These pre -applications are the first step toward the submission of a final application for funding of projects. These are due April 1, and if approved by the state, a final application would be submitted by the summer of '88. The following two (2) pre -applications are being considered: 1. Waterford Oaks - Refrigerated Toboggan Run 2. Addison Oaks - Phase II Camping A Public Hearing will be held for citizen input and further infor- mation will be presented by staff. 6 - 1 RESOLUTION WHEREAS, the Oakland County Parks and Recreation Commission has been notified by the Department of Natural Resources that pre -applications for the cost sharing Land and Water Conservation Fund and Natural Re- sources Trust Fund may be submitted by April 1, 1988; and WHEREAS, the Oakland County Parks and Recreation Commission has identified and established priorities for acquisition and development projects within the adopted Recreation Master Plan; and WHEREAS, the Oakland County Parks and Recreation Commission recom- mends the filing of the following pre -applications to the Department of Natural Resources for a matching grant: Waterford Oaks Refrigerated Toboggan Run Addison Oaks Phase II Camping NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation Commission recommends submission of above -said grant pre - applications with the appropriate matching funds to be designated from the one -quarter mil. Moved by Supported by Date • ITEM #7 SENIOR CITIZEN RATE LIATVPPADYQ During the budget process, the senior citizen admission fee of $3.00 per day was omitted from the fees and charges section. This rate was charged last summer at both facilities. Staff is requesting that the $3.00 entrance fee for seniors age 62 and over again be included in the 1988 Waterford Oaks and Red Oaks Waterpark facilities. 7 - 1 ITEM #8 EMPLOYEE TRAINING DIVISION PROPOSED LEASE Bob Chisholm, Director of Public Services, and Corporation Counsel will be present at the meeting to propose the potential leasing of the old administrative office building to the Employee Training Division. The lease would be at the fair market value of the area and would last for no longer than three years. Golf Car Studv Committee ITEM #9 C. L. Ross M. Thibodeau L. Hampton 1988 2/23/88 GOLF CAR STUDY Staff has requested the purchase of 100 golf cars; 24 gas and 76 electric, as our first major replacement of our golf car fleet in 5 years. Purchasing sent out requests for quotations to six suppliers in the area and five of them submitted proposals. A summary of these proposals are shown on Schedule A. Prior to 1983, the Commission leased all of the golf cars at all of our golf courses. In 1983, bids were received to purchase or lease 150 golf cars. After a thorough analysis of the bids, a presentation was made to the Commission and they approved the purchase of 125 E-Z Go golf cars, and a lease for 25 E-Z Go electric cars for Glen Oaks for 4 years. At that time, we did not have enough experience at Glen Oaks to determine the number of cars needed. Since 1983 we have purchased an additional 58 cars and transferred 25 used gasoline E-Z Go cars from Springfield to Glen Oaks after the lease at Glen Oaks expired. These purchases brought out golf car fleet to 183 cars through 1987, all owned by the Commission. A summary of these purchases and transfers are shown on Schedule B. You will note that the additional purchases were brands other than E-Z Go. We wanted to try the different cars and as a result we purchased 4 Columbia golf cars at Springfield and 16 electric Melex cars at White Lake and 4 at Red Oaks. We have also made an analysis of our golf car revenue and operating costs for the years 1983 through 1987. This is shown on Schedule C. This analysis shows that our revenues totaled close to 1.5 million for the period while our expenses, including depreciation was approximately .6 million. This shows a "profit" of 60% on total revenues. We have shown these figures for each of the golf courses. Springfield and White Lake show a return better than the 60%. We hope to improve our picture at Glen Oaks in the next year or so. Staff will discuss this more at the meeting. Golf Car Study Page 2 As mentioned previously, we had purchased 4 Columbia gas cars and 20 Melex electric cars; 16 for White Lake and 4 for Red Oaks. We have experienced considerable difficulties with the Melex electric cars. In 1987, we had to replace 4 of the 6 two year old motors at a cost of $300 each. We may have to replace one more motor this spring and maybe more during the summer. In addition, our mechanics state that they had considerable difficulty in obtaining parts for these cars, sometimes waiting 2 weeks for even minor ones. They also had to buy parts at other distributors and remake the parts to fit the Melex. All of this caused down time in which we lost revenue, especially at White Lake. Our fleet sizes are not large at any of our courses to make up for any downtime. We also received complaints from our golfers regarding the Melex cars and many of them did not want to rent them especially if E-Z Go cars were available. The complaints were that the Melex rode "harder" and were less comfortable. We also noticed that the Melex cars made fewer rounds of golf per charge than the E-Z Go. The Melex car weights 149 lbs. more and has 16% less horsepower. We bring all of this information to your attention because Michigan Golf Car, which bid the Melex electric cars, is the low bidder. They bid the Club Car as the gas car. The committee discussed their bid with them and our dissatisfaction with the Melex cars. They were not receptive to splitting the bid in any way. We were willing to try the Club Car because of the good reputation they have in the field. However, the company was not willing to sell us only the gas Club Cars. They said there were changes made in the Melex but the car is still very heavy with the least amount of horsepower. Their warranty is not as good as E-Z Go or Yamaha. The committee can not recommend the low bidder in this case. Our experience tells us to look at the other suppliers. We also talked to Pifer, supplier of E-Z Go and Burrington, supplier of Yamaha. These two companies are the second and third bidders with their total bids showing a difference of only $423. Both of these companies have agreed to split the bid in anyway. We have visited their facilities and closely examined their products both new and used. We are impressed with both of them and have done business with them for years. We examined the Yamaha car very closely and contacted several golf courses using them. All responses were extremely favorable.
