Wint, Chairman Oakland County Parks and Recreation Commission 5929 M-15 Clarkston, Michigan 48016 Re: Waterford Oaks -- Platform Tennis Facility Dear Mr. Wint: WmD tov" PAWS 9 RECTUT1ON CI)MM, P L B 10 1988 Though it has been some time since I last had an opportunity to speak with you as a member of the Oakland Parks Foundation, let me take this opportunity to bring to your attention a matter of concern to a number of us who either play or follow the game of platform tennis. For your information, I am enclosing a copy of a letter directed to Mr. Jon Kipke from Mr. Donald Mitchell, one of the very active participants in platform tennis at Waterford Oaks. Further, and by way of brief history, it should -be noted that in 1981, I made inquiry of Dan Stencil, one of the managers in the Oakland Parks system, of the availability of platform tennis courts and for their use and possibly league play. From that point forward we started with a nucleus of approximately six players and have developed, over the past several years, several leagues in which as many as 30 or 40 or more players were involved on a weekly basis throughout the fall, winter and early spring. Additionally, we promoted and were sanctioned by the American Platform Tennis Association to host tournaments at the Waterford Oaks courts. Finally, and more recently, our organization has qualified as a team for purposes of interclub play in the metropolitan Detroit area in which there are a number of teams. Given the amount of time involved and the uniqueness of the sport, we are very pleased; if not proud, of our accomplishments in the promotion of the game of paddle tennis and our endeavors to popularize the game through the public access to the courts that is available. 6 - 2 Lewis E. Wint, Chairman February 9, 1988 Page Two Directing your attention briefly to Mr. Mitchell's letter (which is self-explanatory) I believe two critical points need to be viewed. First, the need for replacement of the platform tennis courts. By replacing the courts we will enhance the consistency of the activity on the courts. Platform tennis leagues and informal usage has been made of the courts by people throughout northern Oakland County including Lake Angelus, Clarkston and Rochester as well as from the Birmingham/Bloomfield area. Secondly, the quality of play is to be considered, i.e. we have play from beginners to the very best paddle tennis players in the Detroit area. It is noteworthy that the Waterford Oaks "Oaks" club won the Detroit Metropolitan Club League Championship in 1986/87 and may repeat in the 1987/88 season. Another area of critical concern is the type of replacement. The letter from Don Mitchell and its attachments speaks to the specific, technical aspects of the replacements but clearly the type of courts recommended for replacement are the most desired for reason of durability and maintenance, i.e. low repair and far longer period before replacement will be required. To install the aluminum courts as, suggested by Don Mitchell in his letter to Jon Kipke and for the reasons cited, it is abundantly clear and sensible in light of the quality of construction (durability and low maintenance: repair and replacement), the likelihood of increased, safe, enjoyable usage, as well as the hosting of more nationally recognized tournaments and finally, of the perpetuation of not only a unique athletic endeavor open to the public but of a national reputation Waterford Oaks platform tennis program and facilities has achieved. Conversely, to fail to replace the courts with the best state of the art construction and materials would devastate our program and would leave us in the position of having abandoned a sport which has become increasingly popular throughout the country, especially in the Mid -West and the East. This latter result would be an anomaly in light of the fact that it is the Waterford Oaks platform tennis facility which is viewed throughout the country as a benchmark facility. It is a matter of pride for those of us who access Waterford Oaks and specifically the platform tennis courts. The present courts were in the forefront of public platform tennis when constructed. Mitchell Mr. Daniel Travis 6 - 4 ITEM #7 ORION OARS MASTER PLAN Orion Oaks Master Plan has been developed to the point where a public hearing is now required. The final plan that will be presented is a culmination of information and research from workshops and subsequent reviews and revisions from staff, the Parks Commission and township officials. The date of Wednesday, July 6 at 9:00 a.m. has been designated for the Public Hearing. 7 - 1 ITEM #8 WELL REPLACEMENT GROVELAND OAKS The well supplying the current 20 modern sites and the 20 sites presently under construction in Section C of the modern campground at Groveland Oaks was left inoperable due to well failure. Jim Layman of Holly is retained by the County on a contractual basis for emergency well service and was contacted to repair the exist- ing well. After considerable effort, it was determind that the current well was unusable and must be abandoned according to Health Department regulations. A new well has been drilled to a depth of 149 feet, utilizing the existing pump and adaptor. The price of services and equipment provided for this project by the contractor totaled $5,964.00. In addition, the "old" well must be abandoned, which requires fil- ling the 6" well at a cost of $10 per foot. This well originally was 300 feet deep, but it is expected that filling it will be substantially less than the possible maximum figure of $3,000.00. These repairs were unexpected, but funds are available in the 1988 Capital Improvement Budget Contingency. Staff is requesting approval of this expenditure to Jim Layman for up to $9,000.00 total project cost for the well repair. 8 - 1 ITEM #9 WATERSLIDE SAND GROVELAND OAKS As part of the renovation of the waterslide, it was necessary to backfill the dredged area with 310 yards of sand. This was a labor-intensive operation, since the sand had to be dumped on the shore line, picked up with a drag line, and dumped into the lake in front of the slide. Original plans were to do this when the lake was frozen. Due to the delays in acquiring permits, the construction time was delayed so this method was no long possible. Tom Purves, Inc. was previously awarded the dredging project. Because he was on location with his heavy equipment, he was commissioned to do this sand hauling and filling project. TOTAL368f.SR � NET TO PAY { R E C E C� 6 ITEM #10 WATERSLIDE PYLONS GROVELAND OAKS As part of the renovation of the waterslide at Groveland Oaks, it has become necessary to increase the length of the chute as it enters the lake. It is also necessary to modify it so the discharge end can be adjusted to maintain it at a 2" level above the lake water. To accomplish this, it is necessary to install two 40 ft. pylons with an adjustable steel cross brace approximately 16 ft. out in the lake. W. J. Stewart, Tom Purves, Inc., and Vegas Construction were con- tacted to find out if they were available to do the work. Only W. J. Stewart was available to start immediately. Having talked to the other companies, it seems the fee charged by W. J. Stewart is reasonable. The cost includes materials, pounding in the 40 ft. pylons, and mounting the steel bracing. It is requested a contract for $5,500 be awarded to W. J. Stewart for this work. 10 - 2 ITEM #11 HEAT AND AIR SYSTEM RENOVATION SPRINGFIELD OAKS GOLF COURSE We have received the following bids for the renovation of the heating and air conditioning system at the Springfield Oaks Clubhouse: Jack's Sheet Metal Lapeer $17,600.00 Matheson Heating 19,555.00 Union Lake W. H. Heaney Company 21,257.00 Southfield This project will consist of replacing six (6) 15-year old furnaces and condensers with three (3) energy -efficient furnaces, new condensers and an electronic air cleaning system. The existing six furnaces are in poor condition and have been a continuous maintenance problem. John Sowels, our Park Maintenance Supervisor, has worked with the Facilities Engineering Division of the County to develop the specifi- cations and plans for this project. They have checked into the qualifi- cations of the low bidder, Jack's Sheet Metal, and feel they can perform this work satisfactorily. Therefore, staff recommends awarding the contract to the low bidder, Jack's Sheet Metal, in the amount of $17,600.00. Funds for this project will come from the 1988 Capital Improvement Budget. ITEM #12 BUS INSURANCE MOBILE RECREATION This year the State of Michigan has determined that our buses fall under the Michigan Department of Transportation (M.D.O.T.) requirements as a common carrier. This is due to our being available to adult groups for rental to places throughout Southeast Michigan. Because of this, we were informed by Risk Manager Stan Fayne that we would be assigned an additional $34,294.00 for insurance beyond the County's regular vehicle policy. This additional cost was not budgeted for. In view of this in- creased cost, the busing program will have to be re-evaluated. Staff will be preparing a recommendation on possible fee increases, program or group usage, and destinations. Funds for this increased cost will be taken from the operating budget surplus. 12 - 1 ITEM #13 COMMISSION PARKS TOUR After the regular Commission meeting on Wednesday, July 6, we will be taking our annual parks tour. We are scheduled to leave the office building at approximately 11 a.m., stopping at Orion Oaks to tour the site, then going to Groveland Oaks to see the new campsites, waterslide, the location of the new beach concession building, and to drive by our newly -acquired property. Lunch will be served at the boathouse pavilion at approximately 12:30, then back to the office by 2:30 p.m. 13 - 1 ITEM #14 POLICIES AND PROCEDURES PRELIMINARY BREATH TESTING As requested by the Commission, the Public Safety Division has developed a policy and procedure to be used for administering the Pre- liminary Breath Test. All officers who use the Alco-sensor III P.B.T. must be trained and certified in the use of the instrument. All procedures as set forth by the Michigan State Police - Traffic Services Divis- ion and listed in the P.B.T. class I and class II operator course - will be followed. 2. All patrol units assigned to park patrol will be equipped with a P.B.T. 3. In any instance that a P.B.T. is used, a complaint number will be taken and a report must be written. 4. The P.B.T.s will only be used in motor vehicle incidents where an officer is to evaluate a suspected person that may be under the influence of alcohol, or to determine a suspected persons ability to drive when being evicted or leaving the park as the result of an incident that has occured. 5. Mouth pieces will be accounted for and will be obtained through the command sergeant when replacements are needed. Kuhn that the Oakland County Parks and Recreation Commission send a brief letter to each member of the Oakland County Board of Commissioners offering them an opportunity, during their term, to have their picture taken for a card that would allow the Commissioner and one guest to use the facilities at any of our parks. In response to Commission direction at the May 4 Commission meeting, Manager Richard, Chairman Wint, and Commissioner R. Kuhn met with County Commission Chairman Rewold and Vice Chairperson McConnell on May 26 to discuss the courtesy passbooks. (Asen Richard V Vogt In response to a number of inquiries regarding the policy for the use of County parks facilities, we held a meeting with County Commission Vice Chair- person Nancy McConnell and Commissioner Richard Kuhn, Jr., who also serves on the Parks Commission. The use of the County Parks courtesy passbooks reached a high several years ago of $27,000 in complimentary golf. At that time the Parks Commission took steps to reduce that figure by "tightening the belt" and decreasing the list of those people receiving the passbook. At that point, however, the County Commissioners began to encounter diffi- culties in obtaining the passbooks they requested and questioned the policy. The meeting noted earlier was a result of your concerns, working toward a new policy in accordance with your wishes and those of the Parks Commission. The Parks Commission has always enjoyed excellent cooperation and good will with the County Commission and feels it is of the utmost importance to continue that rapport and cooperative working relationship. The Parks Commission maintains its concern that the County Commissioners continue to visit and use the Parks facilities. The meeting concluded with the decision that the County Commissioners should have available a reasonable amount of courtesy passbooks for use at their discretion. In Virginia, where plans are under way to gather statistical proof of effec- tiveness, Manson says that each of the 16 CISD teams is averaging 24 debriefing calls a year. "We've seen personnel who've been through a particularly traumatic incident and who might otherwise be too shaky to go out on an emergency call again, be able to do so." 0 ATLANTA COUNCIL WILL KEEP ITS FREE GOLF PASSES Golfers in Atlanta who've been buddy- ing up to City Council members can breathe easy, The council's free golf passes are still available. Under an agreement - with the company that for the past two years has run the city's four municipal golf courses, each City Council member receives 10 passes for unlimited play on the courses. In ad- dition to using the passes themselves, some council members have been handing them out to friends and constituents. The problem is, the passes aren't quite as free as they seem at first, Amer- ican Golf Corp., which leases the courses from the city, deducts the cost of each round of golf played on a pass from the rent it owes the city treasury. Only 59 of the roughly 190 passes in circulation have been used, according to Parks and Recreation Commissioner Betsy Baker. But between May 1987 and May 1988, they cost Atlanta more than half of the $80,000 in rent it oth- erwise would have re- ceived, says Geary Leath- ers, American Golf's southeast regional director. Leathers argues that that's all to the good. "It's a promotion of the golf courses, and really of the city of Atlanta being a pro- gressive city, providing the finest in recreational facili- ties," he says. A few City Council members — as well as a loud chorus of citizens and editorial writers — dis- agree. Earlier this year, the council's human resources committee decided the passes were a "drain on city revenues," according to committee Chairman . Robb Pitts, a Democrat, and recommended doing away with them alto- gether. After much maneuvering, however, the full council decided to let the passes stand. Baker, who points out th*the city has saved money through its leasing arrangement with Ameri- can Golf, says that despite the council's refusal to act, the cost to the city will probably diminish. Her de- partment is now keeping tighter track of each pass and who uses it.
