PARK SECURITY CONTRACT: Chief of Administrative Services Frank Trionfi reviewed the final financial details and requested Commission approval of the park security contract with the Oakland County Sheriff's Department for 1990 and 1991. Kuhn, supported by Mr. Olsen to approve the contract between the Oakland County Sheriff's Department and the Oakland County Parks and Recreation Commission for the park security services in the parks for 1990 and 1991. Commission requested a report on the auction's results when received, along with staff's revenue estimates. GRANT APPLICATION RESOLUTION: Staff requested Commission approval of the submission of grant application to the Department of Natural Resources for the Land and Water Conservation Fund, the Michigan Natural Resources Trust Fund, and the Recreation Bond Fund. Dead- line for the applications is April 1. The following projects are being requested for submission: Addison Oaks Camping Phase II Groveland Oaks Camping Renovation Waterford Oaks Refrigerated Toboggan Run Addison Oaks Play Facility Groveland Oaks Play Facility Independence Oaks Play Facility Moved by Mrs. Tomboulian, supported by Mr. R. Kuhn to approve the fol- lowing resolution for the submission of grant applications to the Land and Water Conservation Fund, Michigan Natural Resources Trust Fund, and the Recreation Bond Fund: 3 - 3 (Commission Meeting, March 21, 1990) WHEREAS, the Oakland County Parks and Recreation Commission has been notified by the Department of Natural Resources that applications for the cost sharing Land and Water Conservation Fund, Natural Resources Trust Fund, and Recreation Bond Fund may be submitted by April 1, 1990; and WHEREAS, the Oakland County Parks and Recreation Commission has identified and established priorities for acquisition and development projects within the adopted Recreation Master Plan; and WHEREAS, the Oakland County Parks and Recreation Commission recom- mends the filing of the following applications to the Department of Natural Resources for a matching grant: Addison Oaks Camping Phase II Groveland Oaks Camping Renovation Waterford Oaks Refrigerated Toboggan Run Addison Oaks Play Facility Groveland Oaks Play Facility Independence Oaks Play Facility NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation Commission recommends submission of the above -said grant applications with the appropriate matching funds to be designated from the one -quarter mill. COMMUNITY ASSISTANCE PROGRAM - MOBILE RECREATION: Mobile Recreation Supervisor Susan Wells submitted a history of the Commission's Community Assistance Program for Mobile Recreation with a request for the Commission to approve an appropriation of $20,000 for the 1990 program. Assistant Manager Jon Kipke noted that staff will be making an extra effort to get these units into the communities more often this year. Based on last year's figures, the Commission questioned the validity of the pro- gram, but agreed on the necessity of increasing the program's visibility and use in the communities because of the millage campaign. Commission directed staff to update them at a later date with a more in-depth report on this program. Moved by Mr. Korzon, supported by Mr. R. Kuhn to approve the appropriation of $20,000 for the 1990 Community Assistance Program for Mobile Recreation. AYES: Fox, Korzon, G. Kuhn, R. Kuhn, Law, Lewis, Olsen, Tomboulian, Wint (9) NAYS: (0) Motion carried on a voice vote. 3 - 4 (Commission Meeting, March 21, 1990) CELEBRATION OF THE OUTDOORS WEEK CO-SPONSORSHIP: Oakland Parks Foundation Executive Director Fran Greenebaum requested Commission approval of a $1,000 appropriation to co-sponsor the Foundation's Celebration of the Outdoors Week April 20-29 in honor of the Earth Day's 20th anniversary. The Foundation has already received funding for this special event from Wright & Filippis, D'Arcy Masius Benton & Bowles, and the Baker Company. Ms. Greenebaum distributed copies of the schedule of events plus information on the special conference, "Protecting the Natural World: Opportunities in Oakland County" being held at Oakland University on April 27. Moved by Mr. G. Kuhn, supported by Mrs. Fox to approve the appropriation of $1,000 to the Oakland Parks Foundation to co-sponsor the Foundation's Celebration of the Outdoors Week on April 20-29, 1990. Mrs. Greenebaum updated the Commission on the Foundation's activities, including the Annual Dinner at Addison Oaks on May 2 and the fund raising benefit, Jesus Christ Superstar at the Birmingham Theatre on May 18. MANAGER'S REPORT: In addition to the Manager's Report filed in the agenda, the following was noted: ---The Commission has been approached about repainting the Davis Historical House at Springfield Oaks. Staff has inspected the house, agreeing that touch ups are required; complete repainting will be required next year. Commission commented that it was their understanding that our responsibility extended to the one-time painting only. ---Manager Richard updated the Commission on the developer's plans for the parcel in Lyon Township. ---Public Communications Officer Jan Pung announced that tickets were available to those commissioners who wished to attend the Builders Home, Flower and Furni- ture Show at Cobo Hall from March 17 - 25. The next meeting will be held in conjunction with the Commission/staff retreat on Friday, April 6 at the Thomas Edison Inn in Port Huron. The meeting was adjourned at 10:45 a.m. Pecky D. This is the first required review. A public hearing is also a requirement of the DNR to qualify for funds. Notice of the hearing was advertised in several area newspapers. The projects staff selected are as follows: Addison Oaks Camping Phase II Groveland Oaks Camping Renovation Waterford Oaks Refrigerated Toboggan Run Addison Oaks Play Facility Groveland Oaks Play Facility Independence Oaks Play Facility Staff reviewed the projects; no comments were made by the public on the applica- tions. 3a-1 (Grant Public Hearing, March 21, 1990) Commissioner George Kuhn requested a list of all of the grants received since the department's inception. NEW BUSINESS: Commissioner Tomboulian informed the Commission that she had been approached by a family in Bloomfield Township about the possibility of a donation of a parcel 3b-2 (Commission Meeting, April 6, 1990) that includes a home and botanical garden, along with an endowment fund for the property's upkeep, to the Oakland County Parks and Recreation Commission. The one stipulation on the acceptance of this gift would be that the property must remain as is. The location of the property is easily accessible, but could be a problem because of its location in the middle of a residential area; limitations may have to be made on the number of people visiting the garden in one day. Commission expressed concern about accepting a gift that might be too restrictive to the public. Staff will meet with the family and review the property. Zoning clarification will also be received in order to update the Commission and to make a recommenda- tion. Red Oaks Wave Pool Pour 164 sq. yds. of 4" concrete to replace existing asphalt that had deteriorated. This asphalt was part of the carpeted area around the pool. $4,264.00 Red Oaks Driving Range Replace 16 sq. yds. of 6" concrete sidewalk. Replace 59 sq. yds. of 4" concrete sidewalk. Replace 80 ft. of concrete curb along John R Road. This curb repair is an item that we were requested to replace in 1982 and never completed. Madison Heights has requested that the owners of the Red Oaks Sports Village and Golf Dome (Paglinos) complete this prior to being issued a final inspection. Staff feels this sidewalk repair and curb replacement is our responsibility. $5,525..00 Springfield Oaks Golf Course Pour 311 sq. yds. of 4" concrete in cart storage facility. There is presently a dirt floor in this building. $6,748.00 Purchasing takes bids on a yearly basis when they award these contracts. Staff recommends awarding this work to Bush Brothers for $16,534.00. Funds for these expenditures will come from the Grounds Maintenance and Capital Improvement Budgets. MINI BOUNCER MOBILE RECREATION Staff is requesting permission for payment to Airspace U.S.A. for the purchase of one mini bouncer for the Mobile Recreation program. This is a new item for the Airsport to help bring variety and additional participation for this unit. This is a single source item, therefore Airspace U.S.A. was the only bidder. ITEM #14 JOHN DEERE FRONT END LOADER TECHNICAL SUPPORT Staff requested bids for the purchase of a front end loader for Technical Support. Bids received are as follows: Calvert Sales John Deere 444E $53,761.00 Pontiac Case Equipment Case W14B 48,444.00 Southfield Michigan Cat Caterpillar 916 56,348.00 Novi This equipment is used throughout the parks system for loading and hauling topsoil, sand, gravel, scrap building materials, etc. The front end loader is a replacement for a used 1979 International loader purchased 11 years ago. Purchase price for the used unit at that time was $28,000. Staff at Technical Support test operated and compared the Case and John Deere loaders. The John Deere has a number of features pre- ferred over the Case, including a heavy-duty alternator system, no spin front differential, shorter turning radius, standard tie down brackets, grease fittings on all pins and bushings at pivot point, and less fuel consumption. Also, the warranty on the John Deere is a full 24 months for the power train, while the Case is 24 months on the engine only. Therefore, staff recommends purchasing the John Deere 444E front end loader from Calvert Sales in the amount of $53,761. Independence Oaks consists of 70,000 sq. ft. of entry road paving in the base bid, with Alternate #1 for 6,250 sq. ft. of shelter path paving and Alternate #2 for 807 ft. of concrete curbing around entry and island. 2. Springfield Oaks parking lot base bid consists of expansion of existing parking lot and repairs as a result of lighting installation. Alternates 1, 2 and 3 are for paving of additional new parking areas and curbing. 3. Springfield Oaks consists of 8,000 sq. ft. of cart paths. 4. Glen Oaks consists of 12,000 sq. ft. of cart paths. Staff will be reviewing bids and presenting a recommendation at the Commission meeting. 18-1 ITEM #19 GARBAGE SCREEN RED OAKS WATERPARK Staff is requesting Commission approval to pay Dick Moscovic Build- ing Company $3,600 for work he has completed at the Red Oaks Waterpark under the County's masonry blanket order. This work was to install footings and a block screening wall for the garbage dumpsters behind the concession stand. 19-1 ITEM #20 MANAGER'S REPORT ---Attached is a letter from the Oakland County Department of Public Works, Water and Sewer Operations Division, requesting an update on our discharge permit for the Addison Oaks wastewater treatment operations. As you know, we are presently working on upgrading our system as a result of the addition at the Conference Center. It seems that we are eight months ahead of schedule for something that was going to be mandatory from the department anyway.
