R E S O L U T I O N
WHEREAS, the Oakland County Parks and Recreation Commission has been
notified by the Department of Natural Resources that pre -applications
for the cost sharing Land and Water Conservation Fund and Natural Re-
sources Trust Fund may be submitted by April 1, 1989; and
WHEREAS, the Oakland County Parks and Recreation Commission has
identified and established priorities for acquisition and development
projects within the adopted Recreation Master Plan; and
WHEREAS, the Oakland County Parks and Recreation Commission recom-
mends the filing of the following pre -applications to the Department
of Natural Resources for a matching grant:
Property Acquisition in Southwest Oakland County
Orion Oaks - Beach Development
Property Acquisition in Northeast Oakland County
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission recommends submission of the above -said grant
pre -applications with the appropriate matching funds to be designated
from the one -quarter mill.

We have received from Purchasing the following bids for the pur-
chase of four (4) 16 hp riding greensmowers and one set of green groom-
ing reels.
Six vendors were contacted and three responded; however, one of
these three did not meet specifications because they submitted a bid
for a remanufactured machine.

These greensmowers are replacements for 3-year old units that will
be transferred down to tee mowers or fringe mowers. Each 18-hole golf
course has four of this type of greensmower being used on a daily basis.
We intend to sell the 7 and 8-year old greensmowers in the county
auction this spring.
The grooming reels are attachments that have come out in the past
two years. These reels slice the turf and fluff it up for a better cut.

S-15 PICK-UP TRUCKS
RED OAKS, ORION OAKS AND TECHNICAL SUPPORT
Staff requested bids on three (3) each S-15 mini pick-up trucks.
One is for Technical Support from the 1988 Operating Equipment Budget,
and the other two are for Red Oaks Golf Course and Orion Oaks from the
1989 Operating Equipment Budget.
The truck for Technical Support will be used by our automobile
mechanic who goes to all parks. Previous to this, the Technical Support
section make extensive use of the Mobile Recreation pick-up trucks.
However, for the past two years three of these have been regularly used
for the park trustee program. This in turn has put a burden on Technical
Support for adequate transportation for work crews. Last year an addi-
tional truck was assigned to this section from Central Garage, which
took care of this transportation need. Then it was discovered the Central
Garage truck was waiting for auction and was no longer available. It
was returned to Central Garage. This requested new smaller truck will
be assigned to the auto mechanic, and his larger pick-up will be used
by a `work crew.
The other two trucks will be used primarily as in -park vehicles
for hauling, maintenance, etc.
The new truck for Red Oaks will replace a 7-year old Cushman truck-
ster that will be placed in the county's spring auction for sale.
Purchasing requested bids from approximately 15 southeastern Michi-
gan truck dealers at the beginning of the model year. This is part
of their intergovernmental bid program for over 200 municipalities.
The low bidder, Red Holman Pontiac/GMC of Westland, was awarded the
blanket order.
Our three trucks can be purchased under the blanket order at a
unit price of $7,927.44 for a total of $23,782.32. There is $17,700 in
the 1989 Operating Equipment Budget and the 1988 carryover is $26,676.
Staff recommends the purchase of the three trucks under the blanket
order with Red Holman.

MANAGER'S REPORT
---Chairman Wint, Joe Figa, and I made a presentation to the Oakland
County Board of Commissioners Planning and Building Committee on Tues-
day, February 21, updating them on the status of the Orion Oaks park
development. They have requested that we meet with the full board later
this year at a night meeting to give another updated presentation on
the progress of the park.
---After further review, staff has cancelled the tentatively -planned
water ski show for the Good Old Summertime Family Day co -sponsored by
Independence Township. Staff will be planning more participation events
for that evening.
---Attached for your review is the Independence Oaks Nature Center's
1988 volunteer summary.
---Also attached is a list of the operating equipment purchased since
January 1 under the newly established $3,000 limit but over $1,000.
Staff will answer any questions you may have on these purchases.

Attached you will find the 1988 volunteer summary for the Nature Center.
Our volunteer staff continues to grow with 59 people volunteering in 1988
as compared to 32 people in 1987. A great turn -out of enthusiasm and
support for the Halloween program made a significant boost to our overall
number of volunteers this past year. And so to, the number of hours that
our volunteers generously donated has also risen from 1,057 hours in 1987
to 1438.5 hours in 1988. As all areas of programming and services at the
Nature Center continue to grow and expand, the volunteer staff becomes_ _
ever more important.
In accordance with the Nature Center volunteer recognition policy estab-
lished and approved in the -spring of 1986, many of our volunteers will
receive.some special recognition. All volunteers, regardless of the
number of hours donated in the past year, are formally thanked in written
format on behalf of the Parks and Recreation Commission and the Nature
Center Staff. Volunteers give the valuable gift of time - this is
immeasurable. It is my hope that we will continue our current policy
of volunteer recognition.
