MAINTENANCE BUILDING
WHITE LAKE OAKS
There are two additional changes beyond the scope of the original
contract to the above project as follows:
1. A sewer separator was required
by the township, which consisted
of a holding tank, pump, and extra
plumbing. $ 3,630.00
2. Removal of existing metal siding
and replacement with T-111,
including staining. 6,185.00
$ 9,815.00
Staff is recommending Commission approval to amend the contract.
PAVING ADDITION
INDEPENDENCE OAKS
The all visitor trail system at Independence Oaks now includes
the trail to the south of the present boathouse and a significant por-
tion of trails around Twin Chimneys shelter.
There is approximately 4,100 square feet of unpaved trails between
the two facilities.
Staff recommends paving this section, which would allow handicap
access from the shelter to the boathouse, including the parking lot
in between.
The paving contract for the park entrance and shelter paving is
$60,120. There was $70,000 allocated for this project. Cost for paving
the 4,100 square feet of trails, including excavation, grading, compac-
tion, and 4" of asphalt, is $5,750.
Staff recommends amending the contract to include this additional
work.

The meeting was called to order at 9:03 a.m. by Chairman Wint in Supervisor Fred
Korzon's office in Bloomfield Township.

PEBBLE CREEK DRAIN RIGHT-OF-WAY - GLEN OAKS GOLF COURSE:
As directed by the Commission at its June 6, 1990 meeting, the Oakland County
Drain Commission drafted a right-of-way document for the proposed construction
of the Pebble Creek Drain through the Glen Oaks Golf Course.
Mr. Yrjanainen, engineer for the Oakland County Drain Commission, noted that the
Drain Commission will be hiring a golf course consultant, Bills & Childs, to pre-
pare the actual construction plans for the rebuilding of green #9. Cost for this
service will be paid by the Drain Commission.
Also, every effort is being made to proceed with this work within the Commission's
requested time frame in order to have the golf course open next spring.
Moved by Mr. Lewis, supported by Mrs. Fox to authorize Chairman Lewis
Wint to sign the Pebble Creek Drain Right -of -Way document for the Glen
Oaks Golf Course project.

OAKLAND PARKS FOUNDATION:
Chairman Wint presented Oakland Parks Foundation's President John Thurber with
a $2,000 check from John and Vince Paglino for the grand opening day revenues
of the Red Oaks Sports Village.
Meeting adjourned to the tour of the Zucker estate and Cranbrook's Hans and Maya
Schjolin estate.
Meeting reconvened at 11:21 a.m.
ZUC:KER FSTATF.
John Thurber updated the Commission on the current status of the Zucker estate,
noting it's owned by the Zucker trust, and settlement and distribution could be
a year away.
Conditions of accepting the property were discussed, including the condition of
the gardens and house at the time the estate is conveyed to the Commission, an
endowment for its maintenance, and receiving confirmation from Mrs. Clark and
all of her children of their concurrence in this donation.
Concerns were also expressed on the cost of maintaining this property and possibly
acquiring the two adjacent houses, plus getting inventory of the estate's plant
life.
Moved by Mr. Olsen, supported by Mr. G. Kuhn to authorize staff to send
a letter to Judy Zucker Clark informing her of the Commission's interest
in accepting the donation of the Zucker estate and enumerating the Com-
mission's requirements for this donation, such as a written agreement
between the Commission and all of the beneficiaries of this estate,
endowment funding, and standards on the condition of the gardens and
house at the time the property is conveyed to the Commission.

Projects Budget Update as of June 30, 1990; and the Activities Report

AWARD PRESENTATION:
Chief of Administrative Services Frank Trionfi presented the Commission with a
Certificate of Appreciation from the Maple Elementary Young Astronauts for the
Commission's participation in "Aerospace and Technologies Day #2" on May 19, 1990.
BIDS:
As per the information filed in the agenda, the following bids were approved:
Moved by Mr. Law, supported by Mr. Lewis to award the contract for the
installation of a concrete floor for the Technical Support building
addition to the low bidder, Cummings Cement Floors, in the amount of
$15,274 for the base bid and $5,580 for the alternate for the concrete
approaches to the building. The contract will be in the amount of $20,854,
plus a 5% contingency of $1,042, for a total budgeted amount of $21,896.

Moved by Mr. G. Kuhn, supported by Mr. Law to award the bid for the
construction of a 30' x 40' wood frame golf cart storage building at
the Red Oaks Golf Course to the low bidder, Hittle Construction, in
the amount of $49,164 for the base bid, plus alternate #1 for 8 sky-
lights in the amount of $5,266. The contract will be in the amount
of $54,430, plus a 5% contingency of $2,721, for a total budgeted
amount of $57,151.

PROPOSED PROPERTY ACQUISITION - GROVELAND OAKS:
As directed by the Commission at an earlier meeting, staff requested an appraisal
of the 1.087-acre parcel offered by Detroit Edison and adjacent to Groveland Oaks.
The property was appraised at $6,500; Detroit Edison is offering the parcel for
$6,000.
Staff requested Commission approval to proceed with the purchase of this parcel.

1.087-acre parcel of land adjacent to Groveland Oaks, from Detroit Edison
in the amount of $6,000.

Commission concurred with Commissioner Law's suggestion to determine, on an in-

sidered for purchase.

NEW BUSINESS:
The following three names were drawn as winners in the Walk Michigan contest,
held in conjunction with Michigan Recreation and Park Association: Robert Brinn,
lst; Lori Elzerman, 2nd; and Joseph Figa, 3rd. First -place winner is entitled
to an all -expense paid trip for two to Mackinac Island for the Labor Day weekend,
including the opportunity to walk the Mackinac Bridge with Governor Blanchard
on Labor Day. Second and third -place winners are alternates for that prize.
The next Commission meeting will be Wednesday, September 5, at 9 a.m.

August 15, 1990
The special meeting was called to order at 9:45 a.m. by Chairman Wint in the com-
mission room of the Oakland County Parks and Recreation Commission's administration
office.

The purpose of this special meeting was to discuss the results of the millage
election on August 7.
Commission congratulated staff on their outstanding job on the park awareness
campaign, attributing the renewal of the 1/4 mill to that work.
Commission expressed disappointment at the defeat of the Orion Oaks millage pro-
posal and discussed the various reasons for that defeat, including:
1. Voters making a choice of approval between the two issues;
2. Low voter turnout;
3. Voters against any new tax;
4. Misunderstanding over the park's concept; and
5. Confusion over the park's name
The Commission discussed possible options for the future of Orion Oaks, noting
the following:

1. Review and revise the park's master plan;
2. Consider short-term recreation at the park, such as making the
lake front accessible for limited day use;
3. Return the grant awarded for the development of the beach;
4. Consider another millage in a year or so for land acquisition;
5. Consider a name change for the park; and
6. Along with the proposed camp at the park, consider building a
golf course on the site.
Staff informed the Commission that Camp Franklin in Lake Orion is closing and
that the property is for sale. Recreation Supervisor Jackie McParlane suggested
the Commission consider purchasing the camp which, although it needs a great deal
of work, can be used now as a camp facility. This facility could possibly be
used to implement the Commission's camping program, moving it to Orion Oaks when
the park is ready.
Commission concurred that the camp could possibly be a viable interim step towards
Orion Oaks.
Jackie McParlane also noted that the Lions Clubs have expressed concern about
the future of Orion Oaks. They are still willing to support the Commission and
will extend that help to Camp Franklin if the Commission takes that route.
Caution towards the acquisition of Camp Franklin was also expressed if it requires
providing another subsidy from the Parks' operations budget.
Staff was directed to arrange to have the next Commission meeting on Wednesday,
September 5, at Camp Franklin. Also, financial obligations involved in this pro-
posed acquisition will be investigated and included in the agenda for review at
the meeting.
GLEN OAKS CLITRNnURR RTnMR RAPATTZ
As per the information filed in the agenda, the following bid was approved:

the stone repair work at the Glen Oaks Clubhouse to the low bidder,
Cusacks Masonry Restoration, in the amount of $13,025, plus a 5% con-
tingency of $650, for a total budgeted amount of $13,675.

ADDISON OAKS CONFERENCE CENTER DECK:
Oak Management and staff have been working on the design for the proposed deck
off the newly -completed addition to the Addison Oaks Conference Center.

Estimated costs to construct this deck are $23,000. Staff requested Commission
consideration to contribute 1/2 of the cost for this project, not to exceed
$10,000; Oak Management will pay the balance.
Moved by Mr. Lewis, supported by Mrs. Fox to contribute 40% of the total
cost to build the new deck at the Addison Oaks Conference Center not to
exceed $10,000; the balance of the project will be paid by Oak Management
Corporation.

PROPOSED PROPERTY ACQUISITION - WATERFORD OAKS:
Staff has received an appraisal on the Watkins Lake Road property that is for
sale and adjacent to Waterford Oaks.
Staff was informed that a land contract offer was being made to the owner. Chair-
man Wint was contacted; he authorized staff to make an offer at the appraised
price of $57,500, contingent upon Commission approval.
The owner counter offered at a price of $63,900; staff requested Commission
approval to make another counter offer.
Moved by Mr. Lewis, supported by Mr. Olsen to make an offer on the Wat-
kins Lake Road property adjacent to Waterford at a price of $59,000,
and to authorize Manager Ralph Richard to further negotiate for this
parcel, if necessary.

1991 BUDGET:
Commissioner Olsen noted his preference of having staff justify all increases
separately rather than giving them a specified increase percentage as a goal.
Commission discussed possible fee changes for staff to consider during budget
review, including increases for non-residents only, resident/non-resident fee
structure at the waterparks, and a family rate for the waterparks.
The next meeting will be Wednesday, September 5, 9 a.m., at Camp Franklin in Lake
Orion.

AMENDMENT TO THE 1990 OPERATING BUDGET
In accordance with the Commission's 1990 General Appropration Act which incorporates
the Uniform Local Budgeting Act, the Manager and his fiscal officer shall not
permit expenditures to exceed the appropriation for any budget center as approved
or amended by,the Commission.
After reviewing current costs and anticipated costs, staff feels the following
changes are needed for 1990:

The expenditure at Red Oaks Driving Range is for the cost of replacing concrete
curb on John R Road. This item was originally presented to the Commission on
April 18, 1990. The Commission approved this work through Bush Brothers Asphalt
Paving on this date. Staff recommends the transfer of $1,900 from the Operating
Budget contingency to the Red Oaks Driving Range expense budget.
The anticipated expenditure at Glen Oaks is for the stone repair of the clubhouse.
This item was presented to the Commission on August 15, 1990. The Commission
awarded the bid to Cusack's Masonry Restoration in the amount of $13,025, plus
a 5% contingency of $650.00 for a total cost of $13,675.00. The funding for this
project is included in the Capital Improvement Budget. However, because this
is maintenance of an existing structure, staff recommends the transfer of $13,025
and $650 contingency if needed, from the Operating Budget Contingency to the Glen
Oaks expense budget. (The $7,000 which is budgeted as a line item in the Capital
Improvement Budget will be transferred to the Capital Improvement Contingency).
The current and anticipated expense for Springfield Oaks Golf Course is for
the Salary and Fringe Benefits of a full-time position, Groundskeeper II, for
29 weeks. The funds for this position are budgeted in Technical Support. The
employee in this position works at Technical Support during the fall/winter months
and at Springfield during the spring/summer months. Staff recommends the transfer
of $17,661 from the Technical Support budget to the Springfield Oaks Golf Course
expense budget.
The projected total operating expense budget will remain at $8,297,685.

MILKHOUSE RESTORATION
ADDISON OAKS
Bids were received for the restoration of the existing milkhouse
at Addison Oaks. This structure has become extremely deteriorated over
the years and must now be restored if it is to be saved.
The restoration work is very extensive, requiring rebuilding of
the brick walls; restoring the masonry detailing around the windows
and door; removing and rebuilding the roof, including the removal and
replacement of the slate; and restoring the window dormers.
Alternate #1 is the reuse of some of the roof rafters and splicing
new wood where needed. Alternate #2 is the installation of two new
windows to match the existing.

ORION OAKS CAMP FRANKLIN PRESENTATION
INTRODUCTION
The Orion Oaks project had a two -fold purpose:
1. The Master Plan was a proposal for the physical development of property
that is currently owned by Oakland County Parks and Recreation.
2. The programatic aspect of Orion Oaks was to be a means of providing services
to those populations which we provide token services at best at the current
time. These populations include persons with disabilities, senior citizens,
the gifted, youth at risk, and others who are unable to utilize the facilities
that we currently make available through the County Parks Department.
In addressing the future of Orion Oaks, it is essential that we look at both
the physical development of the property and services to these groups, which
have been appeased because of our active involvement in the planning process
of the park.
The following are recommendations for both of these aspects:
ORION OAKS PARK DEVELOPMENT
It is suggested that the basic concept of Orion Oaks be retained, and the
potential of expanded uses of the park be explored.
DAY USE AREA: The northeast corner of the park was designated as a day use
area on the adopted master plan. This area of the park was to be developed
by the Commission through its operating millage. The plans for the day use
area called for some picnic areas, picnic shelters, if possible, a soccer
field, two baseball fields, and a boat launch. The entrance into this area
was proposed off Joslyn Road.
It is suggested that the Commission proceed with defining the plans for this
day use area and with its development. This would allow for public access
to the park. The Hoo Hoo Club has expressed interest in building a shelter
at Orion Oaks. It would be appropriate to approach the club about building
a shelter in the day use area.
There is the possibility that once development began in this corner, we would
satisfy the DNR requirements for development and be able to prohibit hunting
at the park. This should be investigated.
This property has been owned by the Commission since 1980. The public is
concerned about the lack of availability of the park. This would allow the
public to begin utilization of this facility.
GOLFING: A golf course at Orion Oaks has been discussed on numerous occassions.
In the adopted master plan the golf course was not included. However, due
to the defeat of the Orion Oaks Millage it is suggested that a golf course
be explored. Golfing would be a compatible activity at Orion Oaks. The
addition of a golf course would be an enhancement to future conference and
retreat activity at the facility.

The southwest corner of Orion Oaks is suitable for a golf course. The acreage
is sufficient, and access could be gained from Clarkston Road or a Baldwin
Road entrance. Approximately 200 acres of land are necessary for an 18-hole
course. It is suggested that only an 18-hole course be investigated. The
first approach should be to make contact with private developers to determine
if there is an interest to develop a course in the park. Most developers
will require a 30 year lease to make the $4 million dollar invetment necessary
to build such a course. In the investigation, it should be noted that only
a small starters building with some food would be necessary. There is a
conference center and dining hall proposed for the camping area of the park.
An additional banquet/meeting type facility would be in conflict with the
future development of the park property.
CAMPING: The original focus of the Orion Oaks Master Plan was to provide
a camp/conference/training center. It is suggested that this concept be
maintained with the central core development of the park remaining unchanged.
The seasonal village that was slated for the part of the southwest corner
of the park could be moved to the southcentral portion of the park, which
was slated for future development. The northwest corner of the property
should not be included in the golf course. This area would provide a site
for outpost camping and for the proposed ropes course.
It is strongly urged that these three area concepts be examined for Orion
Oaks. This would expand the potential users at the park, and perhaps create
a greater sense of ownership by the public in Orion Oaks. All of the activities
are compatible in nature, and would still allow us to provide the unique
facilities that were proposed in the core camping area.
It is suggested that the exploration of the golf course development and the
day use park begin immediately. However, the camping aspect should be put
on hold temporarily, while the Camp Franklin proposal is further investigated.
CAMP FRANKLIN
Camp Franklin is a usable camp facility located on Long. Lake in Orion Township
and the village of Lake Orion. The property is approximately 92 acres with
5100 feet on the lake. The facility is owned by the Franklin Wright Settlement
in Detroit. The camp has been utilized since the 1930's to provide camping
and outdoor experiences for inner city and underpriviledged youth. The
programatic emphasis of the Franklin Wright Settlement has changed. The
agency currently has the property up for sale. The last camp program run
by the agency was in the summer of 1989. The facility was made available
for rental until August 1990. At the current time, the camp manager is still
in residence, however the facility is not being utilized by the agency nor
by rental use. The agency is actively pursuing qualified buyers. Their
first preference is to sell the camp to an organization that would maintain
camping opportunities. However, if this is not possible, several developers
have expressed an interest in the property.
RATIONAL FOR PURCHASING THE PROPERTY
As was previously stated, the programatic aspects of the Orion project were
identified as the county's role in servicing persons with disabilities, senior
citizens, the gifted, youth at risk and others within the county. Representatives
from many agencies expressed an interest in the programs that were proposed
for Orion. However, there was concern among Commissioners and staff that
the need was not clearly established for this. The purchase of Camp Franklin
would allow the initial development of the proposed programs and establish
a need at a cost that would be much less than the $18 million dollar Orion
Oaks development.

The Camp Franklin facility is usable by camp groups at the present time.
While the facility is not maintained at the standards that Oakland County
prides itself, with a minimal investment of labor and some modifications,
the facility could be upgraded to a standard that was acceptable to us.
There are a number of agencies and groups that have rented the facility over
the past year. This type of rental arrangement could be maintained while
the programatic aspect is developed. This would allow revenues to be generated
by the facility, and provide the staff an opportunity to develop programs
and build a clientele. Most of the programs that were proposed for Orion
Oaks could be brought into the Franklin facility. Some of the research projects
and living laboratories that were ideally suited for Orion Oaks would not
be appropriate for this facility.
It is proposed that the purchase of Camp Franklin would merely be a interim
step. This would build a clientele and basis for the expansion into the
Orion Oaks facility. In three to five years, Camp Franklin could be sold
either to Orion Township to be utilized as a park or to developers for private
development. While it is not the practice of the Commission to hold two pieces
of property in the same community, this purchase on an interim basis should
be stongly considered by the Commission. To develop camp programs and the
need for the Orion Oaks camp/conference/training center facilities, it is
to the benefit to begin those programs at a facility that is in close proximety
to Orion Oaks. The Orion Oaks facility is less than 5 miles away. Those
clients who become familiar with the camp would be very receptive to moving
only a short distance away. The Camp Franklin property is very valuable
as both park land and private development because of its location and its
setting on the lake. In the future the value of this property will only
continue to increase. Therefore, the Commission could easily sell the property
when it desires.
The following is information on the current operating budget of the camp
provided to us by the Franklin Wright Settlement, the rental groups and income
generated over the past year; an inventory of the facilities at the camp,
and suggested repairs and modifications at the facility.

in Oakland County as well as Macomb County. As a group of dedicated
volunteers, we strongly favor the purchase of the Camp Franklin property by
the Oakland County Park Commission.
Since I recognize that this property will require minor repairs, painting
of various buildings and clean up of the grounds, including brush removal,
I want the Oakland County Park Commissioners to know that the Lions of
District 11-A2 are willing and able to help do these jobs.
We are very appreciative of your interest in considering acquisition of the
camp property so that our blind children can continue to enjoy the camping
experience. The Lions Visually Impaired Youth Camp, a unique program
developed over many years by the work of Mr. Al Kassin and the Lake Orions
Lions Club, has been located at the Camp Franklin facility.
Since the grounds and buildings are familiar to our blind campers, it makes
the experience both meaningful and comfortable plus allows each of them
more independence. This is another good reason to keep the "Blind Camp" on
the Camp Franklin property.

RENTAL INFORMATION - 45 minutes from downtown Detroit
The perfect setting of Joseph A. Beattie Activity Lodge and three new
dormitory type cottages at the Franklin -Wright Settlements' Camp pro-
vides an ideal facility for religious, school, community and business
groups. Located on beautiful Long Lake, the Center provides a perfect
setting for retreats, seminars and workshops. Hiking in the fall,
skating and sledding during the winter, fishing, boating and swimming
during spring and summer, providesyear-round activities. For water
activities, water safety instruction and guard required. Horseback
riding facilities nearby. Ten minute ride to Silverdome, (Pontiac
Statium).
LOCATION
Located forty miles from Detroit, east of Pontiac, the camp is at the
north end of Broadway in the village of Lake Orion. Follow I-75 to
M-24 Lapeer exit.
COTTAGE CAPACITY
The three new winterized, barrier free cottages sleep up to 36 people
,ach. Built for possible co-educational groups, each cottage can be
ib-divided into three separate sleeping areas. Further, each cottage
r s a small gathering area for meetings and leisure time activities.
One of the cottages, Patton's, has its own fully equipped kitchen allow-
ing groups to prepare their own meals. Bring your own bedding (sheets,
blankets, pillows or sleeping bags.) All facilities are heated and
equipped with showers.
FACILITIES
The Beattie Lodge overlooks beautiful Long Lake. With a fully equipped
kitchen, large fireplace and seating capacity of more than 100, it pro-
vides just the right atmosphere for meals, meetings or leisure activi-
ties.
Also. your group may be interested in an outdoor camp wiener roast in
the newly built, covered, village gathering center. Bring your own food
or we'll arrange it for you at a small charge.

MANAGER'S REPORT
---Attached are copies of a memo to staff and a letter to the homeowners around
Orion Oaks from Dan Stencil with information on the Orion Oaks' archery hunting.
---The final report for the 1990 cooperative publicity program, in which we are
involved with the local communities, is attached. As you will see, we feel this
is a wise use of Commission funds, as almost 300,000 brochures are mailed to the
residents of Oakland County.
I would like to thank Mary Zednik, Public Communications Aide, who has been co-
ordinating this project the past few years.
---Attached are copies of letters we have recently received regarding the Com-
mission's involvement with different groups.
---Staff has taken plant inventory and researched the Zucker estate; a formal
report will be ready for the next meeting.
---An updated master calendar for the remainder of 1990 is attached for your use.

The Oakland County Parks and Recreation Commission has been
advised by the Michigan Department of Natural Resources that archery
hunting and trapping are to be allowed at Orion Oaks County Park.
This directive is in accordance with a previously unenforced deed
restriction placed on the property by the DNR when it was purchased
by Oakland County in 1980. The DNR has been petitioned previously
to eliminate any firearms hunting at Orion Oaks by the Oakland
County Parks and Recreation Commission.
The archery hunting season begins on Monday, October 1 and
ends on Wednesday, November 14. There is no archery hunting during
the Michigan firearms deer hunting season, November 15 through
November 30. Archery season begins again on Saturday, December
1 and ends on Monday, December 31.
Trapping is also allowed at Orion Oaks in accordance with
Michigan State Hunting and Trapping Laws.
Access to Orion Oaks will be through enlarged service gate
openings at the following locations: Joslyn Road just south of
Clarkston Road; Clarkston Road between Joslyn and Baldwin; and
Baldwin Road at the southwest corner of the park. No parking is
permitted in front of any service gate. Parking in the Road Commission
road right-of-way is governed by Michigan State Law.
Hunting will be all -owed between sunrise and `2 hour after sunset.
Hunting activity is not allowed within 500 feet of any residence
or public roadway. Firearms hunting is not allowed at any time
at Orion Oaks. Trapping is allowed in accordance with Michigan
State Game Laws.
If you should observe any unlawful activities at Orion Oaks
please call the Sheriff's Department at 858-4911.

Subject: Orion Oaks Archery Hunting Program
Archery hunting will be permitted at Orion Oaks as directed
by the Michigan Department of Natural Resources. The season will
begin on Monday, October 1 and continue through Wednesday, November
14, and resume again on Saturday, December 1 and end on Monday,
December 31.
Access to Orion Oaks will be provided through an enlarged
