The meeting and budget review was called to order at 9:20 a.m. by Chairman Wint
in the commission room of the Parks and Recreation Commission's administration
office.

The students from Oakland University introduced themselves and announced their
purpose was to observe, as part of their Human Resources and Development class,
a public meeting and the interactions between the members.

credits for the third quarter of 1990.

AMENDMENT TO THE 1990 OPERATING BUDGET:
Due to the unbudgeted increases in Salaries, Grounds Maintenance, Special Events,
and Court supplies at the Waterford Oaks Court Games Complex, staff requested
a transfer of $7,365 from the Operating Budget Contingency to the Court Games
Complex. ,
This transfer will comply with the Commission's 1990 General Appropriations Act
and will not affect the total 1990 Operating Budget, which will remain at $8,297,685.
Moved by Mrs. Fox, supported by Mr. Olsen to approve a transfer of $7,365
from the Operating Budget Contingency account of the 1990 Operating
Budget to the Waterford Oaks Court Games Complex in order to comply
with the Commission's 1990 General Appropriations Act.

STATEMENT OF OPERATIONS, CAPITAL IMPROVEMENT PROJECTS BUDGET UPDATE, AND
ACTIVITIES REPORT:
Moved by Mr. Olsen, supported by Mr. Law to receive the Revised State-
ment of Operations as of September 30, 1990; the Revised 1990 Capital
Improvement Projects Budget Update as of August 31, 1990; and the
Activities Report for September, 1990.

BIDS:
As per the information filed in the agenda, the following bids were approved:

purchase of a lift station for the Technical Support building addition
to the low bidder, Kennedy Industries, in the amount of $8,910.00.

Moved by Mr. Lewis, supported by Mr. Law to approve the contract for
the fairway sprinkler system automation at White Lake Oaks and Glen
Oaks, plus pumphouse improvements at Glen Oaks, to the low bidder,
Sprinkler Services, in the amount of $376,000. A 5% contingency of
$18,800 was also approved, for a total budgeted amount of $394,800.

ROOKERY UPDATE:
Staff is working with Pat Campbell from Corporation Counsel to write Request For
Proposals for appraisals on the Lyon Township property.
Cost for this appraisal, expected to range between $8,000 and $15,000, will be
requested for reimbursement through the grant received to purchase this property.
The developer still holds the option on the property until February. It may be
possible to buy his option, but the developer would require the purchase of his
plans also, at an approximate cost of $500,000. Those plans would include the
wetlands permit and the golf course plans.
Commission considered purchasing the option a viable course of action, if it is
the only way to purchase the property. Also considered was the possibility of
having those plans amended, if obtained.
ORION OAKS HUNTING:
Staff distributed letters received from local residents near Orion Oaks expressing
their concerns about the hunting policy at the park.
Because of a deed restriction on the property when it was purchased from the state,
hunting must be allowed until the property is developed --a permanent structure
with regular programming. Hunting is prohibited in all of the other county parks.
Staff received permission from the Department of Natural Resources to prohibit
firearms hunting; however, archery hunting and trapping are still allowed.
Cliff Johnson, local DNR officer, has been in contact with staff and feels there
is not a safety problem for the following reasons: 1) The fence would deflect
any errant shot; 2) Most archery shots are projected downward, because they are
shot from a tree stand and because deer are short; and 3) Deer would not be in
the proximity of the children/people at the school anyway.
Discussion followed on the different courses of action to be taken on this issue
including forwarding the letters and petitions we have received to the Department
of Natural Resources; requesting the DNR approve the posting of "safety zone"
signs 450 feet from any occupied dwelling; contacting Risk Management to ensure
the county is protected in case of an accident; contacting Orion Township Supervisor

JoAnn Van Tassel to solicit her support of our actions on this issue; and draft
a letter to those people who have sent letters and petitions to us informing them
of our actions.
Moved by Mr. Olsen, supported by Mrs. Tomboulian to direct staff to
draft a letter for Chairman Wint's signature to be sent to those people
who have sent letters and/or petitions expressing their concerns about
the hunting policy at Orion Oaks and inform them of the Commission's
actions and of what is being proposed.

ALCOHOL POLICY:
The General Government Committee of the Oakland County Board of Commissioners
has informed us of a resolution being introduced to ban the possession and sale
of alcohol at county -owned or operated facilities.
Moved by Mr. Olsen, supported by Mr. Korzon to report back to the General
Government Committee of the Oakland County Board of Commissioners that
the present alcohol policy in the Oakland County parks is adequate,
and the Oakland County Parks and Recreation Commission is opposed to
any change in that policy.

Meeting reconvened at 12:25 p.m.
1991 PROPOSED BUDGET:
Manager Richard said the proposed revenue budget is $10,360,890, an increase of
4.8% over the estimated actual for 1990. Of this amount, $4,459,290 will come
from fees and charges, and the balance of $5,901,600 will come from the millage
and interest on investments.
The proposed operating budget for 1991 is $8,596,222, an increase of 7% over the
1990 adjusted budget year. Major areas of increase are: Full-time Salaries and
Fringe Benefits, both up 4.5% in accordance with the county executive's recommen-
dation.
The remaining balance of the revenues, after the $8,596,222 for operations, is
for new operating equipment and capital development. The amount of $500,000 has
been reserved for operating equipment, of which $350,000 is for major replace-
ment of mowers and trucks. Estimated new funds for capital development for 1991
is $1,897,118.

Fees and Charges:
Staff reviewed the proposed changes in the fees and charges for 1991. All of
the fees and charges recommended by staff were approved, except for the following
as acted upon.

resident seniors rates for 18 holes of golf at Springfield Oaks, Glen
Oaks, and White Lake Oaks at $8.

entrance fee at the waterparks at $6 for residents, but establish a
non-resident rate of $7. Signs at the waterparks will read: Fee--$7;
Oakland County residents, $6.

Commissioner Olsen requested rate comparison information on the fees for our Mobile
Recreation buses and for local charter bus companies.
Personnel:
Staff recommended the deletion of a Groundskeeper II position at Independence
Oaks because there is not enough work to justify continued funding.
Also, the Park Supervisor - Pro Shops position was recommended for deletion, as
the responsibilities will be assumed by the Chief of Golf Course Operations.
One full-time Chief of Recreation was requested as part of the re -organization
of the administration section.
One part-time Recreation Specialist was requested to be upgraded to full-time.
One full-time Accountant I position was requested to assume the increasingly time-
consuming lower level professional accounting responsibilities by the Accountant
III.
One part-time eligible Public Communications Assistant was requested to accommodate
the planned increased work load of the Public Communications section.
The Capital Improvement Projects Budget will be reviewed at the next Commission
meeting, which is scheduled for Wednesday, November 7 at 9 a.m. at Camp Tamarack.

Final approval of the budget will be at the Commission meeting on Wednesday,
December 5. In accordance with state law, a public hearing will be held prior
to the budget's formal approval that morning.

WATERFORD OAKS TENNIS COMPLEX
Bids were requested for the repair of the tennis courts and the
subsequent surface color coating of the entire surface of the tennis
courts area. The repairs include filling cracks, raising depressed
areas, and lowering high points. The surface color coating will include
re -striping of the courts.

SUBJECT
Use of Lake Sixteen
RACKrROTTNn
Lake Sixteen is an aging glacial lake that is 91 acres in size located
on the east side of Orion Oaks County Park. The lake is approximately
10% of the total park acreage, which is 927 acres.
The Orion Oaks property was purchased from Chrysler Realty Corporation
through the Michigan Department of Natural Resources in 1980. The park
was enclosed by a six-foot cyclone fence in 1985, with a three-foot
baffle gate installed at Lake Sixteen to facilitate public use. Cars
park at this location on Oakland County Road Commission property at
the discretion of the Road Commission.
USE
Lake Sixteen can be used by boaters. There is no public launch site.
Boaters must wear a lifejacket at all times.
Swimming is not allowed in Lake Sixteen at any time. Lifeguards are
not on duty and signs are posted. Pets at Lake Sixteen must be super-
vised and on a six-foot leash in accordance with Commission policy.
All litter must be disposed of properly in the designated trash recep-
tacles.
Fishing is allowed from the shoreline. Fishermen should use caution
and concern for safety at all times. Any additional boating or fishing
rules are mandated by state law or policy.
Ice fishing is allowed on Lake Sixteen when ice thickness has met or
exceeded a four -inch minimum. Ice conditions are checked at a minimum
of weekly intervals by park staff. Ice condition and safety notices
are posted.

---Attached is a letter staff sent as a response to the residents near Orion Oaks
who corresponded in regards to the hunting at Orion Oaks, plus the letter sent
to Orion Township Supervisor JoAnn Van Tassel updating her and requesting her
help with the owner of the vacant property adjacent to the school. Along with
this is a copy of an article from the Oakland Press on the hunting policy.
---Enclosed is the bus rental fee comparison the Commission requested comparing
our bus fees with the fees of private charters. Staff will be available to answer
any questions.
---Mrs. Judith Zucker Clark sent the attached letter regarding the property in
Bloomfield Hills. Enclosed is a copy of the letter I had sent Mrs. Clark earlier
regarding the Commission's interest in this donation. Will keep you updated if
any additional information comes in.
---Enclosed is a copy of a letter from Roger Smith, Department of Solid Waste
Management, regarding our agreement to utilize Orion Oaks for temporary leaf
storage. As of November 1, no leaves have been dropped off at the site. Will
close on November 16 unless there is a demand for this service.
---Also enclosed is a thank you letter from the Salvation Army, plus a letter
from Governor Blanchard recognizing the 1990 Michigan Youth Corps project at Orion
Oaks as an "outstanding worksite."
---Congratulations to the Nature Center staff and the volunteers for the out-
standing Halloween program this year --nearly 400 people attended the one-night
festivities.

Dear Local Resident:
The Oakland County Parks and Recreation Commission has your letter and others
from citizens, parents, school officials, and neighbors near Orion Oaks County
Park requesting the elimination of bow hunting in the park.
Archery hunting and trapping are permitted at Orion Oaks in accordance with
a previously unenforced deed restriction placed on the property by the Department
of Natural Resources when the park was purchased by Oakland County in 1980.
At its Tuesday, October 24 meeting, the parks commission discussed the hunt-
ing issue and will take the following action:
-- The parks commission will forward to the Department of Natural Resources
all correspondence and petitions received to document community concern;
-- The parks administrative staff will meet with Department of Natural Re-
sources officials to discuss possible changes on bow hunting at the park
in light of your concern;
-- By October 26, 1990, "Safety Zone" signs were posted at Orion Oaks 450
feet from any occupied dwelling to alert hunters; and
-- Commission staff will contact the township about the 40 acres west of the
school to investigate having it posted for no hunting. This property is
privately owned, not owned by the parks commission.

This letter is in response to your kind letter dated
Aug. 20, 190. I had to contact three of the four grandchildren
so that I could write to you. Under Mich. State law, all
interested parties must sign an agreement, and our middle son,
Lewis Clark (the intrepid explorer!) is biking around the
world by himself for two years. We received a postcard from
him in New Delhi, India a couple of weeks ago.
I have been in contact with the Oakland Foundation, and
also with some School Board members, the latter with reference
to the "Zucker Memorial Sanctuary" as an adjunct to the Johnson
Nature Center. It seems as if about half of the parents want
the Center to be sold, and the other half wish the Center to be
kept for scientific and educational purposes. (Our oldest son
was born in 1957, the year that Sputnik went into orbit around
the Earth because the Soviets got ahead of the U. S. in science.)
With respect to an endowment, which would have been a viable
idea at one time, over $500,000 has been paid to various lawyers,
so there goes the endowment money! My father was a millionaire
twelve times over, and 9-� million has gone for taxes over the
years, including estate, inheritance and property taxes::

As you are aware, the Zucker garden estate was discussed at the August 1
Commission meeting.
The Commission is interested in investigating this proposed donation further,
but has decided that the following will need to take place: We will bring a land-
scape architect to the estate to review the status of all the plant material pre-
sently there, in order to determine what needs to be kept or replaced, plus its
value.
At the same time, we are requesting you write a letter to the Oakland County
Parks and Recreation Commission stating: 1) Your intent to donate the home and
land to the Commission; 2) at the time of the donation, the condition of the garden
area and house will be up to the standard you would like to see kept up in memory
of Mrs. Zucker; 3) an endowment, in an amount to be determined, to be established
for the perpetual care of the site.
This letter should be drafted and signed by yourself and all four children
as a show of intent by the family to donate this estate..
Once the Commission receives this letter, we can proceed to draw up a formal
document that would be signed by all parties. This document will list the type
of care the Commission would give to this site, plus types of programs the estate
would be used for --educational and other.

Dear Ralph,
Please allow this letter to serve as our understanding of the temporary leaf
storage center at Orion Oaks consistent with the resolutions passed by our
respective Commissions.
Because the Parks & Recreation Commission will allow Orion Oaks to be used
as a temporary leaf storage center, the Department of Solid Waste Management
will:
1) Move the maintenance entrance off Clarkston Road to be directly
across from Bearden Road. This entrance will be widened and a new
gate installed. Signage indicating this as the "Maintenance"
entrance will be attached to the fence.
2) A gravel road to the leaf storage facility will be developed along
existing dirt roads. This road will be widened to approximately 24
feet.
3) The leaf storage area will be fenced with snow fence and a dumpster
will be on site to handle any non-compostable/foreign materials.
4) The Department will reimburse Parks & Recreation for one man (40
hours per week) during the leaf collection season and for any
expenses related to the improvement of the site as detailed in this
letter.
