STATEMENT OF OPERATIONS, CAPITAL IMPROVEMENT PROJECTS BUDGET UPDATE, AND
ACTIVITIES REPORT:
Moved by Mr. Korzon, supported by Mr. G. Kuhn to receive the Statement
of Operations for the month ending September 30, 1991; the Capital Im-
provement Projects Budget Update as of September 30, 1991; and the
Activities Report for September, 1991.

AWARD PRESENTATION:
Nancy Joseph, Executive Director of the Oakland County Special Olympics, presented
a plaque from the Michigan Special Olympics naming the Commission as Outstanding
Agency in recognition of their ten years of support for the summer games with
the Mobile Recreation units and staff.
PARKS RESEARCH STUDY FINDINGS AND REPORT:
Public Communications Officer Jan Pung reiterated that the purpose of the research
project conducted by Nordhaus Research, Inc. through DDB Needham was primarily
to gain information that we would be able to utilize and submit as a requirement
by the Department of Natural Resources for the recreation master plan in order
to be eligible for grant funding.
Mr. King and Ms. Hymes from Nordhaus Research reviewed the findings of the survey
along with their conclusions and -recommendations on public awareness, attitudes
towards development priorities, and potential interest in programs and services.
DINOSAUR HILLS ASTRONOMICAL SOCIETY:
Staff presented a revised agreement with the Dinosaur Hill Astronomical Society
for Commission consideration. The revision has been approved by Corporation
Counsel and Risk Management.
Commission expressed their concerns over several points not expressly covered
in the agreement, including who bears the cost of any future parking required
for this facility and the cost of maintenance and/or demolition of the facility
when the agreement is terminated, ensuring maintenance quality of the facility
meets our standards, and specific phrasing to be added to paragraphs 6 and 7.

Staff will incorporate the suggestions, review with DHAS, Corporation Counsel,
and Risk Management, and present the final to the Commission for approval. At
the same time, staff will provide information to the Commission about the organi-
zation itself, such as a financial statement, background, and constitution.
MOUNTED DIVISION SERVICES:
Moved by Mr. Olsen, supported by Mrs. Fox to approve the expenditure
of $6,500 to the Mounted Division as a donation to offset the cost of
the care and maintenance of their animals and equipment while providing
services in the parks during the 1991 summer season.

BUDGET REVIEW
October 30. 1991
The Budget Review was called to order at 9:18 a.m. by Chairman Wint in the com-
mission room of the Parks and Recreation Commission's administration office.

50 MILL LIMITATION:
Jeff Pardee, Budget Manager, explained a possible solution to the impending cutback
in the Parks Commission's 1992 and 1993 millage funding.
Commission directed Manager Richard to attend the Finance Committee's budget work
session to work out an amenable solution.
Accordingly, staff has amended the 1992 Operating Budget and the 1992/93 County
Biennial Budget to incorporate this proposed solution.
1992 PROPOSED OPERATING BUDGET:
The proposed revenue budget is $10,847,760, an increase of 4.7 percent over the
proposed budget for 1991. Of this amount, $4,642,160 will come from fees and
charges, and the balance of $6,205,600 will come from the millage and interest
on investments.
The proposed operating budget for 1992 is $9,040,339, an increase of 5.2 percent
over the 1991 proposed budget. Major areas of increase are: Full-time Salaries
and Fringe Benefits plus Part-time Salaries, up 4.5 percent in accordance with
the County Executive's recommendation.
The remaining balance of the revenues, after the $9,040,339 for operations, is
for new operating equipment and capital development. The amount of $639,350 has
been reserved for operating equipment, of which $146,000 is for revenue -producing
items. Estimated new funds for capital development for 1992 are $1,818,171.

FEES AND CHARGES:
Staff reviewed the proposed changes in the fees and charges for 1992. All of
the fees and charges recommended by staff were approved, except for the following:
At the day use parks, weekday use fee for residents will be $3.50 per
car per day and the non-residents fee will be $7.00 per car per day;
weekend and holiday rate for residents will be $4.50 per car per day
and the non-residents rate will be $8.00 per car per day.
The cost of an annual motor vehicle permit will be $20 for residents
and $40 for non-residents.
For camping, the 1992 rates will be as follows:
Primitive Sites
Residents, $9.00 per family per day; non-residents, $13.00 per family
per day.
Semi -modern Sites (Groveland Oaks only)
Residents, $11.00 per family per day; non-residents, $15.00 per family
per day.
Modern Sites
Residents, $13.00 per family per day; non-residents, $17.00 per family
per day.
At the golf courses, use of the personal power carts was eliminated;
individual requests will be subject to the approval of the pro shop
supervisors.
For future budget sessions, Commission requested all proposed fees and charges
changes be presented together on a page separate from the current fees.
1992 PROPOSED CAPITAL IMPROVEMENT PROJECTS BUDGET:
Staff noted that the proposed 1992 projects are budgeted at $2,483,896. The funds
available for the Capital Improvement Projects Budget from the 1992 Proposed Operating
Budget total $1,818,171, as amended to reflect the decrease in the Springfield
Oaks YAC subsidy. The balance includes funds obligated from the Department of
Natural Resources and the Michigan Equity Program grants.
Mr. Figa reviewed the major projects scheduled for 1992 at each park.
Commission requested footnote #E under Addison Oaks and Groveland Oaks be changed
to read, "Subject to Appropriate Financing."

Final approval of the budget will.be at the Commission meeting on Wednesday,
December 4. In accordance with state law, a public hearing will be held prior
to the budget's formal approval that morning.

GRANT RESOLUTION
Staff is requesting Commission approval of the attached resolution
to extend the grant for the rookery for another year.
Staff met with Corporation Counsel, who has scheduled a meeting
with the developer for December 3.

WHEREAS, the Oakland County Parks and Recreation Commission has been
notified by the Department of Natural Resources that the grant agreement for
the Lyon Rookery Acquisition MNTRF 89-003 will expire on December 31, 1991;
and
WHEREAS, an extension period is available for situations where delay
in closing is beyond the control of the grantee; and
WHEREAS, the Lyon Rookery acquisition meets identified and established
priorities for acquisition and development within the adopted Recreation
Master Plan; and
WHEREAS, the Oakland County Parks and Recreation Commission has appro-
priated matching funds and is actively pursuing this acquisition; thereby
meeting the criteria for the extension.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recrea-
tion Commission recommend amending the grant with the appropriate extension.

VENTILATION SYSTEM
TECHNICAL SUPPORT
Bids were requested for a contract to provide all labor, materials,
incidentals, and means of work to provide and install a cooking ventilation system
at Addison Oaks County Park Conference Center Kitchen.
The contractor will be responsible to design, fabricate, furnish and install a
total, packaged, self-contained cooking ventilation system for the existing food
preparation equipment.

Staff concurs with Purchasing's recommendation to award this bid to the low

CHIPPING GREEN
GLEN OAKS GOLF COURSE
After discussion with Risk Management and evaluation of the chip-
ping green at Glen Oaks, staff is recommending for safety reasons and
in conjunction with the construction going on at the course, that we
eliminate the chipping green.
Staff will explain further at the meeting.

---Attached is a breakdown of the funds that have been spent on the
Addison Oaks Conference Center. If you have any questions, please bring
them up at the meeting.
---The MRPA Annual Conference is being held this year in Grand Rapids
on February 9-12, 1992. Please see Karen Smith if you plan to attend
any or all of the conference.
---In conjunction with the master plan update for Addison Oaks, we are
holding a public input session at 7 p.m. on Thursday, December 5, at
the Addison Oaks Conference Center. All commissioners are welcome.
---With our schedule of meeting on the first and third Wednesdays of
the month, our next meeting after December 4 would be January 15. If
the Commission sees a need for another meeting before then, we can dis-
cuss it this Wednesday.
