OAKLAND COUNTY PARKS AND.RECREATION COMMISSION MEETING July 10, 1991 The meeting was called to order at 9:30 a.m. by Vice Chairman Fox at the Spring- field Oaks Youth Activities Center. APPROVAL OF MINUTES: Moved by Mr. Korzon, supported by Mrs. Tomboulian to approve the payment of Vouchers 6-122 through 6-482. 3 - 1 (Commission Meeting, July 10, 1991) ROLL CALL VOTE: AYES: Korzon, G. STATEMENT OF OPERATIONS: The Statement of Operations for the month ending May 31, 1991, were accepted as presented. CAPITAL IMPROVEMENT PROJECTS BUDGET UPDATE: The Capital Improvement Projects Budget Update as of April 30, 1991 was accepted as presented. ACTIVITIES REPORT: Staff reported on the damage incurred throughout the parks by the recent storm. The Activities Report for May, 1991 was accepted as presented. MASTER PLAN REVISIONS - ADDISON OAKS AND GROVELAND OAKS: Chief of Design and Development Joe Figa reviewed evaluations of the top five firms who submitted proposals for the master plan revisions for Addison Oaks and Groveland Oaks. Mr. Figa reviewed the master plan revision process, including workshops, staff and Commission input, research, conceptual plans and then the final rendering and report. Moved by Mr. G. Kuhn, supported by Mrs. Tomboulian to award the contracts for the Addison Oaks and Groveland Oaks master plan revisions as follows: to Pollack Design Associates for Addison Oaks in the amount of $17,844; and Ford and Associates for Groveland Oaks in the amount of $13,726, for a combined total amount of $31,570. Additional funds budgeted for these projects will be used for reimbursable expenses. ROLL CALL VOTE: AYES: G. Kuhn, R. Kuhn, Olsen, Tomboulian, Vogt, Fox, Korzon (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. SAFETY PATH - INDEPENDENCE OAKS: Moved by Mr. R. Kuhn, supported by Mr. Korzon to participate in Inde- pendence Township's safety path system and approve the expenditure of $10,838.80 for the installation of approximately 465 feet of 8' wide concrete walk from the property line of Independence Oaks along Sashabaw Road north to the park entrance. kl�j (Commission Meeting, July 10, 1991) AYES: Fox, Korzon, G. GRANT RESOLUTION - WATERFORD OAKS: Staff requested Commission approval of a resolution to accept a $250,000 matching grant from the Department of Natural Resources for the Waterford Oaks refrigerated toboggan run. Moved by Mr. G. Kuhn, supported by Mr. Olsen to approve the following resolution to accept a $250,000 matching grant from the Department of Natural Resources for the Waterford Oaks refrigerated toboggan run: RESOLVED, that the Oakland County, Michigan, Parks and Recreation Commission, does hereby accept the terms of the Agreement as received from the Michigan Department of Natural Resources, and that the Oakland County Parks and Recreation Commission does hereby specifically agree, but not by way of limitation, as follows: 1. To appropriate the sum of Two Hundred Fifty Thousand ($250,000.00) Dollars to match the grant authorized by the DEPARTMENT and to appropriate such additional funds as shall be necessary to complete the project. 2. To maintain satisfactory financial accounts, documents, and records to make them available to the DEPARTMENT for auditing at reasonable times. 3. To construct the project and provide such funds, services, and materials as may be necessary to satisfy the terms of said Agreement. 4. To authorize Ralph Richard, Manager, to be the local Authorized Representative to sign documents on behalf of the Oakland County Parks and Recreation Commission. 5. To comply with any and all terms of said Agreement including all terms not specifically set forth in the foregoing portions of this Resolution. ROLL CALL VOTE: AYES: R. RESOLUTION - TREES, REFORESTATION, AND COUNTY LAND: Staff reviewed the resolution prepared by the Board of Commissioners Finance Com- mittee regarding trees, reforestation and county land, along with a response that has been drafted. 3 - 3 (Commission Meeting, July 10, 1991) Commissioner Olsen inquired about individuals requesting to come into the parks and plant trees. Staff noted that individuals periodically plant trees in the parks, but always coordinate their efforts with the park's supervisor. TREE WORK - WATERFORD OAKS: Moved by Mr. R. Kuhn, supported by Mr. Vogt to approve the expenditure of $7,098.74 to Davey Tree Expert Company for the tree maintenance work at Waterford Oaks. AYES: Fox, Korzon, G. Kuhn, R. Kuhn, Olsen, Tomboulian, Vogt (7) NAYS: (0) Motion carried on a voice vote. EXECUTIVE SESSION: Moved by Mr. Olsen, supported by Mr. G. Kuhn to adjourn to Executive Session. AYES: Fox, Korzon, G. Meeting adjourned to Executive Session at 10:34 a.m. Meeting re -convened at 10:46 a.m. MANAGER'S REPORT: The Manager's Report is as filed in the agenda. MASTER PLAN REVISIONS - SPRINGFIELD OAKS YAC: Staff reviewed the proposed master plan revisions for the Springfield Oaks YAC, noting the short-term improvement projects recommended for the building and site. Don Malinowski, Manager of Facilities Engineering, stated that several years ago a fund was established by the Oakland County Board of Commissioners for capital improvements at the park. Any recommendations for projects to be included in the 1992 capital budget should be directed in writing or by resolution to Mr. Malinowski. Moved by Mr. G. Kuhn, supported by Mrs. Tomboulian to direct staff to write a letter to Don Malinowski, Facilities Engineering, to recommend the following projects for the Springfield Oaks Youth Activities Center be included in the County's 1992 capital budget: paving, parking, cir- culation, and handicap accessibility. AYES: Fox, Korzon, G. Kuhn, R. This is the preferred and accepted method when satisfied with a professional contractor and wish to continue their services. Our present audit firm, Janz & Knight, has presented their proposal for auditing the financial records of the Commission for the calendar year 1991 and/or for the three years 1991, 92 and 93 at an increase of only 3% each year. Their proposal, in a letter to Frank Trionfi dated 6/12/91, is enclosed. Staff has been very satisifed with the performance and services of Janz & Knight. They have been the Commission's auditors since 1974 and have been very helpful in installing and improving accounting procedures for us (ie. Golf Dome & Sports Village). They also assist us in complying not only with government regulations but with Commission policies and have aided us in budget preparation and presentation. They are a local firm and are only a phone call away for immediate advice on special situations that arise during the year. In addition, they have never billed us for the extra services rendered. In the previous three years, their actual hours spent on our account totaled over $56,600. However, because of our agreement, we were billed at the agreed price of $38,200. Staff has contacted the finance officers of four local government agencies and asked them about the fees they paid for the audit of their financial records for 1990. They also agreed it is better to have a local firm because there is a very good chance some of the same auditors will return the following year who are familiar with the accounting system. This saves considerable staff time. Janz & Knight has always had at least one returning CPA and their auditor in charge, who is also a CPA, has always returned. The firm not only specializes in governmental accounting, but they know the interrelationship between Parks and Recreation and the County, and have cooperated with the County's auditors and County personnel to everyone's satisfaction. Van Loo 8-4 ITEM #9 MASTER PLAN RESEARCH PROJECT In January, 1992, the Oakland County Parks and Recreation Commission will be submitting its 5-year Master Plan to the Michigan Department of Natural Resources as required for continued consideration for grant awards. As part of the process, the parks and recreation commission must assess public input and opinion regarding future planning for the parks system. At the April retreat, the commission discussed and approved the concept of conducting such a research project. Staff requests approval to proceed with an awareness and attitudes study among Oakland County residents. The survey will address public awareness of and support for Oakland County parks, assess public needs and intended usage, and elicit opinions about the park system and its potential contribution to the quality of life among Oakland County residents. The research project will be coordinated through DDB Needham with the study conducted by Nordhaus Research, Inc. of Southfield. The survey method will be a scientific, random telephone sample of 400-500 residents in Oakland County. Examples of the types of questions to be asked are attached. Cost of the research project is $14,600.00 (plus or minus 100). The well serviceman (Layman) attempted to repair this system, but was unsuccessful. In trying to repair this well the contractor found that the pump and motor had broken off the drop pipe and cannot be re- trieved; numerous attempts were made to salvage this well. We have not run into a serious shortage of water that flows down the stream. Staff feels our only recourse is to install a new 8" well with pump and 10 hp motor. At the time of this write-up, staff is in the process of obtaining quotes to install a new well. The existing well was installed in 1956 and is 150 feet deep. There is $10,000 budgeted in the 1992 Capital Improvement Projects Budget for this well; however, indications are that this new well will be more than this amount. Staff will have quotes at the time of the Commission meeting. 10-1 iTME Ill ASPHALT PAVING RED OAKS AND SPRINGFIELD OARS GOLF COURSE In April of this year bids were received and in May a contract was signed with Bush Brothers of Farmington Hills to repave the service drive and install new cart paths at Red Oaks plus to widen existing cart paths and install new cart paths at Springfield Oaks. At Red Oaks the service drive is 5,000 feet long and 8 feet wide. The con- tract was based on using 475 tons of asphalt material and applying 1 k" of asphalt over the existing drive. In the course of completing this paving, which included extensive patching and paving some problem areas, the total tonnage came to 766.37 tons, which was 291.37 tons over the original contract. This drive was paved ten years ago and was in poor condition. At Springfield the contract was based on using 150 tons of material. There was approximately 6,000 square feet of repaving of existing cart paths and 6,000 square feet of new cart paths installed at Springfield. In completing this project, it took 247.91 tons of material, which was 97.91 tons over the contract estimate. Per the terms of this contract, knowing tonnage would vary, a price of $37.00 per ton was set at Red Oaks and a price of $46.00 per ton was set at Springfield. Bush Brothers were the lowest per ton bid and have completed numerous projects for us in the past five years. Staff requests permission to pay the amount of $43,059.55, which is $15,284.55 over the original contract. Bush Brothers, according to the terms of the contract, supplied us with weight slips for each ton that was delivered. There is $30,000 budgeted in the Capital Improvement Projects Budget for this paving. The remaining amount will come from the Capital Improvement Projects Budget Contingency. ITEM 112 DNR/PARKS COMMISSION INCLUSIVE PROGRAM Oakland County Parks and Recreation and the Department of Natural Resources (DNR) are combining their resources and efforts in providing inclusive leisure and recreational opportunities. With the institution of the American Disabilities Act (ADA) in 1992 and the emphasis on inclusion of programs, we are joining our resources to have a head start. The DNR approached Oakland County Parks and Recreation to be the first agency to implement the inclusion of programming. We are selected for the following reasons: - OCPRC reputation for quality programs and facilities - OCPRC has an established networking system with Northwest Parks and Recreation - OCPRC's strong commitment to servicing all residents of Oakland County OCPRC is in the process of updating facilities to be accessible. At the June Commission Meeting, five (5) handicapped portable toilets were approved. The county also has an accessible fishing peer, two wavepools, trails, one bus and one show mobile. The DNR will be available to assist OCPRC in reviewing facilities to meet the guidelines. It is important to consider that accessible facilities and parks benefit everyone. Hard surfaces for trails, larger bathroom stalls and doorways make it easier for seniors, parents of small children, as well as they physically and mentally challenged. Updating facilities is clear-cut, because there are set state and federal guidelines. Programming will be a much more difficult accomplishment. Our first goal will be to change attitudes. Many recreation programmers along with many others, do not feel it is important to include persons with disabilities into programs. Integrating leisure and recreation experience develops everyones self-esteem and a positive attitude. Sharing recreation experiences can improve everyone's quality of life. Recreation professionals will need assistance on accommodating persons with disabilities. The DNR will educate and provide resource information to each county which they will disperse to the local level. 12-2 Page 3 Attitudes and programming techniques cannot be changed overnight. There will be a transition period. The need for some segregated programs will still exist. Older adults with physical and mental impairments may not feel comfortable in general programs because they were never accepted. Schools are becoming inclusive, so integration is well received by the younger population. 12-3 ITEM 113 ADDISON OAKS CONFERENCE CENTER EXTERIOR WALL REPAIRS During the initial repairs to the Addison Oaks Conference Center, the con- tractor uncovered more extensive work than originally anticipated. Staff is presently working with the contractor to determine how extensive the extra work will be and any extra costs that may be incurred. This will be discussed at the meeting. 13-1 ITEM #14 PAST COMMISSIONER MARJORIE WALKER Past Parks Commissioner Marjorie Walker passed away on Wednesday, July 31, after a long illness. She had served on the board during 1974 and from 1976 through 1981. On behalf of the Commission, staff will plant a tree in the Memorial Garden at the main office. 14-1 ITEM #15 MANAGER'S REPORT ---Radio tower update: The County submitted their plan to the FCC for the place- ment of the towers for the county's communication system. After their review, the FCC was not satisfied with the proposed location of one tower, which was at the Independence Township Maintenance Center, and requested the County move the tower to another site, preferably at Independence Oaks. Working with staff on a new location and will keep you advised as information comes along. ---NRPA: If you are planning to attend the National Congress in Baltimore, please verify your travel dates and conference registration information with Karen Smith within the next week so she can make arrangements. ---Chairman Wint and Mr. Richard will be meeting with all of the township super- visors at Independence Oaks on Thursday, August 8, as an informational update. ---In cooperation with two radio stations, WLTI and WNIC, the Oakland County Parks and Recreation Commission will be hosting "Free Day in the Park" on August 10. Winners through the radio stations were receiving free entry into the parks for the day. In addition, commemmorative packets will be given to the first 125 visitors at Addison, Groveland, and Independence, and the two waterparks. ---On August 5, Orion Township will be reviewing the Orion Oaks hunting policy. Staff will update you at the Commission meeting. ---Will determine at this meeting whether or not a meeting is merited for August 21.
