The reasons for the additional funds are as follows: Extra part- time help needed to water all the trees planted during the long dry spell last summer; a higher hourly rate increase for part-time help than budgeted; higher than anticipated fringe benefit costs; low budget estimate for full-time employees, and extra costs applicable to the use of the trustees work program. This has been a good program for the Commission. In view of the above and in accordance with the Commission by-laws of not permitting expenditures to exceed the total budget for any center, staff recommends the transfer of $16,000 from the operating contingency to the Orion Oaks operating budget. 7-1 ITEM #S 1989 OPERATING BUDGET Staff is requesting adoption of the 1989 Operating Budget, as proposed and reviewed on October 26. Commissioners' budgets will be available at the meeting. 8-1 ITEM ##9 COMMISSION EXPENDITURE APPROVAL At a recent Commission meeting, the requirement of Commission ap- proval for any expenditure over $1,000 was discussed, and staff was directed to analyze those expenditures over $1,000 and report back to the Commission. Purchasing concurs with staff's recommendation. 9-1 ITEM ##10 SWIM TUBES RED OAKS WATERPARK We have received from Purchasing the following bids for the pur- chase of 1,500 42" vinyl swim tubes for the Red Oaks Waterpark: Pat Talbert & Associates $11.24/ea. Seven hundred fifty (750) of these tubes will be replacements for two-year old rafts that are beyond repair. By staggering our rental times with three colors of tubes, we increased our revenue for tube rental in 1988 by $16,000 and kept our swimmers happier. Staff recommends awarding the bid to the single bidder, Pat Talbert and Associates, for $16,860.00. We purchased tubes from this same vendor for the 1988 summer season at a price of $10.84 each. There is $15,000.00 in the 1989 Operating Equipment Budget for these tubes. 10-1 ITEM #11 SEPTIC TANKS GROVELAND OARS Bids were requested for the purchase of two (2) 1500 gallon single - compartment septic tanks for the new concession building at Groveland Oaks. There is $517,670 budgeted in the Capital Improvement Budget for this project. ITEM #12 ORION OAKS CASE STATEMENT SUMMARY Attached is the summary of the case statement that we will be put- ting out with the Oakland Parks Foundation in regards to Orion Oaks. Please review. Any questions and comments you may have will be addressed at the meeting. 12-1 ORION OAKS A NATURAL PARTNERSHIP FOR THE FUTURE Orion Oaks County Park is a natural untouched palette of highly valued open space to be preserved for future generations, yet wisely developed to serve diverse segments of the population, all created by a unprecedented partnership of the public and private sectors. At Orion Oaks the focus will be on the outdoors as a year round resources for educational and community recreation opportunities. All facilities will be of "universal design" making them accessible to all persons regardless of physical abilities or limitations. Recognizing the tremendous potential for this park and responding to current and future expressed community needs, the Oakland Parks Foundation has joined the partnership to make Orion Oaks a reality. "I am personally excited about the chance this park will give to individuals to develop their potential in a relaxed atmosphere, to allow them to be self-sufficient and independent in a barrier -free community. The presence of this park will improve the quality of life for all our citizens." George Googasian President Oakland Parks Foundation Acquired by the Oakland County Parks and Recreation Commission in 1980, Orion Oaks is a 927-acre natural jewel located in north central Oakland County with features like a 90-acre lake, meadows, rolling hills, wetlands and woodlands. "One of the most exciting projects in my 14 years on the parks commission is beginning to unfold with the development of Orion Oaks County Park. The park has the potential of affecting the life of every resident of the County and the lives of those in future generations. I have a strong personal commitment to this project which will require considerable time and involvement by many groups and individuals." Lewis E. Wint Chairman Oakland County Parks and Recreation Commission 12-2 A NATURAL PARTNERSHIP FOR THE FUTURE Page 2 Diminishing federal and state matching grants have made the full development of the park impossible. The parks and recreation commission has made a $3 million commitment for the park's infrastructure including roads, utilities and landscaping. But with another $9 million needed for facilities such as a lodge, dining hall, multipurpose activity center, waterfront development, an expanded partnership between the public and private sectors is essential. A partnership has formed with the Oakland Parks Foundation, established in 1983 as a 27-member, volunteer citizens organization with the purpose of preserving parks and enhancing recreational opportunities in Oakland County. Oakland and Macomb County Lions Clubs as well as supporters of Oakland County Special Olympics have joined the Oakland County Parks and Recreation Commission and Oakland Parks Foundation in their commitment to raise funds for the park. Research and input from dozens of community organizations expresses a strong community desire and need to develop a park that can be utilized by diverse community groups who are currently not being served effectively. "The future of our leased camp for blind children is uncertain due to high demand for the facility which is surrounded by rapid development. Orion Oaks will continue the opportunity for blind and hearing impaired children to experience the excitement of camp just like their friends." Among the types of groups who will be able to take advantage of the park are the physically disabled, youth organizations, grade school children, the mentally impaired, senior citizens, the business community and many others. 12-3 A NATURAL PARTNERSHIP FOR THE FUTURE Page 3 "With no permanent facilities and long waits for training site availability, Oakland County Special Olympics sees Orion Oaks as the most promising hope for the some 1,200 mentally impaired and autistic children and adults in Oakland County." Nancy Joseph, Director Oakland County Special Olympics Plans for the first stage of development include group cabins and seasonal tent villages for overnight accommodations, a dining hall, swimming pool/activity center, waterfront development, and trails. "The parks commission has been at the forefront of ingenuity and resourcefulness in the preservation of parks and development of recreational facilities. Our dedicated efforts to enhance the economic and business development climate in Oakland County can only be strengthened by a cooperative effort in the creation of this park for everyone." Daniel T. The park will be used as a site for science teacher training and continuing education, a location for producing new outdoor educational programs, and a place for youngsters to experience an awareness of the natural environment as well as the consequences of its abuse. There will be ample opportunity for commemorative indentification and recognition of individuals and corporations. 12-5 ITEM #13 MANAGER'S REPORT ---At the Commission's January 4 meeting, Schmidt Copeland Parker Stevens will make a presentation on the Orion Oaks design and develop- ment plan. They will update us at this time on the cost of facilities in conjunction with our contract and look for input from the Commission. ---Staff is working with Don Malinowski from F & 0 Engineering for County Commission approval to reroof the middle section of the YAC as a capital improvement project for that facility. This project will be going to Planning and Building for approval; cost will be approximately $70,000. ---Ketchum, Inc. will be meeting with the Foundation's total board on December 8 at 8 a.m. to present the proposal of the Foundation being the lead group to raise funds for Orion Oaks. At that time Bill Carlton will explain the procedure and direction for the Foundation. ---Attached is the Waterford Oaks BMX Program Summary for the 1988 summer season, including number of volunteer staff hours and treasurer's report. ---The MRPA's 1989 Winter Conference will be February 5-8 at the Amway Grand Plaza Hotel in Grand Rapids. CO^ :_SSiO."� WATERFORD OAKS BMX 1988 PROGRAM SUMMARY The temperatures were hot, Hot and HOT this summer and BMX (Bicycle ?otocross) is still not and great at Waterford Oafs BMX Par;, in association with Oakland County Parks and Recreation Commission in Pontiac, Michigan. The season ran from May through September, encouraging: many new riders and giving a big welcome back to a few riders who had dropped out of the sport for a brief time. On June 16, 18, and 19, the first annual "Schools Out Shoot Out" tool: place involving three tracks, Challenge BMX, Richfield BIiX and Waterford Oaks BMX. Points were kept and totaled for the three races with awards given out at the final race. Riders and parents enjoyed the idea of a small series which brought some fun into the sport of BMX racing. To encourage riders to sharpen their shills, the practice sessions were held every Monday, Tuesday and Thursday from 5:00pm. to 8:00pm. Approximately 1,700 riders took advantage of the three hour sessions and really excelled by the end of the season. The Wednesday beginner non -sanctioned program is still a popular event for those new to the sport. They participated week after week (May -August) with anticipation of the end of the season award of being ml in their age class. On July 8, 9, 10, Waterford Oaks hosted three days of national events, one being a new Grand Prix Race on Friday that was run on the asphalt parking lot between the BMX track and the wave pool. The new form of racing drew a lot of in- terest from spectators. Fifty-seven riders participated in the event making Waterford Oaks second place in entries out of the five races held during theseason. Entries were up this year for the two national events held on Saturday, July 9 (1,068) and Sunday, July 10 (1,069). The temperatures were HOT all weekend but the riders could keep cool by jumping into the wave pool or finding a shade tree to relax under between motos. The volunteers at Waterford Oaks came out of the shade trees this vear with a lot of interest and enthusiasm for the sport. They are a vital part of the program to make it run properly. in August after a Saturday race they planned a pig roast for all volunteers and their families to enjoy after working hard all season and contributing an estimated 2,415 hours as a group. As a thank you for their efforts the volun- teers were given free race fees during the year and a picnic hosted by the Oakland County Parks and Recreation Commission with a gift and certificate presented to each one. 1989 offers a "New Beginning" with changes in the program for the beginners and different ideas for the season.
