Interpretive Master Plan
Independence Oaks
Administrative and Park Staff have met with John Veverka of Veverka
and Associates on several occassions regarding the development of an
interpretive master plan for Independence Oaks in cooperation with park
staff to include:
a. Site inventory.
b. Trail design for multi -use (hiking, nature walks, cross-country
skiing, etc) .
C. Analysis of trail signs for improved park patron use.
d. Analysis of new land acquisitions (floodplain area trails, etc) .
e. Analysis and identification of a self -guided interpretive loop trail
(approx 1 /2 - 1 mile in length) starting and ending at the Nature
Center autonomous from the general park trail system for year
-round hiker access (Note: Trails for cross-country skiing are
not available to hikers in the winter.)
A detailed summary of the services Veverka and Associates will provide
in preparing this interpretive master plan for Independence Oaks for the
total amount of $4, 000.00 .

FUEL TANK & PUMP INSTALLATION
GLEN OAKS
Per the results of a fire prevention check at Glen Oaks around the
first of the year, Farmington Hills Fire Department requested that we remove
our above ground gasoline storage tank. We then proceeded to purchase a 550
gallon underground tank and purchased a used gasoline pump. The supplier
of the used gasoline pump has indicated that this pump would not be available
for sometime and Farmington Hills Fire Department has indicated they would
not except the used pump unless it met all present standards.
The installation of this tank and pump has proven to be more complex
than we first expected and Farmington Hills Fire Department said they would
not coach us through it.
In light of this situation, we have requested, through Purchasing,
bids for installation of this 550 gallon tank and installation of a new pump.
At the time of the Commission meeting we expect to have a summary of
the bids for your approval.

This asphalting is part of an ongoing program of expanding our golf
cart paths through the wet and worn areas caused by excessive golf cart
traffic.
The 11,000 sq. ft. of capping will be done at the school crossing
that splits the golf course at Red Oaks. This existing walkway is 11 years
old and in need of repair. All removing of sod, rough grading and reseeding
will be completed by the golf course staff.
Staff concurs with Purchasing's recommendation to award the bid to
the low bidder, Bush brothers, in the amount of $29,239.00. There is $40,856.00
budgeted in the Capital Improvement budget for this expenditure.

PLEATED SHADES
ADMINISTATION OFFICE
The following bids were received from Purchasing for the purchase
and installation of pleated shades for the south facade of the Administration
Office and the interior side lights of the privates offices. The shades
will reduce the amount of sunlight that comes in, provide room darkening
for the Commission Room for audio-visual presentations, and provide added
privacy to individual offices. Staff looked at several types of pleated
shades and felt that Kirsch best suited our needs. They are also the only
company that provides room darkening shades.

The old administration office and accounting building
at Waterford Oaks; park residence, two vault toilets and small
boathouse at Groveland Oaks; barn and milkhouse at Springfield
Oaks. The demolition includes removal and restoration of site.

5-10 PICK—UP TRUCKS
GROVELAND & SPRINGFIELD OAKS GOLF COURSE
Groveland Oaks and Springfield Oaks Golf Course have requested the
purchase of one each S-10 small pick-up truck to be used as a maintenance
vehicle at each of the parks. The truck at Groveland will be an addition
to the maintenance vehicles. The truck at Springfield will replace a
Cushman truckster which will be sold at the county auction.
Even though these trucks will be in -park maintenance vehicles, they
are still registered motor vehicles and we had to obtain approval from
the County Board of Commissioners since the trucks are considered an increase
to the county's "garage fleet". We have obtained that necessary approval.
All cars and trucks to be purchased for the fleet are competitively
bid by Purchasing at the beginning of the year and a blanket order is
awarded. We understand that the county also buys vehicles for other governmental
units including the State of Michigan. Our two trucks will be purchased
under the blanket order issued to Art Moran Pontiac/GMC, at a unit price
of $7,627.26 each for a total of $15,254.52. There is $13,500 in the
Operating Equipment Budget. The balance of $1,754.52 will come from the
Operating Equipment fund surplus.
Staff recommends we purchase the two 5-10 Pick-up trucks as stated
above.

MANAGER'S REPORT
--Change of date of the Administration Office building dedication is being
moved back to June 15 at 11:30 a.m., due to the landscaping of the building.
The poor weather has set the company behind.
--The next Parks & Recreation Commission meeting will be 9:00 a.m. on May
25 to review the master plan for Orion Oaks. That evening the consultant
and Commission will have a meeting with Orion Township Officials at the Orion
Township Hall at 7:00 p.m. If you can make it please plan your schedule accord-
ingly.
--The Oaks Management recently sent all of their managerial staff to a liquor
awareness school on the management of serving alcoholic beverages to patrons.
This is helping in the cost of insurance and other programs like this are
taken advantage of as they arise.
--The 1988 National Recreation & Park Association Annual Conference will be
held in Indianapolis from October 6-10. More information will be coming out
in the National Parks & Recreation magazine and Karen will be sending you
a package.
--We have met with Milt Handorf and his staff and discussed the beach house
at Groveland Oaks. They reconfirmed their position that they would not be
able to do the work on this project. Their work load at the county has increased
even beyond their present staffing. With this information, we are proceeding
under the motion made in hiring The Miller Group to do the engineering plans
of the beach house.
--The quality of life bill has been passed from the State House to the Senate.
It does include $75 million for municipal recreation improvements. We have
contacted our four senators and are encouraging them for their support.
--The 3rd Annual Oakland County Parks Kite Flying Contest will be held on
Saturday, May 7, from 12:00-5:00 p.m. at the Oakland County Service Center,
1200 North Telegraph Road in Pontiac.
--Attached are a few of the letters we have received back in regards to the
passing out of the passbooks this season.
