GROVELAND OARS CONCESSION/RESTROOM BUILDING
Bids were reviewed on Wednesday, August 31, for the Groveland Oaks
Concession/Restroom facility.
The project consists of an 8,500 sq. ft. masonary building with showers,
restrooms, concession area, covered and uncovered terraces and walkways.
The project was specified as a Base Bid for construction of structure
and included the major walks, terrace and retaining walls.
There were four add alternates:
Alt. 1. Concrete curbing
Alt. 2. Brickpavers in lieu of concrete
Alt. 3. Stepped concrete walkway
Alt. 4. PolyMar toilet partitions in lieu of metal
There was also one deduct alternate which is for the uncovered terrace.
Bids are attached.
Staff is reviewing the bids and will be presenting a recommendation
at the Commission meeting.
$285,000 was budgeted in the 1988 Capital Improvement Project Budget.

SCHMIDT COPELAND PARKER STEVENS CONTRACT CORRECTION
On April 23, 1988, the Parks Commission approved the contract
addendum with Schmidt Copeland Parker Stevens for the design concept
of the buildings at Orion Oaks in the amount of $14,600, with a not -
to -exceed figure of $2,000 for reimburseable expenses.
However, the actual terms of the signed contract amendment were
for $14,600 and did not include a specific not -to -exceed figure for
reimburseable expenses.
In order to conform to auditors requirements, staff is requesting
your approval of an additional $2,760.09 for the reimburseable expenses,
for a total not -to -exceed figure of $4,760.09.
The additional cost is due to a longer time frame for the completion
of this project. One trip was anticipated for a Commission meeting,
public hearing, and a trip to Orion Oaks; it turned out to be three
independent meetings, through no fault of the consultant.
In consideration of the Commission's approval of the added reim-
burseables cost, Schmidt Copeland has agreed to reduce their design
concept fee by $600, making their contract total $14,000.
The contract will then read: Design concept fees in the amount
of $14,000, plus reimburseables in the amount not -to -exceed $4,760.09.

LIONS CLUB PROPOSAL - ORION OAKS
On August 31, staff members and Commissioners Pecky Lewis and Ralph
Nelson met with the Lions Club to review a proposal with them to fund
three small group cabins at Orion Oaks. The Lions Club Board of Governors
has agreed to do this project.
The following items are recommendations from staff to the Commission
to let the Lions proceed with the development of this project:
1. Oakland County Parks and Recreation Commission will provide
the property on which the cabins will be built at no charge
to the Lions. Facilities will be developed according to the
specifications provided by Oakland County Parks and Recreation
Commission.
2. Oakland County Parks and Recreation Commission will maintain
the facilities once they are developed.
3. Lions will have first priority for scheduled usage of the park
once the reservation books for the year are opened. This will
be available to all clubs that are designated as part of the
project committee.
4. Recognition will be given to the Lions through signage on the
buildings for their contributions.
Discussion will take place at the meeting.

ORION OAKS FEASIBILITY STUDY INTERVIEWS
After the staff interviewing team and Chairman Wint interviewed
six fund raising firms, we felt it was very important that the commission
heard their approach to raising this amount of money.
The attached letter was sent to three of those firms inviting them
to speak to you and give their impression on how they would handle such
a campaign. Each of these companies have their own uniqueness and method
of obtaining the capital goal. One thing they have all stressed is
th need for a feasibility study to see if the funding is available in
the community.

After the conclusion of the interviews, the Commission will discuss

MANAGER'S REPORT
---Staff has met with representatives of Schmidt Copeland Parker Stevens to review
the contract submitted at the last Commission meeting. Revisions have been made
and you will receive a copy of the revised contract in the agenda for the Sep-
tember 21 Commission meeting for your consideration. Corporation Counsel will
also have reviewed the proposed contract by that time.
---The Volunteer Picnic was held at Waterford Oaks on Tuesday, August 31. Staff
recognized the volunteers and thanked them for the numerous hours of time and
commitment to the Parks. Travel bags were given to the volunteers as a token
of appreciation from us.
---The Commission's Balloonfest was held on Saturday, August 27. Due to inclement
weather, the balloon lift off was held back until the following day. The two-day
event drew over 5,000 people to Springfield Oaks and included an arts and crafts
show, antique car exhibit, entertainment, and the balloon lift off.
Dates are already being planned for the 1989 balloonfest.

I would like to extend my sincere appreciation to the Oakland County
Parks and Recreation Commission for its involvement in the Michigan
Senior Olympics. I wish you could have witnessed the hundreds of
Michigan seniors who participated in this years games; everyone had a
terrific time.
Each year the execution of the games improves tremendously due in part
to Dan Stencil and his staff. His determination, dedication and
professionalism to provide quality recreation programs is what makes
Oakland County a great place to live.
