WATER SOFTENER
ADDISON OAKS CONFERENCE CENTER
The water softener at Addison Oaks Conference Center has become
no longer serviceable. It is 15 or more years old and beyond repair.
Soft water is critical for the water used in the heating boilers. Therefore
it is important that this unit be replaced prior to the heating season.
Bids have been received from Purchasing as follows for a 300,000
grain water conditioner with control valve metering device:

PLATFORM TENNIS COURTS
WATERFORD OAKS
Recently, the Commission was presented with a request to replace
the platform tennis courts with new aluminum heated courts. Prices
for the replacement of the four courts have been received and are as
follows:
Courts Marketing, Inc. $118,600.00
Clawson, Michigan
Casco Enterprises 137,000.00
White Plains, New York
Subsequent to this presentation, a number of the Commissioners
were able to visit the existing courts for an inspection and explanation
of the present court conditions.
Attached you will find participation information covering 1983
through the spring of 1988. As a general statement, there has been
a consistent nucleus of 35 to 40 persons. Also attached is detailed
information on the replacement courts.
Over the years staff has conducted various media campaigns and
programs to increase and maintain particpation. This has consisted
of television coverage, radio station sponsorship, local, regional and
national tournaments sponsored by Michelob, video filming for cable
television, open houses, "paddle party", media days, and a variety of
age groupings and leagues. With all this effort behind the facility,
it still failed to expand into more than 30 to 40 players involved.

We have surveyed your existing Platform Tennis Courts for the
installation of an Aluminum Heated Deck System and find that.
the present superstructure, without extreme modification,
cannot be reused and the substructure trusses have to be
replaced with Select Structural Douglass Fir treated beams
and joist. We have estimated the cost of reworking the
present superstructure and find it is more economical to install
a completely new system. Therefore we are quoting on a complete
installation using the existing. piers. The removal of the
existing courts to the piers is not included in our quotation,
attached, and part of this letter. Existing wood walkways are
to remain.

PLATFORM TENNIS COURT SPECIFICATIONS
SUPER STRUCTURE
All vertical members shall be on 10' - 0" centers fabricated
from 3" x 3" - 11 gauge, square tube steel, consisting 12 - 12'
- 0" and 6 - 20' - 0" (light towers) units. Horizontal (tension)
members hall be fabricated from 2" x 4" - 7 guage rectangular
tube steel 30' - 0" + - in length - 12 required. Base plates,
tension angles and wire track angles shall be of 1/8" - 1/4"
- 3/8" and 1/2" HRS as required. All welding will be done using
fixtures to insure accuracy. All hardware and moving parts are
to be plated or of non-ferrous material.
WIRE SCREENS
The wire screening is to be woven from specification steel wire
in a 1 inch hexagon pattern and triple galvanized after weaving.
Pre-cut factory prepared 6' x 11" (nominal) panels with special
slide -on connectors at top and bottom tension members is the
only wire system approved. Continuous neoprane 1/2" x 3/4",
self -adhering, must be applied to top and bottom tension members,
before erection, to eliminate noise and paint wear. Vertical
wire joints are to be laced, in a approved method, using 1/16"
stainless steel aircraft cable only.
WIRE TENSIONING
Tension rods shall be of 5/8" dia. stainless steel with nuts,
flat washers and lock washers of stainless steel at each vertical
member and door column. (19 total required).
F.T.RC'PR TCAT.
The six light fixtures are to be Stonco CPH-1525 watt Quartz or
Hubbell QL-1503-M51-1500 watt Quartz with 1500T3Q/CL 240 V
lamps. Standard service is 240 volt single phase.
SNOW/LEAF GATES
Snow/leaf gates are to be made of 1" x 6" (nominal) clear red-
wood or clear fir bolted at ends into anodized aluminum for
framing. Gates are to be attached to the superstructure around
the base of the court on pivots for easy opening and be able to
closed positively by means of pin and slot system.

DOOR LOCATION
The door is to be located to the left of the center light column
with latch always at the light column. The door latch must be
capable of ease in opening and positive closure at all times.
STRUCTURAL PAINTING
All exterior 'steel is to be clean and free from grease and factory
primed with Benjamin Moore "Retardo" and given one coat of
Benjamin Moore "Retardo" Bronze -tone prior to delivery.
ALTERNATE LIGHTING (Extra Cost)
60 lin. ft. of fluorescent fixtures attached to each side of the
court at the top tension members. Each line of fixtures are
lamped with F96T12/CW/VHO/O 1500 MA, 12 per line. Total lumen
output is 360,000. Tubes to be protected by expanded aluminum
metal attached to fixture. Balasts are exterior 240 volts.

for four new courts along with specifications for these courts.
CASCO TYPE I COURT
- all aluminum welded. $31,000/court
CASCO TYPE II COURT - welded utilizing treated
wooden undercarriage $28,000/court
CASCO TYPE I COURT to include:
o removal of existing court (dumpster charge additional).
o installation of 3 new concrete piers for center row.
o installation of seven Double "I" beams as main joists.
o installation of 10 equal deck sections. Deck sections
to be welded to cross "I" beams on 18" centers utili-
zing over 14,000 welds/court deck to be bolted to main
joists.
o installation of aluminum superstructure on 6 foot centers
doubled in corners.
o wire mesh to be 16 gauge 1" hexagonal galvanized. Lacing
wire to be galvanized. Upper and lower tension members
to be single piece lined with rubber.
o two entry doors located at center court.
o re -install existing light fixtures (for new fixtures;
please add $225/fixture.)

offers deferred payment plans and will work with you to taylor a
complex best suited for your needs.
We do offer two other types of aluminum courts that are priced at
$26,000 and $25,000 respectively but do not incorporate the bene-
fit of a welded deck. They re, however, a proven product and a
success in the field.

LIONS CLUB PROPOSAL - ORION OAKS
As noted at the September 7 Commission meeting, staff members and
Commissioners Pecky Lewis and Ralph Nelson met with the Lions Club to
review a proposal with them to fund three small group cabins at Orion
Oaks. The Lions Club Board of Governors has agreed to do this project.
The following items are recommendations from staff to the Commission
to let the Lions proceed with the development of this project:
1. Oakland County Parks and Recreation Commission will provide
the property on which the cabins will be built at no charge
to the Lions. Facilities will be developed according to the
specifications provided by Oakland County Parks and Recreation
Commission.
2. Oakland County Parks and Recreation Commission will maintain
the facilities once they are developed.
3. Lions will have first priority for scheduled usage of the park
once the reservation books for the year are opened. This will
be available to all clubs that are designated as part of the
project committee.
4. Recognition will be given to the Lions through signage on the
buildings for their contributions.

MANAGER'S REPORT
---The Mountain Bike Race on September 10 and 11 at Addison Oaks was
very successful. Over 300 riders took part in a variety of races that
weekend; no major accidents occurred. The park staff were complimented
by both the participants and spectators. Staff is looking at expanding
the program into the future with regular bike days at the park. Dan
Stencil will be available at the meeting for an update.
---The budget process for 1989 begins September 21, with meetings with
all park divisions, through the end of the month. After that, staff
will compile the information and the Commissioners will receive the
proposed budget on approximately October 19. The Commissioners budget
study session is scheduled for Wednesday, October 26, at 9 a.m.
---Staff has its first meeting with representatives from Ketchum, Inc.
on October 4 at 3 p.m. to outline the procedure on what we have to do
through this study for Orion Oaks. Will keep you apprised of our
activity.
---The 4th Annual Fall Color Car show is scheduled for Sunday, October 2
at Independence Oaks. Activities are planned at the park throughout
the day, including live entertainment by Douglas Reed at the Amphi-
theater.
