WHEREAS, in the acquisition of 164.85 acres known as the Simpson
Lake/Thread Creek property, 0.8 acres known as the Balloon property was
landlocked; and
WHEREAS, said owner of Balloon property requested cooperation from
the Oakland County Parks and Recreation Commission in alleviating said
situation by an even exchange of land of approximately 0.4 acres; and
WHEREAS, both parcels were surveyed, inspected and found to be
very similar in nature; and
WHEREAS, said exchange would not adversely affect or change antici-
pated use by the Oakland County Parks and Recreation Commission.
NOW THEREFORE BE IT RESOLVED that the said exchange of property
be authorized and the appropriate action be initiated.

Bids have been received for the purchase of five (5) rescue surf-
boards for lifeguard operations at Addison, Groveland, and Independence
Oaks. This purchase is for replacement equipment that is between six
and ten years old.

Staff concurs with Purchasing's recommendation to award this pur-
chase to the sole bidder, Marine Rescue, Inc., of Newport, Rhode Island,
for the total amount of $3,575.00. The last rescue surfboard was pur-
chased from this same vendor in 1985 at a cost of $585.00.
There was $3,800 budgeted in the 1989 Operating Equipment Budget
for this purchase.

PEDALBOATS
GROVELAND AND INDEPENDENCE OAKS
The following bid has been received for the purchase of four (4)
2-seater pedalboats and one (1) 4-seater pedalboat for Independence
Oaks and two (2) 4-seater pedalboats for Groveland Oaks.
The pedalboats at Groveland are new units, in response to increased
public demand, and are replacements units at Independence Oaks. The
old pedalboats at Independence Oaks will be placed in the County's spring
surplus equipment auction.
The bid received is as follows:

2-seaters $679 ea $2,716.00
Total Bid $5,251.00
At the present time, the Paddle Wheeler pedalboat has become a
single -source item. Park operation has shown this specific unit to
be superior to alternatives as a rental unit. The anticipated rental
life can be 3 - 5 years. Previous experience indicates that the payback
period for these pedalboats is one year.
Staff concurs with Purchasing's recomm ndation to award this bid
to the sole source, DMM Industries of Owosso, Michigan, in the amount
of $5,251.00.
The 1988 purchase price of these units from DMM Industries was
$610 for a 2-seater unit and $810 for a 4-seater. There is $5,000
budgeted in the 1989 Operating Equipment Budget for this purchase; the
balance of $251 is available from the 1989 operating equipment surplus.

set of Craftsman Tools for the general equipment mechanic at Addison
Oaks. These are replacement tools that will upgrade tools and equipment
for parks staff in performing repairs and service on park equipment.

VII. HOURS OF OPERATION
The W. G. Wade Shows will comply with hours of opera-
tion as established by the responsible parties.
VIII. METHODS OF ACCOUNTING AND TICKET SALES
W. G. Wade Shows will furnish necessary ticket booths
and ticket sellers. Settlements will be made at
mutually arranged intervals. To give complete ac-
countability of ride gross and ticket sales, W. G.
Wade Shows utilizes an IBM-2300 business computer.
IX. MIDWAY AND GROUNDS CLEAN-UP
W. G. Wade Shows will be responsible for a daily
clean-up of midway grounds, as well as a final clean-
up, and will supply a 30-yard dumpster for refuse.
X. NOISE LEVELS
W. G. Wade Shows will follow the direction of the
responsible parties pertaining to volume levels of
sound systems, etc. If required, sound levels will
be lowered in accordance to the time of day.
XI. SAFETY AND MAINTENANCE PROGRAM
All rides operated by the W. G. Wade Shows meet the
strictest safety requirements. Daily safety inspec-
tions are conducted by trained Wade Show inspectors,
and these records are kept on file in the Wade Show
mobile office.

XII. ADVERTISING, PROMOTION, AND ADVANCED SALES
W. G. Wade Shows will supply 5000 flyers and 100
posters to advertise the event. Wade Shows will as-
sist in special ride promotions (discount coupons,
special pay -on -price days, etc.). Wade Shows will
supervise and supply tickets for a discounted ad-
vanced sale program if desired. A marketing repre-
sentative from the W. G. Wade Shows will be available
to assist in promoting the event.
XIII. FINANCIAL ARRANGEMENTS
W. G. Wade Shows will pay the Oakland County Parks
and Recreation Foundation 20% of all ride grosses up
to $10,000.00 and 25% of all ride grosses over
$10,000.00. In addition, W. G. Wade Shows will pay
$50.00 for each concession and furnish all necessary
permits.
XIV. DATES
Monday, May 1 thru Sunday, May 7, 1989.
Monday, May 1 and Tuesday, May 2 would be required
for set-up.
Wednesday, May 3 thru Sunday, May 7 would be actual
event days.

MANAGER'S REPORT
---The Employee Recognition Dinner is scheduled for Friday, May 5, at White Lake
Oaks. Please place on your calendar. Ralph Nelson will be honored for his years
of service on the Commission. Additional information will be forthcoming.
---Applications for summer jobs will be open February 15. Anyone contacted should
be referred to Personnel for an application and job description.
---Staff will be making an informational presentation on the proposed plans for
Orion Oaks to the Oakland County Board of Commissioners Planning and Building
Committee on February 21.
---Staff is preparing a list of grant pre -applications for our capital projects
for 1990 funding. If you have any ideas before we make a presentation at the
March 1 Commission meeting, please let me know so we can review them.
---Due to the mild winter, all of our winter activities for this year to date
have been cancelled. The next special event is the February 4 Blue Cross/Blue
Shield of Michigan Snow Rush Races at Independence Oaks.
