January 16, 1991
The meeting was called to order at 9:12 a.m. by Chairman Lewis Wint in the com-
mission room of the Parks and Recreation Commission's administrative office.

APPROVAL OF PAYMENTS:
Moved by Mr. Lewis, supported by Mr. Korzon to approve the payment of
Vouchers 12-1 through 12-318 and 1-1 through 1-14; and the Interdepart-
mental Payment Registers for the October charges paid in November, and
November charges paid in December.

(Commission Meeting, January 16, 1991)
Commission directed staff to report back with a complete cost analysis of the
cross-country ski program, with an emphasis on advertising.
1990 OPERATING BUDGET AMENDMENT:
Due to unanticipated increases in grounds maintenance at the Waterford Oaks Tennis
Complex and in building maintenance at the Waterford Oaks Wave Pool, staff re-
quested the transfer of $3,400 to the Waterford Oaks Tennis Complex and $13,182
to the Waterford Oaks Wave Pool. The total transfer of $16,582 will come from
the operating contingency account and will comply with the Commission's 1990
General Appropriations Act, which specifies that expenditures cannot exceed the
appropriation for any budget center as approved.
The total 1990 operating budget will remain the same at $8,297,685.
Moved by Mr. Law, supported by Mrs. Fox to approve a transfer of $16,582
from the operating contingency account of the 1990 operating budget
in order to comply with the Commission's 1990 General Appropriations
Act. Of the $16,582 total, $3,400 will be transferred to the Waterford
Oaks Tennis Complex and $13,181 will be transferred to the Waterford
Oaks Wave Pool.

Commissioner Olsen requested staff provide a revenue/attendance comparison for
the Waterford Oaks Wave Pool for the 1990 season, focusing on the justification
for the difference between revenues received and the increase in attendance.
STATEMENT OF OPERATIONS, CAPITAL IMPROVEMENT PROJECTS BUDGET UPDATE, AND ACTIVITIES
REPORT:
Moved by Mr. Vogt, supported by Mr. Olsen to receive the Statement of
Operations for the month ending November 30, 1990, the Capital Improve-
ment Projects Budget Update as of November 30, 1990, and the Activities
Reports for November and December, 1990.

ADDISON OAKS PARK SUPERVISOR RETIREMENT:
Chairman Wint announced Addison Oaks Park Supervisor Frank Ostrowski's retirement,
reviewing his employment history in conjunction with the history of the park.
The Commission thanked Frank for his years of service and presented him with a
lifetime pass for the parks.

ELECTION OF OFFICERS:
Chairman Wint asked Commissioner Olsen to assume the position of Temporary Chairman
for the purpose of electing new officers of the Parks and Recreation Commission
for 1991.
Commissioner Olsen assumed the Chair and opened nominations for Chairman.
Moved by Mrs. Fox, supported by Mr. Korzon to nominate Lewis Wint as
Chairman of the Parks and Recreation Commission for 1991.
Nominations were closed.

Temporary Chairman Olsen declared Lewis Wint Chairman of the Parks and Recreation

Chairman Wint introduced the Oakland Parks Foundation's new Executive Director,
Cheryl Flynn.
LEGISLATIVE UPDATE:
Kerry Kammer, legislative liaison for the Commission, gave an update on the Com-
mission's grants and the changes in the Department of Natural Resources being
considered by Governor Engler.
WELL - WHITE LAKE OAKS:
Moved by Mr. Lewis, supported by Mrs. Fox to approve the contract to
Jim Layman for the well installation at White Lake Oaks in the amount
of $3,563.96, which includes the additional expenditure of $605.46 for
the well's new location and additional depth.

PLAY FACILITY GRANT APPLICATION - GROVELAND OAKS:
Chief of Design and Development Joe Figa requested Commission approval of the
submission of a grant application to the Department of Natural Resources for Land
and Water Conservation funds. Deadline for the submission is January 31, 1991.
The project being requested for submission is the Groveland Oaks Play Facility.
The recommended grant amount is $55,000, with a $55,000 match from the Oakland
County Parks and Recreation Commission.
Moved by Mr. Korzon, supported by Mr. Vogt to approve the following
resolution for the submission of a grant application to the Department
of Natural Resources for Land and Water Conservation funds:
WHEREAS, the Oakland County Parks and Recreation Commission has
been notified by the Department of Natural Resources that applications
for the cost -sharing Land and Water Conservation Fund may be submitted
by January 31, 1991; and
WHEREAS, the Oakland County Parks and Recreation Commission has
identified and established priorities for acquisition and development
projects within the adopted Recreation Master Plan; and
WHEREAS, the Oakland County Parks and Recreation Commission recom-
mends the filing of the following application to the Department of Natural
Resources for a matching grant:
Groveland Oaks Play Facility
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission recommends submission of the above -said grant
application with the appropriate matching funds to be designated from
the one -quarter mill.

RESOLUTION - FRANK OSTROWSKI:
A resolution was presented for Commission approval in honor of Addison Oaks Park
Supervisor Frank Ostrowski's retirement.
The resolution will be presented to Frank at a retirement luncheon on Thursday,
January 17, 1991.
Moved by Mr. Lewis, supported by Mrs. Fox to approve the following
resolution:
WHEREAS, Frank Ostrowski has served with the Oakland County Parks
and Recreation Commission since November 24, 1969; and
WHEREAS, Frank will complete his service with the parks system
at Addison Oaks County Park on January 17, 1991; and
WHEREAS, Frank Ostrowski is the first and only park supervisor
of Addison Oaks since the purchase of the park; and
WHEREAS, Frank has performed his stewardship in the development
of the park to the benefit of the Oakland County residents; and
WHEREAS, he has done an outstanding job and has been a very dedi-
cated employee of the Parks System; and
WHEREAS, his efforts are appreciated not only by the Parks Com-
mission and staff, but also by the residents of Oakland County.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission and Addison Oaks staff bid farewell to Frank
Ostrowski and send him and his family best wishes for the future.

ROSE TOWNSHIP PROPERTY:
Staff showed slides of a 610-acre parcel of property in Rose Township.
Commission authorized staff to proceed with a grant pre -application for the ac-
quisition of this parcel.

(Commission Meeting, January 16, 1991)
PARKS AND RECREATION DIRECTORS MEETING:
In response to comments made at the December 5 Commission meeting, all of the
parks and recreation directors in Oakland County were invited to attend a meeting
scheduled at Glen Oaks Golf Course on Tuesday, January 29, at 8:30 a.m.
The directors will be asked for their input on the following three subjects:
1. Future direction for the Oakland County Parks
2. Therapeutic Recreation
3. Orion Oaks' future
Feedback received at this meeting will be summarized and presented at the April
retreat.
Chairman Wint was excused from the meeting; Vice Chairman Fox assumed the Chair.
ADDISON OAKS PROPERTY PURCHASE:
An appraisal has been received for the 90-acre parcel at the southwest corner
of Addison Oaks in the amount of $357,000.
Staff is working with Corporation Counsel on an offer to present to the owner.
The Commission will be updated on the progress of this acquisition.
MANAGER'S REPORT:
In addition to the Manager's Report filed in the agenda, the following was noted:
---A conflict has arisen on the dates scheduled for the April retreat. Staff
will poll the Commissioners for their preference of days, dates and times.
---Staff has met with the radio communications committee regarding the placement
of aerial towers in the parks. Staff is also checking with the Department of
Natural Resources regarding any restrictions on our parklands purchased with the
assistance of federal funding. The Commission will be updated when more informa-
tion is available.
---Staff was directed to poll the Commissioners on their preference for days of
the regular meetings to see if a change should be requested.
The next Commission meeting will be Wednesday, February 6, at 9 a.m.
The meeting was adjourned at 11:22 a.m.

PULL CARTS AND RENTAL CLUBS
ALL GOLF COURSES
We have received from Purchasing the following bid for the purchase
of 45 rental pull carts, 2 complete junior rental sets, and 18 single
rental golf clubs.
The major amount of this purchase is for the 45 rental pull carts,
and Hornungs is the sole supplier of these carts.
We presently own 120 of this style of pull cart and have had good
service from them.
These carts last approximately two years.
Staff recommends you award the bid to the sole supplier, Hornungs,
for $3,429.50, which includes delivery.
Funds for this expenditure will come from the Small Tools line
item of each golf course's budget.

USED GOLF BALLS
ALL GOLF COURSES
In October, 1990, bids were received and a blanket order was set
up with Raven Golf Ball Company to provide used golf balls for resale
in our pro shops.
In the 1991 golf season, we expect to sell 2,000 dozen used golf
balls.
Staff requests permission to expend approximately $6,000 for these
golf balls, a price of $3.00 per dozen. We sell the balls for approxi-
mately $.75 each.
We will receive these balls in two shipments, one in early spring
and one in mid -summer.
Funds for this expenditure will come from the Merchandise For Resale
budget line item of each golf course.

RENTAL TUBES
RED OAKS AND WATERFORD OAKS WATERPARKS
Bids were sent out for the purchase of 800 tubes used for rental
at the wave pools. This is a limited source item with only
one company responding out of three companies solicited.
Five hundred (500) rafts are for Red Oaks and were budgeted
at $5,000. Three hundred (300) are for Waterford Oaks but were
inadvertently not budgeted. They are needed to provide a third
color selection. These tubes are rented to pool users ($1.00
for 22 hours) and generate a substantial revenue.

KAWASAKI MULE UTILITY VEHICLE
INDEPENDENCE OAKS
The following bids have been received for the purchase of one
Kawasaki Model 1000 "Mule" utility vehicle for park maintenance
operations at Independence Oaks.
The park operations staff had been looking for many years to
find a utility vehicle best suited for trail maintenance and
general park operations. The "Mule" purchased in 1989 has proven
to be a most successful unit. It has been determined that this
vehicle is superior to the traditional utility vehicle due to
its ability to climb inclines, stability (4-wheel vs. 3-wheel),
cargo capacity, and general operation. The anticipated life
expectancy of this unit is 4-7 years.
This is a replacement vehicle for an EZ-Go truckster that is
7 years old that will be sold in the County's spring auction.

The cross-country skiing programs at Independence Oaks require a

Independence Oaks
Three years ago the park system purchased an air pruning system
that has been stationed at Addison Oaks. The system has been
used extensively by park staff and golf courses for the removal
of brush in picnic areas, on hiking trails, golf course fairway
roughs, etc.
Staff feels justified in the purchase of a second unit to be
located at Independence Oaks. This unit also would be available
to any other park or golf course facility for their use.

WATERFORD OAKS OAKLAND COUNTY PARK

This plan, designed by Anderson Lesniak, was adopted in November
1972. The plan was apparently revised at a later date to encorporate
the outdoor, wave action pool and eliminate components, such as the indoor
ice arena. The modified version is the plan that Parks and Recreation
has been using for a number of years. The present type and location of
activities are fairly close to the modified plan.
The plan and differences are as follows:
1. Wave Pool: A waterslide has been added to the wave pool and other
water features may be recommended in the future.
2. Court Games Area: Only the arrangement and size of the area has
changed. The proposed tennis stadium has not been developed.
3. Field Sports: This area is still basically undeveloped. The BMX
area, which was not identified in the plan, occupies a quadrant of
the proposed sports field. The layout of the field sports area would
have to be modified to accommodate the BMX track.
4. Nature Center: The area proposed for this activity has not only
remained a maintenance area but has been expanded. This nature center
must be reviewed as to need. A new location will have to be selected.
5. Winter Sports: This area, designated as a winter activity, is the
proposed .location for the refrigerated toboggan slide project.
Conclusion: The Master Plan is still viable although modifications are
needed to correctly identify existing facility, review proposed activities,
and encorporate new ideas.

Attached is a letter sent to the Commission regarding the proposed
use of Addison Oaks Park by the Dinosaur Hill Astronomical Society for
star gazing for the public with their volunteers.
Staff has had an initial meeting with them to look over the possi-
bilities for a location in the park and to research other details as
outlined in the letter.
Staff will keep you informed of any progress made with this pro-

Dear Sir,
This letter is to serve as an introduction to the Dinosaur
Hill Astronomical Society and to explain our request to be placed
on the agenda of the Oakland County Parks and Recreation Commis -
ion to persue our search for an observatory site.
Formed four years ago under the auspices of Dinosaur Hill
Nature Preserve, the Society's purpose is to bring together
those who share an interest in astronomy and to use the expertise
avilable to educate the public concerning the sky and the gate-
way to the universe it provides. We now have some eighteen mem-
bers combining abut a century of experience and several thousand
dollars worth of euipment. We have come to the point of requiring
a permanent housing for the tools of our trade. The advantage
of a permanently housed telescope are greatly improved optical
and mechanical performance, the ability to use a large and pow-
erful instrument, a storage facility for smaller instuments, a
base of operations for portable telescopes, and the ability to
handle larger numbers of people in an orderly fashion. All this
would allow us to reach out to a much larger segment of the com-
munity.
The requirements of an observatory would include a secure,
reasonably dark site, electricity (110V), and nightime access.
We have studied the actual building requirements in some detail
and have designed (with the help of Eric Kettelsenof Tage Kettel-
sen & Co.) a twelve by sixteen foot structure with a three-quarter
roll off roof. This would have minimal long-term impact on any
site, and is designed in a modular fashion to allow ease of con-
struction and duplication. We believe such a structure could be
built for about $2,000.00, which we feel is our resposibility.
Ideally, we would like to see about three such structures accom-
panied by a deck area where portable instruments could be set
up on permanent piers with electrical outlets. Such an install-
ation would be ideal for education and limited research. It would
compliment the local educational community in a manner quite

beyond the resources or availble expertise of most school dist-
ricts, as well a serving as a focal point for the astronomical
community in southeast Michigan.
Such a facility has certain unusual needs. The buildings
cannot be heated or even insulated as this would seriously de-
grade the telescopes performance. Our design incorporates this
requirement in every aspect of the structure. Overhead lighting,
especially mercury vapor, must be well removed from the observ-
atory or controlled therefrom. The distant lights of the night
sky cannot compete with such lighting. A number of more benign
methods of providing safety and security are available, and we
would be only tooglad to help in this area. Access would be
needed throughout the dark hours. We realize that the parks
normally close at dusk, but we would hope that some way could
be found to allow authorized personell to be identified by the
security guards and allowed access.
If such an arrangment coulA be made, we would be glad beyond
words to provide Oakland County with a teaching facility and
an unpaid staff as well as some valuable and powerful equipment.
In the process we would all have the benefit of extending the
Park a few million light years without buying any property.

BOW HUNTING/TRAPPING POSITION

As you are aware, bow hunting and trapping were allowed at Orion
Oaks during the past hunting season. To date we have received approxi-
mately 200 responses from local residents expressing their concerns
about this issue.
A public hearing on this subject is being held by the Department
of Natural Resources on Wednesday, February 13, 7 p.m., at the Orion
Township Hall.
Staff will give a little background report on numbers and inci-
dences, but feel the Commission should have an official statement pre-
pared regarding this issue.
Per current Commission park rules, no hunting or trapping is allowed
in any of our parks except Orion Oaks. Staff's recommendation is to
request Orion Oaks have a total hunting ban in conjunction with the
Commission's rules and regulations and in view of residents' concerns
over the safety of the park users and nearby students.

MANAGER'S REPORT
---1990 Waterford Oaks Wave Pool attendance count: The attendance count
difference of 59,089 between 1989 and 1990 should have been 46,863.
This error was due to a double count of swim class participants over
the summer. The revenue for 1989 was $269,000; revenue for 1990 was
$262,265.
---Radio tower update: The project has been assigned to Jerry Sweetland
at Public Services, and information has been sent to him on the Com-
mission's viewpoints regarding the towers at the parks.
Staff will continue meetings to work out an agreeable solution for all
parties. Information will be given to you on final recommendations
as soon as progress is made.
---The parks and recreation directors meeting was held on Monday,
January 29, at Glen Oaks. Commissioners Wint, Fox, and George Kuhn
were present, along with parks and recreation directors from 18 com-
munities. Information is being compiled from the meeting and will be
given to you at a later date.
