PARK SECURITY CONTRACT:
Chief of Administrative Services Frank Trionfi reviewed the final financial details
and requested Commission approval of the park security contract with the Oakland
County Sheriff's Department for 1990 and 1991.

between the Oakland County Sheriff's Department and the Oakland County
Parks and Recreation Commission for the park security services in the
parks for 1990 and 1991.

GRANT APPLICATION RESOLUTION:
Staff requested Commission approval of the submission of grant application to
the Department of Natural Resources for the Land and Water Conservation Fund,
the Michigan Natural Resources Trust Fund, and the Recreation Bond Fund. Dead-
line for the applications is April 1.
The following projects are being requested for submission:

WHEREAS, the Oakland County Parks and Recreation Commission has
been notified by the Department of Natural Resources that applications
for the cost sharing Land and Water Conservation Fund, Natural Resources
Trust Fund, and Recreation Bond Fund may be submitted by April 1, 1990;
and
WHEREAS, the Oakland County Parks and Recreation Commission has
identified and established priorities for acquisition and development
projects within the adopted Recreation Master Plan; and
WHEREAS, the Oakland County Parks and Recreation Commission recom-
mends the filing of the following applications to the Department of
Natural Resources for a matching grant:
Addison Oaks Camping Phase II
Groveland Oaks Camping Renovation
Waterford Oaks Refrigerated Toboggan Run
Addison Oaks Play Facility
Groveland Oaks Play Facility
Independence Oaks Play Facility
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission recommends submission of the above -said grant
applications with the appropriate matching funds to be designated from
the one -quarter mill.

COMMUNITY ASSISTANCE PROGRAM - MOBILE RECREATION:
Mobile Recreation Supervisor Susan Wells submitted a history of the Commission's
Community Assistance Program for Mobile Recreation with a request for the Commission
to approve an appropriation of $20,000 for the 1990 program.
Assistant Manager Jon Kipke noted that staff will be making an extra effort to
get these units into the communities more often this year.
Based on last year's figures, the Commission questioned the validity of the pro-
gram, but agreed on the necessity of increasing the program's visibility and use
in the communities because of the millage campaign.
Commission directed staff to update them at a later date with a more in-depth
report on this program.
Moved by Mr. Korzon, supported by Mr. R. Kuhn to approve the appropriation
of $20,000 for the 1990 Community Assistance Program for Mobile Recreation.

CELEBRATION OF THE OUTDOORS WEEK CO-SPONSORSHIP:
Oakland Parks Foundation Executive Director Fran Greenebaum requested Commission
approval of a $1,000 appropriation to co-sponsor the Foundation's Celebration
of the Outdoors Week April 20-29 in honor of the Earth Day's 20th anniversary.
The Foundation has already received funding for this special event from Wright
& Filippis, D'Arcy Masius Benton & Bowles, and the Baker Company.
Ms. Greenebaum distributed copies of the schedule of events plus information on
the special conference, "Protecting the Natural World: Opportunities in Oakland
County" being held at Oakland University on April 27.

of $1,000 to the Oakland Parks Foundation to co-sponsor the Foundation's
Celebration of the Outdoors Week on April 20-29, 1990.

Mrs. Greenebaum updated the Commission on the Foundation's activities, including
the Annual Dinner at Addison Oaks on May 2 and the fund raising benefit, Jesus
Christ Superstar at the Birmingham Theatre on May 18.
MANAGER'S REPORT:
In addition to the Manager's Report filed in the agenda, the following was noted:
---The Commission has been approached about repainting the Davis Historical House
at Springfield Oaks. Staff has inspected the house, agreeing that touch ups are
required; complete repainting will be required next year. Commission commented
that it was their understanding that our responsibility extended to the one-time
painting only.
---Manager Richard updated the Commission on the developer's plans for the parcel
in Lyon Township.
---Public Communications Officer Jan Pung announced that tickets were available
to those commissioners who wished to attend the Builders Home, Flower and Furni-
ture Show at Cobo Hall from March 17 - 25.
The next meeting will be held in conjunction with the Commission/staff retreat
on Friday, April 6 at the Thomas Edison Inn in Port Huron.
The meeting was adjourned at 10:45 a.m.

The Public Hearing for the grant applications was called to order at 9:13 a.m.
by Chairman Wint in the commission room of the Parks and Recreation Commission's

Chief of Design Joe Figa noted that the Department of Natural Resources notified
staff that the deadline to submit applications to request matching Land and Water
Conservation, Natural Resources Trust, and Recreation Bond funds is April 1. This
is the first required review.
A public hearing is also a requirement of the DNR to qualify for funds. Notice
of the hearing was advertised in several area newspapers.
The projects staff selected are as follows:

the construction of a new maintenance building at White Lake Oaks, plus
repairs to the existing maintenance building, to the low bidder, Usztan
Construction, in the amount of $121,000 for the base bid, plus alter-
nates #2, 5 and 6, to add a new roof on the existing building, replace
a concrete slab on the existing building, and add skylights to the new
building. The total contract amount will be $135,900, plu's a 5% con-
tingency of $6,795, for a total budgeted amount of $142,695.

NEW BUSINESS:
Commissioner Tomboulian informed the Commission that she had been approached by
a family in Bloomfield Township about the possibility of a donation of a parcel

that includes a home and botanical garden, along with an endowment fund for the
property's upkeep, to the Oakland County Parks and Recreation Commission. The
one stipulation on the acceptance of this gift would be that the property must
remain as is.
The location of the property is easily accessible, but could be a problem because
of its location in the middle of a residential area; limitations may have to be
made on the number of people visiting the garden in one day.
Commission expressed concern about accepting a gift that might be too restrictive
to the public.
Staff will meet with the family and review the property. Zoning clarification
will also be received in order to update the Commission and to make a recommenda-
tion.
The next meeting will be Wednesday, April 18, at 9 a.m.
The meeting was adjourned at 9:55 a.m.

We have received from Bush Brothers, the contractor who has the open contract
for the County, the following prices for three concrete projects we need to accomplish
this spring.
Red Oaks Wave Pool
Pour 164 sq. yds. of 4" concrete to replace existing asphalt that
had deteriorated.
This asphalt was part of the carpeted area around the pool.

Replace 16 sq. yds. of 6" concrete sidewalk.
Replace 59 sq. yds. of 4" concrete sidewalk.

1982 and never completed. Madison Heights has requested that the owners

repair and curb replacement is our responsibility.

This equipment is used throughout the parks system for loading
and hauling topsoil, sand, gravel, scrap building materials, etc.
The front end loader is a replacement for a used 1979 International
loader purchased 11 years ago. Purchase price for the used unit at
that time was $28,000.
Staff at Technical Support test operated and compared the Case
and John Deere loaders. The John Deere has a number of features pre-
ferred over the Case, including a heavy-duty alternator system, no spin
front differential, shorter turning radius, standard tie down brackets,
grease fittings on all pins and bushings at pivot point, and less fuel
consumption. Also, the warranty on the John Deere is a full 24 months
for the power train, while the Case is 24 months on the engine only.
Therefore, staff recommends purchasing the John Deere 444E front
end loader from Calvert Sales in the amount of $53,761.
There was $50,000 budgeted in the 1990 Operating Equipment Budget
for this purchase; the balance of $3,761 will come from the Operating
Equipment Contingency.

PARK/GOLF COURSES
Bids were received for asphalting for Springfield Oaks parking
lot, the Independence Oaks entry road and shelter paths, and Glen Oaks
and Springfield Oaks cart paths.
1. Independence Oaks consists of 70,000 sq. ft. of entry
road paving in the base bid, with Alternate #1 for 6,250
sq. ft. of shelter path paving and Alternate #2 for 807 ft.
of concrete curbing around entry and island.
2. Springfield Oaks parking lot base bid consists of
expansion of existing parking lot and repairs as a
result of lighting installation. Alternates 1, 2 and
3 are for paving of additional new parking areas and
curbing.
3. Springfield Oaks consists of 8,000 sq. ft. of cart
paths.
4. Glen Oaks consists of 12,000 sq. ft. of cart paths.
Staff will be reviewing bids and presenting a recommendation at
the Commission meeting.

MANAGER'S REPORT
---Attached is a letter from the Oakland County Department of Public Works, Water
and Sewer Operations Division, requesting an update on our discharge permit for
the Addison Oaks wastewater treatment operations. As you know, we are presently
working on upgrading our system as a result of the addition at the Conference
Center. It seems that we are eight months ahead of schedule for something that
was going to be mandatory from the department anyway. Will keep you informed
as more information comes in.
---Attached is the 1988-89 auction update you requested on Parks and Recreation
equipment that has been auctioned off in the last two years. Will answer any
questions you may have.
---Attached is a letter we received from the Waterford Township Parks and Recre-
ation Board endorsing our millage. Thought you would be interested in seeing
their response.
---On Thursday, May 24, 1990, Lew Wint and I will be making a presentation on
the Oakland County Parks and the upcoming millage issues to the Oakland County
Board of Commissioners. This presentation is scheduled for 9:30 a.m. in the Com-
missioner's auditorium.
I wanted to make you aware of this presentation and welcome you to join us if
your schedule permits.
---On April 20, the WJR Jimmy Launce Show will be broadcast live from the Inde-
pendence Oaks Nature Center. You are all invited to attend the show, which is
scheduled from 10 a.m. to noon. The Parks will have two segments on the show,
if you have a chance to catch it.
---Per your request, we are tentatively scheduling the next Commission meeting
on Wednesday, May 2, at the Addison Oaks Conference Center starting at 3 p.m.
The meeting will be in conjunction with our annual park tour of the facility and
is scheduled at that time for Commissioners' convenience in order to attend the
Foundation's annual dinner that evening. Please check your calendar for problems
with that date so we can come up with a consensus for the meeting.

The Water & Sewage Operations Division of the Oakland County Department of
Public Works has operated and maintained your wastewater treatment plant
(WWTP) since 1975. Recently, we have come under increased pressure
regarding the county's liability to have all WWTP's that we operate and
maintain licensed under State of Michigan law with a current Groundwater
Discharge Permit issued through the Michigan Department of Natural
Resources by the Water Resources Commission.
I assume you have been contacted by the appropriate state agency, either
the Michigan Department of Public Health or the Michigan Department of
Natural Resources, regarding obtaining a groundwater discharge permit for
this facility. If not, information can be obtained through Mr. Scott Ross
at the Groundwater Quality Permits Section of the MDNR at phone
517/373-8147.
I request that you update us on the status of obtaining a groundwater
discharge permit for the Addison Oaks County Park WWTP.
