November 18, 1992
The meeting was called to order at 9:05 a.m. by Vice Chairman Jean
Fox in the commission room of the administration office.

TRIBUTE:
Vice Chairman Jean Fox paid the following tribute to Chairman Lewis
Wint, who passed away on November 13, 1992:
"Perhaps it is not inappropriate to pause here in our agenda
this morning to pay tribute to an absent commissioner.
For 18 years, and 14 of them as chairman, Lew Wint sat where
I'm sitting and so ably and adroitly chaired this Commission. His
devotion to parks issues and events surpassed us all, and he gave
more than any one of us. This Commission shall miss more than we
know --his delightful wit and his felicity of phrase.
Most of the parks staff and three commissioners were honored
and deeply moved to be at the Clarkston Methodist Church Monday
morning for a splendid ceremony --entitled "Legacies" --how do you
improve on a funeral ceremony for a funeral director? --and for the
moving committal rites at the cemetery on a bleak November day.
It was snowing as we said our last goodbyes to Lew and left his
body at the gravesite. Pecky Lewis was there, and George --you can
always count on George to be there when it counts.
As long as I am privileged to sit at this table, I know I
shall always feel Lewis presence among us --his deft suggestions,
his understated leadership, his enduring optimism. This county can
never thank Lew enough for what he did to help build one of
America's outstanding park systems.

When the pussy willows fuzz out in the spring, when the red
bird calls, and the woodcock cascades into the twilight with his
spiraling notes --when the first toboggan flies down the icy
refrigerated slide --this is Lew's legacy to the county he loved.
It shall always be with us, just as he shall always be with
us --those of us fortunate enough to have been infected with his
enthusiasm for life's unity with the great outdoors and the nature
which gives all of us birth and, yes, re-creation.
Thank you, Lew."
Ideas and suggestions for a tribute to Chairman Wint can be
submitted to staff.
APPROVAL OF SYNOPSIS:
Staff requested Commission approval of the Synopsis of the November
4, 1992, Commission Meeting and Budget Review with the following
change:
Under the Storage/Workshop Building for Groveland Oaks, staff now
recommends having the trusty skilled trades crew, under the direct
supervision of John Sowels, construct the building at a cost not
to exceed $66,000. This cost will include the mechanical and
electrical work already planned to be completed by Technical
Support.
Moved by Mr. Law, supported by Mr. Olsen to approve the
construction of the storage/workshop building at
Groveland Oaks with the use of the trusty skilled trades
crew at a cost not to exceed $66,000.

Moved by Mr. G. Kuhn, supported by Mr. Korzon to approve
the Synopsis of the November 4, 1992, Commission Meeting
and Budget Review as follows, with the correction on the
storage/workshop building at Groveland Oaks as noted
above.
A regular Commission Meeting and Budget Review was held on
Wednesday, November 4, 1992; however, because there was not a
quorum present, no official business was transacted. Instead, the
Commission reviewed the agenda and recommended the following items
be approved at the next regular meeting:

Approval of Minutes of the meeting of October 21, 1992, as written.
Approval of Payments: Vouchers 10-189 through 10-310; the Inter-
departmental Payment Register for the September charges paid in
October; Transfer Charges for the Third Quarter; and the Oak
Management Credit Charges for the Third Quarter.
Amendment to the 1992 Operating Budget: Staff requested Commission
approval to transfer $34,520 from the 1992 Operating Budget
Contingency to Recreation Section Administration, Technical
Support, and Lyon Oaks.
This transfer is required in accordance with the Commission's 1992
General Appropriations Act, which incorporates the Uniform Local
Budgeting Act, and will cover additional expenses to Recreation
Section Administration for Special Events and Uniforms, additional
expenses to Technical Support for Supplies for Repair, and Grounds
Maintenance for Lyon Oaks.
Receive the Statement of Operations as of September 30, 1992, and
the Capital Improvement Projects Budget Update as of September 30,
1992.
Award Presentation: Manager Richard presented the Commission with
an award from the City of Farmington Hills for the beautification
of the clubhouse at the Glen Oaks Golf Course.
Concession Building Handrails - Addison Oaks: Bids were received
for the purchase of aluminum handrails for the Addison Oaks con-
cession building. Additional handrails and a gate have been
requested, plus contingency, for a total budgeted amount of $4,315
to Elegant Aluminum.
Commission concurred with Staff's recommendation to approve the
expenditure.
Fuel Tank Replacement - Addison Oaks, White Lake Oaks, and Glen
Oaks: Commission concurred with staff 's recommendation to approve
the expenditure of $42,912.50 to Pro Tank Technologies for costs
incurred in the replacement of outdated fuel tanks and site cleanup
at Addison Oaks, White Lake Oaks, and Glen Oaks.

BUDGET REVIEW SESSION:
Department Vehicles: The proposed car purchase/lease program has
been put on hold while the new county executive administration has
an opportunity to review the Parks' proposed program, along with
other departments' programs. Commissioner Olsen suggested staff 's
plan be used as a model for other departments, since the Planning
and Building Committee has already approved the program.
Operating Equipment: Manager Richard reviewed the proposed
Operating Equipment for 1993, at a budget of $550,450.
1993 Proposed Capital Improvement Projects Budget: The proposed
1993 projects are budgeted at $3,321,636. The funds available for
the Capital Improvement Projects Budget total $2,603,939. The
balance includes funds obligated from the DNR grants.
Manager Richard reviewed the major projects scheduled for 1993 at
each park.
Final approval of the budget will be at the Commission meeting on
Wednesday, December 2. In accordance with state law, a public
hearing will be held prior to the budget's formal approval that
morning.

ADMINISTRATION BUILDING PAINTING:
Moved by Mr. Rewold, supported by Mr. R. Kuhn to approve
the project payment of $3,174 to Professional Paint and
Repair for the contract to complete the restaining of the
administration building's facia, soffits, and windows.

contract for the excavation and pouring of concrete for the
additional low walls and short walks for the Groveland Oaks
concession building terracing to Trio Contracting, Inc., at
a price not to exceed $5,000.

replacement at the Red Oaks Golf Course.

In addition to the Manager's Report filed in the agenda, the
following was noted:
---Tom Jackson, Park Supervisor at Waterford Oaks and the
department's last original employee, has announced his retirement,
which will be effective January 14, 1993.
---The MRPA Annual Conference is scheduled for February 6-10, 1993,
in Dearborn. Please let Karen Smith know as soon as possible
whether or not you are planning to attend.
---Staff is planning to present one of the contracts for the
refrigerated toboggan run at the next Commission meeting.

---Commissioner Rewold thanked the Commission for their thoughts
and well wishes during his recent surgery.
The next Commission meeting will be Wednesday, December 2, 1992,
at which time the 1993 Operating Budget will be approved.

The 1992 lifeguards at Red Oaks Waterpark and Waterford Oaks
Waterpark were recently awarded the "Elite Gold" National Aquatic
Safety Award.
The award is presented to National Pool and Waterpark Lifeguards
for their professional lifeguarding responsiveness.
This achievement is representative of only the top 4% of

ADDISON OAKS CONFERENCE CENTER IMPROVEMENTS
Bids were received for the Addison Oaks conference center
electrical improvements. This project consists of updating the
existing system to current codes and replacing old and deficient
equipment.
The work will consist of replacing panel boards, feeder and
branch circuits, and wiring devices; and providing egress lighting
and receptacles.

ITEM #10
INDEPENDENCE OAKS
CROOKED LAKE DREDGING
Bids were received on November 20, 1992 for the dredging of
the existing lagoon and boat launching areas. Over the years the
area at the mouth of the boathouse lagoon and boat launching area
has filled with sediment, to a point where exiting these areas has
become difficult with the boats dragging the bottom. This project
will alleviate this situation by dredging and removing the muck and
decaying vegetation to a depth of four feet from the low water
level.
The base bid consists of dredging an area approximately
300 feet x 60 feet in the lagoon and 30 feet x 100 feet in the boat
launch area. The alternate is for additional dredging, which
includes areas of 150 feet x 50 feet and 150 feet x 33 feet.
The Department of Natural Resources has reviewed this project
and issued a permit.
The bids are as follows:

Staff reviewed the bids, met with the low bidder, and recommends
awarding the contract to the low bidder, Michigan Aquatic Control, with a
base bid of $13,750, plus the alternate of $3,500, for a total of $17,250.
Due to the reasonable amount of this bid, staff would like to include a
$4,000 contingency for the removal of an additional 6 inches to 1 foot of
sediment, based on the unit price of $10.00 per cubic yard.
Staff requests approval of the bid total, $17,250, plus a $4,000
contingency, for a total budgeted amount of $21,250.
There was $40,000 identified in the 1992 Capital Improvement Projects
Budget for this project.

ITEM 111
GROVELAND OAKS ELECTRICAL REMOVAL
The Department of Natural Resources has requested the overhead
electrical lines at Groveland Oaks be removed. This is a
requirement of the federal government in conjunction with receiving
federal dollars. This was brought to our attention as part of the
grant review process for the past several years.
We received a $55,000 Land and Water Conservation Grant this
year for the design construction of a major play area near the
concession building and beach area. Overhead wires now exist which
cross the proposed play area site. These lines must be removed as
part of the grant conditions.
Staff has been working with Detroit Edison to remove these
lines. Recent correspondence indicates a price of $4,865 for the
removal of a large portion of the lines that cross the group
camping into the concession building area and into the older
campsite area. The cost is considerably less than we had
anticipated.
Staff recommends that the agreement with Detroit Edison to
begin this removal be approved.
Once Edison has completed their work, there will be some
additional cost for connection to our facilities from the
transformers.
The 1992 Capital Improvement Projects Budget has identified
$40,000 for this item.

WATERFORD OAKS TOBOGGAN SLIDE
CONTRACT APPROVAL
When the consultants were selected for the design of the
Waterford Oaks toboggan slide, engineering and construction for the
actual slide were also included. The companies that collaborated
with Harley Ellington Pierce and Yee were Ice Systems Inc. for the
refrigeration and ProSlide for the flumes.
We have now reached a point where the contract for design and
construction drawings from which the slide will be constructed is
required in order to proceed.
A contract has been completed with Ice Systems Inc., "ISI",
which incorporates ProSlide. The basic contract has been approved
by the required county departments, including Corporation Counsel.
Only a few modifications have been made for clarification. We have
attached this contract for your review and for discussion at the
commission meeting. If you have any questions prior to the
meeting, staff will be available.
Staff requests approval of the contract with Ice Systems
Incorporated.

MANAGER'S REPORT
---The Christmas Tree Recycling Program has once again been
scheduled for weekends in January throughout the county parks. We
are co -sponsoring this program with the Detroit Hoo Hoo Club and
Bordine's Better Blooms. Last year over 5,000 trees were
collected.
---Staff, at a previous commission meeting, indicated they were
exploring contracting with a utility service company to analyze
utility bills for possible refunds and/or cost savings on current
rates. This was in conjunction with our continuing effort to
reduce utility costs throughout the parks system. Staff will be
developing a Request for Quotation with the assistance of the
county's Purchasing Division to be sent to potential bidders. All
bids received will then be analyzed by staff. It is anticipated
that the results and subsequent recommendation will be presented
to the Parks Commission sometime in January.
---Staff will be requesting bids on a playlot at the Red Oaks
Waterpark, which will be installed for next season. Bids will be
coming to you in the near future. Funds for this are budgeted in
the 1993 Capital Improvement Projects Budget.
---The Oakland Parks Foundation is currently receiving donations
for the tree memorial fund in honor of Lewis Wint's service to the
Parks and Recreation Commission. A report will be given at a
future date. These funds will help maintain the flower gardens in
front of our administration building.
---Attached are two pages from the Independence Township Parks and
Recreation's master plan study. As you will notice, area
respondents have chosen Independence Oaks as their most frequently

Residents who use area parks indicate involvement in a wide variety of activities. Question 14 in the data
tabulations lists the activities mentioned by respondents. There are some differences in activities for the
younger and the older respondents.

nave available at the area parks. Question 16 lists all the types of activities and programs that family
members are involved in, The themes that are mentioned most often in these three questions include
ball -related activities (e.g., baseball, softball, T-ball, soccer, volleyball, etc.), swimming, walking and
hiking/jogging, and kids- or family -oriented activities. These questions will be helpful for developing
programs and activities that will be of interest to Township residents.
Respondents were asked to rate five aspects of the parks and recreation department using the same
five -point scale described for Question 5 on Page 7. The relatively high "Don't Know" response to all five
of the attributes underscores the need to make Township residents more aware of the Parks and
Recreation department's activities and programs.
Although respondents in all demographic groups report a high level of unfamiliarity regarding the parks
and recreation department programs, the younger (under 50 years of age) segment is more likely to give a
rating for the park services/attributes than are the over 50 age group.
