The Commission meeting was called to order at 9:51 a.m. by Chairman Wint in the
commission room of the Oakland County Parks and Recreation Commission's adminis-
tration office.

STATEMENT OF OPERATIONS, CAPITAL IMPROVEMENT PROJECTS BUDGET UPDATE, AND ACTIVITIES
REPORT:
Moved by Mr. R. Kuhn, supported by Mrs. Tomboulian to accept the State-
ment of Operations for the month ending October 31, 1990, the 1990
Capital Improvement Projects Budget Update as of October 31, 1990, and
the Activities Report for October, 1990.

OAKLAND COUNTY RADIO COMMUNICATIONS SYSTEM:
Jim Brennan, Director of Program Evaluation at the Oakland County Board of Com-
missioners, reviewed the County's proposed radio communications system.
The Board of Commissioners appointed a committee to study the County's needs and
authorize Requests For Proposals for this project. The committee narrowed the
proposals they received down to two and -will make a recommendation for approval
to the Finance Committee on December 6. The proposal being recommended includes
a request to use two county parks, Addison Oaks and Independence Oaks, as sites
for radio towers, one 300 feet high and the other 400 feet high.
Concerns were raised about using park land, purchased by federal grants, for a
purpose other than recreation; placement of the towers within the parks; reaction
from neighbors over the towers; liability; and aesthetics.
Commission requested Mr. Brennan to have the committee keep staff informed of
the progress of the project.
Moved by Mr. R. Kuhn, supported by Mr. Olsen to authorize staff to con-
tinue to negotiate with County representatives on the potential location
of two radio communications towers, one each at Addison Oaks and Inde-
pendence Oaks, subject to the legality of this use on the park land.

RECREATION ADMINISTRATION - DISABLED (THERAPEUTIC RECREATION) PROGRAM:
In order to determine the needs of the County's disabled residents and to learn
what will be required of the department to conform with Public Law 101-336, "The
Americans with Disabilities Act," staff recommended Commission approval to hire
Mike Mushett at $2,100 per month for six months beginning January 1, 1991.
At the end of the contract, staff will present an in-depth recommendation for
the services and programs to be provided to the disabled by the Commission. Also,
the projected impact of the Americans with Disabilities Act on the department
will be addressed.
Commission expressed their concerns that no other proposals were received for
this work, plus noting the consultant will be duplicating research already com-
pleted in conjunction with the planning for Orion Oaks.
Commission concurred that no action should be made on staff's recommendation at
this time. Staff was directed to schedule the April retreat, at which time the
Commission will focus on the future direction of Orion Oaks; a decision on this
study would be made after that time.

Commission also requested staff incorporate this subject into the work being
scheduled with the focus groups Jan Pung will be meeting with in the near future,
with the information from those meetings being correlated into the information
being reviewed at the retreat.
LAGOON SYSTEM UPDATE - ADDISON OAKS:
The Department of Natural Resources informed staff that the phosphorus concen-
tration in the lagoon system at Addison Oaks must be reduced, and that we must
forward a plan to them by January 8, 1991 outlining how this will be done.
To accomplish this, staff is requesting Commission approval to retain Schleede-
Hampton, the consulting firm who has been working with staff throughout this
project, in the amount of $9,540, to evaluate and determine the appropriate option
to solve the problem, including doing the field work, preparing a conceptual site
plan and detailed report based on their findings, and working with the DNR.

at Addison Oaks in the amount of $9,540.00.

December 5, 1990
The Public Hearing for the 1991 Operating Budget was called to order at 9:18 a.m.
by Chairman Wint in the commission room of the Oakland County Parks and Recreation
Commission's administration office.

Manager Richard noted that the 1991 budget is the same as proposed by staff at
the October 23 Budget Review, with a proposed revenue budget of $10,360,890, up
4.8% over the estimated actual for 1990. Of this amount, $4,459,290 will come
from fees and charges, and the balance of $5,901,600 will come from the millage
and interest on investments.
The proposed operating budget for 1991 is $8,596,222, an increase of 7% over the
1990 adjusted budget year. The balance of revenue over operating funds,
$2,397,118, is for operating equipment and capital development.
Manager Richard also reviewed the fees and charges, noting the changes recommended
for 1991, plus the personnel changes that are planned.

(Public Hearing, December 5, 1990)
Les Barron, Groundskeeper II at Independence Oaks, addressed the Commission with
a prepared statement with his concerns over the deletion of the Groundskeeper
II position at the park.
Keith Lindsey, Groundskeeper II at Addison Oaks, also expressed his concern for
the loss of maintenance positions in the parks, noting Addison Oaks has lost one
full-time position in the last five years.
Chairman Wint thanked the employees for taking the time to speak to the Commission
and, on behalf of the Commission, thanked them for the fine job they are doing
in and for the parks.
No other people asked to speak; therefore, the Public Hearing was declared closed
at 9:51 a.m.

AMENDMENT TO THE 1990 OPERATING BUDGET
In accordance with the Commission's 1990 General Appropriation
Act which incorporates the Uniform Local Budgeting Act, the Manager
or his fiscal officer shall not permit expenditures to exceed the
appropriation for any budget center as approved or amended by the
Commission.
After a review of the estimated remaining costs for the Waterford
Oaks Tennis Complex and the Waterford Oaks Wave Pool, staff feels
the following increases will be needed for 1990:

The over -expenditure at the Tennis Complex is primarily due
to unbudgeted increases in Salaries, Grounds Maintenance, Special
Events and Court Supplies costs. The over -expenditure at the Wave
Pool is primarily due to unbudgeted increases in Building Maintenance,
Utilities, and Grounds Maintenance costs. In view of the above,
staff recommends the transfer of $16,582 from the operating budget
contingency to the Waterford Oaks Tennis Complex and Wave Pool as
noted.

LEGISLATIVE UPDATE
An update will be presented on what's projected in Lansing in 1991,
along with the tax -cut proposals and the possible changes in the DNR,
and how these could affect us.
ITEM #12
WELL
WHITE LAKE OAKS
In July, 1990, bids were received and awarded for the installation
of a 4-inch well for the new maintenance building at White Lake Oaks.
The contract was awarded to the low bidder, Layman, for $2,958.50.
In the course of installing this well, the Health Department re-
quested that the well be located 300 feet away from the fuel storage
area instead of 10 feet away from the building as bid. Also, the well
was 14 feet deeper than was bid.
These two changes increased the cost of the well by $605.46.
Staff requests Commission approval of this additional expenditure,
making the total for this contract $3,563.96.
Funds for this project will come from the Capital Improvement Proj-
ects Budget.

GROVELAND OAKS PLAY FACILITY
GRANT APPLICATION
Staff received notification from the Department of Natural Resources in
December indicating that our pre -application (Submitted in April 1990)
for a major play facility at Groveland Oaks has been recommended for funding.
The recommended grant amount is $55,000 from Land and Water Conservation
Fund with a $55,000 match from Oakland County Parks and Recreation.
This development will be designated to provide children of various ages
and abilities a challenging energy outlet and learning experience. The
equipment selected will incorporate a variety of elements for developing
coordination, skills and creative play. These will be combined with resilient
surfaces, landscaped sitting areas and hard surface for access and containment.
We are now required to submit a full application to the Department of
Natural Resources which is the next step in receiving funding from the
National Park Service.
Staff will make a presentation of the grant for your review and recommendation.
The following resolution is also required as part of the grant submission.
The resolution for the initial submission of the pre -application is also
included for your information.

OAKLAND COUNTY PARKS AND RECREATION DIRECTORS MEETING
In discussions held after the last Commission meeting, Chairman
Wint suggested a meeting be held with all of the parks and recreation
directors in Oakland County for feedback to the Commission in these
three areas:
1) future direction for the park system in general;
2) the role of the park system in therapeutic recreation; and
3) Orion Oaks.
This meeting has been scheduled for Tuesday, January 29, 8:30 a.m.
at Glen Oaks.
Mr. Wint will be chairing the meeting; you are all welcome to attend.

EDITORIAL RESPONSE
In response to The Detroit News' editorial regarding "Suburban
Socialism," Chairman Wint sent the attached rebuttal, which was printed
after a meeting with the editor.

was very disappointed in the Dec. 3 editorial "Subur-
ban Socialism."
The mission of the Oakland County Parks and Recre-
ation Commission is to provide all residents of Oakland
County with recreational, leisure and learning experi-
ences, parks, open spaces and facilities in a comprehen-
sive parks system that enhances quality of life.
The park system was established nearly 25 years ago
by a vote of the people of Oakland County, and support-
ed every five years by renewal of a quarter mill for parks
and recreation.
More than 62,000 residents voted last August to con-
tinue their support of the parks system for a better quali-
ty of life in Oakland County.
Since 1966, the parks commission has grown into a
nine -park system encompassing 4,000 acres, including
more than just golf courses and wave pools.
The courses were purchased and saved as green space
because they were going the way of the development
shovel at a time when golf was not such a popular sport.
The commission has turned these courses into very valu-
able green space and recreation areas for cross-country
skiing plus adding to the quality of environment in these
areas.
There is also another side of the parks system. We of-
fer a wide range of choices that include sports camps for
disadvantaged youth; bicycle motorcross; a nature cen-

ter; environmental education programs to more tLn
22,000 school children a year; a summer outdoor tennis
complex used for countywide competition; a recreation
on wheels program for all communities in Oakland
County; access for all residents to lakes for boating,
swimming, fishing and skating; and working with volun- t
teers in developing events from hot air balloon festivals
to fall car classics.
More than 1 A million persons a year visit the parks
and attend the events or use the services th4t the com-
mission sponsors. The people of Oakland County take
great pride in their parks system. In an area of abundant
lakes, but with less and less public access, they have
asked for more swimming facilities like the Red Oaks
Waterpark in Madison Heights, which attracts more
than 100,000 people a year and operates on a break-even .
basis.
The commission is very sensitive and respectful of
the issues the residents have.in developing a parks sys-
tem. They consider them carefully when planning parks
and setting fees.

R E S O L U T I O N
WHEREAS, Frank Ostrowski has served with the Oakland County Parks
and Recreation Commission since November 24, 1969; and
WHEREAS, Frank will complete his service with the parks system
at Addison Oaks County Park on January 17, 1991; and
WHEREAS, Frank Ostrowski is the first and only park supervisor
of Addison Oaks since the purchase of the park; and
WHEREAS, Frank has performed his stewardship in the development
of the park to the benefit of the Oakland County residents; and
WHEREAS, he has done an outstanding job and has been a very dedi-
cated employee of the Parks System; and
WHEREAS, his efforts are appreciated not only by the Parks Com-
mission and staff, but also by the residents of Oakland County.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission and Addison Oaks staff bid farewell to Frank
Ostrowski and send him and his family best wishes for the future.

MANAGER'S REPORT
---The appraisal for the rookery property in Lyon Township is expected for the
first Commission meeting in February.
---As of this week, over 400 Christmas trees have been dropped off at the Inde-
pendence Oaks Nature Center to be chipped. People dropping off trees are re-
ceiving a certificate for a seedling that can be picked up at the Earth Day Fair
at Independence Oaks on Saturday, April 20. Attached is an article from the Oakland
Press on the Christmas tree recycling program.
---Enclosed is a list of events and activities planned to celebrate the Commis-
sion's 25-year anniversary. As you can see, there will be special events and
promos to let the residents know about the parks system, in keeping with the parks
awareness program started last year in conjunction with the millage campaign.
---Public Communications has developed a marketing plan to increase visibility
and participation in camping at Groveland Oaks and Addison Oaks. Among the programs
will be a direct mail campaign to registered campers in selected areas of Oakland
County. The flyer will include a coupon and ask for demographics for future planning.
Oakland County camper/RV dealers will also receive this offer for distribution
to their customers.
Brochures will be available at a camper show in Tampa, Florida. The display will
target Michigan snowbird campers.
The Oakland County Parks will have a booth at the Silverdome Camper Show February
20-24.
Ads will be placed in the NCHA (National Campers and Hikers Association) "Michi-
gander" publication for group and family camping.
---Attached is a tentative calendar for the Commission's 1991 schedule of meetings
for your review. Please make a special note of the retreat, which is scheduled
for April 18-19. More information will follow on the retreat.
---Also enclosed is a copy of postcards we have received in regards to the hunt-
ing issue at Orion Oaks. A public hearing on this issue has been scheduled for
Wednesday, February 13, 7 p.m. at the Orion Township Hall. Staff will attend
that public hearing and work towards a total hunting ban at our facility.

---Staff has met with the radio communications committee, and negotiations are
proceeding on the towers in conjunction with them being placed on park locations.
A meeting will be scheduled with Motorola to see if there is any flexibility on
the locations at Addison Oaks and Independence Oaks. Information will be brought
back to the Commission before a final decision is made.
---People For Parks has been notified that they will receive a Community Service
Award from MRPA for their activities involved in the millage campaign for the
parks system last year. The award will be presented during the MRPA Annual Con-
ference at a luncheon scheduled for Monday, February 4, 12 noon, at the Detroit
Westin Hotel.

awareness program of 1990.

Citizens approached Orion Township at its meeting
on October 29, 1990 regarding a proposed hunting ban
for Orion Oaks County Park. At that time it was not an
agenda item and came up from a person in the audience.
The Board adopted a resolution requesting a hunt-
ing ban for the Orion Oaks Park. Enclosed is a copy of
a communication that has been sent to the Department of
Natural Resources along with a copy of the resolution.

RESOLUTION CALLING FOR
A BAN ON HUNTING
AT ORION OAKS PARK
Whereas the safety of our students is of paramount importance,
and
Whereas the Orion Oaks Park property abuts Webber School
property, and
Whereas the current practice of allowing bow hunting in the
park creates a potential hazzard to our Webber School
students,
Be it resolved that the Lake Orion School District goes on
record as opposing all hunting in Orion Oaks Park and
urges the Oakland County Parks and Recreation
Commission and the Michigan Department of Natural
Resources to work cooperatively toward ending all
hunting in Orion Oaks Park. The Lake Orion School
District further wishes to make known that this
resolution should not be considered an anti -hunting
position, but only a position that will help to ensure
the safety of our students.
