MILLAGE RENEWAL
The current parks operating millage was approved August 7, 1984, by
52.9% of the voters; a copy of the election results for the previous elections
are attached.
The question, as it appeared on the ballot, was for five years, to be
effective from 1987 to 1991. This provides funds for operation through 12/31/91.
(A copy of the official proposal is attached.)
In order to place the planned ten year, one quarter mill renewal request
on the ballot for the August 7 Primary Election of 1990, a request must first
be submitted to the Oakland County Board of Commissioners to gain their approval.
The approval must then be certified to the County Clerk at least 49 days
prior to the primary election (no later than June 19, 1990).
Consequently, staff recommends that the Commission submit its millage
renewal request to the Board of Commissioners for its approval to be placed
on the ballot for August 7, 1990.
If staff's recommendation meets your approval, a request will be forwarded
immediately to the Planning and Building Committee for subsequent referral
to the Finance Committee and then to the Board of Commissioners for final
approval no later than February.
As the Commission is aware, the one quarter mill is essential to the
continued operations of our park system. The Commission track record over
the years justifies the general support of the taxpayers based upon five
successful millage campaigns. The people of Oakland County have come to
expect quality parks, and we can only guarantee them by their support of
the parks millage.

Dredging permits from the Department of Natural Resources were
applied for in October.
Pending DNR approval, staff recommends awarding the contract to
the low bidder, Purves Excavating, in the amount of $35,000.00.
Staff has contacted Purves Excavating, who feels comfortable with
their bid.
There is $34,000.00 in the Capital Improvement Budget for this
project; the $1,000.00 balance will come from the 1990 capital improve-
ment contingency.

Dan Yessian Music & Entertainment proposes to produce the Oakland County —
Parks & Recreation Mobile Unit Show for the Summer of 1990. Such
production would be a top-quality professional show executed by two
experienced professionals in the fields of music and theatre.

MANAGER'S REPORT
---The Oakland County Sheriff's Department and the Parks have worked out the first
month's coverage for park security; we expect to have the season's commitment
for the park system worked out by the middle of January. Staff will be available
to answer any questions you may have.
---Addison Oaks Lagoon System: Staff is working with the State Health Department
to ensure that timely opening of the addition in March will be accomplished without
any interruption in service to the guests at Addison Oaks. The State is reviewing
our application and will be requesting final okay from the Water Resource Commission
at their March meeting. We will then proceed to renovate the lagoon system under
the guidelines as outlined by the State.
---On January 18, from 9-10:30 a.m., staff is hosting a meeting with all the groups
that helped us plan Orion Oaks to give them an update and present to them the
slide presentation. The meeting will be at Waterford Oaks Park and will be a
kick-off of our group support for Orion Oaks and the millage.
---Orion Oaks: Staff has made two presentations to Orion Township in conjunction
with the Orion Oaks Park wetlands plan. All concerns have been addressed and
seem to have been worked out; we are now waiting for approval.
---With the great snow conditions this past week, the parks have had a five-year
high in attendance for use of the park facilities for cross-country skiing, ice
skating and ice fishing --a good way to start off 1990.
---It gives us great satisfaction to announce to you that John Sowels, Parks Main-
tenance Supervisor for the Technical Support section, has been selected to receive
the Michigan Recreation and Park Association's Maintenance Leadership Award.
A copy of the nomination letter is attached.
There is little opportunity to recognize excellent work performance for main-
tenance personnel at a state level. That makes this a most prestigious award
for leadership excellence.
As presented in the attached information, John Sowels is a positive role
model for his section. His employees' excellent work performances have also been
a contributing factor toward this award. It is a great honor to John and his
employees, and of substantial significance to the Commission.
John will be receiving his award at the Awards Banquet being held on February
6 during the MRPA Winter Conference in Dearborn. John, his family, and staff
have been invited to attend.
I would like to thank Jon Kipke for nominating John Sowels for this award.
---Another change is being considered for P.A. 261, under which the parks commis-
sion was created. The change, under H.B. 5309, is regarding the chairperson of
the planning commission, or another person designated by the county planning com-
mission. Since Oakland County no longer has a planning commission, this change
will not affect the Parks Commission. A copy of the proposed bill is attached.

It is with great pride that I nominate John Sowels for the MRPA Maintenance
Leadership Award.
John Sowels has been an employee of the Oakland County Parks and Recreation
Commission for the past 13 years, starting in 1976 as a C.E.T.A. Title X Laborer.
Through his enthusiasm, hard work, and personal dedication to learning, he has
progressed to the level of Parks Maintenance Supervisor.
Through his own efforts, John has attended the following educational and
training programs:
Electrician II Class through Charles Stewart Mott Community College
Management Skills for Supervision through Michigan State Graduate School
of Business
Supervisory Management through Dun & Bradstreet Business Education
Basic Supervision through Michigan State Graduate School of Business
Project Management Seminar through Michigan State University
Various heating and cooling classes through Oakland Community College
John's dedication to his job responsibilities and this parks system are re-
flected in his constant availability at park facilities on weekends, holidays,
and evenings, making repairs or assisting at special events. This is done without
additional compensation or overtime pay.
John's interest in building the Independence Oaks Nature Center's Cohn Amphi-
theater went beyond his work responsibilities. He organized a volunteer work
crew to assist with the construction of the Oakland Parks Foundation project.
This involved soliciting workers, food, equipment, and supervising the day's ac-
tivities for 40 persons.
For the past three years, John has personally organized and solicited vendor
support for the all -department Christmas party. In the past, each facility held
its own party, but through John's interest, enthusiasm, and encouragement, this
department now has a very successful all -employee gathering.

John is involved in and dedicated to employee training. For the past two
years, during the winter months, he developed and personally instructed six one -
day, in-house workshops on electrical wiring, carpentry, and plumbing. He has
also encouraged staff members to provide workshops on equipment repair and proper
.safety and operation of equipment.
As a final note to a continuing list of his "extra interests," John volunteers
his services to stand by each evening at the weeklong 4-H Fair to operate heavy
equipment or make emergency repairs to make sure the "show goes on."
John is the kind of mechanical genius and dedicated employee every department
manager dreams of. If a difficult maintenance challenge arises, "Have John Sowels
do it."

During the budget session with Technical Support today, we re-
viewed a request by Mr. Manifold that you be reclassified to a higher
classification because of your outstanding contribution to the Parks
and Recreation Commission. It may take quite a while to reclassify
you, if it can be done at all.
I would like to take this opportunity to express my most sincere
appreciation for the work that you are doing. It has been quite
apparent to me that you.are very work oriented and you have a very
good work ethic.
Mr. Manifold mentioned that he felt the efficiency with which
the Wave Pool ran this past summer was due mainly to your constant
vigilance and seeing that everything was in order from day to day.
I knew that the Wave Pool ran relatively free of trouble this summer
but I didn't realize most of that was due to your efforts and I want
you to know, again, that Mr. Kipke and I surely appreciate that.
I have no question that you will continue to be a good employee
and I hope that in the near future, we can reward you other than by

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Section 1. Section 1 of Act No. 261 of the Public Acts of

7 chairperson of the county planning commission OR ANOTHER MEMBER
8 ,9 THE,COUNTY PLANNING COMMISSION DESIGNATED BY THE COUNTY PLAN-
9 DING COMMISSION, and 7 members appointed by the county board of
10 commissioners, NOT LESS THAN i and not more than 3 of
11 whom shall be members of the board of commissioners. In a county
12 -which-- THAT does not have a county planning commission, the
13 chairperson of the regional planning commission shall serve on
14 the county parks and recreation commission when IF that person
15 is a resident of that county. When IF the chairperson of the
16 regional planning commission is not a resident of that county,
17 then the board shall, by a 2/3 vote, appoint a member of the
18 regional planning commission who is a r-esident of that county to

20 bers first appointed BY THE COUNTY BOARD OF COMMISSIONERS, 2
21 shall be appointed for a term ending 1 year from the following
