STATEMENT OF OPERATIONS, CAPITAL IMPROVEMENT PROJECTS BUDGET UPDATE, AND
ACTIVITIES REPORT:

Operations for the month ending June 30, 1991; the Capital Improvement
Projects Budget Update as of June 30, 1991; and the Activities Report
for June, 1991'.

MASTER PLAN RESEARCH PROJECT:
As part of the process for the Commission to submit its five-year Recreation Mas-
ter Plan to the Department of Natural Resources, staff is requesting Commission
approval of a research project to study public awarensss of, and support for,
Oakland County Parks, along with assessing public needs and intended usage, plus
eliciting opinions about the park system.
The research project will be coordinated through DDB-Needham with the study con-
ducted by Nordhaus Research, Inc.
Cost of the research project is $14,6OO, plus or minus ten percent.

Commission discussed the wording of the question regarding the Commission con-
sidering a millage proposal for land acquisition and developing additional parks.
Staff was directed to reword the question to make it less direct and let the Com-
mission review it again before going to the public with it.
Question regarding the proposal for a county -wide tax millage shared with local
parks and recreation departments will be deleted.
Question regarding household income will be reviewed by the surveyors for their
opinion on whether or not it should be included in the study.

WELL - GLEN OAKS GOLF COURSE:
Moved by Mr. Lewis, supported by Mr. Law to award the contract for the
installation of an 8" well with pump and 10 hp motor for the Glen Oaks
Golf Course to the low bidder, Brown Well Drilling, in the amount of
$14,348.50.

ASPHALT PAVING - RED OAKS AND SPRINGFIELD OAKS GOLF COURSES:
Moved by Mr. Korzon, supported by Mr. G. Kuhn to approve the expenditure
of $43,059.55 to Bush Bros. to repave the service drive and install
new cart paths at Red Oaks, plus to widen existing cart paths and install
new cart paths at Springfield Oaks Golf Course.
Commission requested they be informed of any future contract cost changes as soon
as possible.

(Commission Meeting, August 7, 1991)
DNR/PARKS COMMISSION INCLUSIVE PROGRAM:
Due to the Commission's interest in providing programs for special populations
and in the upcoming Americans with Disabilities Act, the DNR is proposing the
Commission participate in a joint pilot program. For this program, the state
will provide one staff person to educate and train our staff and to help develop
programs and workshops. The DNR will also help us in the interpretation of the
ADA.
If this pilot program is successful, the DNR will take it to the local community
parks and recreation departments.
ADDISON OAKS CONFERENCE CENTER EXTERIOR WALL REPAIRS:
Due to the unexpected repair problems on the conference center's exterior walls
created by the unusual construction method for the facility, plus water seepage
behind the exterior surface in both walls and chimneys, staff requested Commission
approval to expand the contract with Grunwell-Cashero to complete these repairs
for an amount not to exceed $30,000.
Commission directed staff to hire an independent structural engineer to inspect
the entire building and contract for the repairs, to-do the building properly and
entirely rather than repairing it in a piecemeal fashion.
In response, staff requested Commission approval of an additional amount not to
exceed $30,000 for the contractor to seal the holes in the exterior walls made
in the course of the repairs.
Moved by Mr. Law, supported by Mrs. Fox to approve the expenditure to
seal the holes made in the exterior walls of the Addison Oaks Conference
Center during the course of the contracted repairs to Grunwell-Cashero
in an amount not to exceed $30,000. Any additional funding or work
necessary for this project will be brought back to the Commission for
approval.

Staff noted that the $60,000 grant requested from the Michigan Equity Grant Pro-
gram may once again be a possibility. Staff will keep the Commission updated
on any further developments on the grant through this program.
PAST PARKS COMMISSIONER MARJORIE WALKER:
Chairman Wint informed the Commission of the recent death of past Parks Commis-
sioner Marjorie Walker.
He spoke of her special support of the parks and noted that staff will be planting
a tree in her memory at the administration office's memorial garden.
MANAGER'S REPORT:
In addition to the Manager's Report filed in the agenda, the following was noted:

---Staff is once again negotiating on the placement of a communications tower
for the proposed county -wide system; the FCC did not approve the tower to be
placed at the Independence Township Maintenance Center, but rather prefers it
to be placed at Independence Oaks.
---Manager Richard informed the Commission that Orion Township has approved a
list of recommendations made by the Hunting Area Control Committee for hunting
in the vicinity of Orion Oaks.
These recommendations will be reviewed with any other recommendations from staff
for approval by the Commission.
OLD BUSINESS:
—Construction will begin on the Pebble Creek Drain project at Glen Oaks on
September 9. Staff is considering using the course as a 9-hole course during
the period of construction.
---Commissioner Vogt inquired about the status of the new computer program and
cooperation received from Computer Services.
The next meeting will be held on Wednesday, August 21 at 9 a.m. at Addison Oaks.
The meeting will be immediately followed by a park tour, including the conference
center, and the Milkhouse dedication.
Meeting adjourned at 11:32 a.m. to the park tour of Groveland Oaks.

Staff will show a video recently taken at Haas Lake Campground
and will make a short presentation on the park for possible considera-
tion for acquisition.

Independence/Springfield Oaks
Storage Facility
Oakland County Parks and Recreation received bids on Aug. 15,
for the construction of a 40 x 64 ft. storage facility at
Independence and Springfield Oaks Park.
The structures are constructed of pressure treated wood timbers
in concrete footings, wooden trusses, metal siding, corrugated
fiberglass band for natural light, asphalt shingles, overhead
metal garage doors and pedestrian doors. A 10' strip of gravel
around the perimeter, concrete floors and six skylights for
each structure are also included in the base bid.
There is a deduct alternate to eliminate the skylights at each
structure.
The project can be bid as separate items or together.
Purchasing and park staff will be reviewing the bids and will
present recommendations at the meeting.
The 1991 Capital Improvement Budget allocated $60,000 for these
two projects.

Addison Oaks
Entrance Terrace Irrigation System
Bids are being received on Aug. 15 for the irrigation system
to be installed as part of the new terrace at the conference
center. This will allow for the planting beds to be watered
within this area. This system will be installed prior to the
construction of new terrace, which is also out for bid due on
Aug 22.
The cost for this project is part of the $220,000 remaining
in the 1991 Capital Improvement Budget.
Staff will review the bids and make a presentation and
recommendation at the commission meeting.

RECREATION MASTER PLAN
REVISION
Proposals were received for revising the Parks and Recreation
Master Plan. This document is the basis for the direction of
the park system for the next five years. It is also a requirement
by the DNR for submission of grants.
The existing document was revised in 1985. The consultant will
be required to :
1. Review existing plan and determine necessary revison. This

municipal and local recreation systems.

ORION OARS ARCHERY HUNTING PROPOSED OPERATIONS PLAN
In response to the recommendations of the Orion Township Hunting Area Control
Committee, which were approved by the Orion Township Board on Monday, August 5,
staff proposes the following operations action plan:
1. Archery hunting will be permitted at Orion Oaks from October 1 through
December 31, 1991.
2. Parking areas will be provided within the park boundaries at existing
service gates on Clarkston Road and at Baldwin Road (approximate parking
for 25 vehicles).
3. All vehicles using the park for hunting will be required to purchase an
annual vehicle permit. Vehicles parked along any perimeter public roadway
will be ticketed (pending proposed no parking sign posting by the Oakland
County Road Commission).
4. Park maps indicating the safety zones will be posted in over 30 locations.
Park maps will be made available to hunters.
5. The enforcement of hunting regulations will be a concerted effort between
the Oakland County Sheriff's Department, the Oakland County Sheriff's Park
Deputy Division, the Michigan State Police, and the Michigan DNR through
foot patrols, undercover surveillance, and ATC units.
6. In addition, the Michigan DNR, the National Rifle Association, the Michi-
gan United Conservation Clubs, and Orion Community Schools will work coop-
eratively in providing public education programs regarding hunting.
7. The "Park Watch" program will enable park neighbors to assist Parks staff
and enforcement agencies in monitoring the archery hunting program.
Staff anticipates spending approximately $3,000 of budgeted funds to provide
parking area fencing, develop parking areas, post safety zone signs, and provide
park maps.
ORION TOWNSHIP, OAKLAND COUNTY, STATE OF MICHIGAN
REPORT OF HUNTING AREA CONTROL COMMITTEE
The Township of Orion, Oakland County, State of Michigan requested the
establishment of a Hunting Area Control Committee (HACC) to review complaints
that hunting presents a danger to students and staff at an elementary school
and to occupants of homes in the vicinity of Orion Oaks County Park.
The HACC, consisting of JoAnn.Van Tassel, Township Supervisor; Lt. Bruce
Gustafson, Michigan Department of .Natural Resources; Sgt. Robert D.
Swackhamer, Michigan State Police; and Lt. Barry Eriksen, Oakland County
Sheriff Department has asked for and received public input; has reviewed the
lands of concern within the township; has reviewed police complaint records,
has considered various alternate courses of action and has prepared final
recommendations for the consideration and action of the Orion Township Board
of Trustees. -
The HACC in its review of the of Orion Township finds:
1. Thgt the Orion Oaks county park is a large tract of generally undeveloped
property (927 acres_) bordered generally on the east by Joslyn Road, on the
north by Clarkston Road, on the west by Baldwin Road and on the south by
Lessiter Road, Cedar Key Road and Scripps Road.
2. That within the park property (all of which is enclosed by a chain link
fence in excellent state of repair) the discharge of firearms is prohibited by
Oakland County Parks Commission rule.
3. That most complaints received at the public meetings and in written
memorandum express a concern that hunting with firearms present a real and
present danger to children attending Webber Elementary School located on 40
acres directly adjacent to the park and immediately east of an undeveloped
private 40 acre parcel.
4. That complaints of violation of hunting with firearms within safety zones
and discharge of firearms near the school are largely unsubstantiated.
5. That no instances were substantiated documenting violations of hunting
with firearms within the park.
6. That park officials lack personnel to patrol the park throughout the year
and park enforcement personnel have never received specific training in
wildlife law enforcement techniques.
7. That bow hunters, wishing to hunt lawfully within the confines of the
park, must seek entrance by climbing under or over the boundary fence.
Citizens complain of seeing vehicles parked along the roadways bounding the
park. This parking in unconventional locations and the appearance of persons
"sneaking" into or out of the park leaves the impression with neighbors that
something unlawful may -be occurring.

8. That generally along the southern perimeter*of the park areas suitable to
bow hunting are lacking and violations of the safety zone regulations are not
likely to occur.
9. That a private 40 acre parcel open to all forms of hunting abuts both the
park and the school grounds. Evidence of off road vehicular traffic crossing
from the parcel to the school playground is evident. Hunting with firearms
and bow and arrows is lawful and likely does occur.
Rational for Recommendation:
The HACC finds the proposal to close the entire area in question to all
hunting and the discharge of firearms and bows neither reasonable nor
warranted. Hunting with or the discharge of bows and arrows is not likely to
kill, injure or disturb persons who can be reasonably be expected to be
present nor to destroy or damage buildings or personal property located
adjacent to these areas nor will it vitiate the general welfare of the
community. However, the HACC finds that development around the perimeter of
the park is such that it is reasonable and prudent to formally follow the lead
of the"`bakland County Parks Commission and to recommend that hunting with
firearms be enjoined within the park, upon the adjacent school property and
upon the private 40 acre partial west of the school. If enacted this ban will:
Provide law enforcement agencies, not currently authorized to enforce
existing park regulations, with the ability to assist park enforcement
personnel.to police the area within the park for firearms violations.
Allow law enforcement personnel to stop and arrest if necessary those
hunters which may be hunting game with firearms on the private parcel
west of Webber School
The HACC is concerned that law enforcement personnel are not enforcing
complaints of safety zone violations and existing hunting regulations in a
consistent manner throughout area. The Board of Trustees should host a
training session to be conducted by the Department of Natural Resources Law
Enforcement Division and offered to all agencies with patrol responsibilities
within the township prior to the commencement of the 1991 fall hunting
seasons. This session should include a review of existing local hunting area
controls, Michigan hunting regulations and wildlife enforcement techniques.
The HACC is concerned that hunters pursuing their sport in -a lawful and
responsible manner are perceived by some to be breaking the law and that
parking along the roadway right of way may create traffic hazards.
The HACC is concerned that bow hunters within the Orion Oaks park may approach
unnecessary close to the perimeter fence bordering the Webber School
property and that these hunters should be warned that a school area is near
by.

3. Place signs a minimum of 200 feet from the Webber School property
line alerting all persons walking through the park that they are
approaching a school and should be cognizant that school children may be
utilizing the wooded area near the school grounds.
PROPOSAL TWO:
The Orion Township Board of Trustees invite the Department of Natural
Resources to conduct a training session for all local., county and county park
enForcement officers. Included in this session should be a review of existing
local huntir:g area controls, Michigan hunting regulations and wildlife
enforcement techniques. This session should occur prior to the 1991 fall
hunting -seasons.
PROPOSAL THREE:
The Orion Township Board of Trustees should formally recommend that the board
of education consider erecting a fence along the west boundary of the Webber
El ea1pntary School property.
PROPOSAL FOUR:
The Orion'Township Board of Trustees should formally petition the Oakland
County Road Commission to establish no parking zones along the roadways
bounding the Orion Oaks Park where parking vehicles on the shoulder may create
hazardous traffic conditions.

---The proposed contract with the Dinosaur Hills Astronomical Society is currently
being reviewed by Corporation Counsel; it is hoped that the construction of their
building at Addison Oaks should begin by the end of the month.
---Southeast Michigan Balloon Association Balloon Launch: On Tuesday, August 13,
the SEMBA monthly balloon launch had 17 balloons attend and successfully launch
from Addison Oaks.
---Milkhouse Dedication: The Milkhouse dedication is scheduled for 11:30 a.m.
(following the Parks Commission meeting and park tour of Addison Oaks) on August 21
to be followed by a luncheon at the Conference Center.
---Disc Golf Dedication: The Can Am Disc Golf Finals at Addison Oaks are scheduled
for Sunday, August 18, beginning at 8 a.m. The award ceremonies,- with dedication,
will be from 2:45 to 3:30 p.m.
---A total of 625 25th Anniversary packets were well -received by the first 125
adults/vehicles arriving at the parks and wave pools on Saturday, August 10.
Of 245 free entry coupons distributed by radio stations WLTI and WNIC, 150 were
