STATEMENT OF OPERATIONS, ACTIVITY REPORT:

Operations as of April 30, 1990 and the Activity Report for April, 1990 as
presented.

CAPITAL IMPROVEMENT BUDGET:
Moved by Mr. G. Kuhn, supported by Mr. R. Kuhn to transfer 1989
Surplus funds of $663,805 generated by additional depreciation
credits plus surplus from the 1989 Operating Budget into the 1990 Capital
Improvement Budget to be in accordance with Commission By-laws and the General
Appropriations Act.

AWARD PRESENTATION:
Manager Richard presented an award to the Commission on behalf of the Oakland
Parks Foundation in recognition of The Earth Day Fair on April 20, 1990, celebrating
the 20th Anniversary of Earth Day, which was held at the Independence Oaks Nature
Center.
Sue Wells, Recreation Supervisor, presented the Commission with a Certificate
of Appreciation on behalf of the Beaumont Foundation for donation of the mobile
units for the Great American Duck Race, valued at $1,100.
GLEN OAKS DRAIN AND GOLF IMPROVEMENTS:
Representatives from the City of Farmington Hills and Hubbell, Roth and Clark
presented the proposed drainage project for Glen Oaks to control and contain water
flow through the golf course during a ten year rain cycle. Four issues were raised
and are as follows:
1. Will golfers still be able to cross the creek during this cycle?
2. Prevent and/or reduce the flooding on Fairway #9.
3. Reduce impact of heavy flow from the Oakland County Road
Commission project on the Pebble Creek to reduce erosion.

4. Promote drainage in low area adjacent to #6 Tee in fairway.
Approach to be taken:
1. Will raise the cart paths and install new bridges similar to
existing bridges. Bridges to be a span of 80' with an elevation
of 6' and then tapered back into existing hills.
2. Alleviate flooding problems by raising entire fairway. Will
not interfere with general layout of #9 hole.
3. Create a diversion at the mouth of the drainage way to reduce
impact of flow.
4. Clean existing channel that is clogged with growth so that
area will drain better.
The three bridges will be wooden and Cor-Ten steel and the main bridge in front
of the clubhouse will be a complete wooden structure. Landscaping will be added
to enhance the area around the main bridge at the clubhouse. Additional trees
will also be planted in certain areas. The City of Farmington Hills will absorb
the total cost for this project. All golf course standards will be observed.
Moved by Mr. Olsen, supported by Mrs. Tomboulian that the Parks and Recreation
Commission approve in "concept" the plan as presented by Hubbell, Roth and
Clark, on behalf of the City of Farmington Hills to construct an in -line storm
detention facility within the Glen Oaks Golf Course, thereby authorizing (1)
the preparation of the final construction plans for the detention facility,
in accordance with the approved "concept", and (2) the preparation of an easement
agreement covering the proposed work within the golf course, to be executed
by the Chairman, upon approval of the Parks and Recreation Commission, at
a subsequent meeting. It is noted that the project, to be known as the Pebble
Creek Drain, is to be constructed under the auspices of the Oakland County
Drain Commissioner, in accordance with Chapter 20 of the Drain Code,'being
Public Act No. 40 of 1956.

RESOLUTION:
Moved by Mr. R. Kuhn, supported by Mrs. Tomboulian to approve the
following resolution to declare July as Oakland County Recreation and
Parks month:
Oakland County Recreation and Parks Month
July, 1990
WHEREAS, the Oakland County Parks and Recreation Commission's mission is to
provide all residents of Oakland County with recreational, leisure, and learning
experiences, parks, open spaces, and facilities, resulting in a comprehensive
county park system that enhances quality of life; and
WHEREAS, the Oakland County Parks and Recreation Commission has provided
outstanding recreation for all of the residents of Oakland County for nearly 25
years; and
WHEREAS, the Oakland County Parks offer nine parks and golf courses
throughout Oakland County; and
WHEREAS, the parks system offers recreational opportunities ranging from
camping, boating, golfing, and picnicking to cross - country skiing and ice
fishing; and
WHEREAS, the parks system operates additional facilities including two
unique wave -action swimming pools, the country's first dome -covered driving
range, a nature center, an amphitheater, conference and banquet facilities, a
tennis complex; and
WHEREAS,. there are many outreach programs for communities including mobile
recreation, school visits by parks naturalists, senior citizen events, services
to the disabled; and
WHEREAS, the people of Oakland County have established and approved a
one -quarter mill tax to acquire, preserve and develop parkland since 1966; and
WHEREAS, Michigan Govenor James J. Blanchard has declared the month of July
1990 as Michigan Recreation and Parks month;
NOW, THEREFORE BE IT RESOLVED, that the Oakland County Parks and Recreation
Commission declares July as Oakland County Recreation and Parks month to
recognize the significant role parks and recreation plays in meeting residents'
needs, and in preserving and protecting county and state natural resources.

SUN SHADE
RED OAKS WATERPARK
At the June b Commission meeting, a contract was awarded for the
installation of the sun shade at the Red Oaks Waterpark.
However, in response to concerns voiced on the design, staff modi-
fied the design.
This modification, and the additional costs incurred by this change,
will be discussed at the meeting.
This change has been discussed with Purchasing, who has no problem
amending the original low bid to include the modified design.

PARKING LOT LIGHTING
GLEN OAKS GOLF COURSE
Bids were received for the installation of lighting in the parking
lot at Glen Oaks. A copy of these bids was included in your letter
of June 25, 1990.
This work includes all underground electrical, concrete pedestals,
and the installation of lights in the parking lot of Glen Oaks.
Purchasing and staff have reviewed the bids and recommended award-
ing the contract to the low bidder, McNulty Electrical of Lexington,
in the amount of $18,777.00, plus a 5% contingency of $940.00, for a
total budget amount of $19,717.00.

STARLAB
At the June 6, 1990 Commission meeting, you approved the purchase
of a used Starlab based upon staff evaluation.
After viewing the condition of the used Starlab, the Nature Center
staff is recommending we purchase a new unit instead. The new unit
will come with a one-year warranty and would be purchased from Learning
Technologies Incorporated for $8,000.
This amount is an additional $2,000 over the used Starlab.

MOUNTED PATROL SERVICES
Attached is a request for payment for services in the Parks by
the Mounted Patrol in the sum of $5,500.
At the time of this year's budget work sessions, we were not sure
what the fee for these services would be, and we only budgeted $4,000,
the previously agreed amount.
Staff is recommending Commission approval of the expenditure of
$5,500, with the balance of $1,500 coming from Contingency.

What an exciting week we had here at the Bloomfield Township Public Library! The
O"owns shared their mirth and merriment with several hundred patrons of all ages. Their
magic, skits, face painting and balloon animals captivated all in attendance. Yes, the weather
was also perfect.
The 'Princess and the Yea"performed by three talented puppeteers was enjoyed by all.
their enthusiasm and love of children was obvious to everyone.
We are thrilled to have such fine activities and entertainment available for our

Your public schools... There's no better place 'to learn!
*AWARD PRESENTATION*
The Detroit Chapter of the International Hoo Hoo Club during the past two years
has provided distinguished service to the Commission through the primary
leadership of Terry John and his son, Chris, residents of the Holly area.
Projects Completed:
a. 3,000 seedlings donated and planted at Orion Oaks - Spring, 1989.
b. 2,000 seedlings donated and planted at Independence Oaks - Spring,
1990.
C. 1,000 seedlings donated and distributed at "Earth Day" - 1990.
Through these projects the Hoo Hoo Club has expressed interest in a future
community service project at Orion Oaks - possibly donation.of building materials
and labor for the seasonal villages. Future seedling donations and planting projects
are also envisioned for the parks.
This year, Chris John organized all Hoo Hoo Club activities in the parks for
completion of the B.S.A. Eagle Scout Community Service project requirement.
The Commission and staff are pleased to recognize the Detroit Chapter of
International Hoo Hoo Club and Terry and Chris John for their volunteer efforts.

COMMISSION AGENDA ITEM
TRUCKING CONTRACT FOR WOODCHIPS AND TOP SOIL
FOR THE PARKS
Staff has received a donation of approximately 3,000 yards of woodchips from
Shock Brothers of Warren. Their donation does include the loading of these
woodchips and our cost is the trucking only. The trucking will include
transportation from their Warren yard to' four park locations: Addison, Groveland,
Independence and Orion. The commercial value of this donation could be as high as
$10,000 - $15,000
In addition, approximately 1,000 yards of top soil/fill dirt material has been
excavated from the Technical Support Maintenance Building project and will be
transported to Addison and Orion Oaks through this trucking agreement. Bids are
being taken by Purchasing with the current low bid anticipated to be $57.00 per
hour per truck quoted by Warren Brothers Trucking of Orion Township, a previous
contractor.
The approximate total cost of this trucking contract is $7,000. The monies to be
expended for this contract are available from the individual parks, grounds,
maintenance budget line items.
Conditional approval by the Commission is requested subject to final award of this
contract by Oakland County Purchasing.
