RESOLUTION
POLLY ANN TRAIL
Representatives of the Polly Ann Trail will be presenting their
plans for abandoned railroad rights -of -way in Orion and Oxford Townships.
Larry Falardeau from the County's Planning Division has been working
with the communities and will also be making a presentation.
Staff recommends the Commission approve the attached resolution,
which reflects support for this proposal to the state and for the linking
of the parks to the residents.
Approval of this resolution will not commit the Commission to any
funding obligation.

R E S O L U T I O N
WHEREAS, the Oakland County Parks and Recreation Commission supports the
acquisition and development of quality recreation facilities for the citizens of
Oakland county, including facilities for walking, jogging, hiking, and bicycling;
and
WHEREAS, the Grand Trunk Western (GTW) Railroad has offered to sell its aban-
doned railroad right of way known variously as the Cass City Subdivision and the
Polly Ann Trail to the State of Michigan; from Indianwood Road in Orion Township
north through Oxford and Addison Townships as well as the Villages of Oxford and
Leonard, further north through Lapeer County to Imlay City and Kings Mill; and
WHEREAS, the communities of Oxford Township, Oxford Village, Orion Township,
Rochester Hills, and Rochester publicly support the State acquisition of the right
of way for development as a regional trailway using earmarked state funds; and
WHEREAS, the Michigan Department of Natural Resources has taken the first
steps toward acquiring the right of way to benefit all of the communities and
residents of Southeastern Michigan by making it a part of the state trailways
system; and
WHEREAS, the Oakland County Parks and Recreation Commission wishes to add
its support to the state acquisition of this right of way and to the concept of
a linkage between the northern end of the Paint Creek Trailway and the proposed
Polly Ann Trail using publicly and privately owned property; and
WHEREAS, the Oakland County Parks and Recreation Commission recognizes that
this will help in linking the parks system to this trail system for the residents
of Oakland County.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation
Commission does adopt this resolution of support of the State's efforts to acquire
the Grand Trunk Western right of way for use as a part of the State Trailway System;
and
BE IT FURTHER RESOLVED that the Oakland County Parks and Recreation Commission
does urge the Michigan Department of Natural Resources and the State Legislature
to act expeditiously in the acquisition of the proposed Polly Ann Trail; and
BE IT FURTHER RESOLVED that copies of this resolution be transmitted to the
director of the Department of Natural Resources; and to our state senators and
state representatives, as an indication of the Oakland County Parks and Recreation
Commission's support of this state project.

Subject: Mobile Recreation Travelling Music Show Proposal
Pursuant to Oakland County Parks and Recreation Commission's request at the
Wednesday, January 3, 1990 commission meeting, staff contacted and met with
Dan Yessian Music and Entertainment regarding the possibility of producing the
Travelling Music Show, but with the possibility of bidding out the introduction, logo
and song separately from the production development.
Representing Dan Yessian Music and Entertainment were Dan Yessian and Amy
Malaney. Representing Oakland County Parks and Recreation were Frank Trionfi
and Sue Wells. Marilyn Russell from Oakland County Purchasing was also present.
Mr. Yessian made the following remarks:
1. The introductory song should be viewed as part of the production. He
felt that if a song were to be written by another agency it would make
it difficult to maintain the artistic continuity of the production. Being
a part of the production would also ensure the desired quality of music.
2. The introductory song should be written as part of the Travelling Music
production and not for subsequent promotional purposes related to the
production, not to rule out the use of the song outside of the production
for promotional activities.
3. Marilyn Russell indicated that it would take 3-4 months for the song to
be bid out through the Oakland County Purchasing Department. This
does not fall into the time frame we are committed to (June 1 -
August 7).
It is the recommendation of Oakland County Parks and Recreation staff to approve
the $14,000 for production of the Travelling Music Show as proposed by Yessian
Music.

Future use of the song will be determined at a later date.
Fees for the rental of the unit and show will remain the same as in 1989 and are:
$150 for the Show Mobile and $50 for the production.
Attached is a copy of a letter received from Yessian Music.
Included below is a comparison of the production costs for the 1989 Music Show and
the budgeted production for the 1990 Music Show:

S10 PICK-UP
ADDISON OAKS
In the mid-80's our department determined that it was cost effec-
tive to own certain park utility vehicles as opposed to leasing through
Oakland County Central Garage. S-10 pick-ups were determined to be
a versatile vehicle for use by general maintenance staff in performing
building maintenance repairs and general housekeeping.
This purchase will replace a 1984 model.
The County of Oakland, a member of the Southeast Michigan Municipal
Vehicle Purchase Co-op, which includes over 225 municipalities and school
districts, annually solicits a fleet purchase bidding from the 26 dealers
in Southeast Michigan. The 1990 vehicle vendor is Red Holman Pontiac
and GMC of Westland. The bid price for this S-10 pick-up, as specified,
is $8,703.08.
There was $8,000 budgeted in the 1990 Operating Equipment Budget
for this purchase. The balance of $703.08 is available from the Opera-
ting Equipment Contingency for 1990.
Representatives from Purchasing and Parks staff will be available
to answer any questions regarding this purchase.

GRANT UPDATE
On January 10, 1990, Joe Figa and I attended the Michigan Land
Trust Fund hearing on the grants for 1989; and to our satisfaction,
the state is recommending to the legislators and the governor that all
three of our applications be funded, to a total of $1,502,500.
Attached is the information from the Trust Fund Board.
Staff will explain the timing procedure at the meeting.

Subject: Nature Center Volunteers - Recognition for 1989
Along with this memo you will find the 1989 Nature Center volunteer
report. The number of individuals who gave their time and talents to
the Nature Center dropped from 59 people in 1988 to 47 people in 1989.
Even with this drop, the number of hours given dropped only slightly
- from 1,438.5 in 1988 to 1,339.5 in 1989. A great amount of support
for our Halloween Program, along with all of the time given by our Blue-
bird Trail volunteers, resulted in this substantial donation of time.
Volunteers are very important to the operation of the Nature Center
and many of the services we offer. It is my hope, that in accordance
with the Nature Center volunteer recognition policy established and
approved in the spring of 1986, we will once again give some of our
volunteers special recognition through vehicle passes and in some cases,
special momentos. All volunteers, regardless of the number of hours
donated in the past year, are formally thanked in written format on
behalf of the Parks and Recreation Commission and the Nature Center
staff.

1989 MOBILE RECREATION SUMMARY
Under the supervision of Susan M. Wells, Recreation Supervisor, Mobile Recreation
had another successful year. The Oakland County Parks and Recreation
Commission buses, Show Mobiles, Puppet Mobile, Mime Troupe, Skate Mobile, Sport
Mobile, Airsport and Broadway Revue provided recreation to nearly 394,000 people
during 1989. Budgeting wise, per the November 30, 1989 Statement, Mobile
Recreation had expenses of $171,000 which when compared to the number of
individuals we serviced is only $.69 per person.
Oakland County citizens enjoyed 525 unit visits to parks, playgrounds, recreation
departments, libraries and schools, providing exciting experiences for over 376,000
individuals. Two hundred ninety-eight bus runs were made accommodating over
17,000 people. Three hundred forty two children participated in Sports Camp.
The Skate Mobiles, which remains a favorite, provided entertainment for 97 groups.
Twenty-six thousand four hundred and seven children and adults alike, skated along
with the Mobile Recreation staff that had never ending energy. In addition to
these 97 visits, 17 visits were cancelled due to inclement weather.
The action -packed Sport Mobile brought recreation to 16,544 people. The unusually
wet summer caused the cancellation of 10 Sport Mobile visits. Still, 60 groups
remained enthusiastic and enjoyed this mobile unit.
The Airsport accommodated nearly 46,000 people. This unit remains a time
consumer in set up and take down time. This year we purchased a cap for this
trailer so that the airsport can remain in the trailer and won't have to be unloaded
and stored in a sheltered area and the end of each day. Technical Support attached
this cap in a unique manner so staff have an easier time loading and unloading the
Airsport. Staff attended 72 visits this year. Eleven additional visits were
cancelled due to inclement weather.
The Puppet Mobile presented "Sleeping Beauty," "Princess and the Pea,"
"Cinderella," and "The North Wind and the Sun" to over 43,800 children and adults.
Having the four different shows continued to provided a change in pace for those
members of the community who use the Puppet Mobile on a frequent basis. Some
67 performances were made by the Puppet Mobile staff. Ten visits were cancelled
due to the inclement weather.

The Mime Troupe held 67 performances this year. The two -person troupe delighted
some 39,757 people with their "Mime Show" and "Street Miming." We had 14 visits
cancelled due to poor weather.
Between Show Mobile II and III 115 sites were visited, accommodating well over
204,000 people. Inclement weather caused 21 additional cancellations.
It has been slow in coming, but we rented the Bleacher Unit 47 times this year,
only five times in 1988.
Despite the unusually wet summer, Sports Camp proved to be a success. There
were 342 participants in the seven week program. The Oakland Parks Foundation
provided the means for over 70 youngsters to participate. Marie Soma, Sports
Camp Director, prepared a report that follows this Mobile Recreation report.
The Oakland County Parks and Recreation Commission approved $15,000 for the
Community Assistance Program. In past years there have been some problems with
CAP visits having only one or two children at the site. We felt that being free,
communities had no incentive to advertise our being at the site. The $25 fee for
this year's CAP visits proved to be successful in that manner as visits were well
attended. However, the number of CAP visits was drastically down from last year,
only 48 visits were planned and five of those were cancelled due to inclement
weather. A list of organizations and numbers of CAP visits is also included later in
this summary.
Mobile Recreation's Bus Rental program proved to be a great challenge again this
year. Fees for buses were $215 for Youth and Senior Programmed groups and $245
for Adult Programmed groups. Two additional buses were sold at the County
Auction, leaving a fleet of two. One new bus, a 36-passenger handicapped lift bus
was added to the fleet and one additional 44-passenger bus has been approved for
purchase in 1989.
Bus fees for 1990 will be $215 and $250 for Youth/Senior and Adult Programmed
groups respectively.

The present Mobile Recreation policy requires a $50 fee if unit or bus is cancelled
less than one week before the requested date. If a unit is cancelled less than one
week before the requested date due to inclement weather, there is no fee. The
cancellation fee policy will be continued.
During 1989 there were 68 bus cancellations made. A few of these cancellations
were made less than one week prior to the reservation date, therefore they were
assessed the $50 fee.
