ACTIVITIES REPORT:
Moved by Mrs. Fox, supported by Mrs. Tomboulian to accept the Activities
Report for December, 1989.

MILLAGE SLIDE PRESENTATION:
Staff presented the finalized version of the millage slide presentation.
Commission made a few final suggestions and commended staff on the presentation.
POLLY ANN TRAIL:
Oxford Township Parks Director Mark Brochu and Orion Township Parks Director Mark
Vagi reviewed their efforts to obtain the Grand Trunk Western abandoned railroad
right-of-way in the area for use as a non -motorized trailway system.
This project, known as the Polly Ann Trail, has received the support of the Michi-
gan Department of Natural Resources plus that of the local communities, except
Addison Township.
Supporters of the project are working towards a goal of having the state acquire
the right-of-way; however, there is currently a hindrance in the acquisition be-
cause of a dispute over the title to the land.
Larry Falardeau, Associate Planner from the Oakland County Planning Division,
reviewed the development of the county, noting the major roadways, recreational
rivers, high population centers, railroads, and park lands, and how they relate
geographically. Possible future links with local bike safety paths, the Paint
Creek Trail, parks, and local facilities were also discussed.
Staff recommended the Commission adopt a resolution reflecting their support of
the State's efforts to acquire this right-of-way for use as a part of the State's
trailway system.
Moved by Mr. G. Kuhn, supported by Mrs. Tomboulian to approve the fol-
lowing resolution in support of the State's efforts to acquire the Grand
Trunk Western right-of-way for use as a part of the state trailway system
for walking, jogging, hiking and bicycling:
WHEREAS, the Oakland County Parks and Recreation Commission sup-
ports the acquisition and development of quality recreation facilities
for the citizens of Oakland county, including facilities for walking,
jogging, hiking, and bicycling; and
WHEREAS, the Grand Trunk Western (GTW) Railroad has offered to
sell its abandoned railroad right of way known variously as the Cass
City Subdivision and the Polly Ann Trail to the State of Michigan; from
Indianwood Road in Orion Township north through Oxford and Addison Town-
ships, as well as the Villages of Oxford and Leonard, further north
through Lapeer County to Imlay City and Kings Mill; and

WHEREAS, the communities of Oxford Township, Oxford Village, Orion
Township, Rochester Hills, and Rochester publicly support the State
acquisition of the right of way for development as a regional trailway
using earmarked state funds; and
WHEREAS, the Michigan Department of Natural Resources has taken
the first steps toward acquiring the right of way to benefit all of
the communities and residents of Southeastern Michigan by making it
a part of the state trailways system; and
WHEREAS, the Oakland County Parks and Recreation Commission wishes
to add its support to the state acquisition of this right of way and
to the concept of a linkage between the northern end of the Paint Creek
Trailway and the proposed Polly Ann Trail using publicly and privately
owned property; and
WHEREAS, the Oakland County Parks and Recreation Commission recog-
nizes that this will help in linking the parks system to this trail
system for the residents of Oakland County.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission does adopt this resolution of support of the State's
efforts to acquire the Grand Trunk Western right of way for use as a
part of the State Trailway System; and
BE IT FURTHER RESOLVED that the Oakland County Parks and Recreation
Commission does urge the Michigan Department of Natural Resources and
the State Legislature to act expeditiously in the acquisition of the
proposed Polly Ann Trail; and
BE IT FURTHER RESOLVED that copies of this resolution be transmitted
to the director of the Department of Natural Resources; and to our state
senators and state representatives, as an indication of the Oakland
County Parks and Recreation Commission's support of this state project.

TRAVELING MUSIC SHOW PROPOSAL - MOBILE RECREATION:
As directed by the Commission at the January 3 meeting, staff met with Dan Yessian
Music and Entertainment.
The proposal for the traveling music show includes a 40-45 minute soundtrack ar-
ranged and recorded; writing a script; working with the vocal and choreographic
arrangements and casting; plus creating an original Oakland County Parks and Rec-
reation Commission song.

1990 Motions - Administration
January 3,
Moved by Mrs. Tomboulian, supported by Mr. Korzon to authorize staff
to proceed with the submittal of the Commission's ten-year, 1/4
mill renewal request for approval by the Planning and Building Committee,
with subsequent approval by the Finance Committee and the Oakland
County Board of Commissioners.
Motion carried.
Moved by Mrs. Fox, supported by Mr. Korzon to authorize the Chairman
of the Oakland County Parks and Recreation Commission to sign the
Government letter of Intent with the Nature Conservancy to negotiate
for the property in Lyon Township.

January 17,
Moved by Mr. G. Kuhn, supported by Mrs. Tomboulian to approve the
following resolution in support of the State's efforts to acquire
the Grand Trunk Western right-of-way for use as a part of the state
trailway system for walking, jogging, hiking and bicycling: SEE

work with the appropriate Board committees for approval of the Parks'
security contract with the oakland County Sheriff's Department for
1990 and 1991, for final signature by the Oakland County Parks and
Recreation Commission.

1990 Motions - Golf Courses
January 3,
Moved by Mr. R. Kuhn, supported by mrs. tomboulain to award the
contract for the dredging of ten existing ponds on the golf courses
at Red Oaks, Springfield Oaks and White Lake Oaks to the low bidder,
Purves Excavating, in the amount of $35,000.00.
1990 Motions - Groveland Oaks
February 7
Moved by Mr. G. Kuhn, supported by Mrs. Tomboulian to award the
contract for the removal of gas pumps, plus purchase and installation
of rebuilt gas pumps, at Groveland Oaks to the low bidder, Fueling
Systems, Inc., in the amount of $5,940.00

of a John Deere 2155 tractor/loader for Groveland Oaks from the

1990 Motions - Waterford Oaks
February 7,

contract to lay masonry block for the restroom/concession building
at the Waterfor Oaks BMX Track to the low bidder, Moscovic Building
Company, in the amount of $5,400.

of the existing front exterior doors and frames at the Waterford
Oaks Activities Center, plus purchase and installation of four new
doors and frames, from Gamalski Building Specialties in the amount
of $4,950.00.

January 3,

the Mobile Recreation music production until the January 17, 1990 meeting.

January 17,
Moved by Mr. Korzon, supported by Mr. Lewis to approve the proposal
for Dan Yessian Music and Entertainment to produce the traveling
music show for Mobile Recreation in the amount of $14,00. It is
further understood that the vendor will not promote the original
song created for this production as an "Oakland County Parks" song,
but as part of the Parks' production.

The original song will be an integral part of the production for that specific
purpose. The cost to produce the song is included in the proposal's total amount
of $14,000.
If we like the song, the Commission will have the option to continue using it
after the music show. The cost to use the song at that time will be either $3,800
to buy it or monthly royalty fees ranging from $50 to $200.
Staff recommended approving the proposal for the production in the amount of $14,000
and deferring a decision on the song for a year to see how it will be used.
The Commission voiced its concern about the original song being misconstrued as
the "Oakland County Parks" song. If we wish to continue with the idea of an "Oak-
land County Parks" song, Commission directed staff to invite other artists to
participate in its creation.
Staff will have Corporation Counsel review the contract for approval.

Chief of Design and Development Joe Figa distributed and reviewed a list of the
capital improvement projects in progress and/or completed for the last year.

GRANT UPDATE:
Manager Richard noted that all three of the Commission's grant applications to
the Michigan Natural Resources Trust Fund have been recommended for funding by
the Trust Fund board. He commended Kerry Kammer for his efforts on the Commis-
sion's behalf in getting all three of the applications on the priority list for
funding.

Session.

WATERFORD OAKS LAND ACQUISITION:
Moved by Mrs. Fox, supported by Mrs. Tomboulian to authorize staff to
make purchase offers on properties for sale adjacent to Waterford Oaks
through Corporation Counsel, with approval by the Oakland County Parks
and Recreation Commission and final approval by the Oakland County Board
of Commissioners.
Staff would include a contingency clause on any offer noting Commission approval
must be received before offer becomes final. If necessary, the Chairman will
call a special meeting to review any offers.
Also, staff will inform the Planning and Building Committee of the Commission's
intent to offer to purchase these properties when they become available.

the restroom/concession building at the Waterford Oaks BMX track,
Purchasing requested bids for a contractor to lay block.

Purchasing awarded the contract to the low bidder, Moscovic Building
Company, in the amount of $5,400.00. Staff requests Commission's
approval for this expenditure. Funds are allocated in the Capital
Improvement budget for this project.

EXTERIOR DOORS
WATERFORD OAKS ACTIVITIES CENTER
Staff is requesting permission to purchase replacement doors for
the front exterior doors at the Waterford Oaks Activities Center.
The present doors are over 20 years old. The hardware is worn
and ill-fitting, with replacement parts being unavailable.
These replacement doors fall under Purchasing's blanket order to
Gamalski Building Specialties. Price includes removal of existing doors
and frames, plus purchase and installation of four new doors and frames.
(See attached order form.)
The total amount of this purchase if $4,950.00. This project has
been budgeted for in the Building Maintenance line item of Waterford
Oaks'Operating Budget.

The existing hand -pump style gas pumps at Groveland Oaks are over
15 years old and are deteriorating in serviceability. Also, current
safety and environmental standards are not being met by the existing
units.
Bids were received for a contract to remove the existing fuel equip-
ment and replace it with used (rebuilt) electric gas pumps.

JOHN DEERE 2155 TRACTOR
GROVELAND OAKS
A new tractor/loader is being requested at Groveland Oaks as a
replacement for a 1967 tractor/loader that has provided nearly 23 years
of service. The original purchase price of the existing tractor was
$3,000; we expect it will bring between $2,000 and $2,500 at the spring
county auction.
The new tractor will perform general maintenance functions such as
road grading, grounds maintenance, plus assisting with capital improve-
ment projects. This tractor will also be a back-up for beach maintenance
and can be used as a back-up for the mowing operation.

ADDISON OAKS
Replacement of picnic table boards is an annual and continual main-

MOBILE RECREATION UNIFORMS
As part of the Awareness Program to provide a new, fresh and ex-
citing look for this summer, staff is requesting the purchase of tyvek
graphic jackets. These will be primarily for Mobile Recreation and
Special Event staff. There will be a sample jacket and pictures avail-
able at the meeting.
The manufacturer of this jacket, Graphic Jackets, had an exhibit
at the National Recreation and Park Association Congress held in San
Antonio. To the best of our knowledge, they are currently the only
company making this type of jacket; however, Purchasing has bid it out
to see if there are others. These bids are due back February 7.
In the meantime, staff is requesting permission to purchase the
minimum order of 300 jackets. Price from Graphic Jackets of Portland,
Oregon is $15.43 each, plus a $120 logo set-up fee for all 300. This
would total $4,749.00.
If another source is found for an identical jacket at a lesser
fee, Purchasing will then award the bid to that company.
The urgency to purchase is because it will take two months to ac-
quire the knit for the collar, cuffs, and waistband in our required
color. Therefore, the order must be placed immediately to assure a
May 1 delivery.
Funds for this purchase are included in the Uniform line item ac-
counts.

LAND ACQUISITION
WATERFORD OAKS
In working with Pat Campbell from Corporation Counsel's Real Estate
Division, staff has made a bona fide offer of $66,500 for the home on
Watkins Lake Road. The owner has accepted the offer, for which staff
feels comfortable going through the appraisal process.
We are requesting Commission approval of this purchase, for referral
to the Planning and Building Committee, and subject to final approval
by the Oakland County Board of Commissioiners.
Pat Campbell will be at the meeting to answer any questions you
may have.

BIATHLON SPECIAL EVENT
ADDISON OAKS
Park staff has been contacted by Lew Kidder and Karen McKeachie,
local race organizers, to host a biathlon event this summer at Addison
Oaks.
The biathlon event would include: 1) a two -and -one-half mile run;
2) a ten mile mountain bike ride, and 3) finish with another two -and -
one -half mile run.
The date requested for this event is Sunday, July 15. The event
will take place beginning at 7 a.m. and will be completed no later than
10:30 a.m.
Park staff has contacted Oak Management and Addison Oaks staff
regarding any potential conflicts with schedules, day use and weddings,
and no conflicts are anticipated.
The event is sponsored by Coors Light and is expected to attract
approximately 500 participants. The Coors Light name is low profile;
this is essentially an adult event, and there can be no alcohol involved
in the event at the Commission's discretion.
Staff will negotiate a fee for park and equipment use as needed
by the promoter. Staff recommends Commission approval to host this
event.
A letter from Mr. Kidder and Miss McKeachie is attached for your

Our company has reached an agreement with the Coors Brewing Company
to produce a new event in the southeast Michigan metropolitan area. On
Tuesday, January 29, my wife and I met with Dan Stencil and Sue Wells for
preliminary discussions on this matter. Dan and Sue suggested I write
directly to you with the relevant information.
I. National Series. The event will be one of 12 races in the new
Coors Light Fat Tire Biathlon Series. The first 11 races will be
called "regionals" and are scheduled near various major csities from
mid -May through early September. The 12th race is the
championship and will be held in Vail, Colorado on September 23.
Formal announcement of the series is scheduled for early February.
U. Proposed Southeast Michigan Regional.
A. late: Sunday, July 15, 1990
B. Place: Addison Oaks Park
C. Format: Run -Bike -Run biathlon. The athletes begin by running
2.5-3.0 miles. Once finished with that initial run, they grab their
mountain bikes. (ATBs) and ride a 10-12 mile course on trails.
Once finished with the bike portion, they then repeat the first run
of 2.5-3.0 miles. The clock runs continuously.
D. Number of Athletes Expected. We expect a minimum of 500
in the first year, though 750-800 would not be a surprise.

E. Number of Cars Expected. This type of event does not draw a
significant number of spectators, other than those who come with
the competitors. Therefore, expect 400-700 cars on race day.
F. Times for Park Use.
1. Saturday, July 14. Course marking and facility
construction. Should not interfere with other types of
park use.
2. Sunday, July 15.
5 a.m. park opens to race participants
7 a.m. race start
9:30 a.m. last competitor off the course
11:00 a.m. most competitors have left park
12:00 p.m. all cleanup finished
G. Sponsors.
1. Title Sponsor. Coors Light will provide most of the
funding necessary to produce the race. Their name will
be on just about everything, including race numbers,
finish tape, site banners, t-shirts, etc.
NOTE: Contrary to what I told Dan and Sue, Coors Light wants the
right to serve product (Coors Light beer) during the post -race
festivities. They understand the concerns of your agency, however,
and are willing to abide by such restrictions as .you might think wise.
Examples of such restrictions might include confining the product to, a
defined (and fenced) area and designing careful controls to make sure
no minors are served -and no adults drink excessively.
2. Local Sponsors. My company will be given the right to
sell local sponsors. I have already discussed this matter
with the Kinetic Systems bike shop in Clarkston and they
are eager to get involved.
H. Event Details. We were extraordinarily pleased with the open
and friendly reception we received from your department. We
anticipate being able to establish a very effective working
relationship with Dan, Sue, Frank and Beverly and to easily
resolve questions of course design, facility location and the like.

III. Potential. In 1988, Coors Light established a national road bike
biathlon series. This year, that series will have 16 races, 20,000 total
competitors, a $100,000 prize pool, national T.V. for the
championship, and the respect of the entire sport. I would expect
this series to have a similar record and the southeast Michigan
regional to become an important part of it.
IV. TT Sports Marketing. Principals are Lew Kidder, Karen McKeachie
and Bill Zolkowski, who also publish a national magazine called
Triathlon Today. TTSM produces three other southeast Michigan
events:
1. Great Lakes Triathlon Championship. 1-mile swim, 26-
mile bike, 6-mile run, held in Pinckney State Recreation Area,
20 miles northwest of Ann Arbor. Fifth annual is scheduled for
June 3, 1990. 700 athletes attend.
2. Tri-Kids Triathlon for Youth. Short course triathlon for
kids aged 7-14. Third annual scheduled for August 26 in Ann
Arbor. 125 kids attend.
3. Silver Gallup Relay Event. Seven -person relay event that
begins 20 miles northwest of Ann Arbor and finishes
downtown. Second annual event is scheduled for September 8.
Expect 150 teams, 1,050 individuals in 1990.

LIFETIME VEHICLE PASS PROPOSAL
At the direction of the Commission, the parks operation staff has discussed
the concept of a lifetime annual motor vehicle pass for our day use parks opera-
tion.
The following is a summary of the current proposal for consideration:
GENERAL
The lifetime annual motor vehicle pass for entrance at the day use parks
would include the issuance of our existing annual motor vehicle passes to the
lifetime pass holders on an annual basis (January 1) distributed by mail through
our administrative offices.
PRICE/PROGRAM
Initially, the parks operation staff considered $150 for such a pass, based
upon our assumption that this pass would only be available to Oakland County resi-
dents. The current motor vehicle fee of $16 would mean that individuals would
have to make a ten-year commitment to our park system in order for the pass to
yield even the modest savings of $10.
Considering this first example, we next considered a $50 fee, which would
mean that a lifetime pass holder would realize a savings on his or her investment
after only three years.
SUMMARY
From a realistic point of view, most individuals, which would include families,
young professionals and senior citizens, would probably not be inclined to make
a ten-year commitment due to changing employment, lifestyles and health.
Staff's opinion is that a fee structure of $60 - $75 with a four to five
year pay back may entice purchase of such a pass. Anticipated sales of these
passes are projected as being very light.
Non-residents would not be eligible for this benefit.

PARK SECURITY CONTRACT
Attached is a copy of the proposed park security contract that
is being presented to the committees for the County Commissioners.
Staff has worked to put this together with the Oakland County
Sheriff's Department and feels it fits all of our needs for 1990 and
1991. Approximate savings would be $120,000 the first year.

AGREEMENT FOR LAW ENFORCEMENT SERVICES
THIS AGREEMENT made and entered into this 1st tray of March, 1990 by and between
the Oakland County Sheriff, hereinafter referred to as "SHERIFF," and the Oakland County
Parks and Recreation Commission, hereinafter referred to as "PARKS AND RECREATION".
WITNESSETH:
WHEREAS, Parks and Recreation is desirous of contracting with the Sheriff for the
performance of Park Patrol functions within Its County Parks system; and
WHEREAS, the Sheriff is agreeable to rendering such services on the terms and
conditions as hereinafter set forth;
NOW THEREFORE, IT I5 AGREED AS FOLLOWS:
1. The Sheriff agrees to provide police protection within the jurisdiction of Parks
System, including all private roads, said protection to consist of the enforcement of State
statutes and Parks ordinances, including the writing of tickets therefore; for the purpose of
performing such functions, the Sheriff shall furnish and supply one (1) Deputy It, two (2)
Deputy I's and fifteen (15) Part -Time Non -Eligible Park Deputies, equipment,
communication facilities and other necessary supplies needed In order to perform such
services, including all insurances, liability insurance and other protection or benefits of
whatever nature. Notwithstanding anything heretofore contained, it is agreed that in all
instances where special supplies, such as stationery, notices, forms, appearance tickets, and
the like needed to be executed in the name of Parks and Recreation shall be required, they
shall be supplie.d by Parks and Recreation at its cost and expense. The Sheriff agrees to hold
Parks and Recreation harmless and defend it against any suit, claim, cause of action, etc.,
as the result of any act, and/or omission to act, on the part of the Sheriff or its deputies,
and/or agents while such patrol officer employees and/or agents are under the control of the
Oakland County Sheriff or his designated representative.
2. The standards of performance, the discipline of the deputies and other matters
incident to the performance of such services and the control of the deputies so assigned to
provide such service shall remain in the Sheriff's Department; however, the standards of

performance shall not be lower than that furnished another jurisdiction in Oakland County,
nor shall the caliber and the ability of the deputies supplied by lower than that furnished
other jurisdictions in Oakland County.
3. Parks and Recreation shall not be required to assume any liability for the direct
payment of salaries, wages or other compensation to the County for any Sheriff's
Department personnel performing the services set forth in this document except as herein
otherwise specified.
4. The law enforcement service to be provided by the Sheriff shall consist of
furnishing one (1) Deputy II, two (2) Deputy I's, and fifteen (15) Fart -Time Non-Ellgible Park
Deputies. Training time shall be considered as Law Enforcement Service. The
commencement time of the shift is to be determined by the usual shift starting and ending
time established by the Oakland County Sheriff's Department. Law Enforcement Services
beyond the scope of this contract are available upon request by Parks and Recreation to be
paid for at the established overtime rate or by Part -Time Non -Eligible Park Deputies.
5. Parks and Recreation agrees to pay for such law enforcement service at the
established rate consistent with the attached payment schedule, such sum to be paid
monthly. Billing shall Commence on the date the deputies are assigned to Parks and
Recreation. Fractional months services will be prorated on a work day basis for the month
involved.
6. The Sheriff shall not be required to fill-in for any time said officer is not present
due to annual leave, sick leave, personal leave or any other authorized leave time granted
unless requested by Parks and Recreation to be paid for at the established overtime rate or
by Part -Time Non -Eligible Park Deputies.
7. This twenty-two (22) month agreement shall be effective March 1, 1994 and shall
terminate December 31, 1991 provided that said agreement may be renewed for mutually
agreed contract periods thereafter by Parks and Recreation, at rates established by the
County, by giving its intentions to renew said agreement in wrlting to the Sheriff at least 45
days prior to the expiration date. Said notice is to be sent to the Oakland County Executive
and the Oakland County Sheriff, and be it provided further that either party hereto may
elect not to renew same by giving written notice thereof to the opposite party at least 45
days prior to the expiration date.

MILLAGE UPDATE
At the January 30 Planning and Building Committee meeting, Chairman
Wint made a presentation on the Parks Commission's millage renewal request.
The Committee unanimously passed a resolution to refer the ten-year
millage renewal request being placed on the August 7 ballot to the Board
of Commissioners at their meeting on February 8 at 9:30 a.m.
Staff does not anticipate any problems with the Board approving
the question being placed on the ballot.
You are welcome to join staff in attending the meeting on the 8th.

Fund (MNRTF) Board of Trustees has placed the above -referenced projects on its
final list of recommended grant proposals.
The MNRTF Board will be submitting its list of recommended proposals to the
Legislature. A bill to provide Legislative approval of the list and an
appropriation of Trust Fund dollars to acquire and develop the land is expected
to be introduced within the next two months. You will be notified as soon as
the bill is introduced.
Historically, the bill which appropriates the Trust Fund dollars is not passed
by the Legislature and signed into law by the Governor until the fall of each
year. I expect this year to be no different. Therefore, you can expect funds
to be available around October, 1990.
I would like to take this opportunity to say thank you for taking an interest in
the MNRTF Program. I am very happy that your proposals are included in the
Board's recommendations to the Legislature.
