OAKLAND COUNTY PARKS AND RECREATION COMMISSION RETREAT April 5 and 6, 1990 The Retreat was called to order at 3:22 p.m. by Chairman Wint in the Lancaster Room of the Thomas Edison Inn in Port Huron, Michigan. COMMISSION MEMBERS PRESENT: Chairman Lewis Wint, Vice Chairman Jean Fox, Secretary Pecky D. Lewis, Jr., Fred Korzon, George Kuhn, Richard Kuhn, Jr., John Olsen, Alice Tomboulian, Richard Vogt COMMISSION MEMBERS ABSENT: Thomas Law ALSO PRESENT: Parks and Recreation Central Michigan University Intent of the retreat was to be a mission's strengths and weaknesses goals and one-year objectives. Ralph Richard, Manager Jon Kipke, Assistant Manager Joseph Figa, Chief, Design and Development Janet Pung, Public Communications Officer Frank Trionfi, Chief, Admin. Services Mike Thibodeau, Chief of Golf Daniel Stencil, Chief of Parks Roger Coles, Dept. Chairman, P & R Bob Frost, Professor strategic planning process to identify the Com- and to develop a mission statement, along with Identity is important to ensure the Commission is both doing the right job and doing the job right. It also pinpoints who's responsible --either through manage- ment/leadership or staff competence. The Commission's identity is tied to four major issues: Human resources, con- sumer/user resources, physical resources, and financial resources. Staff and Commission divided into four work groups to formulate mission statements for these issues, from which the following general mission statement was drafted: To provide all residents of Oakland County with recreational leisure and learning experiences, parks, open spaces, facilities, professional staff and fiscal management resulting in a comprehensive county park system that enhances the residents' quality of life. Work sessions followed, during which the groups, each concentrating on one of the four main issues, developed three-year goals and then one-year objectives. Each group's mission statement, goals, and objectives are listed in the attached report. Staff will now be assigned to accomplish the objectives; that information should be given to the Commission by June. 3a-1 (Commission Retreat, April 5 and 6, 1990) In order to ensure the planning process is continued, a similar planning process will be done next year to review what has been accomplished and re -set goals for next year. Those objectives for this year that are not accomplished will be in- corporated into next year's objectives. MILLAGE UPDATE Jon Kipke distributed a packet of information on the millage awareness campaign, including the budget, steering committee's agenda, speaker's bureau commitments, awareness program for the employees, parades, and special events. Vice Chairman Fox suggested a letter be mailed to the precinct delegates informing them of the Oakland County Parks and the upcoming millage issues. That list can be obtained from the Oakland County Clerk's Office after the filing deadline. NEW BUSINESS Commissioner Tomboulian informed the Commission that she has been approached about a possible donation of a home and botanical garden to the Parks Commission. The family is currently working out legal details on the property. Staff was directed to review the property, along with Commissioners Tomboulian and Korzon, and report back with a recommendation. ASPHALT PROJECTS - INDEPENDENCE OAKS AND SPRINGFIELD OAKS GOLF COURSE: Chief of Design Joe Figa reported that staff had reviewed the bids received to pave the Springfield Oaks Golf Course parking lot and the entry road at Indepen- dence Oaks. 3 - 2 (Commission Meeting, May 2, 1990) Because of an inconsistency in the bids, staff has decided to re -bid the project and will bring back results at a later date. ORION OAKS UPDATE: Consultants from Schmidt Copeland Parker Stevens updated the Commission on the status of the Orion Oaks project. The drawings for the proposed buildings for Phase I were reviewed; the Commission expressed concern over the second floor design of the dining hall. The consultant will now finalize construction drawings for those buildings in Phase I of the project in order to have that portion of the project ready to go out for bid shortly after the millage is approved in August. Initial site plan approval from Orion Township is expected some time in the next month or so. COMMISSION/STAFF RETREAT REPORT: Copies of the rough draft of the mission statement, goals, and objectives formu- lated at the Commission/Staff Retreat were distributed. Further work on the ob- jectives will be postponed until after the August millage. EXECUTIVE SESSION: Moved by Mr. Vogt, supported by Mr. G. Kuhn to move into Executive Session. AYES: Korzon, G. Meeting adjourned to Executive Session at 4:40 p.m. Meeting reconvened at 4:56 p.m. GROVELAND OAKS PROPOSED PROPERTY ACQUISITION: Moved by Mr. G. Kuhn, supported by Mr. Vogt to pursue the purchase of the 1.087-acre parcel adjacent to Groveland Oaks being offered by Detroit Edison, including proceeding with an appraisal on the parcel, receiving a report on the cost of relocating the fence, and recommending this purchase to the Oakland County Board of Commissioners. Commissioner Korzon cautioned against jeopardizing the purchase of the property by waiting to receive an appraisal on the parcel before committing ourselves to the purchase. Commission concurred that the circumstances warranted pursuing the purchase before receiving the appraisal. ROLL CALL VOTE: AYES: R. Kuhn, Lewis, Olsen, Tomboulian, Vogt, Korzon, G. Staff, along with Commissioner Olsen, have met with Farmington Hills to work out the details on this project. The anticipated starting date is the middle of October, with the completion date of early spring. Further details will be given at the meeting. 9-1 ITEM #10 SOUND SYSTEM WHITE LAKE OAKS CLUBHOUSE We have received from Purchasing the following bids for the re- placement of the sound system for White Lake Oaks Clubhouse: BSB Communications, Inc. St. Clair Shores Sound Engineering Livonia Multi -Communications Livonia Comcast Sound Communications Warren $3,557.00 3,052.00 3,550.00 3,804.50 (Alternate) The existing 18-year old system has lost most of the features that are needed, such as muting certain rooms or having the PA system con- nected to all rooms and the tees. Staff recommends awarding the bid to the low bidder, Sound Engi- neering, for $3,052.00. Originally we requested a hopper that would fit in the back of a pick-up truck. This project consists of 61,000 sq. ft. of new asphalt at the entrance to Independence Oaks. Alternate No. 1 is for 6,250 sq. ft. of new asphalt paths at Lakeview Shelter. Alternate No. 2 is for 810 lin. ft. of concrete curbing within the entry drive to match existing curbing. This project consists of approximately 3,500 sq. ft. of paving for existing parking lot, raw cutting and removal of existing pavement and patching of the trenched areas (excavated for lighting), and paving of two new parking areas of 15,700 sq. ft. Alternate No. 1 is for curbing around islands in both the new and existing parking areas. Alternate No. 2 is for the paving of the lower over flow parking area of some 3,760 sq. ft. This teaching device is an inflatable planetarium that brings the night sky and the science of astronomy to an audience anytime, day or night. Literature is attached. StarLab could be used at the Nature Center for outreach programs, in schools, for special events, etc. Its potential is great, and it could provide the Nature Center with an innovative method of program- ming. Cost for this piece of equipment is $10,000 new. Staff has con- tacted the company about acquiring a demo model for possibly $6,000. Therefore, we are requesting authorization to spend up to $6,000 to purchase this teaching device for the Nature Center. A high velocity fan with front and rear grills snaps onto an inflation tube at the back of the dome. This fan inflates the dome to a rigid structure in less than five minutes. Air circulates throughout the dome and is exchanged every five minutes through a carefully designed ventilation system. This ventilation system has a two -fold benefit: to maintain a comfortable temperature and to pre- vent excessive air loss insuring safe entry and exit. Entry into the STARLAB is via the front tube which is 56 inches high and 4 feet wide. Stu- ients and adults need only bend their heads to walk through. The extra large tube also allows for wheelchair access. The bottom of the dome is entirely open to allow for easy emergency egress. Any flat surface can be used as a base. The outer surface of the dome has a light transmission of less than .001 % insuring opacity even in fully lighted rooms. The inside surface has an aluminized reflective coat- ing designed to display a bright image.
