The meeting was called to order at 9:50 a.m. by Chairman Wint in the commission
room of the Parks and Recreation Commission's administration office.

(Commission Meeting, March 6, 1990)
STATEMENT OF OPERATIONS AND PRELIMINARY FINANCIAL STATEMENT:
Moved by Mr. Korzon, supported by Mr. Olsen to receive the Statement
of Operations as of December 31, 1990, and the Preliminary Financial
Statement for the year ending December 31, 1990.

1986 RECREATION MASTER PLAN AMENDMENT:
Chief of Design Joe Figa noted that, in order for the Commission to be able to
submit grant applications for funding, we must have a current recreation master
plan, and the proposed capital improvement projects must be included in that mas-
ter plan.
The proposed sanitary improvement project for Addison Oaks was not included in
our recreation master plan; therefore, the master plan must be amended to include
that project in order for the Commission to be able to submit a grant application
for matching funds.
Mr. Figa reviewed the sections being amended as follows:
Grant Projection - Added the Sanitary System Improvement Project at
Addison Oaks
Capital Improvement Projects Budget - Submitted our 1991 Capital Im-
provement Projects Budget, which included that project
Goals and Objectives - Added a new objective under the following goal:
Goal: To continue to enhance quality facilities through appropriate
maintenance and updating the existing facilities and infra-
structure.
New Objective: To continue to provide quality facilities by identi-
fying appropriate and sufficient funds through qualified
staff to ensure their continued upkeep and proper
maintenance.
Recreation Deficiencies - Will include the workshops we have held, including
the Commission/staff retreats.
Also included is the State's development of stronger guidelines which
mandate the renovation of the infrastructure at Addison Oaks.
Mr. Figa also indicated that this master plan, which is a 5-year plan, must also
be resubmitted to the State for approval next year.
Commissioner Olsen commented that this master plan deserves a lot of consideration
and requested that the issue be placed on the Commission/staff retreat agenda
for discussion on how to proceed.

Moved by Mrs. Fox, supported by Mrs. Tomboulian to approve the following
resolution to amend the 1986 Recreation Master Plan:
WHEREAS, the Oakland County Parks and Recreation Commission adopted
the "Recreation Master Plan" on March 5, 1986; and
WHEREAS, the "Recreation Master Plan" was developed in response
to needs and deficiencies based on surveys and input from citizens,
county and local officials, parks and recreation directors, and Oakland
County Parks and Recreation Commission and staff; and
WHEREAS, new information and regulations have occurred which re-
quire the inclusion of new Capital Improvement Projects and appropriate
financing; and
WHEREAS, these new Capital Improvement Projects are consistent
with the Parks and Recreation Commission's desire to provide quality
facilities; and
WHEREAS, these projects shall therefore be included in the "Recre-
ation Master Plan" within the appropriate sections.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission adopts the amendments to the 1986 "Recreation
Master Plan."

1991 RECREATION GRANT APPLICATIONS:
Chief of Design Joe Figa noted that the Department of Natural Resources notified
staff that the deadline to submit applications to request matching Land and Water
Conservation, Natural Resources Trust, and Recreation Bond funds is April 1.
A Public Hearing, which is a requirement of the DNR to qualify for funds, was
conducted prior to today's Commission meeting. Notice of the Hearing was adver-
tised in several area newspapers.
The projects selected by staff are as follows:
1. Sanitary System Improvement - Addison Oaks: Staff will apply for
a 75/25 matching Recreation Bond Grant, which is available for renova-
tion of existing facilities. The grant total will be $294,000, of which
$220,000 will be requested from the Recreation Bond Fund and $74,000
will be from Commission funds.
This project will include renovation of the lagoon system, plus a 3,300
foot sewer line extension from the existing campground to tie into the
lagoon, and a spur to the proposed camping area.

2. Lyon Rookery - Staff is applying for a 67/33 matching grant through
the Michigan Natural Resources Trust Fund to acquire additional acreage
at the Lyon Rookery site. Because of increased land values, the purchase
price of the 495-acre rookery parcel itself will exceed the cost of
the original grant. The DNR has indicated that we could apply for addi-
tional funding for the acquisition of the remaining 272 acres.
The grant total will be $1.25 million, of which $837,500 will be from
the Michigan Natural Resources Trust Fund and $412,500 will be the Com-
mission's portion.
3. Rose Township Acquisition - This acquisition will include a 610-acre
parcel, plus three acres with a home that is surrounded on three sides
by the 610-acre parcel.
We are allowed to submit to two different grant agencies for this pro-
posed acquisition as follows:
A. Michigan Natural Resources Trust Fund 70/30 matching grant totaling
$1,085,000, of which $759,500 will be requested from the Trust Fund
and $325,500 will be from the Commission.
and/or
B. A Land and Water Conservation Fund grant for the same total, of
which we are requesting the Fund's maximum of $250,000, with the
remaining balance of $835,000 paid by the Commission.
Moved by Mr. Olsen, supported by Mrs. Tomboulian to approve the reso-
lution for the submission of the grant applications as follows:
WHEREAS, the Oakland County Parks and Recreation Commission has
been notified by the Department of Natural Resources that applications
for the cost -sharing Land and Water Conservation Fund, Natural Resources
Trust Fund, and Recreation Bond Fund may be submitted by April 1, 1991;
and
WHEREAS, the Oakland County Parks and Recreation Commission has
identified and established priorities for acquisition and development
projects within the adopted Recreation Master Plan; and
WHEREAS, the Oakland County Parks and Recreation Commission recom-
mends the filing of the following applications to the Department of
Natural Resources for a matching grant:
Rose Township Property Acquisition
Addison Oaks - Sanitary System Improvements
Lyon Rookery
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recre-
ation Commission recommends submission of the above -said grant applications
with the appropriate matching funds to be designated from the one -quarter
mill.

The Public Hearing for the grant application and the recreation master plan amend-
ment was called to order at 9:20 a.m. by Chairman Wint in the commission room of
the Parks and Recreation Commission's administration office.

EXCEL HUSTLER 320 MOWERS
GROVELAND OARS
Bids have been received for the purchase of two (2) Excel 320
Hustler mowers for Groveland Oaks Park. This is the principal mower
used at Groveland for mowing in and around the camping and picnicking
areas.
The Excel Hustler stands alone as the easiest to operate, with
zero turning maneuverability, and variable speed mower available. An-
other significant feature is the ability to trim from either side of
the mower deck. This is a definite time saver for the operator.
The Hustler has been used in our maintenance operations for many
years with excellent performance, service, and operator satisfaction.
The two units to be replaced are 1986 models with around 1,000 hours
each. They are in poor condition and will be sold at the county auction.
Staff at Groveland Oaks had the use of demo models for all units
bid. It is their evaluation that none of those mowers bid by other
companies equals the specifications or performance of the requested
Excel Hustler. Life expectancy of the new Hustlers is 5 to 7 years.

ment Budget. The balance of $2,438 will come from the Operating Equip-

PORTABLE GENERATOR
TECHNICAL SUPPORT
A new portable generator is being requested at Technical Support
as a replacement of a 1956 Army surplus generator that was loaned to
Parks and Recreation from the Safety Department. This generator has
been used by the Parks since 1986. However, it no longer works and
parts are not available.
The new generator will be used to supply electrical power to our
buildings in an emergency to maintain lighting and bathroom operations,
back up computer systems, plus our sanitary pumping operations. Life
expectancy of the new generator is 15 years.
Bids were requested from six vendors, with their response as

KITCHEN ADDITION
ADDISON OAKS CONFERENCE CENTER
We are requesting labor and materials for construction of the foun-
dation and block walls for improvement of the ventilation system at
the Addison Oaks Conference Center.
The present equipment is 20-plus years old and needs to be replaced
and brought up to the current Health Department codes and regulations.
To accomplish this, we need to add a 6' x 21' x 10' wall to the kitchen
to elevate all the ventilation equipment. This is a Capital Improvement
Project, which is contained in the 1991 budget.
The project funds are budgeted in our Capital Improvement Budget
at $55,000. Original estimate for this block work portion was $6,000.
Purchasing has bid out and awarded a contract to the low bidder,
Grunwell-Cashero Company for county masonry work.
Staff requested a pricing under this contract and received a price
of $4,825. Staff feels this is an appropriate bid and recommends award-
ing the contract to Grunwell-Cashero Company in the amount of $4,825.00,
with a 5% contingency of $241.25, for a total amount of $5,066.25.

totaled $28,708.
Staff recommends you award the bid to the low bidder who met

Lesco for $8,820, and 38 tons of fairway and 8 tons greens fertilizer
to Turfgrass for $20,696. Total fertilizer purchase price will be
$29,516.00.
Funds for these expenditures will come from the Grounds Maintenance

of smaller sizes, bare root and delivered only. These will be planted
by park staff.

by $1,691.00, for a total contract amount of $6,022.75 with $22.75 being
transferred from the CIP contingency.

SHOW MOBILE
MOBILE RECREATION
Bids were requested to purchase a new mobile stage for the Mobile
Recreation program.
We currently have two mobile stages; the Century, which was purchased in
1988; and the Wenger in 1981.
We would like to replace the Wenger show mobile which has started to show
its age and has developed minor cracks in the frame. In 1983, the Wenger show
mobile tipped on it side and had to have weights put on one side, offsetting the
heavy side. The Wenger show mobile will no longer hold up to the demands of
heavy use during the summer months.
We recommend keeping the Wenger show mobile one more summer with
limited use in our park system.
We would like to make the new mobile stage available for everyone, so we
have recommended the handicapped access lift which will mount at the rear door
opening, providing wheelchair access to the stage deck.
The anticipated life expectancy of this equipment is 10 years.

---Commission/Staff Retreat: Plans have been finalized on the Retreat
for Friday, April 12, through Sunday, April 14. Please contact Karen
Smith by March 27 to let her know whether or not you are planning to
attend, plus if you are bringing your spouse.
---For your information, staff is researching the cost of placing new
signs along the highways to give directions to all of the Oakland County
Parks.
Over the years, this has been done on a sporadic basis with no continuity.
This program will give us more visibility of the park system.
A presentation will be made at a later meeting.
---Schedule of upcoming Commission meetings:
Saturday, April 13, 9 a.m. This is the only meeting scheduled
