The meeting was called to order at 9:10 a.m. by Chairman Lewis Wint in the Com-
mission Room of the Parks and Recreation Commission's administration office.

STATEMENT OF OPERATIONS, CAPITAL IMPROVEMENT PROJECTS BUDGET UPDATE, AND
ACTIVITIES REPORT:
Moved by Mr. G. Kuhn, supported by Mr. Olsen to accept the Statement
of Operations for the month ending August 31, 1990; the Capital Improve-
ment Projects Budget Update as of August 31, 1990; and the Activities
Report for August, 1990.

PRESENTATIONS:
Tom Nells, from Tom Nells Bicycles, presented the Commission with a plaque dedi-
cated to Addison Oaks as a symbol of appreciation for staff's work in coordinating
the recent mountain bike race.
Also, Chairman Wint presented a plaque received from the Michigan Recreation and
Park Association in appreciation of the Commission's support of MRPA's scholarship
golf outing.
ORION OAKS SWIMMING POLICY:
Jack and Rosalie Ward, residents of Lake Orion, requested Commission consideration
to change the no swimming policy at Orion Oaks by modifying the "no swimming"
signs to read "dangerous swimming conditions --no diving." This would allow inter-
ested people to swim without requiring the Commission to be responsible in case
of an accident.
Staff responded that the no swimming policy had been set to concur with Risk
Management's recommendations to allow swimming only in designated areas and only
when a lifeguard is on duty.
Commission concurred with staff's recommendation to continue with the no swimming
policy. Staff was also directed to have Risk Management review our policy on which
activities we allow and/or prohibit, and the rationale behind those decisions.
PEBBLE CREEK DRAIN PROJECT - GLEN OAKS:
Bids for the construction of the Pebble Creek Drain Project were scheduled for
September 25. However, the Oakland County Drain Commission has been advised that
residents adjacent to and downstream of the proposed facility have requested the

Department of Natural Resources hold a public hearing before issuing a permit for
this project. That public hearing will be scheduled sometime in late October,
and pending a favorable hearing, a permit will be issued in late November.
The Oakland County Drain Commission contacted our staff with the information that
construction could not begin on the golf course until the permit is received.
Because of the construction deadline required for the golf course, staff recom-
mended to the Drain Commission that the project be delayed until the fall of 1991.
Therefore, the Oakland County Drain Commission staff cancelled the bids for this
project until after the DNR permit is received.
CAMP TAMARACK:.
Officials from the Fresh Air Society gave background information on Camp Tamarack,
a 1500-acre facility located in Groveland Township.
They have met with our staff regarding the possibility of cooperative programming,
which would service the groups we have no facilities for at the present time by
placing them at Camp Tamarack during the Camp's under-utilized times.
Commission expressed concerns about joint programming, leasing facilities other
than our own, and voter reaction to this proposal just after the defeat of the
Orion Oaks millage.
Commission concurred with staff's recommendation to tour the facility, preferably
the first Commission meeting in November. Also, staff will provide the names
of any contact persons we have that Camp Tamarack may wish to have.
BIDS:
As per the information filed in the agenda, the following bid items were approved:

repair one of the two boilers at the Addison Oaks Conference Center
to Service Plumbing and Heating in the amount of $9,971.00.

nical Support building addition to the low bidder, Hodges Supply, in
the amount of $5,900.00.

the purchase of a 10-ton air conditioning unit for the Technical Support
and Mobile Recreation office area in the Technical Support building
to the low bidder, Outwater Trane,.in the amount of $7,294.00

Warren Brothers Trucking for hauling wood chips and topsoil to the parks
and golf courses. The original contract of $7,000 will include an addi-
tional $1,133.50, for a new contract total of $8,133.50.

MICHIGAN EQUITY GRANT - ADDISON OAKS CONFERENCE CENTER:
The Oakland Parks Foundation has received an application for a grant through the
Michigan Equity Grant program, which provides funding for cities, villages, and
townships to renovate regional facilities.
The Oakland Parks Foundation has contacted Addison Township to see if they would
be willing to accept a grant for the renovation of the Addison Oaks Conference
Center. Once the grant is received, the township would turn the grant over to
the Foundation, who in turn would give it to the Parks Commission.
At their board meeting on Monday, October 1, Addison Township approved a reso-
lution to accept the $100,000 grant, contingent upon a formal agreement with the
Parks Commission.
Commission discussed concerns about historical preservation restrictions, con-
struction quality control, and possible problems with using the township as a
sponsor for this grant.

Moved by Mrs. Tomboulian, supported by Mrs. Fox to approve the following
resolution:
WHEREAS, the Oakland Parks Foundation has been notified by the
Michigan Department of Commerce that applications for the cost sharing
Michigan Equity Program may be submitted by November 1, 1990; and
WHEREAS, the Oakland County Parks and Recreation Commission has
identified the improvement to the Addison Oaks Conference Center in
the 1990-1991 Capital Improvement Projects Budget; and
WHEREAS, only cities, townships, and villages may apply for a
Michigan Equity Grant; and
WHEREAS, Addison Township has offered to submit an application
for the improvements to the Addison Oaks Conference Center on behalf
of the Oakland Parks Foundation and the Oakland County Parks and Recre-
ation Commission; and
WHEREAS, the Oakland County Parks and Recreation Commission intends
to improve the Addison Oaks Conference Center in keeping with the his-
torical character of the building.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission recommends submission of the above -said grant
applications with the appropriate matching funds to be designated from
the one -quarter mill, 1990-1991 Capital Improvement Projects Budget.

MANAGER'S REPORT:
In addition to the Manager's Report filed in the agenda, the following was noted:
---Commissioners reviewed a letter received from a disgruntled golfer.
---Updated the Commissioners on the status of the leaf storage project at Orion
Oaks.
---Staff reviewed the park district legislation being proposed by the state that
would allow the formation of park districts throughout the state. These park
districts would be without political ties and would have up to seven elected board
seats. Commission will be updated on the status of this legislation and any pos-
sible repercussions it may have on the Commission.
---The Finance Committee of the Oakland County Board of Commissioners requested
feedback on the Parks Commission's reaction to a resolution being introduced to
remove cigarette vending machines from all County -owned facilities. Also men-
tioned was the possibility of including a ban on alcohol.
Discussion followed.
Moved by Mr. Law, supported by Mr. R. Kuhn to support the Oakland County
Board of Commission's proposal to ban cigarette vending machines from
all County -owned facilities, but not to extend support on a possible
ban on alcohol.

In accordance with the Commission's 1990 Genera )o - a 3-9 0
Act which incorporates the Uniform Local Budgeting Act, the Manager
or his fiscal officer shall not permit expenditures to exceed the
appropriation for any budget center as approved or amended by the
Commission.
After a review of the estimated remaining costs for the Waterford
Oaks Tennis Complex, staff feels the following increases will be
needed for 1990:

Staff feels this increase should come from the operating contingency
fund to maintain our projected total operating budget of $8,297,685.
The over -expenditure at the Tennis Complex is primarily due
to unbudgeted increases in Salaries, Grounds Maintenance, Special
Events and Court Supplies costs. In view of the above, staff recommends
the transfer of $7,365 from the operating budget contingency to
the Waterford Oaks Tennis Complex as noted.

IRRIGATION IMPROVEMENTS
WRITE LAKE AND GLEN OAKS GOLF COURSES
We have received from Purchasing the following bids for automation of the
fairway sprinkler system at White Lake and Glen Oaks Golf Courses.
The bidders were asked to submit bids for Rainbird and Toro equipment and
a separate bid for the pumphouse improvements at Glen Oaks. Partial bid documents
are attached.

Bid packets for this project were picked up by ten contractors. The three
contractors who returned bids are all well qualified and have golf course experi-
ence.
This project will involve relocating the sprinkler heads to the sides of
the fairways, enabling us to better control watering on the fairways and spreading
water on the roughs when needed.
Staff recommends awarding this contract to the low bidder, for installing
a Rainbird system and making improvements to the pumphouse at Glen Oaks, to
Sprinkler Services for $376,000. Staff also requests a 5% contingency in the
amount of $18,800, for a total budgeted amount of $394,800.
There is $200,000 budgeted in the 1990 Capital Improvement Budget for this
project, plus $176,000 proposed additional funding in the 1991 budget.

This bid shall include the irrigation systems at Glen Oaks and White Lake Oaks
and installation of a partial pumping plant at Glen Oaks.
Labor and materials shall be in accordance with the drawings and specifications.
IRRIGATION SYSTEM - Glen Oaks and White Lake Oaks
The contractor shall install Rainbird, Toro, or approved equal irrigation equip-
ment.
The extent of irrigation system work is shown on the drawings and specifications.
The sprinkler system shall be constructed using the sprinklers, valves, piping,
fittings, controllers, wiring, etc., of sizes and types as shown on the drawings
and as called for in these specifications.
Where cutting and lifting of the turf is not possible, or County representative
concurs that the turf quality does not warrant it, the turf areas disturbed by
the contractor's operations shall be reseeded with a seed mixture to be approved
by the County representative.
PUMP STATIONS - Glen Oaks
The contractor shall furnish and install a partial pumping plant as described
in the drawings and specifications.
The station is to be completely assembled, wired and tested on a structural steel
skid before shipment to the job site.
The pump station shall be manufactured by Commercial Pump Company, or Pumping
Systems Inc. (PSI) or as approved by architect.
The entire unit is to be cleaned and painted with a multipaint coating system.
Color to be blue, combination green/white, combination brown/beige or other color
acceptable to County representative.
Product information shall accompany all bids that are quoted as "or equal" equip-
ment.
All site inspections and other use of work sites shall be coordinated with the
Parks representative, Michael Thibodeau, at 858-0906.
All work shall be performed in a professional manner and shall be consistent with
the practices of the trade. The contractor shall be responsible for any permits
and inspections.
All labor and materials shall be in accordance with applicable building, safety,
and fire codes.
All bids must be accompanied with a bid bond or certified personal check in the
amount of 5% of the bid total. The contractor to whom the project is awarded
shall provide a performance bond in the amount of 100% of the contract total as
surety for faithful performance of the job. In addition, the contractor shall
also provide a labor and materials bond in the amount of 100% of the contract
total as surety for payment of all labor and materials to be used on the job.

As I expressed to you in our phone conversation of
October 16, 19?0, I'm vary concerned for the safety of the
children at Webber School due to the hunting that is taking
place on and rear Webber property, as the Orion Oaks Park_ is
adjacent to Webber School. I'm aware that hunting_ with bows
and arrows and trapping are allowed in the pars~:. My concern
is for those hunters who break: the rules and use illegal
firearms as a progression from bows and arrows. Our
playground is literally "within shooting range". An injury
(or even death) due to a stray arrow or bullet would be
tragic.
Understandably, we are very concerned and would
appreciate any assistance or suggestions to help us ensure
the safety of our children.

TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS:
Mr. Chairman, Ladies and Gentlemen:
WHEREAS, the consumption of alcoholic beverages in
excess has created wide and serious social problems; loss of
life; loss of productivity; destruction of families and costs -
our nation monetary losses in excess of $100 billion annually,
and
WHEREAS, the County of Oakland has demostrated its
willingness to assist and educate'the'public in the various
aspects of. well-being and has encouraged public education and
awareness in various public health issues,
NOW THEREFORE, be it resolved that it is the policy
of the County of Oakland that no alcoholic beverages of any
kind shall be consumed or possessed in any County owned or
operated facility including all County oi-med or operated
parklands or recreational areas except whewsuch consumption
or possession shall be incident to or resultant from a person
or corporation having a valid State of Michigan license per-
mitting the sale, use or possession of alcoholic beverages.
BE IT FURTHER RESOLVED that the County Executive'is
hereby directed to take all necessary action to implement a
ban on the consumption or possession of alcoholic beverages
in all such County owned or operated facilities, -parklands
and recreational areas except as to such persons or corporations
having a State of Michigan license permitting the'sale,* use
or possession of alcoholic beverages,
