Wint, Chairman, Oakland County Parks and Recreation Commission. Sincerely, Ralph Richard Manager RR/jg GROVELAND OAKS LANDSCAPE BUFFER PLANTING Bids were received for the purchase and installation of plant material to be planted at Groveland Oaks in the area between Dixie Highway and the modern campsites. This is an additional planting, continuing the development of a buffer from the adjacentohighway. The plant material consists of 60 evergreen trees, 4-5 ft., balled and burlaped, and 80 Redtwig Dogwoods in 30" pots. The bid includes installation and a one year guarantee. The bids are as follows: Bidder Total Marine City Nursery $ 5,510 Marine City C & H Landscape $ 8,260 Waterford Lowries Landscape $10,805 Springfield Twp. Staff has reviewed the bids and recommends award of the contract to the low bidder, Marine City Nursery, in the amount of $5,510. The 1991 Capital Improvement Project Budget allocated $15,000 for landscaping at Groveland Oaks. 5-91 FACT SHEET FOLLOW-UP TO PREVIOUS COMMISSION QUESTIONS 1. Value of all structure and property of park system? Per Industrial Appraisal Corporation, the replacement cost for all structural property is valued at $19,423,716. Per Corporation Counsel, Property Management Unit, land value estimated at $4,000 per acre for 4,090 acres amounted to a total value'of $16,360,000. Therefore, the total structural and land value is approximately $35,783,716. 2. Total number of dollars expended for Therapeutic Recreation in 1990? In 1990, $11,706 was expended for Therapeutic programs. This is 0.15% of the total operating budget of $7,882,077. 3. The total percentage of American made parts in the S-10 Chevrolet pick-up trucks? Kuhn, Lewis, Olsen, Tomboulian, Wint (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. 3 - 1 (Commission Meeting, May 1, 1991) STATEMENT OF OPERATIONS, ACTIVITIES REPORT, AND CAPITAL IMPROVEMENT PROJECTS BUDGET UPDATE: The Statement of Operations as of March 31, 1991, the Activities Report for March, 1991, and the Capital Improvement Projects Budget Update as of March 31, 1991, were accepted as presented. AWARD PRESENTATION: Chief of Parks Dan Stencil presented the Commission with a plaque from the Beau- mont Foundation in support of the Commission's contributions to the Children's Miracle Network Telethon. STAFF INTRODUCTION: Chairman Wint introduced the full-time staff of White Lake Oaks to the Commission, noting that between the four employees there is approximately 72 years of service to the department. Chairman Wint also announced that Susan Wells has been promoted to fill the Chief of Recreation position. 1990 AUDIT REPORT: Moved by Mr. Korzon, supported by Mr. G. Kuhn to received the 1990 Audit Report from Janz & Knight as filed, and to amend the 1990 Operating Budget to $7,882,078 in order to be in compliance with the Michigan Uniform Budgeting Act and the Commission's By -Laws. AYES: Fox, Korzon, G. Kuhn, R. Kuhn, Lewis, Olsen, Tomboulian, Vogt, Wint (9) NAYS: (0) Motion carried on a voice vote. Secretary Lewis requested staff determine the total value of the parks system, including the appraised value of the parklands. Also, review our insurance to ensure the parks system is covered to its full value. BIDS: As per the information filed in the agenda, the following bids were approved: Moved by Mr. Korzon, supported by Mrs. Fox to award the contract for the installation of 3 each 50 ft. poles with protective netting for #1 and #2 fairways at Red Oaks, subject to notification to the city of Madison Heights and to those property owners visually affected by the fencing. AYES: Fox, Korzon, G. Kuhn, R. Kuhn, Lewis, Olsen, Tomboulian, Vogt, Wint (9) NAYS: (0) Motion carried on a voice vote. Moved by Mr. G. Kuhn, supported by Mr. Vogt to approve the following bids as recommended by staff and Purchasing: 3 - 2 (Commission Meeting, May 1, 1991) Pipeline play center for Independence Oaks from Clayton Corporation in the amount of $7,778.00, plus installation for $2,180.00, with a total cost of $9,958.00. Fireworks displays for Addison Oaks and Groveland Oaks from Rozzi's Fireworks in the amount of $8,000.00. Five -yard, pull -behind leaf rake for White Lake Oaks from the low bid- der, W. F. Miller, in the amount of $6,402.24. 100 chaise lounges for rental at the Red Oaks and Waterford Oaks Water - parks from Engan-Tooley in the amount of $12,100.00, plus $590.00 freight, for a total of $12,690.00. Nine Esper cash registers for the parks (all but Orion Oaks) from Cash Register Systems in the amount of $6,975.00. ROLL CALL VOTE: AYES: Fox, G. Kuhn, R. COMPUTER SERVICES: Shane Murphy addressed the Commission regarding their concerns about Computer Services and the procedures to purchase computers. Mr. Murphy also explained the purpose of CUAC--Computer User Advisory Committee -- and stated that all computer purchases must be pre -approved by CUAC. Commissioner Vogt requested staff receive an opinion from Corporation Counsel on whether or not the Parks and Recreation Commission must also have their com- puter purchases reviewed by CUAC, since the Parks Commission operates on its own millage funds. R FS0T.TTTT0N Moved by Mrs. Fox, supported by Mrs. Tomboulian to accept a recommenda- tion from Corporation Counsel to amend the the wording of the resolutions used for grant applications to incorporate approval by the Oakland County Board of Commissioners and authorization for the chairman of the Oakland County Parks and Recreation Commission to sign grant agreements. Recom- mended wording from Corporation Counsel is the final paragraphs as follows: NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Com- missioners accepts the Michigan Natural Resources Trust Fund grant in an amount not to exceed $ BE IT FURTHER RESOLVED that the Chairperson of the Board of Commis- sioners is authorized to execute the grant agreement and to approve amendments to the agreement, up to (X) percent variance from the original award, which are consistent with the agreement as approved. 3 - 3 (Commission Meeting, May 1, 1991) BE IT FURTHER RESOLVED that the Parks and Recreation Commission is hereby authorized to acquire all or part of the above -referenced property as is consistent with the grant agreement. Due to the nature of the project and the unknowns that may be encountered with a structure of this age. 8-1 ITEM #9 ADDISON OARS CONFERENCE CENTER EXTERIOR RENOVATION Bids were received on May 1 for the exterior renovation to the conference center at Addison Oaks. The work consists of repairs to the exterior stucco walls, replacement of two exterior doors, addition of interior windows, repairs to exterior window frames and sills, and painting of exterior walls. There were two alternates as follows: Alternate No. 1 consists of repairs to the courtyard stucco walls and wood openings. Alternate No. 2 consists of an abrasive resistant acrylic for the interior winnows. Staff also requests a contingency of $7,912 (15%)* for a total budgeted amount of $60,657. There is $350,000 allocated for the conference center improvements. Due to the age and unknown conditions that may be encountered during construction. 5-91 ITEM #10 INDEPENDENCE OAKS TWIN CHIMNEY REPAIRS It was brought to our attention that the chimneys at Twin Chimney Picnic Shelter were deteriorated to the point of being unsafe. An inspection revealed that the flues and caps were cracked, and also there were missing, broken and very loose stones that could possibly fall. Because of this condition, it was felt that the repairs should be done as soon as possible. The chimney at this shelter was part of the original structure of some 30 years plus in age. Purchasing was contacted, and we were informed that the county has an open contract for this type of masonry repairs with Grunwell/Cashero Company. They were contacted and asked to provide a cost estimate for the required repairs. The proposal includes removal and resetting of all stones above the roof line; replacing all broken or missing stone (approximately 50 square feet) with new matching stone; replacing the top flues; restoring each chimney cap; and applying a sealer to all exposed masonry. The cost for the work is $4,865. Due to the safety aspect, staff requests commission authorization for this company to proceed with this work. Grunwell/Cashero has completed other work for us, the latest being the repairs to Addison Oaks chimney in April. 10-1 ITEM #11 WATERFORD OAKS TENNIS COMPLEX Work has begun on the repairs to the tennis complex, which were approved last year. It includes repair and recolor coating of the entire playing surface. This also includes removal of the existing concrete light bases, which have deteriorated and settled over the years. At the time of inspection, there was some concern as to the tennis net pole supports which have been heaving more each year. It was felt that they would be inspected again, and a decision as to replacement would be made in the spring at the time of the other repairs. Inspection this spring indicated that they are now at a point that they also need to be removed and replaced. The cost for this work is $4,000 and needs to be the first thing done prior to the other surface repairs. In order to have the court ready in time for the opening, staff felt it was necessary to proceed with this expenditure so as not to delay work. There was $60,000 allocated in the budget for this project for complete resurfacing and renovation. This was reduced to $20,000 to reflect the change of only repairing and recoating the surface; this would provide an adequate playing surface, delaying the complete resurfacing and renovation for a few years. Staff is requesting $4,000 for the removal and replacement of all tennis poles and center tie -down rings. All construction and recolor coating is to be completed by May 24, weather permitting. ITEM #12 ORION OAKS HUNTING AREA CONTROL UPDATE On two recent occasions, staff met with members of the Orion Oaks Hunting Area Control Committee, hunting advocates and local residents. On April 18 a tour of Orion Oaks took place; on May 2 a formal meeting took place. In response, the attached recommendations have been made by the Hunting Area Control Committee. These recommendations are presented to the local governing body, Orion Township Board of Trustees for their adoption. If the resolutions are adopted in their entirety, the Township would enact a local ordinance. If they are not accepted, the hunting area control process would start over. The Orion Township Board is expected to act upon these recommendations at a meeting in June. Park staff will be available for any questions or further discussion on this subject. 12-1 PROPOSALS CHARTER TOWNSHIP OF ORION HUNTING AREA CONTROL LOCAL ORDINANCE PROPOSAL ONE: Orion Township, Oakland County, portion; Closed to hunting with a firearm.
