakland
County Parks and Recreation Commission.
SECTION II - PERMITS
a) Application for a permit for reserved park space shall be made upon forms
to be furnished by the Commission.
b) In the event more applications for reserved park -space are received -than space -
is available, such applications shall be considered in the chronological order
received.
c) Nothing contained herein shall operate to exempt the users of reserved space
from full compliance with all rules of the Commission relating to use and
conduct on Commission property.
SECTION III - HOURS
No person shall remain upon property administered by or under the jurisdiction
of the Commission between sundown and 8:00 a.m., excepting at designated park
areas. Provided, however, that upon application to the Commission or its author-
ized agent said hours may be extended. It shall be unlawful for any person to
enter any portion of park lands or waters which have been designated as closed
to public use or entry.
SECTION IV - DESTRUCTION OF BUILDINGS, MARKERS. MONUMENTS AND OTHER PROPERTIES
No person shall upon the property of the Commission:
a) Willfully destroy, deface, alter, change or remove any monument, stone marker,
bench mark, stake, post or blaze, marking or designating any boundary line,
survey line, or reference point.
b) Cut, break, mark upon or otherwise injure any building, equipment, bridge,
drain, wall, foundatin, lamp post, fence, gate, hedge, or other structure.
c) Deface, destroy, or remove any placard, notice or sign, whether permanent
or temporary, posted or exhibited within or upon park property.
d) Appropriate, excavate, injure or destroy any historical or pre -historical
ruin or any object of antiquity, without permission of the Commission.

SECTION V - DESTRUCTION OF PLANT LIFE AND NATURAL SURROUNDINGS
No person shall:
a) Cut, remove, or destroy any tree, sapling, seedling, bush or shrub, whether
alive or dead, or chip, blaze, box, girdle, trim or otherwise deface or injure
any tree or shrub, or pick, gather, uproot, remove or destroy any flower,
plant or grass.
b) Remove or cause to be removed any sod, earth, humus, peat, boulders, gravel
or sand, without written permission of the Commission.
SECTION VI - FIRES
a) No person shall willfully set or cause to be set on fire any tree, woodland,
brushland, grassland or meadow within or upon the property of the Commission.
b) No person shall build any fire upon Commission property except within the
fireplace, receptacles or open spaces approved and designated by the Commis-
sion for such purposes.
c)-No-person shall drop, throw or otherwise scatter lighted matches, burning
cigars, cigarettes, tobacco paper or other inflammable material within or
upon any property of the Commission.
SECTION VII - ANIMALS AND BIRDS
No person shall hunt, trap, catch, wound or kill or treat cruelly, attempt to
trap, catch, wound or kill any bird or animal, molest or rob any nest of any bird
or lair, den or burrow of any animal in or upon any land or waters administered
by or under the jurisdiction of the Commission. Provided, however, fishing will
be permitted within or upon Commission property in accordance with the alws of
the State of Michigan and the Department of Natural Resources of the State of
Michigan in such areas designated for such purposes.
a) Ice Shanties
1. All shanties must be made of sturdy material. The Supervisor at each
park will determine if the construction and materials are suitable.
2. All shanties must be registered at the park office. Drivers license or
similar credentials must be shown at time of registration.
3. All shanties must have owner's name and address displayed on all sides
in accordance with the State of Michigan Fishing Laws.
4. All shanties will be removed from the lake by February 24 of the current
year. If not removed by this date, park personnel will remove the shanties
and a service charge will be made.
5. Parks and Recreation Commission will not be responsible for any damage
or vandalism to shanties.
6. All shanties must be placed on lake by using prescribed boat ramp.

SECTION VIII - CONTRABAND -
all game animals, fowl, birds, fish and other aquatic life, hunted, killed, -taken
or destroyed, bought, sold, bartered or had in possession, contrary to any of
the provisions hereof, shall be declared to be contraband and the same shall be
turned over to the State of Michigan Department of Natural Resources for disposal.
Provided further, that any weapon or object carried or used by any person in vio-
lation of these rules, shall be subject to seizure by the Commission or its agents
and disposed of according to law.
SECTION IX - SWIMMING, BATHING AND WADING
No person shall:
a) Swim, bathe, wade or scuba dive in any of the watercourses, lakes, ponds,
or sloughs, located within or upon the properties administered by or under
the jurisdiction of the Commission except at such times and places as may
be provided or designated for such purpose. Persons must abide by posted
swim rules.
b) Carry or consume any food or beverage of any kind, nor have in their possession
any glass or metal container on any beach or in the water adjacent thereto.
c) Use any flotation devices, inflatable or otherwise, in any watercourses, lakes,
ponds, or sloughs under the jurisdiction of the Commission except in specifically
designated areas where posted.
SECTION X - BOATING
No person shall bring into, use or navigate any boat, yacht, canoe, raft or other
watercraft upon any watercourse, lagoon, lake, pond or slough located within or
upon the properties administered by or under the jurisdiction of the Commission,
except at such time or place as may be provided or designated for such purpose.
All watercraft shall comply with and be used in compliance with Public Act 303
of the Public Acts of the State of Michigan, of 1967 as amended and such regula-
tions as may be adopted under the authority of the Act. Air mattresses, inner
tubes and other inflatable devices are prohibited except in designated swimming
areas. Belly boats and other specialty flotation equipment may be used if approved
by the Supervisor. U.S. Coastguard approved individual flotation jacket or vest
must be properly worn by all occupants. No gasoline powered watercraft are allowed
on any Commission waterways. Electric motors are not to exceed 24 foot pounds
of thrust/24 volt system.
SECTION XI - CAMPING
It shall be unlawful to camp except in such areas as may be provided and designated
for such purposes by the Commission. No person shall camp without a permit issued
by an authorized representative of the Commission.
It shall be unlawful:

a) For more than one family to occupy an individual campsite. A family consists
of a mother, father, brothers and sisters living at home.
b) For more than four single persons 18 years and older to occupy an individual
campsite.
c) Any child under the sage of 18 years must be accompanied by a parent 18 years
or older.
d) For more than two cars, two tents, or one house trailer to occupy an indi-
vidual campsite. Each car must be registered on the camp permit.
e) For any person or persons between the hours of 11:00 p.m. and 7:00 a.m. of
the following day, to cause, create, or make any noise or disturbance to the
peace, quiet and tranquility of the camping area.
f) for any person or persons to wash dishes at pumps or drinking fountains; to
fail to clean campsites daily or to discharge waste waters or any other wastes,
escept into designated containers, drains, or dumping stations.
g) To diga trench or make any excavation on any campsite. -
h)- To occupy a campsite after checkout time, i.e., 3:00 p.m. on the last day
covered by the permit.
i) To occupy campsites contrary to assignments as may be made by the Commission's
authorized representative.
j) For non -campers to visit campers between the hours of dusk and 8:00 a.m.
k) For trailers to be parked with tongue facing center of campsite. Trailer
tongues must face road for easy hook up in case of fire.
1) For any person to obtain a camping permit for use of a camping party of which
he is not a member.
m) Upon violation of any rules, the Commission or authorized representative may
revoke the permit and expel the person and his equipment from the park.
SECTION XII - CONTINUOUS WALKING OR CRUISING IN OR NEAR CAMPGROUNDS
It shall be unlawful to continuously walk into or cruise in any motor -driven vehicle
in, through and around campgrounds for the purpose of attracting or distracting
persons or visitors using campsites --or for the purpose of using a boat ramp,
beach building or other camping facility, except registered campers or bona fide
visitors to a specific registered camp.
SECTION XIII - PARKING IN PROHIBITED AREAS
Standing for loading or unloading in certain places:
a) It shall be unlawful for the operating of a vehicle to stop, stand or park
said vehicle in any place marked as a passenger or loading zone, other than
for the expeditious loading or unloading of passengers or for the unloading
and delivery or pick up and loading of materials.

b) It shall be unlawful for the operating of a vehicle to stop, stand or park
such vehicle upon any roadway or in any parking area in such manner as to
form an obstruction to traffic thereon.
SECTION XIV - HORSES
a) It shall be unlawful for any person to ride, lead or cause or suffer a horse
to be upon any property administered by or under the jurisdiction of the commission
except on specifically designated and posted areas or bridle paths or by permit
on field trail areas.
b) It shall be unlawful for any person to ride a horse in a careless, negligent
or reckless manner so as to create a nuisance or to endanger the life, property
or persons of others on any lands administered by or under the jurisdiction
of the Commission.
c) The driver of any vehicle shall yield the right of way to any person riding
a horse on marked bridle paths where such bridle paths cross streets or road-
ways. _
SECTION XV - MOTOR -DRIVEN VEHICLES
It shall be unlawful for any person to:
a) Operate a motor -driven vehicle of any kind or nature except on designated
roads and parking areas.
b) Operate a motor -driven vehicle on any park road at a speed exceeding 15 miles
per hour or at any speed greater than that posted.
c) Operate any motor -driven sled, toboggan, or snowmobile, or any other motor -
driven vehicle on any property under the management, supervision or control
of the Commission except where permitted by posted notice.
d) Operate a trail bike, all terrain vehicle, or similar type of sport vehicle
on any road or property under control of the Commission except where posted.
e) Violate provisions of the Motor Vehicle Code Act #300 of the Public Acts of
1949, as amended. This act is hereby adopted in its entirety and made a part
and incorporated herein by reference.
SECTION XVI - OPERATION OF BICYCLES
a) Bicycles shall be operated as closely to the right-hand side of the path,
trail or roadway as conditions will permit and not more than two bicycles
shall be operated abreast.
b) It shall be unlawful for the operator of any bicycle where upon any path,
trail or roadway to carry any person upon the handlebar or frame of any
bicycle, or for any person to so ride upon such bicycle.

c) Bicycles may be operated upon such paths, trails, or roadways as may be posted
allowing such use; provided, however, no such use shall be allowed between
sunset and sunrise.
SECTION XVII - LIVESTOCK
No person shall drive or cause to be driven any horses, cattle, sheep, goats,
swine, or other livestock upon or across any property administered by or under
the jurisdiction of the Commission, without written permission of the Commission.
SECTION XVIII - PEDDLING AND SOLICITING
It shall be unlawful for any person to peddle or solicit business of any nature
whatever, or to distribute handbills, or other advertising matter, to post un-
authorized signs on any lands, waters, structures, or property administered by
or under the jurisdiction of the Commission, or to use such lands, waters, struc-
tures or property unless first authorized in writing by the Commission or its
authorized agent.
SECTION XIX - UNLAWFUL OBSTRUCTION
No person, firm or corporation shall by force, threats, intimidations, unlawful
fencing, enclosing or by other means, prevent or obstruct any person from enter-
ing, leaving or making full use of any property administered by or under the
jurisdiction of the Commission.
SECTION XX - HINDERING EMPLOYEES
No person shall interfere with, or in any manner hinder any employee or agent
of the Commission while performing their official duties.
SECTION XXI - RESISTING PARK EMPLOYEES
No person shall interfere with any park employee in the discharge of his duties;
or fail or refuse to obey any lawful command of any park employee.
SECTION XXII - IMPERSONATION OF PARK EMPLOYEES
No person shall impersonate any employee or contracted employee of the Commission
for any reason whatsoever.
SECTION XXIII - PERSONAL CONDUCT
a) It shall be unlawful for any person to be under the influence of intoxicants,
narcotics, or other mind -affecting drugs, or to engage in any violent, abusive,
loud, boisterous, vulgar, lewd, wanton, obscene or otherwise disorderly con-
duct tending to create a breach of the peace, or disturb or annoy others,
while in or on any property administered by or under the jurisdiction of the
Commission.

b) It shall be unlawful to conduct or to participate in any form of gambling,._
lottery or game of chance upon park property except as permitted by state
law and approved by the Commission.
c) Alcoholic beverages may be brought into the parks to be consumed in moderate
amounts in conjunction with picnics, camping, and reserved group functions.
Keg beer is not allowed except by special permission from the Commission.
At reserved group areas all beverages, whether they be alcohol or otherwise,
must be served in unbreakable containers.
SECTION XXIV - USE OF LOUDSPEAKER
It shall be unlawful to use a loudspeaker, public-address system or amplifier
within or upon Commission property without a written permit issued by the Commission
or its representative.
SECTION XXV - FIREWORKS
No person shall fire, discharge or have -in his or her possession any rocket, fire-
crackers, sparklers, torpedo, squib, or other fireworks or any substance of an
explosive or dangerous nature within or upon the property of the Commission unless
the Commission or its authorized agent shall have authorized same by the issuance
of a permit therefore. Any permit issued hereunder shall not relieve a person
desiring to use fireworks from obtaining the necessary permits as required by
law from the local governing authority wherein this park is located.
SECTION XXVI - FIREARMS
No person shall, at any time, bring into or upon the properties of the Commission,
nor have in their possession, nor discharge or set off anywhere upon said proper-
ties, a revolver, pistol, shotgun, rifle, air rifle, air gun, water gun or any
gun, rifle, firearm or other weapon that discharges projectiles either by air,
explosive substance or any other force. Provided, however, this section shall
not apply to any deputy sheriff, police officer, peace officer, park ranger or
other duly -appointed law enforcement officer while carrying out the duties and
responsibilities of their position nor to any person while upon designated target
ranges or areas.
SECTION XXVII - LITTERING AND POLLUTION OF WATERS
It shall be unlawful:
a) To discard, to deposit refuse of any kind or nature in or upon the property
of the Commission except by placing said refuse in containers provided for
such purpose.
b) To throw, cast, lay, drop or discharge into or leave in waters administered
by or under the jurisdiction of the Commission any substance, matter or thing,
liquid or solid, which may or shall result in the pollution of said waters.

SECTION XXVIII - METAL DETECTORS -
Persons entering a park with a metal detector must register at the park office.
Metal detectors will be allowed in the picnic, campground, and general park area.
with permission from the Park Supervisor, metal detectors will be allowed in the
beach area when the beach has been closed to the public.
The use of metal detectors in the water will be done by a group of volunteers
approved through the Commission's Manager.
SECTION XXIX - SKATING AND COASTING
a) No person shall use roller skates or skateboards within or upon commission
property except at such times and upon such places as may be designated or
maintained therefore.
b) No person shall skate, sled, walk or go upon any ice, or snowshoe, or ski,
except at such times and upon such places as may be designated or maintained
therefore.
c) No person shall within or upon Commission property coast with handsleds, bobs,
carts, or other vehicles on wheels or runners except at such times and places
as may be designated or maintained therefore.
SECTION XXX - BALLOONS, AEROPLANES AND PARACHUTES
No person shall make any ascent in any balloon or aeroplane or any descent in
or from any balloon, aeroplane or parachute on any lands or waters administered
by or under the jurisdiction of the Commission.
SECTION XXXI - PUBLIC EXHIBITION
No person shall exhibit any machine or show, or any animal, or indulge in any
acrobatic exhibitions in or upon any property of the commission nor shall any
person carry on any performance or do anything whatsoever, which shall cause per-
sons to congregate so as to interfere with the proper use of such property by
the general public or to obstruct the passage of vehicles or persons, without
first having obtained written permission from the Commission.
SECTION XXXII - ANIMALS AND BIRDS
It shall be unlawful for any persons while on Commission property to:
a) Cause any animal or fowl to run at large:
b) Bring, drive or lead any animal onto Commission property; excepting that horses
and other beasts of burden and draft animals may be ridden by persons in charge
thereof or driven before a vehicle attached thereto, on such portions of Com-
mission property as may by designated for riding or driving by the Commission;

c) Bring, drive, lead or carry any dog or other animal -or pet which is unleashed,
or upon a leash more than six feet in length, under immediate control of a
competent person.
d) Suffer his dog or pet to enter any public building or to be upon any designated
beach, except a trained and working leader dog;
e) Cause or permit any horse or other animal to stand on any Commission property
unless securely hitched or in charge of some competent person;
f) Torture, ill-treat or neglect any animal or fowl.
SECTION XXXIII - SPECIAL PERMITS
a) No erection, construction or maintenance shall be made above or below ground,
across or beneath the property of the commission by any person, firm or cor-
poration without first having obtained written permission from the Commission
authorizing such installation or construction and a permit specifying in detail
the work to be done and the conditions to be fulfilled to the terms of such
approval._
b)_ Notwithstanding any of the provisions hereof, the Commission or its agent
may, upon written application grant specific use permits for special uses
when in the opinion of the Commission or its agents special consideration
is warranted.
SECTION XXXVV - FEES AND CHARGES
It shall be unlawful for any person to use any facility, land or area for which
a fee and charge has been established by the Commission without payment for such
fee or charge.
SECTION XXXV - EMERGENCY POWERS
Nothing in these rules shall:
a) Prohibit or hinder duly -authorized agents of the Commission or any peace officers
from performing their official duties.
b) Prohibit the Commission, Manager, or park supervisor from establishing emergency
rules required to protect the health, welfare, and safety of park visitors
and to protect park property, and to maintain order.
SECTION XXXVI - FINES AND IMPRISONMENT
Any person violating any provision of the foregoing rules shall be deemed guilty
of a misdemeanor and upon conviction thereof shall be fined not more than $100.00
and costs of prosecution, or imprisoned in the County jail for a period not exceeding
90 days or both, for each offense.

DEFINITIONS - -
1. "Commission" shall mean the Oakland County Parks and Recreation Commission
or its Manager.
2. "Commission property" shall mean all lands, waters, and property administered
by or under the jurisdiction of the Oakland County Parks and Recreation Com-
mission.
3. "Person" or "persons" shall mean individuals, male or female, singular or
plural; firms, corporations, or any group or gathering of individuals.
4. "Camping" means the overnight lodging or sleeping of person or persons in
a tent, trailer -tent, trailer coach, vehicle camper, motor vehicle, or in
any other conveyance erected, parked or placed on the premises within any
park or recreation area administered by the Oakland County Parks and Recre-
ation Commission.
5. "Rules" shall mean the rules adopted by the Oakland County Parks and Recre-
ation Commission applicable to all property administered by -or under the juris-
diction of the said Commission and all amendments thereto.

PROPOSED PROPERTY PURCHASE
INDEPENDENCE OAKS
An offer has been made to the Commission to purchase five (5) acres
of property adjacent to Independence Oaks in the amount of $33,000.00.
The proposed parcel is surrounded on three sides by the park. With-
out this purchase, the Commission would have to fence out the property
at a cost of approximately $14,000-15,000.
Pat Campbell, Corporation Counsel, will be present at the meeting
to answer any questions you may have.

---We are in the planning stages of the retreat scheduled for April
22 - 23, beginning at 3 p.m. on Friday at the St. Clair Inn. Joe Ford
from Detroit Edison will be our facilitator for this retreat.
---The Oakland Parks Foundation is having a retreat on Saturday, April
16, from 8:30 - 2 p.m., to plan the long-range future of the Foun-
dation. Commissioners are welcome to stop by.

The Boys and Girls Club of Royal Oak would like to thank you for
your donation of 2 Courtesy Passbooks, Waterpark passes and Motor
Vehicle Permits for our 14th Annual Celebrity Dinner Auction to
be held at Roma's of Bloomfield on Saturday, April 30, 1988.
Your donation helps us continue to provide healthy, character
development programs for the boys and girls in south Oakland
County. These programs include physical, social, cultural and
recreational activities. Counseling and tutoring are available
as well as special programs for the physically and mentally
handicapped and emotionally disturbed.
The Monday Night program dealing with alcohol abuse is providing
MICS9103 assistance for teenagers and young adults with an average weekly
attendance of 80. The club also produces and directs its own
Cable TV Show, "The Right Place" which airs every Monday at 6:35
p.m. and Wednesday at 8:05 p.m. on Public Access Channel 52.

Dear Oakland County Parks and Recreation Commissioners:
Thank you very much for the certificate of commendation
that you presented to us at the January commission meeting.
It gives us great satisfaction to be helping the eastern
bluebirds and other native cavity nesting birds, but it
was an added bonus to be officially recognized and thanked
for our work.
The bluebird nest boxes are in place for this breeding
season and we saw two bluebirds on Sunday, March 6 at
Independence Oaks. This year we have started a new trail of
18 boxes at Orion Oaks. By May and June, we should have
almost full occupancy in the boxes with active nests of
bluebirds;, tree swallows, house wrens, and chickadees.
Ifryou and your families are interested, we would be
happy to arrange a time to meet and include you in one of
our box monitoring rounds where you would get tb(see the
different types of nests, eggs, and young nestlings. We
usually monitor the boxes in the evenings or on Sundays.
If you are interested, why not arrange a time and date
with Kathleen Dougherty?
